SINGAPORE: China and the United States plan to set up a defense hotline aimed at improving military relations, a top Chinese general said over the weekend. Zhang Qinsheng, deputy chief of the general staff of the People's Liberation Army, made the remarks at the plenary session of a three-day security summit known as the Shangri-La Dialogue. He said the issue of the hotline between the Chinese military and the US Defense Department would be settled when he visits the United States in September for the ninth Sino-US defense talks. Zhang also told the summit that China's defense budget is authentic. As the Chinese military gradually modernizes, some have raised questions over "military transparency", and voiced suspicions on China's defense budget. So it is necessary to clarify the matter, Zhang said. "In China, defense budgeting must follow a set of strict legal procedures, and the published budget is true and authentic," he said. He added that the increased proportion of the defense budget is mostly used to make up for inflation, improve the welfare of military personnel and logistics support. "Given the multiple security threats, the geo-political environment, the size of the territory, and per-capita expense, the Chinese defense expenditure is small by any yardstick," he added. He stressed that "China is gradually making progress in military transparency following the principles of trust, responsibility, security and equality". The annual Shangri-La Dialogue, named after the Singapore hotel at which the event has been held since its launch in 2002, and organized by the London-based International Institute for Strategic Studies, opened on Friday. It gathered defense ministers and top officials from 26 countries and regions in the Asia-Pacific region and Europe to address major regional security issues and defense cooperation. Also at the meeting, the US and China turned down the heat on a dispute over Beijing's military build-up, with US Defence Secretary Robert Gates expressing optimism about future relations. Gates downplayed past US rhetoric on China's military might. "As we gain experience in dealing with each other, relationships can be forged that will build trust over time," Gates said. Fifty-two of the 57 speakers at a public forum Thursday opposed the development of a chemical plant in the city of Xiamen, Fujian Province.Provincial authorities had invited residents to share their views and give suggestions on the proposed development of the plant in Haicang district.A further 42 participants will get the chance to voice their views today. Some of those who opposed the scheme are believed to either own or have plans to buy an apartment in Haicang. They argued that Xiamen has long been known for its beautiful scenery and for being one of the most livable cities in China.Other representatives said the government should find a way to balance the economic development of the area with environmental concerns. The authorities put the paraxylene (PX) plant, which was to be built 16 km from the city center, on hold in May after coming under pressure from locals opposed the project.Paraxylene is a highly polluting, cancer-causing petrochemical used to make purified terephthalic acid, a raw material for producing polyester film, packaging resin and fabrics. Health experts have also said it can cause fetus abnormalities. The 10.8 billion yuan (.5 billion) plant for the Tenglong Aromatic PX (Xiamen) Co Ltd was expected to produce 800,000 tons of paraxylene and add about 80 billion yuan a year to the local economy. The authorities started soliciting opinions from the public following the publication last Wednesday of an environmental assessment report by experts from the Chinese Research Academy of Environmental Sciences (CRAES).It said public participation was an important step in the environmental assessment of urban planning. The CRAES report advised Xiamen's urban planners to choose between developing Haicang district into a sub-center of the city or creating an industrial zone focused on the chemical industry. It also indicated that creating an industrial zone would require demolishing a number of houses, relocating residents and conducting strict safety controls over the chemical plant.Participants in the forum were chosen by lottery on Tuesday, under the supervision of the Xiamen notary office, from the 624 people who registered online or by calling a hotline number.A further 100 people were selected as alternative representatives. More than 100 people were disqualified for providing invalid ID numbers, the local government website stated.

BEIJING, March 21 -- A growing number of people are choosing to keep their money in the bank rather than invest it in stocks or property, a central bank survey released yesterday said.     More than 51 percent of the 20,000 households polled said the current level of interest rates was "appropriate", the quarterly survey by the People's Bank of China said. The figure was up from 46 percent in the previous poll held in the fourth quarter of last year, and was the fourth consecutive quarterly increase.     The central bank raised interest rates six times last year in a bid to curb inflation. The rate for a standard one-year savings account is now 4.14 percent, up from 2.52 percent at the start of last year.     While investing on the stock market was a popular option in the earlier part of last year, recent corrections have dampened enthusiasm. The benchmark Shanghai Composite Index has fallen about 40 percent since October, and in recent months, bank deposits have grown significantly.     The survey was carried out last month and involved families in 50 cities. Of those polled, 35 percent said they thought it necessary to save more, up from 30 percent in the previous poll, while almost 28 percent said they planned to invest more in stocks and mutual funds, down from about 36 percent.

BEIJING -- China will continue to spend more on education next year and spread the free nine-year compulsory education to urban children, said finance minister Xie Xuren. The government would continue to improve the funding system to guarantee free nine-year compulsory education currently enjoyed by 150 million rural children, while spreading it to their urban counterparts next year, Xie told an annual conference of the Ministry of Finance in BeijingStarting from the spring term, China would increase the funding for free textbooks used for the national compulsory courses, and the local governments would provide more money for free textbooks for local compulsory courses, he said. Local governments would also provide scholarships to cover the living costs of boarding students from poor families. The central government would provide half of the education funding for areas in Central and West China, while provincial governments in those areas would cover the rest of the costs.Local governments in East China would provide all education fees with some supplementary funding from the central government.Xie said the government would issue new standards for per capita expenditure of students in primary and middle schools, and put those standards into effect within the next two years. He said the allowance for maintenance and refurbishing of rural schools in Central and West China would also be raised with special financial support to high-altitude and cold areas. In addition, the government would continue free education for students taking courses for teaching careers at normal schools and provide scholarships for poor undergraduates and students at vocational schools.According to Xie, the first 11 months saw  557.8 billion yuan (about 74.3 billion US dollars) of fiscal expenditure used for education, up 32.7 percent compared with the same period last year.As a result of the implementation of scholarships for the poor, about four million college students and 16 million secondary vocational school students had benefited.

Visiting US Chief of Naval Operations Mike Mullen reaffirmed in Beijing on Tuesday that the United States will not support Taiwan independence and will adhere to the one-China policy."The United States will not support Taiwan independence or any unilateral move toward that direction on the part of Taiwan," Mullen told reporters at a press conference. As a guest of Chinese People's Liberation Army Navy commander Wu Shengli, Mullen arrived in China on August 17 for a friendly visit. He delivered a speech at a Chinese naval academy and observed naval exercises from on board a Chinese warship.During the visit, Mullen also met with Chinese Defense Minister Cao Gangchuan and Guo Boxiong, vice chairmen of China's Central Military Commission.China-US relations are one of the most important bilateral relations in the world, Cao told Mullen, noting that flourishing bilateral ties will not only serve the fundamental interests of the two countries and two peoples, but will also be conducive to the peace, stability and prosperity of the region and world as well.Agreeing with Cao's view on bilateral relations, Mullen said that US-China relations are very important and the dialogue between the two nations as well as the two militaries is "critical".Mullen, who has been nominated by US President George W. Bush to become the next chairman of the Joint Chiefs of Staff, promised to Cao that he would continue to nurture the bilateral ties no matter whether he serves in his current position or as Bush's major military adviser and leader of the US Army, Navy, Air Force and Marines, according to a press release provided by the Chinese Ministry of Defense.Mullen also expressed his hope that exchanges and cooperation in such fields as military academic education and exchange visits of warships, could be further boosted in an effort to increase mutual understanding and trust, said the press release.

SHANGHAI: This city will soon complete its goal of creating a full-time job for at least one member of every out-of-work family, officials said.Shi Juemin, a vice-director of the Shanghai municipal labor and social security bureau, said the city is on target to offer jobs to people who are of legal working age and are able to work."Members of more than 7,100 jobless families in Shanghai have found employment, and the remaining 30 families are on a waiting list," Shi said during an interview on the bureau's online chatting program. "And they will soon have jobs."Shi did not give a deadline. The city's government has launched several job-creation drives since 1997.Neighborhoods have set up their own unemployment databases and offer job ideas to people according to their individual needs. The unemployed will either be given work according to their qualifications or will receive job training. The government has set up training centers, organized job fairs and guided the unemployed into newly created public sector posts such as crossing guards, sanitation workers and parking lot or community security guards.According to a labor bureau report released earlier this year, Shanghai's government had "bought" - or created and paid for - 240,000 jobs by the end of last year.Hiring people as nurses or home care providers for the aged will have the additional benefit of helping the government deal with the city's rapidly aging population.By the end of last year, the city's unemployment rate was 4.4 percent. And a new law that is in the pipeline is expected to improve employment services. The law will assign responsibility for creating employment and forbid discrimination against women and people with diseases."Companies will have to clearly state the salary when hiring people," Shi said. And employers will have to be very careful with their recruitment advertisements. Cheats will be fined.

China's press and publication watchdog yesterday announced a campaign to shut down pornography websites nationwide. As of last week, about 348 domestic websites were found to be posting and distributing porn novels and pictures Song Jianxin, director of the Internet supervision sector under the National Office of Anti-porn and Illegal Publications, said.Eight websites including 517z.com, xs4.xggirl.com and book.maobob.com were ordered to permanently shut down for the "extremely negative impact" they caused by posting 40 online porn novels."The contents were full of exaggerated and explicit description of sex. It harms and misleads the young who are still growing and lack reasonable judgment," Song said.Li Baozhong, director of the market supervision department of the national press watchdog said distributing porn novels violated laws, publication regulations and Internet information service regulations. All blacklisted websites are being put under close watch by press regulators and public security authorities at all levels."The violators will be heavily fined and punished," Li said. The watchdog also revealed a recent crackdown on pirated publications. The market enforcement team in Central China's Hunan province smashed a gang producing pirated books.About 627,000 pirated books worth of 20.3 million yuan (.67 millon) were seized. It included teaching materials of New Concept English and reference books for student tests, whose copyrights belong to about 21 domestic publishing houses.Four were arrested and one official from the Hunan press watchdog, accused of taking bribes and helping to facilitate the illegal practice, was removed from his post."We're facing unprecedented complexity in fighting for intellectual property rights protection," Li said."IPR infringement is becoming more complex as violators turn to more sophisticated ways to carry out their trade."

The central bank raised the reserve requirement ratio for banks by 0.5 percentage point yesterday to mop up excess liquidity resulting from a soaring trade surplus and increased money supply. After the increase, which will take effect on April 16, the ratio will be 10.5 percent for big bankers and 11 percent for smaller lenders. It is the third time this year the People's Bank of China has raised the ratio after similar rises in January and February. The bank reserve requirement refers to deposits banks are required to set aside as a reserve, which reduces their lending ability. "The move is directly aimed at mopping up excess liquidity," Zhao Xijun, finance professor at Renmin University of China, told China Daily, adding the ultimate objective is to maintain stable growth of the economy. In recent months, the trade surplus has expanded rapidly and money supply remained at a high. In the first two months, China's trade surplus amounted to .61 billion, a stunning jump of 230 percent over the same period last year. In February, M1, or cash in circulation and deposits, increased 21 percent year on year, a record high for the past 37 months, indicating increased liquidity pressure. Meanwhile, banks have accumulated 11.1 trillion yuan (.44 trillion) of idle funds that can be used for lending. In January and February, domestic banks extended new loans of 982 billion yuan (7 billion), about 260 billion (.6 billion) more than a year ago. As a result, urban fixed-asset investment has picked up to 23.4 percent year on year in the January-February period from about 20 percent in the fourth quarter of last year, reversing the trend of a slight slowdown since last July. On another front, the consumer price index rose to 2.7 percent, close to the warning line of 3 percent, in February. "The central bank has been closely monitoring the growth trends of the economy and is taking preemptive measures to keep it on the right track," said Zhao. Such a strategy is different from past years, when it seemed to have resorted to rather drastic measures to seek instant regulatory effect, said Zhao. The central bank raised interest rates three times in the past year; the most recent of which came into effect on March 18. Tang Min, chief economist with the Asian Development Bank in China, said yesterday that the adjustment in the reserve requirement ratio may be followed by another hike in the interest rate.
