WASHINGTON, Nov. 4 (Xinhua) -- The United States requested the World Trade Organization (WTO) on Wednesday to establish a dispute settlement panel to rule on China's export restraints on raw materials. But Chinese officials insist that they are consistent with WTO rules.     The materials at issue are: bauxite, coke, fluorspar, magnesium, manganese, silicon metal, silicon carbide, yellow phosphorus, and zinc, key inputs for numerous downstream products in the steel, aluminum, and chemical sectors across the globe.     The Office of the United States Trade Representative (USTR) said in a statement that the raw materials are "critical to U.S. manufacturers and workers."     The USTR also said that the European Union and Mexico are joining the United States in requesting the establishment of a WTO dispute settlement panel regarding this matter.     The U.S. and the European Union requested formal consultations with China at the WTO on June 23, 2009, and Mexico filed its consultations request on August 21, 2009.     "We believe the restraints at issue in this dispute significantly distort the international market and provide preferential conditions for Chinese industries that use these raw materials," said Debbie Mesloh, a USTR spokeswoman.     "Working together with the European Union and Mexico, we tried to resolve this issue through consultations, but did not succeed. At this point, therefore, we need to move forward with the next step in the WTO dispute settlement process," Mesloh stated. "We remain open to working with China to find a mutually agreeable solution to our concerns."     But the Chinese Ministry of Commerce defended China's export policies, saying they are consistent with WTO rules.     The chief aim of China's export policies is to protect the environment and conserve natural resources, said an official with the Ministry of Commerce in June.     China has been keeping communication and contact with the U.S. and the EU over China's policy on raw material exports, the official said, adding that China will properly deal with the consultation request in accordance with WTO dispute settlement procedures.     According to the procedures, China, the U.S., the EU and Mexico have 60 days to try to resolve their dispute through consultations. If consultations fail, the U.S., the EU and Mexico could ask for a WTO panel to investigate and rule on this dispute.

BEIJING, Jan. 7 (Xinhua) -- The annual per capita GDP in Beijing was expected to top 10,000 U.S. dollars in 2009 as the national capital expected an over 9.5 percent economic growth for the same year, said an official with the municipal economic planning agency Thursday.     Beijing expected to rake in financial revenue totaling 202.7 billion yuan (about 29.8 billion U.S. dollars), up 10.3 percent year on year, said Zhang Gong, head of the Beijing Municipal Development and Reform Committee.     The income of urban and rural residents were estimated to rise by 9 percent and 12 percent respectively in 2009 compared to 2008 figures, said Zhang.     Government policies and investment had helped boost local industries amid the global downturn, Zhang said. The city's industrial added value was expected to grow by about 8 percent and the service sector by more than 10.5 percent in 2009, accounting for 73.5 percent of Beijing overall economic strength.     Beijing also strengthened infrastructure construction in 2009 to raise its capability for sustained development, Zhang said. The length of highways and track traffic lines in operation reached 884 kilometers and 228 kilometers respectively currently. The city still has 276.7 kilometers of track traffic line under construction, he said.     The annual per capita GDP in Beijing was more than 9,075 U.S. dollars in 2008 and the figure was 7,370 U.S. dollars in 2007.

BEIJING, Jan. 10 (Xinhua) -- China's foreign trade in 2009 dropped 13.9 percent from a year earlier to 2.21 trillion U.S. dollars and its trade surplus last year slid 34.2 percent year on year to 196.1 billion U.S. dollars, according to figures released Sunday by the General Administration of Customs (GAC).     In breakdown, China's exports in 2009 stood at 1.2 trillion U.S. dollars, down 16 percent from in 2008, and imports reached 1.01 trillion U.S. dollars, down 11.2 percent from a year earlier, said the GAC.     In December 2009, monthly trade amounted to 243 billion U.S. dollars, which represented a year-on-year increase of 32.7 percent and a month-to-month rise of 16.7 percent.     Last month, China's exports were worth 130.7 billion U.S. dollars, up 17.7 percent from a year earlier. BEIJING, Dec. 2 (Xinhua) -- Heavy fog faded in most Chinese provinces after a cold front from Siberia moving south cleared up the sky on Wednesday. As a result, road, river and air traffic was finally restored after days of disruption in many parts of China.     Traffic on the Beijing-Hangzhou Grand Canal resumed at noon after 11 hours of closure, said an official from Yangzhou City of east China's Jiangsu Province Wednesday.     Nearly 100 vessels stranded in Yangzhou have entered the Yangtze River. Highrise buildings are seen shrouded by heavy fog at the financial district of Shanghai, east China, Dec. 2, 2009    But sea areas off Shanghai were still shrouded by heavy fog. In the first three quarters of this year, Shanghai Maritime Safety Administration reported 32 accidents in its administrative area, in which 13 vessels were wrecked and 20 people went missing. Direct economic loss was estimated at 39 million yuan (about five million U.S. dollars).     The administration reminded passing vessels to be ready for emergencies because of the bad weather.     Visibility in east China's Shandong Province rose to more than 1,000 meters. Delayed flights and closed highways had been resumed, said the provincial meteorological bureau.     However, the heavy fog staggered in east China's Anhui Province, north China's Shanxi Province and northwest China's Shaanxi Province on Wednesday.     Visibility was 200 to 50 meters in most parts of Anhui, where police had to reinforce traffic control on highways.     Two of the three flights canceled on Tuesday in Hefei City tookoff Wednesday, though some other flights were delayed.     Visibility in Shanxi was 100 to 20 meters on Wednesday.
