BEIJING, Nov. 25 (Xinhua) -- Chinese Premier Wen Jiabao stressed here Tuesday the comprehensive and strategic partnership between China and the European Union (EU).     "Comprehensive" means the promotion of political trust and mutually beneficial cooperation, and "strategic" requires that both sides make concerted efforts in a far-sighted way to ensure the lasting, stable and healthy development of China-EU relations, Wen said.     The premier made the remarks in his meeting with former president of European Commission also former prime minister of Italy Romano Prodi. BEIJING, Dec. 11 (Xinhua) -- Railway stations across China expect to handle a record of 188 million passengers heading home to family for the Lunar New Year holidays. That's up 8 percent year-on-year, the Ministry of Railways (MOR) said here on Thursda y.     "With 150 more trains in operation, trains can carry 4.48 million travelers every day, up 180,000 compared with the same period of 2008," MOR spokesman Wang Yongping told Xinhua.     The 40-day travel period, built around the Spring Festival, lasts from Jan. 11 to Feb. 19.     Wang said railways across the country will face a great amount of pressure as the Lunar New Year, which usually arrives in February, falls on Jan. 26.     "Students and employees nationwide are heading for home for an early holiday, while migrant workers are also returning home earlier this year as many manufacturers they work for have cut or ceased production amid weak market demand," said Wang.     "When most people will be moving around at the same time, an earlier-than-usual travel rush is around corner."     Transport safety is MOR's top concern. Railway departments nationwide are examining maintenance and transport facilities to ensure a smooth operation, according to the ministry.     At the same time, MOR released an emergency mechanism on Monday in preparation for possible severe weather such as snow storms and fog.     Hundreds of thousands of passengers were stranded at railway stations in southern China before this year's Spring Festival as blizzards paralyzed transportation.

BEIJING, Nov. 26 (Xinhua) -- China's State Council, or the Cabinet, said on Wednesday that more efforts would be made to encourage enterprises to upgrade technology and engage in independent innovation.     It also said there would be policies to promote merger and acquisition among enterprises.     The policies were clinched at an executive meeting of the State Council, presided over by Premier Wen Jiabao. The meeting was held to discuss measures to address difficulties faced by enterprises and promote economic growth and deliberate plans to reform finished oil pricing mechanism and fuel taxes and fees.     According to the meeting, plans would be drawn up to help some key industries, including steel, auto, ship manufacturing, petrochemical, light industry, textile, nonferrous metals, equipment manufacturing and information technology.     The meeting urged banks to increase credit supply to help small and medium enterprises overcome difficulties.     To offset adverse global economic conditions, the State Council on Nov. 9 has announced a 4 trillion yuan (585.7 billion U.S. dollars) stimulus package to boost domestic demand. This will be combined with other boosting measures, such as loosening credit conditions and cutting taxes.     The huge amount of money will be spent over the next two years to finance programs in 10 major areas, such as low-income housing, rural infrastructure, water, electricity, transportation, the environment, technological innovation and rebuilding after several disasters, most notably the May 12 earthquake.     The State Council also discussed the reform plans of finished oil pricing mechanism and fuel tax and fees at the meeting. It decided to make public the two draft reform plans to solicit public advice.     According to the National Development and Reform Commission, the government has been studying a fuel tax to replace the current road tolls imposed upon vehicles.     The long-awaited fuel tax and fee reform was first proposed in 1994.     The State Council meeting also reached decisions to increase the storage of key materials and resources, accelerate development of the service industry and enhance measures to promote employment and social security.     More education and job training would be provided among the government's efforts to increase employment. This education and training should also cover the lay-off workers and rural laborers who returned from cities because of unemployment, according to the meeting.

"The new moves were proved to be correct and effective."     The central budget is supposed to be discussed at the NPC annual session in next March. BEIJING, Oct. 23 (Xinhua) -- China voiced its strong dissatisfaction and stern opposition to an award from the European Union (EU) to a Chinese criminal.     "We express strong dissatisfaction and stern opposition (to the award)," Chinese Foreign Ministry spokesman Qin Gang said in a written statement in response to the award on Thursday evening.     The European Parliament (EP), a supervisory and consultative organ of the EU, announced on Thursday it would select Hu for the Sakharov Prize.     On April 3, Hu was sentenced by the Beijing No. 1 Intermediate People's Court to 3.5 years imprisonment, with one year's deprivation of political rights.     The verdict said Hu, an unemployed father aged 34 and the holder of a college degree, libeled the Chinese political and social systems, and instigated subversion of the state, which is a crime under Chinese law.     "Hu is a convicted criminal who is now in jail for subverting the state", Qin said, noting the award to Hu, in disguise of "protecting the human rights," is fabricating facts and confusing truth and has fully exposed its political attempt to interfere in China's internal affairs and infringe upon the country's judicial sovereignty.     "The fact has already proved and will continue to prove that such an act can neither change the fact of China's social development, nor deceive the European people," Qin said.

KUNMING, Jan. 3 (Xinhua) -- The Yunnan section of the Sino-Vietnam land boundary demarcation project has ended with 665 boundary tablets erected, an official with the foreign affairs office of southwest China's Yunnan Province said here on Saturday.     During the past eight years, six Chinese teams cooperated with their Vietnamese counterparts and demarcated the borders of Jiangcheng, Jinping, Hekou, Maguan, Malipo and Funing.     All the land border demarcation work in the Yunnan area was completed on Dec. 20, in accordance with the "Vietnam-China Land Border Treaty."     Large boundary tablets were established on Hekou's roads, rail terminal and harbor along the Yunnan section of the border.     The completion of the task represents a major step in Sino-Vietnamese relations.     China and Vietnam exchanged views on Wednesday on solving the remaining issues connected to border demarcation and erecting border markers, reached an agreement and issued a joint statement.

BEIJING, Oct. 31 (Xinhua) -- Chinese shares dropped 1.97 percent on Friday, the month's last trading day.     The benchmark Shanghai Composite Index lost 1.97 percent, or 34.82 points, to close at 1,728.79. The Shenzhen index was down 1.19 percent, or 70.33 points, to close at 5,839.33 points.     The combined turnover was 35.23 billion yuan (5.03 billion U.S.dollars), compared with 49.35 billion yuan on the previous trading day. Losses outnumbered gains by 656 to 199 in Shanghai and 576 to151 in Shenzhen.     Almost all sectors fell except industries related to aircraft making after the Commercial Aircraft Corporation of China Ltd. (CACC) announced Chinese indigenous regional jets would be sold to the United States, analysts said. CACC is not a publicly traded company.     Coal companies suffered the most losses. Kailuan Clean Coal Co.lost 7.21 percent to 10.3 yuan. Taiyuan Coal Gasification Company fell 4.34 percent to 7.50 yuan.     "I don't think the fall was related to recent mine accidents. It was a reflection of diminishing global energy demand," said Alex Xue, analyst with JL McGregor & Company.     The finance sector also dropped by an average of 3 percent. CITIC securities lost 2.46 percent to 17.84 yuan. Bank of Communications fell 4.20 percent to 4.33 yuan.     According to estimates from Friday's China Securities News, third-quarter profits of the country's 1,466 listed companies would fall 10.17 percent from the same period a year ago and 18.41 percent from the previous month to 206.09 billion yuan.     Operating net cash flow fell 51.75 percent to 827.4 billion yuan in the first three quarters. Analysts said rising material costs and weakening demand led to slumping profits.     The country's industrial output value growth slowed to 11.4 percent in September, the lowest rate since April 2002, the National Development and Reform Commission said on Thursday.     Despite the latest rate cut, which was viewed as helpful to stabilizing the stock market, analysts said the market could possibly continue falling. The long-term affects from the rate cut are yet to been seen.

BEIJING, Dec. 26 (Xinhua) -- A food company in east China's Shandong Province has been allowed to resume export of bean stuffing to Japan following earlier suspicion of food poisoning, the General Administration of Quality Supervision, Inspection and Quarantine (GAQSIQ) said Friday.     In a brief statement posted on its Web site, the GAQSIQ said the Japanese authorities could not conclude that the food-poisoning symptoms of two Japanese people resulted from consumption of the bean stuffing from Qingdao Fushijia Food Co., Ltd. in Shandong.     According to the GAQSIQ, the Japanese Ministry of Health and Welfare said Dec. 17 that Japan decided to lift import ban on Fushijia's products since the Chinese side had found no quality problem with Fushijia's bean stuffing. The Japanese side had also not discovered any harmful chemical substance in imported products.     Japan banned the import of Fushijia's bean stuffing in September after two employees of a Japanese food producer importing Fushijia's products became ill.

   KUWAIT CITY, Dec. 27 (Xinhua) -- At the invitation of Kuwaiti First Deputy Prime Minister and Minister of Defense Sheikh Jaber Mubarak Al-Hamad Al-Sabah, Chinese Vice Premier Li Keqiang arrived here Saturday evening on a four-day official visit.     Li said in a statement delivered at the airport that he is delighted to pay an official visit to Kuwait, noting that the relationship between China and Kuwait, especially in the fields of trade, energy, finance and culture, has witnessed remarkable growth since the two forged diplomatic relations in 1971.
