BEIJING, July 23 (Xinhua) -- Chinese President Hu Jintao vowed to stick to the proactive fiscal policy and moderately easy monetary policy in the second half year to sustain stable and relatively fast economic growth.     Hu, who is also general secretary of the Central Committee of the Communist Party of China (CPC), made the remarks at a conference with leaders of the country's leading non-Communist Parties on Thursday in Beijing.     Chinese Premier Wen Jiabao and other senior leaders including top political advisor Jia Qinglin, Vice President Xi Jinping and Vice Premier Li Keqiang, attended the meeting.     Hu said the Chinese economy is generally improving because of the stimulus packages the Chinese government rolled out to weather the global economic downturn, but caution against risks should be strengthened.     The macroeconomic policies should be maintained to consolidate the current recovery to achieve the goal of eight-percent economic growth for this year, Hu said.     China's annual economic growth quickened to 7.9 percent in the second quarter of this year, mainly boosted by a 33.5 percent surge in fixed-asset investment driven by powerful fiscal and monetary stimulus. The figure was compared with the 6.1 percent economic growth in the first quarter and 6.8 percent in the fourth quarter of last year.     Hu called for thorough implementation of stimulus measures to expand domestic demand. The government tried to boost domestic demand to offset falling exports because of a slump of global demand. The measures included programs of rural home appliance subsidy and home appliance replacement and purchase tax cuts on autos.     Economic restructuring and innovation should be enhanced to ensure economic recovery, Hu said.     In rural development, Hu called for efforts to boost grain production and increase farmers' income through various channels. More investment should go to ethnic, border and poor regions, Hu added.

BEIJING, Aug. 27 (Xinhua) -- Chinese Vice Premier Li Keqiang Wednesday chaired a meeting on the national pollution survey and urged more efforts to protect environment.     China launched its latest nationwide pollution survey at the end of 2006.     Li said further work should be done to boost environmental protection and tackle serious pollution problems to boost sustainable development in China and improve people's living standards and quality. BEIJING, Sept. 4 (Xinhua) -- China's government is adjusting its policies on imported technological equipment with the purpose of boosting domestic innovation and greater industrial restructuring and upgrading.     Key components and raw materials imported by domestic enterprises for manufacturing major technological equipment and products are exempted from import tariffs and value-added tax (VAT) as of July 1 this year, according to a joint communique issued by the Ministry of Finance and five other ministries Friday.     Tariff exemption for imported complete set of machinery and equipment will be revoked, according to the communique.     To ensure smooth transition, preferential policies for items which currently can not be wholly supplied domestically, if it is proved so after examination, will be phased out gradually.     Major State-backed key technological equipment includes clean energy power generating systems and nuclear power generating units of above a million kilowatts.     China's central government in March announced expenditure of 20 billion yuan (2.94 billion U.S. dollars) for this year, from a 908 billion yuan public sector budget, to help enterprises upgrade technology, energy efficiency and innovation.     It also unveiled a three-year plan in May to stimulate equipment-manufacturing industry, which lacks ability to innovate and had underdeveloped technology.     But experts said lack of funding and cooperation among research institutes still restrain China's technological transition.

BEIJING, Aug. 7 (Xinhua) -- Anti-terror forces that safeguarded the safe Beijing Olympics last year are in action again as China has stepped up security ahead of its 60th anniversary of founding on Oct. 1, an official said Friday, one year after the Games.     "A safe National Day is the key to the success of the anniversary," said Wang Anshun, deputy secretary of the Communist Party of China Beijing Municipal Committee.     "Beijing will adopt the security model to ensure the absolute safety of the celebrations," he said.     Experts said the forces of safeguarding the anniversary activities should be stronger than during the Games as terrorist groups are also better equipped.     Unlike the Olympic events mostly held in venues, the celebrations including parade inspections and fireworks evening parties, occur outdoors, which make it more difficult to prevent terrorist attacks, said Cai Changjun, professor with the Institute of Special Police of China.     The major threats come from East Turkestan terrorists, Tibetan separatist forces as well as Falun Gong forces, said Li Wei, director of the anti-terrorism research center at the China Institute of Contemporary International Relations.     Police did not reveal how many officers would be deployed in the safety campaign.     The Snow Leopard Commando Unit (SLCU), a major anti-terrorism wing of the People's Armed Police, and the Blue Sword Commando Unit (BSCU) under the Beijing armed police, are ready for security operations during the celebrations, said a Beijing armed police official.     The two highly-classified special police squads, with more than 400 officers, were dubbed as the protector of the Olympics for their roles in counter-terrorism, riot control and other special tasks, such as stopping hijacking and bomb disposal.     SLCU and BSCU participated in an anti-terrorism drill in June as the latest national level exercise ahead of the National Day in northern Inner Mongolia Autonomous Region's capital Hohhot, as well as Shanxi and Hebei provinces that surround Beijing.     The exercise, codenamed "Great Wall-6", aimed to improve the police forces' abilities to deal with bombs containing radioactive contaminants, serial terrorist attacks and blasts in chemical factories.     The Beijing police also held an exercise dubbed "Forbidden City" which tested the ability to rescue hostages and handle blasts.     "The anti-terror schemes are well-knit. We've made specific plans for commanding, force deployment and actions during the Beijing Olympics. All these can be used in the National Day celebrations, Cai said.     More exercises are needed to test the emergency response capacity and smooth the coordination among various forces, he said.     Police will strengthen baggage checks in subway stations, an anti-terror measure which started during Games.     Like the system during the Olympics, emergency police centers can mobilize helicopters and satellites to prevent and handle potential terror attacks, Wang said.     The equipment to deal with chemical weapons, monitoring system of suspected vehicles and air detection equipment that were developed during the Olympics have been used in daily checks, he said.     The capital also has mobilized hundreds of thousands of security personnel, Communist Party officials and volunteers patrolling the city to ensure a terrorism-free anniversary.     Fu Xinling, a volunteer who patrolled streets in Wanshou Road Community in Haidian District during the Olympics, is ready to wear the red armband again.     "We will go back to our posts again in a month to provide clues and information to the police," she said. "We will never allow the terrorists to damage our celebrations."     They read handbooks on Olympics security, which is also helpful in the 60th anniversary, said Cai     Lianqi, a police officer in Wanshou Road Community. "The public is the backing of our security work."

MACAO, Sept. 22 (Xinhua) -- Macao Special Administrative Region(SAR) Legislative Election General Auditing Committee announced the official results of the election of the fourth Legislative Assembly of Macao on Tuesday night.     In line with the Basic Law, the new legislature is composed of 29 seats including 12 directly-elected seats, 10 indirectly-elected seats, and seven others which will be appointed by the SAR's chief executive.     A total of 122 candidates from 16 groups contested in the direct elections, while the indirect elections did not take place since only 10 candidates have been fielded by the four constituencies involved for the 10 seats.     Eight of the 12 candidates who won the direct elections were veteran lawmakers that have served their terms in the legislature, which includes Kwan Tsui Hang, Chan Meng Kam, Ng Kuok Cheong, Angela Leong On Kei, Jose Maria Pereira Coutinho, Lee Chong Cheng, Ung Choi Kun, and Au Kam San were the winners of the direct elections, while Ho Ion Sang, Mak Soi Kun, Chan Wai Chi and Melinda Chan Mei Yi become the new faces in the legislature.     For the part of indirect elections, the list of winners comprises Ho Iat Seng, Kou Hoi In, Fong Chi Keong, and Cheang Chi Keong of the industrial, commercial and financial sector; Lau Cheok Va, Lam Heong Sang of labor sector; Chui Sai Cheong and Leonel Alberto Alves of professional sector; Vitor Cheung Lup Kwan and Chan Chak Mo of social, cultural, educational and sports sector.     The election of the fourth term of the Legislative Assembly of the Macao SAR officially started Sunday morning. The authorities delayed announcing the results of the legislative election because6,539 ballots were found to be spoiled, the SAR's Legislative Election Affairs committee said Monday.     Some 149,006 of the total 249,886 registered voters cast their ballots during the polling period, but 6,539 of these ballots were deemed as invalid, according to the SAR's Legislative Election Affairs Committee.     This year's voter turnout stood at 59.9 percent, compared with 58.39 percent in the previous legislative election in 2005.     The results of the legislative election still need to be submitted to the SAR's Court for final approval, and the confirmed results will be published on the SAR's Official Gazette on Sept. 30 at the latest.

The central government promised a 1.18trillion yuan investment.     By the end of June, 591.5 billion yuan (86.6 billion U.S. dollars) out of the total investment from the central government had been allocated, which boosted a 33.5 percent jump of fixed-asset investment in the first half of this year. It was the highest level in the last five years.     The ministry's decision came as Chinese leaders vowed to continue the current policies.     Chinese President Hu Jintao said Thursday that China should adhere to its proactive fiscal policy and moderately easy monetary policy to ensure a stable economic growth as the recovery is not yet solid.     Premier Wen Jiabao has reiterated that the economy is in a crucial phase and rebounding. He pledged to maintain the current macroeconomic policies and fully implement its four-trillion yuan stimulus package.     Xie said the government will implement the fiscal policy "at full swing" in the second half of this year and speed up allocation of investment from government, which, Xie hoped, would stimulate private investment.     Yang Zhiyong, researcher of the Institute of Finance and Trade Economics at the Chinese Academy of Social Sciences, a government think tank, said that currently the proactive fiscal policy had a limited impact on pushing up private investment. It is hard for private investment to enter monopolistic sectors, he added.     Li Yining, an economist from the Peking University, said consumption should be spurred to fuel the growth momentum in the future as the current economic recovery was advanced mainly by investment. He suggested the proactive policy be further carried out to stimulate consumption and private investment in the following period.     Xie said in the second half the ministry will continue its policy of tax cuts to increase investment from enterprises and consumption.     The ministry also pledged to increase spending on people's livelihood. Investment in agriculture, social security, medical care, education, science and environmental protection climbed 33.9percent from a year earlier to 1.48 trillion yuan, according the ministry.     Analysts said the macroeconomic polices should also aim to adjust economic structure for the long term and to create new growth points.     Jia Kang, president of the Institute of Fiscal Science, Ministry of Finance, said the government resolves to step up adjustment of economic structure as the economy is back on track for recovery.     Xie said the fiscal policy in the second will support innovation and energy conservation and emission reduction to sustain the economic growth.     On July 21, the ministry started a pilot program to subsidize 50 percent of investment for solar power projects, a move to boost the solar industry as a new growth point for the country's economy.     Xie also urged to strengthen supervision over fiscal management and improve information transparency in the second half as fiscal expenditure in the second half faced great pressure. Wen Jiabao also described the country's fiscal situation as "severe."     The ministry said the country's fiscal revenue in the first six months fell 2.4 percent from a year ago to about 3.4 trillion yuan, while its fiscal expenditure rose 26.3 percent to 2.89 trillion yuan.
