ASTANA, Oct. 30 (Xinhua) -- Chinese Premier Wen Jiabao said here Thursday that China will maintain contact with Iran and conduct mutually beneficial cooperation with the country.     The Chinese premier made the remark at a meeting with Parviz Davoodi, first vice president of Iran, on the sidelines of the 7thprime ministers' meeting of the Shanghai Cooperation Organization (SCO) in Astana, the capital of Kazakhstan.     Iran is an observer of the SCO. WASHINGTON, Dec. 8 (Xinhua) -- The Pentagon said Monday that five detainees at U.S. Naval base in Guantanamo Bay, Cuba, want to confess to conspiracy charges for planning the 9/11 attacks.     Khalid Sheikh Mohammed, the "architect" of the attacks, and four co-conspirators asked a military judge if they could withdraw all pending motions and plead guilty, Pentagon spokesman Gail Crawford told reporters.     The judge accepted the request but ruled that "competency hearings" are first needed for two of the five, Mustafa al Hawsawi and Ramzi bin al Shibh, because "questions exist as to their competency to stand trial," he said.     Meanwhile, Denis McDonough, a senior adviser to President-elect Barack Obama, told media that no decisions have been made by Obama about what to do with the 255 inmates presently held at Guantanamo.     "There is no process in place to make that decision until Obama's national security and legal teams are assembled," he said.     Sources close to Obama team said the incoming administration is considering putting some of the inmates on trial in existing federal courts, setting up a special national security court to deal with cases involving sensitive intelligence, and releasing other inmates.

Bush exchanged congratulatory messages Thursday to mark the 30th anniversary of the establishment of diplomatic relations between their two countries. BRUSSELS, Jan. 29 (Xinhua) -- Chinese Premier Wen Jiabao arrived in Brussels on Thursday evening for an official visit to the European Union (EU) headquarters.     The premier was welcomed at the Brussels international airport by European Commission officials, Belgian Foreign Ministry officials, officials of the Chinese mission to the EU and the Chinese embassy in Belgium, as well as Chinese students studying in Belgium.     In a written statement distributed to the press upon his arrival, Wen said the world is undergoing profound changes with a volatile international situation, more regional conflicts and a spreading financial crisis.     In this context, to enhance dialogue, promote consultations and deepen cooperation is in the interests of both China and the EU, and in line with the trend of the times, which is for peace, stability and development, he said.     Wen said he is looking forward to having frank and in-depth exchange of views with EU leaders on China-EU relations, on how to jointly deal with the global financial crisis, and on other international and regional issues of common concern.     "I hope and believe that this visit, as an important trip of confidence, will enhance the confidence of China and the EU in their future relations and in practical and mutually beneficial cooperation. TAIPEI, Jan. 8 (Xinhua) -- The mainland-donated panda pair is scheduled to meet the Taiwan public on Jan. 26, the first day of the Chinese Lunar New Year, the Taipei city government announced on Thursday.     Taipei mayor Hau Lung-bin will visit the panda pair a few days earlier, on Jan. 24, with 500 orphans and children from poor families.     "If all the quarantine measures for the panda pair and other procedures for their moving into the zoo go well as scheduled, the 500 children invited by the city government will be the first visitors on Jan. 24," Hau said.     The Taipei city zoo said an opening ceremony for the panda enclosure would also be held on Jan. 24. The area would be open to the public on the morning of Jan. 26.     It's estimated an average of 22,000 panda visitors per day will come to the enclosure once it's opened, according to the zoo. To accommodate the crowds, the zoo will extend business hours until 18:00 p.m. during the Spring Festival holidays.     The city government said earlier in a statement that the pandas were expected to attract about 6 million visitors to the zoo annually, double the current number.     The pair of 4-year-old giant pandas named "Tuan Tuan" and "Yuan Yuan" (when linked, their names mean "reunion" in Chinese), have now become "sweethearts" on the island. Cartoon images of the bears are displayed at bus stations and the airport's entrance.     The mainland announced in May 2005 it would donate two giant pandas to Taiwan. Their departure had been delayed for more than three years. Improved cross-Straits ties made their journey to Taiwan possible.

BEIJING, Dec. 26 (Xinhua) -- A food company in east China's Shandong Province has been allowed to resume export of bean stuffing to Japan following earlier suspicion of food poisoning, the General Administration of Quality Supervision, Inspection and Quarantine (GAQSIQ) said Friday.     In a brief statement posted on its Web site, the GAQSIQ said the Japanese authorities could not conclude that the food-poisoning symptoms of two Japanese people resulted from consumption of the bean stuffing from Qingdao Fushijia Food Co., Ltd. in Shandong.     According to the GAQSIQ, the Japanese Ministry of Health and Welfare said Dec. 17 that Japan decided to lift import ban on Fushijia's products since the Chinese side had found no quality problem with Fushijia's bean stuffing. The Japanese side had also not discovered any harmful chemical substance in imported products.     Japan banned the import of Fushijia's bean stuffing in September after two employees of a Japanese food producer importing Fushijia's products became ill.

A new round of the six-party talks is begun here Monday afternoon for a fresh round of talks on the denuclearization of the Democratic People's Republic of Korea (DPRK).     BEIJING, Dec. 8 (Xinhua) -- Envoys from the six nations gathered in Beijing on Monday for a fresh round of talks on removing nuclear programs from the Democratic People's Republic of Korea (DPRK).     "I propose the talks focus on three issues," Chinese Vice Foreign Minister Wu Dawei said in his opening address late Monday afternoon.     "First, verification; secondly, implementation of the remaining second phase action plan; and thirdly the establishment of a peace and security mechanism in northeast Asia."     The talks, also involving the United States, Republic of Korea(ROK) Russia and Japan, got under way in Diaoyutai State Guesthouse in western Beijing.     "Since our last meeting in July, all parties have kept in close communication and consultation and registered some progress, which China deeply appreciated," Wu said.     Last week, chief U.S. envoy Christopher Hill and his DPRK counterpart, Kim Kye Gwan, met in Singapore. The talks were reported to be substantive, but the two parties failed to reach a deal on sampling of atomic materials.     "We should participate in the meeting with a flexible and pragmatic attitude. We need joint efforts to narrow differences and lay a solid foundation for promoting talks into next phase," Wu said.     The Chinese host also called on the six nations to continue to adhere to the principles of "word for word, action for action" and” phased implementation."     Monday's talk lasted about one hour, with the issue of verification topping the agenda.     "We discussed fuel oil, the issues of disablement schedule and verification," Hill told reporters at China World Hotel Monday night.     "On fuel oil and disablement, there were no really contentious issues," said Hill.     The difficulty lies in how to verify DPRK's nuclear program.     "The Chinese have some ideas on how to approach the issue. What China is trying to do now is to put together a draft and circulate something tomorrow(Tuesday)," Hill said.     "It has to do with the verification. The key element will be what we did in Pyongyang. As you know we want to see some further definitions of this."     Sunday night, the U.S. envoy said the objective of this round of talks was to produce a verification protocol and a clear road map of what parties need to do to complete the verification.     Under an agreement reached at the six-party talks in February 2007, the DPRK agreed to abandon all nuclear weapons and programs. It promised to declare all its nuclear programs and facilities by the end of 2007. In return, DPRK would get diplomatic and economic incentives.     The six parties agreed to a disarmament schedule in October 2007. The DPRK said it has slowed down that process because of sluggish economic compensation.     On Saturday, DPRK vowed to ignore Japan at the talks, citing Tokyo's refusal to send aid to the country as part of the agreement.     Before Monday's talks began, the Chinese delegation held a series of preliminary bilateral meetings with the other five parties.     Despite recent tensions, the DPRK and ROK delegations also held a rare bilateral meeting before the talks opened.     Launched in 2003, the six-party talks was a vice-minister level mechanism aimed at denuclearizing the Korean Peninsula. BEIJING, Oct. 20 (Xinhua) -- China's top economic planning agency on Monday said it would raise the minimum purchasing price for wheat by as much as 15.3 percent starting next year.     The move by the National Development and Reform Commission (NDRC) aims to boost rural income and grain output. The country, with a population of more than 1.3 billion, relies mainly on domestic production for food.     By hiking grain purchasing prices the NDRC hopes to motivate farmers to increase agricultural production.     The government's minimum purchasing price for white wheat next year will be 0.87 yuan (12.7 U.S. cents) per 500 grams, 13 percent higher than prices in 2008. In addition, prices for red and mixed wheat will be 0.83 yuan per 500 grams, up 15.3 percent.     The agency also pledged to further increase subsidies for agricultural production materials, machinery and crop seeds.     It will also increase commercial reserves of fertilizer to help ensure market supply and price stability.     The NDRC would like to expand China's grain production capacity by 50 million tons.     On Oct. 11, China's Ministry of Agriculture predicted an increase in grain output for the fifth consecutive year.     According to estimates from the State Grain Information Center, this year's grain output should reach 511.5 million tons, up 10 million tons from 2007.     The central government allocated 102.86 billion yuan (15.1 billion U.S. dollars) in agriculture subsidies this year, doubling the money from 2007.     The NDRC also plans to raise the minimum purchasing price for rice next year, although it did not give further details.
