BEIJING - China will extend its ban on foreign cartoons during prime time by an hour, its latest initiative to "spur the domestic cartoon industry", said a circular by the country's TV watchdog.According to the circular issued by the State Administration of Radio, Film and Television (SARFT), no foreign cartoons or programs introducing foreign cartoons can be shown from 5 pm to 9 pm, the "golden hours", on all domestic cartoon channels and children channels starting May 1.The original ban, imposed by the SARFT in August 2006, required foreign cartoons to appear on TV only before 5 pm or after 8 pm.Cartoons co-produced by domestic and foreign producers will have to get approval from the SARFT to air between 5 pm and 9 pm from May 1.Only domestic cartoons approved by SARFT can be aired during the "golden hours", it said.The ban will "enhance the SARFT's management over cartoon programs and will create a favorable environment for the domestic cartoon industry," the circular said.China's cartoon industry produced more than 101,900 minutes of animation in 2007, a 23 percent jump over 2006 when the output was 81,000 minutes, according to the circular.The first foreign cartoon introduced to China was Japan's "Astro Boy" series in 1981. Since then, a large quantity of foreign cartoons have flooded into China.In 2000, a SARFT regulation required local TV stations to get approval from the administration and set quotas for imported cartoons to air on TV. By that time, China's cartoon programs had nearly been monopolized by Japanese cartoons.In 2004, the SARFT issued another regulation, requesting at least 60 percent of cartoon programs aired in a quarter to be domestic.In September 2006, the SARFT decided to ban all foreign cartoons from 5 pm to 8 p.m.. Police will charge 38-year-old Wu Shengli next week with kidnapping and injuring Wang Bingrong, Party chief of Weining County in southwestern Guizhou Province, on April 13. "We are making final preparations to conduct legal proceedings for the procuratorate departments," a police officer told China Daily yesterday. Wang is still in hospital, according to an official of the county office. The Guangzhou-based Nanfang Weekend reported the case yesterday. According to the newspaper, the kidnapping occurred at the Party chief's home at about 8 pm and the kidnapper demanded a ransom of 21 million yuan (.73 million) for his release. Wang tried to call a local finance official for help, but he thought Wang was playing a joke on him. It was not until the next morning when the official received a second call from Wang that public security departments were alerted. Wang was found seriously injured and rushed to hospital. "There were three big wounds on his head," one of Wang's nurses from Weining County People's Hospital said on April 20. "Surface wounds have healed, but there is still a hematoma inside his head." Wu, from Hubei Province, was captured "without difficulty" and put under criminal custody, the newspaper said. He used to work as a truck driver for a local gold mining company. While officials remain tight-lipped about the case, rumors of why Wang was targeted have spread. "It is a pure kidnap case for money, and there is nothing between Wang and the kidnapper," Li Zhengchao, a local official told the Guangzhou newspaper. But others are not convinced given that Weining is a remote county and kidnapping a top official poses high risks. Two mine explosions in the coal-rich county last May and June killed 20 workers, leading to the shutdown of more than 400 illegal mines. Wang is believed to have ordered the closure of more than 2,000 illegal mines in one year. In Weining, Wang is known for his boldness in streamlining local government bodies. Over-staffing of departments has been a problem in the county. For example, there are as many as six or seven vice-directors for a small department, as compared to two, regulated by the State. Wang's reform has reduced the ranks by more than 100 senior officials. "Many officials could previously stay in their posts until aged 58, but now they have to step down at 50," said a local official. Last November, Wen Jiangang, the former head of Xingren County, was stabbed to death together with five other family members. He was also known for his tough stance on coalmine safety. Wen had closed more than 300 illegal coalmines within six months.

I hope the government can ban dangerous circus performances in case more people are hurt," Xinhua quoted father Mo Jicai as saying. In 2001, a female worker at the same zoo was also killed by a tiger. And in January, a tiger at the Kunming Wildlife Park attacked another child, but zookeepers were able to open the animal's mouth and save the child, Xinhua said.

The newly approved Labor Contract Law will not undermine the investment environment although it will better protect workers' interests and rights, China's top trade union body said yesterday. Liu Jichen, director of the law department at the All-China Federation of Trade Unions, denied that the law - which goes into force from January 1 next year - is biased toward employees. "It not only protects workers' interests and rights, but also equally protects employers'," he told a press conference. The law, passed on Friday by the Standing Committee of the National People's Congress, the top legislature, had raised concerns that stricter contract requirements could raise business costs and give companies less flexibility to hire and fire employees. Liu, however, said that the law takes into account employers' interests. For example, he said, employers can sign non-competition contracts with workers, with a non-competition period of not more than two years to encourage innovation and ensure fair competition. So an employer can rest assured that an employee does not walk out at the end of the contract period and join a direct competitor. It also softens the terms under which employers can cut staff - if an enterprise switches to other production, adopts a major technological innovation or changes its mode of business. Liu stressed that the law will help create a harmonious labor relationship. "Labor protection is a worldwide trend," he said. "With working conditions improved and rights protected, employees will feel more secure, which leads to a higher productivity." Liu pointed out most labor disputes result from violations of workers' rights. Because of the huge supply of labor force, workers are in a disadvantaged position, he said. Liu said the federation has succeeded in keeping most of the items on protecting workers' rights and interests in the law. For example, the law makes mandatory the use of written contracts and strongly discourages fixed- or short-term contracts. It also stipulates severance be paid if a fixed-term contract expires but is not renewed without an appropriate reason. The law requires all employers to submit proposed workplace rules or changes for discussion to the workers' congress - concerning pay, work allotment, hours, insurance, safety, holidays and training. Employers and trade unions will then jointly decide on workplace agreements. It stipulates trade unions have the right to sign collective contracts with employers on behalf of workers. In a position paper released yesterday, the European Chamber of Commerce in China said it welcomes the law and its aim of improving labor conditions and creating workplace harmony. "A more mature legal environment should be considered as an advantage in attracting foreign investment," the statement said. However, the chamber said the key challenge remains compliance by employers and the enforcement by authorities of the existing laws.

KUNMING -- Fourteen people were killed and six others were injured after a bus veered off a road and plunged into a ravine in southwest China's Yunnan Province, a local government official confirmed on Thursday.The bus with 20 passengers on board veered off a highway in Maguan County of Wenshan Autonomous Prefecture of Zhuang and Miao Nationalities at 3:30 p.m. Wednesday, said Liu Qingfu, deputy head of the publicity department of Wenshan prefecture.Fourteen people died at the scene. The injured have been rushed to a nearby hospital and are reportedly out of danger.The cause of the accident is still being investigated.

Chinese auditors said it found no embezzlement or misappropriation of construction fund in the ongoing Three Gorges project, however, they also detected some problems and flaws in the project management. The National Audit Office (NAO) said the overall quality control of the project was fine and total investment were kept under control. All 11 major projects were up to the standards, as were main materials such as steel and cement, said an audit report by the NAO. It said total inflation-adjusted investment, expected to be 78 billion yuan, could be more than 35 billion yuan less than planned in 1994. By the end of 2005, the country had spent 64.2 billion yuan on the project. The NAO, however, also detected extra construction costs of 488 million yuan, most of which was incurred by project construction contractors who exaggerated their expenditure. The office also found 20.4 hectares of land illegally used without governmental permission, while another 110 hectares approved for use had been left idle. "The problems are largely due to lack of laws and regulations and imperfection in internal control," said Pan Xiaojun, senior official with the NAO. The company said it had already corrected the use of 139 million yuan of fund involving violation of rules, and a total 17 measures had been adopted to improve management over the project. The office said 21 power station construction projects, most of which involved a single contract value of less than 10 million yuan were not put out to tender. A few construction companies were discovered to have subcontracted their projects against regulations and obtained illegal charge of 53.45 million yuan. About half of the 1,448 supervisors sampled were found to have no licenses for the work. The China Three Gorges Corporation said it had strengthened the implementation of public bidding to ensure the fairness of the results and avoid the influence of people, and it also added detailed terms about contracting in contracts to prevent illegal contracting. The unlicensed supervisors had been fired and supervision over the project supervisors were enhanced, according to the company. The report said that the project across the Yangtze River, the construction of which began in 1993, had played a "better-than-expected" role in flood prevention, power generation and shipping. "It's possible to put the project into full operation by 2009 as planned, and the project is running a bit ahead of schedule," it said. China's consumer price index is expected to rise about 3.3 percent in 2007, moving above the government target of three percent, the State Information Centre said on Wednesday. The forecast came after China's consumer price index (CPI) hit a 27-month-high of 3.4 percent in May, driven by an 8.3 percent rise in food prices, from 3.0 percent in April and 3.3 percent in March. "Consumer inflation in 2007 is to be pushed up by food price increases, and food price increases are the result of a surge in meat, poultry and egg prices," the think-tank said in a report published on the China Securities Journal. The centre is a research body under the China National Development and Reform Commission, China's top planning agency. The report said the rise in meat and other foods would not slow considerably until the last quarter of this year because of high grain and cereal prices. But it did not provide any forecast on policy moves. A surge last month in the price of pork, a staple meat on Chinese dinner tables, raised concerns about inflation. After the May inflation data was released last week, Premier Wen Jiabao said the government was prepared to tighten policy further to restrain the economy and inflation. Various ministries also scrambled to respond in an effort to ease public worries about inflation. The Ministry of Commerce said pork prices in major Chinese cities had dropped slightly in the first 10 days of June. But according to the report, meat and egg prices could rise even further in coming weeks, following a 26.5 percent surge in meat prices in May. Besides food, inflation pressures are under control, the report said. Prices of industrial products are unlikely to rise significantly, and labour cost increases in China have yet to be reflected in consumer inflation. It said the pace of inflation in 2007, although it is exceeding Beijing's target, is still within a range the government can control. Monetary tightening and yuan appreciation in China are expected to have some cooling effects on inflation.

JINAN - Seven fishermen on two boats were rescued on Saturday off east China after their boats lost control in high gales, local rescue sources said. The engine of a fishing boat with six people aboard at the Bajiao offshore area near Yantai city, Shandong Province stopped working around 1:20 p.m. Saturday as its screw propeller was enlaced by aquatic plants amid sudden gales on the sea. A helicopter from the Beihai No. 1 Rescue Flying Squad was dispatched to the site and rescued the six in 20 minutes. The helicopter saved another fisherman on a separate boat on its way back. All the rescued fishermen were sent to Penglai, an island city near Yantai, Saturday afternoon.
