BARCELONA, Nov. 3 (Xinhua) -- The top Chinese negotiator for the United Nations climate change talks being held here said Tuesday that the Kyoto Protocol must be followed.     "China's position is quite clear: the Kyoto Protocol must be adhered to, since it best illustrates the principal of 'common but differentiated' responsibilities," said Su Wei, head of the Chinese delegation to the talks.     Su told Xinhua that during earlier negotiations, some countries had proposed discarding the Kyoto Protocol and adopting a totally new document at December's Copenhagen climate change meeting.     "This demand is strongly rejected by the Group of 77 and China, and other developing countries," Su said.     Su stressed that the Kyoto Protocol must be the legal basis for further negotiations at Copenhagen, and developed countries must fulfill their obligations under the protocol, which regulates that they should clarify their reduction targets in the second phase of the protocol.     "If this basic arrangement is changed, the future of the Copenhagen meeting would be greatly shadowed," Su said.     The deal to be reached at the Copenhagen conference, Su said, should have two basic elements.     One element is to set the mid-term emission reduction targets for developed countries under the Kyoto Protocol. That is, developed countries as a whole should commit to making 25-40 percent cuts below 1990 levels by 2020.     The second element is to make substantial arrangements for the implementation of the UN Framework Convention on Climate Change in accordance with the Bali Roadmap.     "We hope we could lay a good foundation for the Copenhagen conference through negotiations at this meeting," Su said.

BEIJING, Nov. 17 (Xinhua) -- Chinese President Hu Jintao and visiting U.S. President Barack Obama started official talks in Beijing on Tuesday morning to discuss bilateral ties and global issues of mutual concern.     The official talks were held at the Great Hall of the People after a close-door meeting between the two presidents.     It is their third meeting this year following one in London in April and another in New York in September.     Obama is on his first state visit to China on Nov. 15-18 as guest of Hu. He kicked off the visit on Sunday in Shanghai.     

BEIJING, Nov. 24 (Xinhua) -- Chinese Vice Premier Li Keqiang on Tuesday called for more efforts to optimize land use in order to save resources and further economic restructuring.     Li made the remarks during an inspection to the Ministry of Land and Resources (MLR). As the most populous country in the world, China has been faced with shortages of land, water, energy and minerals, and the shortages were worsened by rapid economic growth, he said. BEIJING, Nov. 17 (Xinhua) -- China and the United States are committed to working together and with other countries for a successful outcome at Copenhagen summit next month, said a joint statement issued here Tuesday after talks between Chinese President Hu Jintao and his U.S. counterpart Barack Obama.     The two sides have held a constructive and productive dialogue on the issue and maintained that international cooperation is indispensible in dealing with climate change, which poses one of the greatest challenge of the time, the statement said.     Both sides concede that transition to a low-carbon economy is an opportunity to promote continued economic growth and sustainable development in all countries.     Regarding the upcoming Copenhagen summit, the two countries expressed their willingness to strive for an agreed outcome based on the principle of common but differentiated responsibilities and respective capabilities.     "The two sides, consistent with their national circumstances, resolve to take significant mitigation actions and recognized the important role that their countries play in promoting a sustainable outcome that will strengthen the world's ability to combat climate change," said the statement.     The two countries also agreed that the outcome should include the emission reduction targets of developed countries and nationally appropriate mitigation actions of developing countries, adding that it should also substantially scale up financial assistance to developing countries, promote technology development, dissemination and transfer, and pay particular attention to the needs of the poorest and most vulnerable countries to adapt to climate change.

ABU DHABI, Jan. 3 (Xinhua) -- More than 40 world leading renewable energy companies from China have confirmed their participation in the upcoming World Future Energy Summit (WFES) in Abu Dhabi, organizers said Sunday.     The Chinese pavilion at the meeting, which is now in its third year and will be held in the capital of the United Arab Emirates (UAE) on Jan. 18-21, has already grown to more than 1,000 square meters, ASDA'A Burson-Marsteller, a public relations consultancy, said in a press release.     Leading companies and organizations from all across China, including Suntech Power, Yingli Green Energy Holding and China Sunergy, are expected to participate in the summit, the press release said.     It noted that there is a particularly strong presence of companies from China's eastern province of Jiangsu, where solar power is a pillar of the local economy, saying approximately half of the Chinese firms participating are from the province.     According to the press release, Shi Zhengrong, Suntech's chairman and CEO, will take part in a discussion on International Policy and Climate Change Action Plans during the summit.     Suntech, a NYSE-listed company with a market capitalization of nearly 3 billion U.S. dollars, is the world's largest producer of crystalline silicon solar panels and has delivered solar energy products to more than 80 countries over the past eight years, it said.     The China Greentech Report, recently issued by the China Greentech Initiative, a partnership of more than 80 of the world's leading companies and organizations, projects that the Chinese government's investment in its "greentech" industry will drive private sector investment, which could create a national market worth up to 1 trillion dollars annually.     Such significant investment and government commitment have led to China playing a significant role in the exhibition at the WFES this year, the press release said.     The WFES, a global platform for sustainable future energy solutions launched in 2008, gathers industrial leaders, investors, scientists, specialists, policymakers and researchers to discuss challenges of rising energy demand and actions to achieve a cleaner and more sustainable future for the world.     Abu Dhabi, an emerging global hub for renewable energy, is the venue for the annual meeting, held along with the World Future Energy and Environment exhibitions.     In June last year, the International Renewable Energy Agency (IRENA) decided to base its headquarters in the UAE capital.

BEIJING, Dec. 8 (Xinhua) -- China's exchange rate regulator said Tuesday it would work to promote balance of payment next year by stabilizing exports while expanding imports.     The promotion of balance of payment should be the fundamental of the work in 2010 in order to safeguard the nation's economic and financial security, said Yi Gang, head of the State Administration of Foreign Exchange (SAFE).     He said SAFE would continue to diversify the investment of foreign reserves, and ensure the safety, liquidity and the value of the mounting assets, which have ballooned to more than 2 trillion U.S. dollars.     The authority would also step up supervision of the cross-border money flow to protect national financial safety, he said.     Yi also noted SAFE would seek chances to push forward reforms in key areas and links of the foreign exchange management but didn't elaborate.
