NANJING, Aug. 9 (Xinhua) -- Chinese Premier Wen Jiabao reaffirmed during the weekend that China would unwaveringly adhere to its moderately easy monetary policy in face of economic difficulties and challengesWen said China would maintain both its proactive fiscal and moderate monetary policies, and work on economic restructuring to strengthen recovery from the global downturn.     During a three-day inspection tour that ended Sunday in the eastern Jiangsu Province, one of China's economic powerhouses, Wen said China should focus on maintaining stable and rapid economic development and accelerating economic restructuring.     China's economy still faced hardships and challenges because of the gloomy international economic outlook, he said. With weakened external demand, Chinese enterprises faced significant overcapacity, while domestic demand was still restricted by various factors.     The impact of governmental stimulation of the economy would gradually lessen and long-term policies needed time to pay off, Wen said. Therefore, China's macroeconomic policy would not change.     The premier's remarks echoed a similar announcement made by a senior economic planning official Friday that overseas market conditions were still severe and the country's economic policy direction would remain unchanged.     Although the country's economy was showing signs of recovery, it still faced many difficulties in maintaining stability, said Zhu Zhixin, vice minister in charge of the National Development and Reform Commission.     On his third visit to Jiangsu since the global financial crisis hit, Wen also praised "better-than-expected" results in eliminating pollution from the country's third largest fresh water lake Taihu over the past two years, since a blue algae outbreak in 2007.     Wen was told that more than 3,000 small chemical plants surrounding the lake had been closed and about 1,000 new facilities had been installed to treat sewage from nearby villages into the lake.

BEIJING, July 24 (Xinhua) -- Chinese President Hu Jintao Friday called for the whole nation to further promote the development of national defense with the help of the nation's economic development.     Hu, also general secretary of the Communist Party of China (CPC) Central Committee and chairman of the Central Military Commission (CMC), made the remarks during a meeting held by CPC Central Committee Political Bureau ahead of the 82nd founding anniversary of the Chinese People's Liberation Army (PLA) on Aug. 1.     Hu said "the country should take both economic and national defense development into consideration and develop the armed forces featuring an integration of the military and the people."     To realize the goal, efforts are needed in establishing sound weapon systems and equipment research and manufacturing, military personnel training and logistics that combine military construction with people's support, he said.     Emphasis should be made in scientific exchanges between fields of national defense and civilian use.     He further stressed it is the responsibility of both the Party and entire nation to build a powerful and solid armed force and national defense power.

BEIJING, Aug. 26 (Xinhua) -- A senior Chinese legislator said Wednesday that China will promote social exchanges with Myanmar to boost bilateral ties.     "We attach importance to and support friendly exchanges and cooperation between social groups and organizations in China and Myanmar, which will contribute to the development of bilateral ties," said Zhou Tienong, vice chairman of the Standing Committee of the National People's Congress, in a meeting with a delegation from a government-supported organization from Myanmar.     Zhou, also president of the Chinese Association for International Understanding, briefed the eight-member delegation on China's political and economic situation, its measures in tackling the global downturn and pledged to boost economic and trade cooperation with the international community, including Myanmar. LONDON, Sept. 5 (Xinhua) -- Britain hopes to further expand cooperation with China in economic, financial and trade sectors, Business Secretary Lord Mandelson said Saturday.     In a written interview with Xinhua on the eve of his visit to China, Mandelson, also the First Secretary of State, said economic and political relations between Britain and China are very strong.     The High-Level Economic & Financial Dialogue would lead to collaboration in areas such as the development of financial services, the protection of intellectual property rights, and the establishment of a comprehensive social security system in China, Mandelson said.     During Mandelson's visit, which begins Monday, he will give a speech at a low carbon business solution event in Beijing attended by about 250 British and Chinese companies. He will also sign a "Sustainable City" memorandum of understanding with Changsha, the capital of south central China's Hunan province.     "The UK is keen to share its low carbon technology," Mandelson said, noting that Britain would like to export even more high-tech goods to China.     Mandelson said the UK, by far, is the largest European investor in China and transfers much of its technology to the country through wholly owned subsidiaries and joint ventures.     The business secretary expressed hope that China would improve its regulations to facilitate British companies' participation in its hi-tech sectors.     China, Mandelson said, has taken every measure possible to mitigate the impact of the global financial crisis, which also has contributed to the recovery of the world economy.     He called China's huge stimulus package "a very impressive commitment to rebuilding its economy and the welcome effects are already being felt."     China has contributed to the rebalancing of the world economy by re-orienting its own growth model to stimulate domestic consumption, the business secretary said.     Meanwhile, Mandelson also expected China to play a bigger part in pushing forward multilateral trade talks     "I hope China will play an important role in achieving a conclusion to the Doha Development Round and I hope that the global recession has provided a sense of renewed urgency for this agreement", he said.     As the former EU Trade Commissioner, Mandelson has never shied from voicing his objections to protectionism.     Imposing tariffs on imports, he said, creates distortions in the global economy, which result in poverty and inequality.     Trade is essential to the prosperity of the world economy and remains one of the main avenues open to increase productivity and growth, he said.     "I hope that UK and China's joint efforts to foster closer trade and investment links in China's rapidly developing regional business centers will stimulate and serve to support new business partnerships," the business secretary said.     Mandelson said China's process of gradually opening its capital market would deepen the capital and expertise available to Chinese companies as they increasingly look to expand overseas.     "We are equally keen to work with the Chinese authorities and markets to enable foreign firms to list on its exchanges," he said.     "We are very supportive of the State Council's desire for Shanghai to develop into a truly international financial center over the next 10 to 15 years and believe that an important step to building this profile will be the continued growth and diversification of China's capital markets."     Mandelson also emphasized that there are many benefits from an internationalized Chinese yuan, which would promote greater stability in global foreign exchange markets.     "A more widely traded Chinese currency will help Chinese companies win business in overseas markets," he said, "And a more market-oriented exchange rate will help China re-orient its economy towards domestic consumption, which would be in China's own interests."     When it comes to the climate change issue, Mandelson noted that China is making strong efforts to reduce the growth of its greenhouse gas emissions. He pointed out that China currently aims to reduce consumption of energy per unit of GDP by 20 percent between 2005 and 2010.     "Tackling climate change is a win-win business opportunity for both the UK and China," he said.     Mandelson also called for international cooperation to deal with the world's other thorny issues.     The global downturn has powerfully illustrated how important it is to have constructive engagement at the international level, he said.     "We need international solutions to financial regulation, to tackling pollution and in fighting proliferation and terrorism. These are global challenges that require a global response," Mandelson said.

BEIJING, Sept. 9 (Xinhua)-- China and the European Union (EU) should properly cope with trade frictions, and push forward economic and trade cooperation, Chinese Vice Premier Wang Qishan said here Wednesday.     Wang was meeting with EU Trade Commissioner Catherine Ashton, who is on her first visit to China.     "China and the EU should appropriately handle trade frictions, and fight resolutely against trade protectionism," he said.     Since late July, the EU has launched a series of anti-dumping actions against Chinese products, covering steel wire rod, seamless steel tubes, sodium gluconate, steel cables and aluminum road wheels.     "Some of China's major trading partners have shown signs of protectionism during the global financial crisis, and there has been rising trade protectionism inside the EU," said Sun Yongfu, who is department chief in charge of European affairs of Chinese Commerce Ministry.     Vice premier Wang said the two sides' top priorities at the present time should be making efforts to continuously further coordination and cooperation, jointly tiding over the global financial crisis, and facilitating the recovery of regional and international economy. BEIJING, Oct. 3 (Xinhua) -- China contributed 19.2 percent of the world economic growth in 2007, up from 2.3 percent in 1978, a report by the National Bureau of Statistics (NBS) has said. It said China tops the world in contribution to the global economic growth.     The report was the 18th by the NBS. It showcased the improving international status and influence of new China over years of development.     According to the NBS, China's gross domestic product (GDP) was 30 billion U.S. dollars in 1952, more than doubling by 1960, and reached 3.86 trillion U.S. dollars in 2008.     China had also become the world's third largest economy in 2008 by accounting for 6.4 percent of the global GDP.     Meanwhile, the country's gross national income (GNI) per capital has been catching up with the world average. HAIKOU, Aug. 10 (Xinhua) -- The bodies of two people were retrieved in south China's island province of Hainan on Monday, bringing the death toll from the tropical storm Goni to five, local officials said.     The fourth was a fisherman who was killed when the fishing boat "Qiongdanzhou 00301" was wrecked at the Yangpu Port, while the fifth one, a fisherwoman, died after "Qiongdanzhou 52153" sank near Danzhou City, officials said.     Another two fishermen on "Qiongdanzhou 00301" and "Qiongdanzhou 00878", as well as four crew members on a Cambodian vessel are still missing, said an official with the Hainan marine search and rescue center.     The difficulty of rescue has increased as the provincial meteorologic center warned of continuous thunderstorms in northwestern Hainan in the following 24 hours, he said.     More than 1.6 million people in Hainan Province were affected by Goni, which forced local authorities to relocate 92,000, officials said.     It toppled more than 575 houses and damaged 2,311, as well as inundated 68,000 hectares of cropland, he said.     Goni landed in Hainan Wednesday and left China at 5 p.m. Sunday.

It is hard for private investment to enter monopolistic sectors, he added.     Li Yining, an economist from the Peking University, said consumption should be spurred to fuel the growth momentum in the future as the current economic recovery was advanced mainly by investment. He suggested the proactive policy be further carried out to stimulate consumption and private investment in the following period.     Xie said in the second half the ministry will continue its policy of tax cuts to increase investment from enterprises and consumption.     The ministry also pledged to increase spending on people's livelihood. UNITED NATIONS, July 29 (Xinhua) -- UN Secretary-General Ban Ki-moon said here on Wednesday that he was pleased with what China is doing to contain climate change and what the Asian country will do in negotiations that will lead to an agreement at the Copenhagen summit on climate change in December.     Ban told his monthly press conference that "I was pleased that (Chinese) President Hu Jintao and Premier Wen Jiabao assured me that China wants to seal a deal in Copenhagen in December and that China will play an active and constructive role in the negotiations to achieve this end."     During his meeting with the Chinese leaders, "we also agreed on the importance of global leaders showing the way and discussed in detail the Climate Change Summit in New York on Sept. 22," Ban said.     "I wanted to highlight the special responsibility of countries like China to lead the global fight against climate change, as well as highlight all that China is doing," he said. "Come September, we will be entering a crucial stage on climate change."     "Climate change was the major focus of my trip to Asia," he said.     "In particular, I helped to launch an ambitious program to promote energy saving lighting which could reduce China's energy consumption by 8 percent," he said. "This is a major step into the21st century."     The overall goal for the Copenhagen Summit, slated for Dec. 7-18, is to establish an ambitious global climate agreement for the period 2012.     In order to have "a robust agreement on adaptation in Copenhagen," he said, "I continue to press for achieving a fair, effective and scientifically ambitious deal in Copenhagen that can benefit all nations."     "That's why I am convening the September climate change summit," Ban said. "We expect more than 100 heads of state and governments -- the largest gathering of leaders on climate change ever."     "Two years ago, only a few leaders could speak to these issues," he said. "Today, leaders are walking the road to Copenhagen together."     "But, we have less than five months to seal a deal," he said. "To keep up the momentum, I will travel to arctic polar ice rim later next month to get a first-hand look at conditions there -- in particular the melting sea ice."     "I will then go on to the World Climate Conference in Geneva organized by the World Meteorological Organization," he said.
