BEIJING, April 5 (Xinhua) -- China will strengthen oversight of listed securities companies by promoting information transparency.     On Saturday, China Securities Regulatory Commission (CSRC) introduced a regulation which said securities companies should remind investors about potential risks when shareholders decide to launch a new business or introduce an innovative business.     The annual report and half-year report by listed securities companies should include risk assessment conditions, as well as reasons for risk and probable effects. BEIJING, Feb. 2 (Xinhua) -- About 20 million of China's migrant workers have returned home after losing their jobs as the global financial crisis takes a toll on the economy, said a senior official here on Monday.     Chen Xiwen, director of the office of the central leading group on rural work, said about 15.3 percent of the 130 million migrant workers had returned jobless from cities to the countryside.     The figures were based on a survey by the Ministry of Agriculture in 150 villages in 15 provinces, carried out before the week-long Lunar New Year holiday which began on Jan. 25. Flexible employment policies and more training chances were also encouraged.     Meanwhile, local government departments should increase investment to provide favorable tax and fee policies to those who lost jobs in cities and expect to find new work in their hometowns.     The government also urged departments to map out basic pension insurance measures suitable for rural conditions and migrant workers to ensure their rights.

HAIKOU, April 5 (Xinhua) -- Traffic had been resumed on Sunday on the highway that had been flooded by collapse of a small reservoir on March 27, in south China's Hainan Province, local authorities said.     The Wanning section of the province's eastern expressway had been resumed in both directions at 8:00 p.m. after nine days of reconstruction work, said an official with the provincial Communication Department.     The Bofeng reservoir, with a designed water storage capacity of1.02 million cubic meters, collapsed at about 10 p.m. in Xinglong Town, Wanning City.     The ensuing floods washed out a slip road to the province's eastern expressway and swept away two cars, injuring three people in the vehicles.     The water also inundated 20 hectares of farmland and caused slight damage to three riverside houses.     The municipal water conservancy administration had claimed that only 100,000 cubic meters of water burst from the reservoir. However, Chen Xingzhang, secretary of the CPC municipal committee of Wanning, doubted its credibility.     Vehicles had to detour around the flooded road over the past days.     The reservoir was being reinforced at the time of the accident. An investigation showed that workers of a company in charge of the project exploded part of the cofferdam before the water dropped to the safety level, which led to the collapse. The scheme had no approval from authorities at the time.     The construction contractor, Hongda Water Conservancy Projects Co, Ltd., based in Henan Province, and the project supervising company, Hainan Institute of Water Conservancy and Power Construction Survey and Design, were banned from carrying out further business in the city.     Police have detained four project workers in connection with alleged safety violations that led to the collapse in the province, the local Communist Party of China (CPC) committee said Monday.     Chen Ruchuan, former head of the water conservancy administration of Wanning City, and two deputy heads, were also sacked from their posts Monday, according to the Wanning municipal committee of the CPC.     The local government has been working on a plan to compensate people affected in the accident.

JEJU, ROK, April 4 (Xinhua) -- Li Changchun, a senior official of the Communist Party of China (CPC), unveiled a new Confucius Institute here Saturday soon after his arrival.     Li, a member of the Standing Committee of the Political Bureau of the CPC Central Committee, cut the ribbon for the Republic of Korea's 13th Confucius Institute, the Chinese-teaching institution overseas.     The institute was set up in Cheju Halla College, the largest private institute of high learning in Jeju Special-Governing Province of the Republic of Korea (ROK).     When addressing the opening ceremony, Li said that China and ROK were inter-linked geographically and culturally. BEIJING, April 10 (Xinhua) -- Chinese President Hu Jintao on Friday congratulated Kim Jong Il, the top leader of the Democratic People's Republic of Korea (DPRK), on his reelection as chairman of the country's National Defense Commission.     Hu, also General Secretary of the Communist Party of China (CPC) Central Committee and Chairman of the Central Military Commission, said in a congratulatory note to Kim that China is ready to work with the DPRK to further boost the good-neighborly, friendly and cooperative ties between the two nations.     The First Session of the 12th Supreme People's Assembly of the DPRK reelected Kim as chairman of the National Defense Commission on Thursday.

BEIJING, April 8 (Xinhua) -- Chinese Premier Wen Jiabao has stressed that "supervision" is one of the key missions in 2009 for government organizations to tackle corruption amid the economic crisis, according to Wen's speech script released Wednesday by the State Council.     "The impact of the global economic crisis was still amplifying. The highlights for his speech on that day were released Wednesday by the State Council.     Wen ordered at the conference that Party and government organizations at all levels should reduce reception expenditures this year by 10 percent over 2008, cut car purchase and maintenance fees by 15 percent on the basis of the average amount in the recent three years, and reduce expenditure for business trips abroad by 20 percent based on the average amount over the past three years.     Wen said, this year efforts will be focused on investigation and handling of corruption cases involving government organs and officials, and hard strikes will be made in cases of "collusion between officials and businesses, power-for-money deals and commercial bribery cases."     He urged tougher scrutiny over funds and projects that were closely related to people's livelihoods, such as medical insurance in rural areas, pensions, payment in arrears for migrant workers, water conservation, railroads and other forms of transportation, and urban construction.     Individuals or groups should be severely punished for making defective or harmful farm products or imposing unreasonable charges on farmers, students and patients, he said.     Wen praised the anti-corruption progress made by various government officials last year, especially in supervising and managing relief funds for the May 12 earthquake and the post-quake construction.     "Only by building a clean and efficient government can we unite everyone as an entire force to cope with the crisis and get over it," he added.     Last year, China investigated 2,687 government officials for graft, malfeasance and infringement of people's rights. Those included four people at the province or ministry level, according to a report delivered by Prosecutor-General Cao Jianming in earlier March.     Also, the government investigated 10,315 cases of commercial bribery cases committed by government workers, involving a total sum of more than 2.1 billion yuan (309 million U.S. dollars).

BEIJING, April 5 (Xinhua) -- China's cement production expanded 10.3 percent year on year to 159 million tonnes in the first two months, amid the booming fixed-asset investment, data released by the Ministry of Industry and Information Technology (MIIT) have shown.     The growth rate was 6.8 percentage points higher than that for December, as the fixed-asset investment accelerated due to the government's 4 trillion yuan (584.8 billion U.S. dollars) stimulus package, according to the MIIT data released on Friday.     The wholesale price was 284 yuan per ton, 5 yuan cheaper than the price peak in November, but 27.8 yuan higher than that for January.     China's urban fixed asset investment rose 26.5 percent year on year to 1.027 trillion yuan (150.35 billion U.S. dollars) in the first two months, as the government's stimulus plan propped up construction of housing and railways.     MIIT figures showed that the output value of the building material sector rose 14 percent year on year in the January-February period, two percentage points higher than that for December.     The figures were calculated based on the comparable working days in the first two months, since China's Lunar New Year holiday fell in February last year, but in January this year.     Zhu Hongren, official with the MIIT said the building material sector was back on track after the stimulus plan showed effect.
