BEIJING, Feb. 11 (Xinhua) -- China's State Council, or Cabinet, adopted a stimulus plan Wednesday for the shipbuilding industry at an executive meeting chaired by Premier Wen Jiabao.     The meeting said shipbuilding is a modern, comprehensive industry that provides technical equipment for transportation, maritime development and national defense. Supporting shipbuilders would also help other sectors, including steel, chemicals, textiles, light industry, equipment manufacturing and information technology, it said. New orders for domestic shipbuilders are expected to fall to 20-30 million deadweight tons in 2009, compared to 58.18 million deadweight tons in 2008, according to the China Association of National Shipbuilding Industry    The meeting agreed to increase credit support by an unspecified amount for ship buyers. It also decided to extend the existing financial support policies for oceangoing vessels until 2012. These policies include tax rebates on key imported components for domestically owned oceangoing ships.     It said construction of new docks and the expansion of slipways should be suspended for three years to facilitate industrial restructuring.     It also recommended investment in research and development of facilities to build high-technology ships and maritime engineering equipment and promote technical innovation.     The meeting also approved a draft plan for fighting drought. 

BEIJING, April 11 (Xinhua) -- Credit extended by China's banks in the first quarter hit 4.58 trillion yuan (670 billion U.S. dollars), the People's Bank of China (PBOC) said Saturday.     In March alone, new yuan-denominated loans increased 1.89 trillion yuan. It was the third straight month that new loans exceeded 1 trillion yuan.     "It is not beyond market expectations. The increase was boosted by the 4-trillion-yuan stimulus plan and showed the possibility of a faster economic recovery in China compared with other countries," said Zhang Qizuo, vice director of China International Economy Society.     Premier Wen Jiabao said on March 5 at the opening of the annual session of the National People's Congress, China's legislature, that new yuan-denominated loans this year were expected to reach 5 trillion yuan.     Historical data show the first-quarter bank credit usually accounts for more than 60 percent of the year's total.     "There is a time lag between the credit increase and actual use of capital, but the big increase will surely lay a solid foundation for the recovery of the real economy," said Zhang.     In the first quarter, the central bank withdrew 47.3 billion yuan from circulation, 78.5 billion yuan more than the same period of last year.     "The increase in currency withdrawal from circulation showed the central bank was carefully watching the credit growth," said Yuan Gangming, an economist with Tsinghua University.     Zhuang Jian, an economist at the Asian Development Bank, said the regulators should pay attention to the quality of new loans and prevent bad loans.     By the end of February, non-performing loans by Chinese banks totaled 1.53 trillion yuan, 17.5 billion yuan less than the start of the year.     The structure of credit growth was also improving. The proportion of bill financing fell to about 22 percent in March from 47 percent in February, though still much higher than the average of 5 percent.     "The decline in bill financing is a good sign. It means company activities are increasing and the credit's impact on the economy is strengthening," said Zhuang.     Through March, the M2 figure -- a broad measure of money supply,which covers cash in circulation and all deposits -- grew 25.5 percent from a year earlier to 53.06 trillion yuan.     The narrow measure of money supply, M1 (cash in circulation pluscorporate current deposits), was up 17.04 percent year on year to 17.65 trillion yuan.     "The fast rebound of M2 indicates China's liquidity is abundant. This is very important to the economic recovery. The sharp rise of M1 shows companies are increasing spending on investment and management." said Zhang Bin, an economist with Chinese Academy of Social Sciences.

MEDELLIN, Colombia, March 29 (Xinhua) -- China's membership in the Inter-American Development Bank (IDB) will broaden cooperation between China and Latin America, China's central bank governor Zhou Xiaochuan said here Saturday.     Closer bilateral cooperation will enhance their ability to jointly tackle the ongoing financial crisis, Zhou told an IDB meeting in Medellin. Zhou is here for the 50th annual meeting of the IDB, scheduled for March 27-31 in the Colombian city of Medellin.     The IDB group, founded in 1959 and headquartered in Washington D.C., is the oldest and largest regional inter-governmental development financial institution. It is aimed to promote economic and social development in Latin America and the Caribbean.

BEICHUAN, Sichuan province, April 4 (Xinhua) -- Tears fell down her cheeks, like the rain dropping on her umbrella.     "I dreamed of my granddaughter several times," Tan Yunlan said while sobbing.     Supported by her daughter, the elderly woman gazed at a pile of rubble which used to be an apartment building in the former Beichuan county seat.     Tan's son-in-law arranged several bricks to burn incense, while her daughter took out a folded handkerchief from her bag. She opened it and placed the photo of a four-year-old girl inside, then gently placed it on the ground.     Behind the family, people walked slowly in twos and threes, holding candles or white chrysanthemums. Firecrackers would sound sporadically.     As Saturday was China's traditional Tomb Sweeping Day, survivors of the quake-leveled county returned to what's left of their homes to mourn loved ones.     GRIEF IN QUAKE ZONES     More than 80,000 people were confirmed dead or missing after the May 12, 2008 earthquake in southwest China's Sichuan province.     One of the worst-hit areas, 15,645 people were killed in Beichuan. Another 4,311 others remain missing. Because of the destruction, the county has been closed-off since May 20 last year. For the first time since then, former residents were allowed to return for four days of mourning starting Wednesday.     Life forever changed for Zhu Xiuhua after her husband was buried under the county's vegetable market.     "He was considerate and diligent, earning 3,000 yuan a month to support the family," she murmured, eyes swollen.     After the quake, Zhu became the family provider, taking care of her parents-in-law and two sons. Although the local government gave her some subsidy, she now has to work at construction sites like a man.     Facing the debris of the market, she drew a circle on the ground with a stick and wrote the name of her husband.     "There were too many people who died in the quake. I am afraid he can't find the money I gave him," she wept.     Zhu then lit a candle and placed it alongside the pork she had cooked and set by the debris. Pork, was her husband's favorite food. She then burned ghost money- one sheet after another, as an offering to help the dead in afterlife.     "Don't worry about us. We can manage it," she whispered to him.     In Qingchuan county, flower seller He Xiantong brought a bunch of chrysanthemums to an earthquake memorial park in Donghekou.     "Somewhere in the county, 40 meters underground, lies my wife," he said. "I feel that we are so close."     At the same time, their son, He Kaiyuan, who is in Chengdu, less than 300 kilometers away, stands facing Qingchuan. He also bought flowers for his mother and placed them on the ground.     "Dad visits mom every day," he said. "Mom, dad is with you. You must be happy in heaven."     In front of the tomb of Tan Qianqiu in Deyang city, just north of Chengdu, many strangers stopped to mourn.     The teacher, from the Dongqi middle school, sheltered four students with his arms when the quake jolted the building. When rescuers arrived, they discovered Tan had died, but the students all survived.     Huang Jing, a girl who was from Hunan province, dedicated a bouquet to Tan.     "He is also a native of Hunan," she said. "Although he didn't know me, I brought him greetings from his hometown."     MOURNING FROM ELSEWHERE     In Fuzhou, capital of east China's Fujian province- some 2,000 kilometers away from the quake's epicenter- a ceremony was held for people to mourn victims.     In front of more than 100 people, two girls tied letters they had written to deceased relatives, to the legs of pigeons, then let them go.     "Dear little sister, how are you in heaven?" wrote 16-year-old Dong Yu.     "Does it still hurt? How are uncle and aunt?" her letter went on to say. Her cousin was just eight months younger than her.     "Mom still weeps sometimes, but there are so many people from Sichuan in heaven, you won't be lonely."     Together with 33 other students from Sichuan, Dong was sent to a vocational school in Fuzhou after the disaster.     "I am doing well here," she read, smiling, with tears.     People also chose to mourn the dead on the Internet.     "Chen Jian, I'm Xiaofeng. How are you in heaven?" This message was from Chen's wife Tan Xiaofeng on the website cq.qq.com.     After the earthquake, Chen, worried about his pregnant wife. He survived 73 hours under crushed concrete and twisted steel rods. He passed away after he was pulled out of the debris.     Netizens on the portal website Sohu, list his story as among the ten most touching from the earthquake.     "I miscarried," Tan Xiaofeng wrote.     After the earthquake she moved away from her hometown and went to work in eastern Jiangsu Province.     "I will be back to sweep tombs for him later this month," she said.     The website claims to be the first online platform for visitors to mourn quake victims on Tomb Sweeping day. So far, more than 7,000 messages were left by netizens. Photos showing touching moments during the quake and its aftermath were also posted.     On Sina.com, the page for mourning showed candles forming "5.12" and a white chrysanthemum. More than 2,373,000 people had visited the site as of Saturday afternoon. Some posted their own messages for victims: "There is no disaster in heaven," and "Hope the survivors can be strong and live a better life."     LOOKING INTO THE FUTURE     Outside the barbed wire fence around the collapsed Beichuan middle school, 15-year-old Lu Chunqiao closed her eyes and held burning incense.     Four other students nearby burned a letter. In Chinese, there is a superstition that if you burn a letter, you are sending it to the dead.     The ninth grade students then knelt down, keeping their foreheads close to the ground.     They survived the quake, but more than 1,000 of their classmates were dead or missing.     "We want to tell them (the dead) the changes during this past year," Lu said. "Construction of the new school building is to start next month."     About one kilometer away from the Beichuan county seat, work rebuilding Qushan township just began.     Amid roaring machines, Liu Chunyi, an engineer from eastern Shandong province said, "it is the greatest comfort to the dead tohave those alive live a better life."     In Wenxian county of northwestern Gansu province where 114 people succumbed in the quake, Liu Wencheng placed fruit and tea for his dead wife in a graveyard.     He told her that their two daughters were doing well at school.     Liu had 0.2 hectares of land, where he planted wheat, corn and potatoes.     "Life has to go on," he said.     After the quake, the local government sent him a quilt, food and electric blankets. Each affected family was also given 20,000 yuan (almost 3,000 U.S. dollars) for reconstruction. It was not enough to build a house which is why Liu still lives in a tent. He is not sure how long he will be there.     In Sichuan, however, there is a timetable.     The province vowed to rebuild all damaged houses in rural areas by the end of this year and those in cities or townships before next May.     More than 90 percent of roads and 98 percent of the power supply system would be restored by Sept. 2010.     But it will take longer than that for wounds in people's hearts to heal.     Many people suggested Tan Xiaofeng, who is just 26, should re-marry.     The idea just makes Tan cry.     "I can't accept another man," she said while shaking her head. "Not now."

ZURICH, SWITZERLAND, Feb. 26 (Xinhua) -- A Chinese business delegation inked trade deals worth more than 300 million U.S. dollars with Swiss companies on Thursday, ending the second leg of their four-state procurement tour in Europe.     The agreements covered products ranging from software to electric equipments and metals, which meet China's domestic needs, according to Chinese trade officials.     Among those agreements, Switzerland's ABB, a global leader in power and automation technologies, signed a letter of intent for the supply of generator circuit breakers to China Nuclear Power Engineering Company.     Switzerland's Glencore, one of the world's largest suppliers of a wide range of commodities and raw materials to industrial consumers, also signed a deal with Chinalco, the world's second largest alumina producer and the third largest primary aluminum producer.     Holcim, one of the world's leading suppliers of cement and aggregates based in Switzerland, deepened its partnership with China's Huaxin Cement Company (HCC). They signed a frame agreement for technical service, technology and new equipment supplies covering the next two years.     Holcim is already the single largest shareholder in HCC, holding a stake of 39.9 percent of the Chinese firm.     "HCC with Holcim's support will continue to strengthen and extend its leading role as a modern cement producer in China," the two companies said in a statement. China is now Switzerland's second largest trading partner in Asia.     Leuthard said that the visit by the Chinese delegation sent a strong signal that China and Switzerland remain committed to open markets and against protectionism.     She said the agreements between Swiss and Chinese companies are "good news to our businesses."     "They signed contracts which will safeguard jobs and strengthen the cooperation between Swiss and Chinese companies in different fields in our economy," she said.     Earlier today, Leuthard and Chen signed a memorandum on the intensification of technical cooperation in the field of environmental technology.     "Switzerland and China will cooperate more strongly to ensure that economic growth can be shaped in a more sustainable and environmentally-sound manner," the Swiss government said.     To this end, a joint working group is to be established to examine the potential for cooperation in the areas of technology transfer, energy efficiency, renewable energies and the efficient use of resources. The group will submit proposals on the shape of this cooperation.     Switzerland is the second stop of the Chinese business delegation's European tour. On Wednesday, they signed 37 procurement deals worth about 11 billion euros (14 billion U.S. dollars) with local firms in Germany.     In an interview with Xinhua on Wednesday, Chen expected purchase deals with Switzerland would be modest compared with Germany due to the gap in the two countries' economic scales.     The delegation will arrive in Madrid, Spain later today and then London, the last stop. Chen said the deals to be signed there could be a more than in Switzerland.

PATTAYA, Thailand, April 11 (Xinhua) -- China, Japan and South Korea agreed here Saturday to continue pushing forward the Six-Party talks aimed at realizing denuclearization of the Korean Peninsula.     The consensus was reached when Chinese Premier Wen Jiabao, Japanese Prime Minister Taro Aso and South Korean President Lee Myung-bak met here to discuss the recent rocket launch by the Democratic People's Republic of Korea.     Discussions about related issues should be conducive to maintaining the progress of the Six-Party talks, peace and stability on the Korean Peninsula and in Northeast Asia, Wen said. BEIJING, Feb. 22 (Xinhua) -- Chinese President Hu Jintao and Premier Wen Jiabao on Sunday called for all efforts to rescue the miners trapped or injured in the coal mine blast in north China's Shanxi Province.     As of 6 p.m., 74 people were confirmed dead from the accident which occurred early Sunday morning at the Tunlan Coal Mine of Shanxi Coking Coal Group.     The president and premier urged rescuers to spare no efforts to save the trapped miners and ensure the safety of rescuers, and prevent secondary accidents.     Vice Premier Zhang Dejiang headed for the site Sunday evening to direct the rescue operation and console the injured miners and families of the victims. NEW YORK, Feb. 13 (Xinhua) -- In her first major policy speech as U.S. secretary of state, Hillary Rodham Clinton on Friday attached great importance to developing stronger relations and having closer cooperation with Asian countries, in particular China.     Addressing an audience at Asia Society New York Headquarters on the eve of her four-nation Asian trip scheduled to start on Sunday, the first foreign visit since she was sworn in on Jan. 21, Clinton said that Washington is committed to a new era of diplomacy and development in which Washington will use "smart power" to work with historic allies and emerging nations to find regional and global solutions to common global problems.     "In making my first trip as secretary of state to Asia, I hope to signal that we need strong partners across the Pacific, just as we need strong partners across the Atlantic," she noted, calling Asia "a contributor to global culture, a global economic power, and a region of vital importance to the United States today and into our future."     The secretary of state's destinations include Japan, Indonesia, the Republic of Korea and China.     The United States and the Asian countries need to support and help each other in dealing with the gravest global threats today, which include financial instability and economic dislocation, terrorism and weapons of mass destruction, food security and health emergencies, climate change and energy vulnerability, stateless criminal cartels and human exploitation, said Clinton.     While giving the audience a brief rundown of the key issues she will be addressing during her Asian tour next week, Clinton devoted much of the time to the U.S.-China relations.     The United States doesn't see China on the rise as an adversary, said Clinton. To the contrary, the Obama administration believes that the United States and China can "benefit from and contribute to each other's successes."     Washington also believes it is "in our interest" to work harder to build on areas of common concerns and shared opportunities with China, she added.     "You know very well how important China is and how essential it is that we have a positive cooperative relationship," said the top U.S. diplomat. "It is vital to peace and prosperity not only in the Asia-Pacific region but worldwide."     "Our mutual economic engagement with China was evident during the economic growth of the past two decades, it is even clearer now at economic hard times and in the array of global challenges we face from nuclear security to climate change to pandemic disease and so much else," she noted.     "Even with our differences, the United States will remain committed to pursuing a positive relationship with China, one that we believe is essential to America's future peace, progress and prosperity," she stressed.     Citing an ancient Chinese saying that "When you are in a common boat, you need to cross the river peacefully together," Clinton said that she believes the ancient Chinese wisdom must continue to guide both countries today.     The secretary of state announced that the two sides will resume mid-level military-to-military discussions later this month.     "And we look forward to further improved relations across the Taiwan Strait," she added.     She also revealed that during her stay in Beijing, she would discuss with the Chinese leaders on the structure of broadening dialogue between the two sides, on the basis of the Strategic Economic Dialogue from the previous administration.     Speaking of her first stop in Japan, Clinton said that the United States' security alliance with Japan, which will be 50 years old next year, "has been and must remain unshakable."     "We anticipate an even stronger partnership with Japan that helps preserve the peace and stability of Asia and increasingly focuses on global challenges ...," she added.     The United States and Indonesia now "have an opportunity for stronger partnership in education, energy and food security," stated Clinton, adding that the two sides are committed to pursuing such a partnership with a concrete agenda during her visit to the Southeast Asian nation.     Calling the Republic of Korea "one of our staunchest historic allies," Clinton said that the two countries are committed to expanding trade in a manner that benefits both, and "we will work together to that end."     "So I will leave for Asia Sunday with a firm commitment to working very hard with our partners across the Pacific," she concluded in her nearly-half-hour speech.     The secretary of state also took the opportunity to offer peace to the Democratic People's Republic of Korea (DPRK) in exchange for the latter's complete abandonment of its nuclear project.     The Obama administration is committed to working through the six-party talks on the Korean Peninsula nuclear issue and normalizing relations with the DPRK, if the latter totally abandons its nuclear weapons program, she said.     If the DPRK is prepared to "completely and verifiably" abandon its nuclear program, the Obama administration will be willing to normalize bilateral relations with the country, she noted, adding that Washington will also assist Pyongyang in meeting its energy and other economic needs if that happens.     In her speech, Clinton also underlined Washington's endorsement of "open and fair trade," in an apparent attempt to soothe many countries' concerns that the ongoing global financial crisis may lead to a fresh round of trade protectionism, particularly in the developed countries.     "(In the face of the financial crisis,) we cannot respond with a race to erect trade and other barriers. We must remain committed to a system of open and fair trade," she stated.     The U.S. Congress' push for a "Buy America" provision in the massive economic stimulus package proposed by the Obama administration has recently invited concerns from major trading partners of the United States, including Europe, Canada and Japan.
