BEIJING, Sept. 18 (Xinhua) -- The Communist Party of China (CPC) central leadership vowed Friday to enhance intra-Party democracy by improving Party congress and election systems.     Less than two weeks ahead of the 60th anniversary of the founding of the People's Republic of China (PRC), the 17th CPC Central Committee made a consensus at its fourth plenary session which ended Friday, calling for bettering the democratic decision-making mechanism within the Party in order to maintain the CPC's centralization and unity.     After the four-day close-door meeting, the CPC Central Committee agreed in a communique upon pushing forward intra-Party democracy, which allows broad representation of Party-wide wills and propositions, and, subsequently, drives people's democracy.     Hu Jintao, general secretary of the CPC Central Committee, said at the 17th CPC National Congress on Oct. 15, 2007, "We will expand intra-Party democracy to develop people's democracy and increase intra-Party harmony to promote social harmony." Hu Jintao, general secretary of the Communist Party of China (CPC) Central Committee, delivers a work report at the Fourth Plenary Session of the 17th CPC Central Committee, which was held from Sept. 15 to 18 in Beijing, China"The realization of intra-Party democracy must rely on the guarantee of all Party members' democratic rights to know, to participate, to vote and to supervise all internal affairs of the Party," Hu, also Chinese president, said at another occasion months ago.     Yu Keping, a prominent theorist who serves as deputy director of the CPC Central Compilation and Translation Bureau, said people's democracy was the ultimate goal of China's democratic politics, whereas the Party's internal democracy spearheads to achieve the ultimate goal.     Political scientists said the CPC's stance of institutionalizing itself towards a more transparent and democratic ruling party reflects its increasing preparedness for the new situation, which was summarized by the latest communique as "long-term, complicated and draconian tests" for the CPC's ruling capability, the reform and open-up policy, adoption of a market economy and adaptation to outside circumstances.     Wang Changjiang, a scholar at the Party School of the Central Committee of the CPC, said "the new situation" might be a combination of diversified problems, such as the economic downturn, mass incidents and ethnic issues.     Wang's alert coincided with the sober-minded perspective of the CPC central leadership, which says in the communique that "it has never been so onerous and pressing that the Party must effectively manage and discipline itself."     One solution to those challenges is to beef up teams of "high-caliber cadres" through democratic, open, competitive and merit-based selection channels.     The communique said the Party should encourage best people to stand out from peers to take key Party or governmental posts.     Xu Yaotong, a researcher at the China National School of Administration, said direct election of officials, which was a foundation of intra-Party democracy, could start from the county level.     Some provinces, such as southwestern Sichuan and eastern Jiangsu, have tried out direct elections, in which grassroots candidates ran for township-level Party leadership.     With the idea of improving the Party congress system, the CPC is expected to try to mandate more power to delegates to various levels of congresses, who hold equal voting rights, regardless of official status, for decisions at Party congresses.     The ruling CPC is the largest political contingent in China, with about 76 million members growing rapidly from 4.4 million in 1949 when the PRC was founded.

XIAMEN, Sept. 9 (Xinhua) -- China remains the most attractive country for foreign capital, despite that the country's foreign direct investment declined for ten straight months, a commerce official said Wednesday.     "China has been the top destination for foreign capital for 17 consecutive years," Wang Chao, assistant commerce minister, said at the World Capital Forum in Xiamen, east China's Fujian Province.     A report released by the United Nations Conference on Trade and Development (UNCTAD) on July 22 showed that China stands first on the list of five most attractive destinations for foreign capital, followed by the United States, India, Brazil, and Russia.     The country has received 48.3 billion U.S. dollars of foreign direct investment (FDI) from January to July this year, down 20.3 percent over the same time last year amid a global economic downturn, Wang said.     Wang said the country's prospects for overseas investment remains optimistic as it would simplify examination and approval procedures toward foreign investors.     It will also guide foreign investment to go to high technology industry, advanced manufacturing industry, energy saving and environment protection industries, in a bid to optimize investment structures.

BEIJING/TAIPEI, Aug. 22 (Xinhua) -- Taiwan has started building homes for hundreds of homeless families left by Typhoon Morakot with assistance from the mainland.     Prefabricated houses with blue roof and white walls, donated by the Chinese mainland, are being set up in Pingtung County in the south of the island.     Local authorities told Xinhua Saturday that so far more than 400 homeless families have applied for the prefab houses, which have been tested safe.     Recovering signs appear in the island as Xinhua reporters saw children in the county studied in a mobile bookstore on rubble, and villages in Kaohsiung County sold homemade handbags to save money for reconstruction.     In addition to the Taiwan authorities' three-year reconstruction budget of about 100 billion New Taiwan Dollars (3.12 billion U.S. dollars), the Chinese mainland has contributed 781.8 million yuan (115 million U.S. dollars) two weeks after the disaster hit Taiwan.     The mainland's donation came from all circles of the country, including people in Sichuan Province who received generous support from Taiwan compatriots and Buddhists and monks who pray for blessings of the typhoon victims in the island.     "We will never forget the Taiwan rescuers who helped us live through the Wenchuan earthquake last year," said a worker of Dongfang Steam Turbine Works in Sichuan's Mianzhu City.     The company donated one million yuan to Taiwan victims with another 500,000 yuan raised by the company's workers.     The mainland has promised to spare no effort and offer medical, rescue, engineering and other available personnel or equipment that Taiwan compatriots need.     On Friday afternoon, 18 tonnes of vegetable was shipped to Kinmen from its closest mainland city Xiamen of Fujian Province as an emergent support to ease the vegetable shortage caused by the typhoon.     "We are contacting the agricultural associations in Taiwan and if they request we can quickly collect large amount of vegetable and send them to help Taiwan compatriots," said Guo Hao, a food company boss in Fujian.     Other disaster-relieving materials from the mainland are on the way to the island. The second batch of prefab houses arrived in Kaohsiung on Saturday afternoon and three mainland engineers headed for Taiwan to help install those houses.     The mainland's ports, maritime and transport authorities have provided favorable procedures for the disaster relief materials to Taiwan.

BEIJING, July 31 -- China can expect to be a major target of rising trade protectionism - particularly from the United States and India - as the world struggles to recover from the global financial crisis, the Ministry of Commerce (MOFCOM) said Thursday.    The crisis has pushed trade protectionist cases to a historical high.     "The US is abusing trade protectionist tools to help its own industries tide over the economic slowdown. The loss for Chinese businesses is huge," said Zhou Xiaoyan, deputy director of the China Bureau of Fair Trade for Imports & Exports.     As a consequence, China will have an even harder time than it does now, encountering anti-dumping, anti-subsidy and special protection cases, officials said.     From last September to this June, the main World Trade Organization members, including the US and European nations, launched 77 cases worth .8 billion against China, increasing the number by 112 percent from a year earlier.     Zhou said, moreover, that due to the sharp competitiveness of Chinese products and to the advantage it has of cheap labor costs, sufficient funds and high-quality technology, the country will be targeted for some time.     The fair trade bureau, which is under MOFCOM, is responsible for dealing with trade protectionist cases.     Cases centering on green barriers, such as a carbon tariff measure that the US might launch against developing nations to protect its businesses, will be another hot trend.     China has especially been facing trade protectionist measures related to labor-intensive categories.     The US and India have been among the most aggressive in the rising wave of protectionism, officials said.     In April, for example, the US launched an anti-dumping and anti-subsidy investigation of oil-well steel tubing worth .2 billion, one of the largest ever for China.     And also in April, the US launched a case against Chinese tire makers valued at about .2 billion, also the largest such case for China.     The tire case, if approved by President Barack Obama in the fall, could spark a series of such cases by other nations.     "The US has been a leader in launching measures against China," said Wang Rongjun, a professor at the Institute of American Studies of the Chinese Academy of Social Sciences.     "The US," Wang said, "expects to transfer part of its economic slowdown to China, which is believed to be the quickest to recover."     China and the US are each other's second-largest trade partner. The two nations have stressed since late 2008 that they have been fighting trade protectionism, including at the China-US Strategic and Economic Dialogue held in Washington this week.     And in the case of India, it now has the most cases pending against China - from last September to June, it accounted for about 40 percent of the total. The cases cover a wide range of products, including textile, steel and chemicals.     "As newly emerging nations are being brought directly into competing against China, the upward trend will continue," Zhou said.     Despite falling exports, China still holds the largest share of labor-intensive products in the American and European markets, which threatens Indian businesses.     "Compared with the US, India is far from reasonable," said Fu Donghui, managing director of the Beijing Allbright Law Firm, which deals with anti-dumping and anti-subsidy cases.     "The Indians find any opportunity to challenge the Chinese. As long as there is any call from an Indian enterprise, the Indian government will launch an investigation, even without research."     The MOFCOM plans to focus on cases involving the US and India. "We expect to find out the reasons behind that growth and learn how to avoid them in the future," Zhou said.     For years, the Chinese government shied away from appealing to the WTO for help in battling trade protectionist measures.     "The government should have actively appealed to the WTO to prevent foreign nations from abusing its rights," Fu said.     China will now use the WTO tools to prevent its businesses from being hurt by foreign counterparts, but, nonetheless, it will be prudent, Zhou said.

DAMASCUS, July 30 (Xinhua) -- Syrian Foreign Minister Walid al-Moallem said Thursday that Syria is willing to enhance cooperation with China on the basis of mutual benefits.     Moallem made the pledge during a meeting with Wu Sike, China's Special Envoy to the Middle East, and both sides discussed bilateral relations and the latest situation in the Middle East region.     Wu reiterated that China supports Syria's commitment to achieving a just and comprehensive peace based on the relevant UN resolutions. They planned to raise 2.27 billion yuan (332.65 million U.S. dollars), from the IPOs, according to China Securities Regulatory Commission (CSRC).     "This means the seven enterprises are eligible to list on the market, but they still have some flaws in information issuance, which need to be improved," said Jiang Xinhong, a member of the review commission.     The flaws don't hinder the listings, but these enterprises should go through some necessary procedures before getting listed, said the CSRC.     The CSRC had received 155 applications for IPOs on the GEM as of Sept. 10, since it started to accept applications of the GEM on July 26.

BEIJING, Aug.3-- China's steel industry association said on Friday that it plans this year to unify the spot and long-contract prices for the country's iron ore imports.    It will also set a ceiling for charges levied by import trading firms, as part of an effort to regulate the market.     The proposal was the top item of discussion at the steel industry body's two-day semiannual meeting, said Luo Bingsheng, deputy chairman of the China Iron and Steel Association (CISA), at a press conference.     The term prices negotiated with global miners should become a benchmark unified price, and the import agencies could charge 3-5 percent in commission on top of the term prices, Luo said.     The move aims to regulate excess iron ore import by steel makers and trading firms, which distorted the supply and demand balance and disrupted the annual contract talks, Luo said.     The price talks, which are continuing, appeared to be snagged on China's insistence upon bigger reductions than the 33 percent cut agreed to earlier with Japanese and Korean steel mills. News reports and industry analysts say China wants a 40 percent price cut.     Luo said foreign iron ore suppliers promoted massive sales on the spot market, leading to huge stockpiles.     Spot iron ore accounted for 82.7 percent of imports this year, leading to excessive imports that far exceed actual needs, the CISA said.     Luo made the remark as the spot price of iron ore in China surged above the contract prices offered by three large miners - Rio, BHP and Vale.     Benchmark spot prices of iron ore in China rose above 0 a ton on Thursday, as compared with a ton in April, according to industry consultant Mysteel.     Iron ore imports rose 29.3 percent year on year, to 297 million tons, in the first half of this year, while traders imported 131 million tons, up 90.4 percent from last year.     There are 152 iron ore importers in China this year, exceeding the 112 licenses that CISA issued, the association said.     Luo said the annual talks were ongoing and CISA would keep working to push them forward.     "We are working for a reasonable result and hope to reach a win-win situation," Luo said.     "For small steel companies, a unified price system is definitely good news," said Fan Haibo, a steel analyst from Xinda Securities. BEIJING, Oct. 17 (Xinhua) -- The Communist Party of China (CPC) and Kuomintang (KMT) both expressed wish to promote cross-Strait trust and common understanding as Ma Ying-jeou took the position as the KMT chairman on Saturday.     The CPC Central Committee Saturday congratulated the Kuomintang(KMT) on the convocation of its18th congress, expecting the two parties to deepen mutual trust, increase exchanges and expand common understanding.     In a reply, the KMT Central Committee said they will work with the CPC for improving trust and mutual benefits, in a bid to improve the welfare of people on both sides.     At the congress, the KMT again included the "common aspirations and prospects for peace and development across the Taiwan Strait, "reached between the CPC and KMT in 2005, in its political guideline. They would assist Ma on cross-Strait affairs and external exchanges, according to Ma.     Hu Jintao, general secretary of the CPC Central Committee, congratulated Lien Chan on continuing to be KMT honorary chairman and Wu Poh-hsiung on taking the position as honorary chairman.     The two responded with commitments to peaceful development of cross-Strait relations.     Lien said in a statement that since the two sides resumed systematic talks based on the 1992 Consensus, peace and stability across the Strait have been greatly enhanced and people's welfare improved.     "We should work even harder to consolidate the five-point common aspirations and prospects," Lien said.     Wu also noted that the two parties should work together for peace and development with "sincerity and goodwill."     Zhu Weidong, deputy director fo the Institute of Taiwan Studies, Chinese Academy of Social Sciences, said, "Through the congress, we can see the KMT will not change its stance on easing cross-Strait relations, promoting exchanges with the CPC and carrying on the platform between the two parties."
