Reforms are also made to make medicine more affordable for patients.     He also stressed the significance of the pilot program of rural pension insurance.     "Farmers aged over 60 could get 55 yuan a month. It is not a big sum, but it begins a new era," he said.     Since the global economic crisis broke out at the end of last year, the Chinese government has timely implemented a stimulus package which stepped up financial support and policy incentives to improve people's well-being and stimulate domestic demand, in order to shore up economic recovery.     China has spent 728.46 billion yuan (107.13 billion U.S. dollars) to enhance education and medical systems, social security, job promotion, affordable housing construction, and cultural development. The investment was an increase of 165.33 billion yuan from a year ago.

ADELAIDE, Australia, Nov. 28 (Xinhua) -- China Giant Pandas Wang Wang and Funi arrived at Australia's Adelaide airport on a chartered jumbo jet from China on Saturday. The pandas were welcomed at their new digs in the Adelaide Zoo after arriving in a climate-controlled semi-trailer escorted by police.     They will spend the next 30 days in quarantine in their specially built enclosure at the Zoo before going to the public on Dec. 13.     The CEO of Adelaide Zoo Dr. Chris West and the Cultural Councilor of Embassy of the People's Republic of China in Australia Ke Yasha with a crowd of about 100 local people greeted them at the Airport.     Ke said, "Nearly 400 Chinese people welcomed the arrival of the Giant Pandas in Chinatown despite the poor weather." BEIJING, Nov. 20 (Xinhua) -- Chinese President Hu Jintao said on Friday that China hopes to advance the strategic cooperative partnership with the Republic of Korea (ROK).     "We will work with the ROK to increase friendly exchanges at various levels and enhance pragmatic cooperation in various sectors," Hu told Kim Hyong-o, speaker of the ROK National Assembly.     Hailing the smooth development of China-ROK ties in recent years, Hu said the leaders of the two nations had maintained frequent contacts, exchanged views often and reached broad consensus on important issues.     "This gives strong impetus to the growth of bilateral relations," Hu noted. TAICHUNG, Dec. 22 (Xinhua) -- Negotiators of the Chinese mainland and Taiwan ended a new round of talks Tuesday as the two sides agreed to cooperate in farm produce quarantine and cross-Strait employment of fishermen, as well as to deal with different product quality standards.     In an evening banquet held by the mainland's Association for Relations Across the Taiwan Straits (ARATS) Tuesday, ARATS president Chen Yunlin expressed his gratitude to the Straits Exchange Foundation (SEF) and to those in Taiwan who had contributed to the ARATS-SEF meeting.     The fruitful meetings between the two organizations were made possible by both sides across the Taiwan Strait, Chen said.     He said the two sides should continue to contribute to the peaceful development of the cross-Strait ties despite all difficulties. Chen said.     Chiang Pin-kun said Taiwan and mainland must jointly tackle economic challenges, and the establishment of a cross-Strait economic framework should not be delayed.     He called on both sides to contribute to economic prosperity and development as well as long-term peace and stability.     The agreements reached at previous meetings between SEF and ARATS had brought substantial benefits for the normalization of cross-Strait communication and benefited people on both sides, he said.     However, there was room for improvement and both sides needed to carry out further negotiations, he said.     He called for both sides across the Taiwan Strait to continue efforts to push for the development of systematic talks and promote cross-Strait communication and cooperation.     The ARATS and SEF are expected to discuss future negotiations on the Economic Cooperation Framework Agreement (ECFA), although talks on the agreement were not on the agenda of this meeting.     The two sides reached a basic consensus on avoiding double taxation and strengthening taxation cooperation in a preparatory meeting Monday afternoon. SHANGHAI, Nov. 16 (Xinhua) -- Visiting U.S. President Barack Obama said here Monday the United States does not seek to contain China's rise and he welcomes China to be a "strong and prosperous and successful member of the community of nations."     Obama made the remarks during a dialogue with Chinese youths in China's economic hub Shanghai.     He said the world is fundamentally interconnected and power in the 21st century is no long a zero-sum game.     "The jobs we do, the prosperity we build, the environment we protect and the security we seek are all shared, " he said. "One country's success does not come at the expense of another."     He arrived in Shanghai late on Sunday and met city officials Monday morning before his meeting with young Chinese.     He will head to Beijing Monday afternoon.

COPENHAGEN, Dec. 14 (Xinhua) -- In order to deal with climate change, efforts should be made simultaneously in fields of politics, economy, society, culture and ecology, a senior Chinese official told Xinhua.     Only through this comprehensive approach can lead to the forming of a systematic framework against climate change and push forward the harmonious and sustainable development between human and nature," said Zhao Baige, vice minister of China's National Population and Family Planning Commission.     With the efforts of all countries in recent years, great progress has been made in fighting climate change. But obvious shortcomings existed, Zhao said.     In the past, much attention was paid to carbon dioxide emissions, but little was given to their correlation with population development, she said. In addition, the roles of politics, culture and society have often been neglected, she added.     Zhao said it is a complicated and huge systematic project to deal with climate change, involving different sectors.     With regard to politics, she said all governments must attach great importance to climate change and honor their commitments. A body should be established to coordinate departments involved, while a long-term plan and a legal framework for climate change should be established.     On economy, Zhao said, "it is impossible to deal with climate change without economic support." She suggested developing countries follow a path of sustainable development when they push forward economic development.     At present, China is on its way of adjusting its industrial structure, setting carbon emission cut targets, strengthening technical innovation, raising energy efficiency and rapidly developing renewable energy.     In the social sector, Zhao said a comprehensive review over the impact of climate change is needed. The principle of equity and fairness should be introduced and a low-carbon consumption mode should be encouraged.     Zhao said a lot of efforts are needed in the sector of culture.     Thousands of years ago, Chinese started to believe that mankind should live in harmony with the nature, said Zhao, adding that China's traditional culture emphasizes the unity of personal rights and responsibilities.     However, she pointed out that in Western countries, personal rights are "over emphasized" while collective responsibilities are neglected.     In fact, China has formed a long-term low-carbon consumption behavior, while over consumption and luxury consumption widely exist in the West, said the Chinese official.     As for the sector of ecology, Zhao said climate change and ecology are interrelated. In recent years, China has adopted a series of measures including developing ecological agriculture, raising land utilization efficiency, saving water resources and reducing pollution.     Zhao stressed the importance of the interrelationship between the five above-mentioned fields, saying that only with a clear political direction, correct strategy and policy measures, can a country put carbon reduction targets into practice and adopt a low-carbon path.
