BEIJING, Sept. 12 (Xinhua) -- A senior leader of the Communist Party of China (CPC) on Saturday urged concrete measures to maintain stability, which he described as an "arduous" task.     Zhou Yongkang, a member of the Standing Committee of the CPC Central Committee Political Bureau, made the remarks at a meeting after hearing reports on the preparation for the security during the National Day holiday and the situations in the country's far western Xinjiang and Tibet.     "While on the whole the social situation is stable, the country now faces grave challenges in maintaining stability, and the task is arduous," Zhou said.     Currently, the overwhelming political task is to maintain the stability of the capital, said Zhou.     Grand celebrations will be held on Oct. 1 in Beijing to mark the 60th founding anniversary of the People's Republic of China.     Zhou urged officials and security workers to "fully prepare themselves for the most complicated situation" in order to ensure the smooth run of all activities during the National Day holiday.     Describing the security campaign as a "people's war", Zhou urged the capital's neighboring areas to strengthen security check and stamp out any factors that might harm stability outside Beijing "with utmost efforts."     Zhou noted that maintaining stability in Xinjiang, where recent needle attacks caused public scare and triggered mass protests after the riot on July 5, is also one of the most significant missions.     The riot left 197 people dead in Urumqi, the regional capital of Xinjiang, while five died during the mass protests in the city last week.     In addition, Zhou urged the local government in Tibet Autonomous Region to strengthen management on monasteries and "strictly" prevent any harmful attempts from separatists.     He said currently people across the country are all hoping for stability and development and "we are fully confident" in managing the security well around National Day.

LONDON, Sept. 5 (Xinhua) -- Britain hopes to further expand cooperation with China in economic, financial and trade sectors, Business Secretary Lord Mandelson said Saturday.     In a written interview with Xinhua on the eve of his visit to China, Mandelson, also the First Secretary of State, said economic and political relations between Britain and China are very strong.     The High-Level Economic & Financial Dialogue would lead to collaboration in areas such as the development of financial services, the protection of intellectual property rights, and the establishment of a comprehensive social security system in China, Mandelson said.     During Mandelson's visit, which begins Monday, he will give a speech at a low carbon business solution event in Beijing attended by about 250 British and Chinese companies. He will also sign a "Sustainable City" memorandum of understanding with Changsha, the capital of south central China's Hunan province.     "The UK is keen to share its low carbon technology," Mandelson said, noting that Britain would like to export even more high-tech goods to China.     Mandelson said the UK, by far, is the largest European investor in China and transfers much of its technology to the country through wholly owned subsidiaries and joint ventures.     The business secretary expressed hope that China would improve its regulations to facilitate British companies' participation in its hi-tech sectors.     China, Mandelson said, has taken every measure possible to mitigate the impact of the global financial crisis, which also has contributed to the recovery of the world economy.     He called China's huge stimulus package "a very impressive commitment to rebuilding its economy and the welcome effects are already being felt."     China has contributed to the rebalancing of the world economy by re-orienting its own growth model to stimulate domestic consumption, the business secretary said.     Meanwhile, Mandelson also expected China to play a bigger part in pushing forward multilateral trade talks     "I hope China will play an important role in achieving a conclusion to the Doha Development Round and I hope that the global recession has provided a sense of renewed urgency for this agreement", he said.     As the former EU Trade Commissioner, Mandelson has never shied from voicing his objections to protectionism.     Imposing tariffs on imports, he said, creates distortions in the global economy, which result in poverty and inequality.     Trade is essential to the prosperity of the world economy and remains one of the main avenues open to increase productivity and growth, he said.     "I hope that UK and China's joint efforts to foster closer trade and investment links in China's rapidly developing regional business centers will stimulate and serve to support new business partnerships," the business secretary said.     Mandelson said China's process of gradually opening its capital market would deepen the capital and expertise available to Chinese companies as they increasingly look to expand overseas.     "We are equally keen to work with the Chinese authorities and markets to enable foreign firms to list on its exchanges," he said.     "We are very supportive of the State Council's desire for Shanghai to develop into a truly international financial center over the next 10 to 15 years and believe that an important step to building this profile will be the continued growth and diversification of China's capital markets."     Mandelson also emphasized that there are many benefits from an internationalized Chinese yuan, which would promote greater stability in global foreign exchange markets.     "A more widely traded Chinese currency will help Chinese companies win business in overseas markets," he said, "And a more market-oriented exchange rate will help China re-orient its economy towards domestic consumption, which would be in China's own interests."     When it comes to the climate change issue, Mandelson noted that China is making strong efforts to reduce the growth of its greenhouse gas emissions. He pointed out that China currently aims to reduce consumption of energy per unit of GDP by 20 percent between 2005 and 2010.     "Tackling climate change is a win-win business opportunity for both the UK and China," he said.     Mandelson also called for international cooperation to deal with the world's other thorny issues.     The global downturn has powerfully illustrated how important it is to have constructive engagement at the international level, he said.     "We need international solutions to financial regulation, to tackling pollution and in fighting proliferation and terrorism. These are global challenges that require a global response," Mandelson said.

HANGZHOU, Aug. 22 (Xinhua) -- Pakistani President Asif Ali Zardari said Saturday his country welcomes Chinese investors.     Zardari made the call during his visit to Hangzhou, capital of east China's Zhejiang Province, the first leg of his ongoing China tour. BEIJING, Aug. 21 -- China Mobile Thursday reported its first drop in net profit since 1999 because of rising competition from rivals China Telecom and China Unicom and its weak 3G performance.    The world's biggest telco posted a net profit of 30.1 billion yuan (US.42 billion) in the second quarter, compared with 30.6 billion yuan a year ago.     Analysts had previously forecast a net profit of 31.4 billion yuan for the period.     "A macro-economic slowdown, a rising mobile communications penetration rate and changes in the competitive environment of the telecommunications industry in China have posed challenges to the development of the business in the first half," China Mobile said in a statement.     In the first six months, China Mobile posted a net profit of 55.3 billion yuan, a 1.4 percent annual growth. Its revenue totaled 212.9 billion yuan, an 8.9 percent rise from a year ago.     China Mobile's monthly average revenue per user, a key index of the industry to monitor a telco's profitability, was 75 yuan in the first half, about 10 percent less than a year ago.     China Mobile added 35.87 million users in the first half to total 493 million by the end of June. The telco had 957,000 3G users since it started a trial 3G service in April.     In the first half, China Mobile took 66 percent of the total new additional mobile users, compared with 85 percent a year ago, due to the "changed competitive landscape," the company said.     "The gap between China Mobile and other rivals will become narrow but it will still dominate the market for about two years," said Wu Wenzhao, a telecommunications analyst of Analysys International.     In January, China issued 3G licenses to China Mobile, China Unicom and China Telecom.

BEIJING, Sept. 16 (Xinhua) -- Fifty-two types of new weapon systems developed with China's own technologies, including airborne early warning and control (AEWC) aircraft, will be showcased at the military parade celebrating the 60th anniversary of the founding of New China.     Further cutting-edge weaponry would include sophisticated radar, unmanned aerial vehicles (UAV) and satellite communication devices of the People's Liberation Army (PLA), Lieutenant General Fang Fenghui, general director of the parade, told Xinhua Wednesday.     The Oct. 1 parade would also show personnel and equipment from the navy, air force and China's ballistic missile corps, Fang said.     Fang did not identify the specific models of the weapon systems but said all of the weapons are tagged: "Made in China".     "They (the weapon systems) embody the ongoing transformation of the PLA from a labor-intensive force to technology-intensive might be capable of joint operations in modern warfare," said Fang, who is also commander of the PLA's Beijing Military Area Command.     "The weapon systems to be shown in the parade also showcase the ability of the PLA to carry out diverse military missions," he said.     There will be 56 regiments on the ground and in the air during the parade, symbolizing the country's 56 ethnic groups marching along the road of socialism with Chinese characteristics in solidarity, Fang said.     Fourteen of the regiments will march through Chang'an Avenue on foot, 30 in wheeled transport and 12 will take to the air.     All the troops in the parade will be dressed in PLA 07-type uniforms and most of them are from generations born in the 1980s and 1990s.     Compared with the previous military parade on National Day 10 years ago, this one would have less troops and equipment but increased high-tech weaponry and special force units, Fang said.

TEL AVIV, Israel, Sept. 24 (Xinhua) -- Israeli President Shimon Peres Thursday lauded the great achievements made by China over the past 60 years when attending a reception held by Chinese Embassy in Israel to celebrate the 60th anniversary of the founding of the People's Republic of China.     At the reception held at the residence of Chinese Ambassador to Israel Zhao Jun, Peres stressed that China currently plays an important role in the world.     He said that due to the great achievements made by China over the past 60 years, Chinese people are now becoming more affluent and confident, noting that "Israel loves China."     Highlighted the important role China is playing in the world, Peres said that "a peaceful China is a peaceful world."     Before Peres' speech, Zhao said that the reception was also held to celebrate the 17th anniversary of the establishment of diplomatic relations between China and Israel.     China has made remarkable achievements over the years, said the Chinese ambassador, adding that despite the progress, China remains a developing country and will continue its development.     He added that the relationship between China and Israel is continuing to develop in many fields, while China is now Israel's biggest trading partner in Asia.     Zhao also mentioned the "Experience China in Israel" event, which will be held in October in Israel in a bid to show the development of China in many domains: education, economy, technology and especially the Chinese contemporary culture.

HONG KONG, Sept. 8 (Xinhua) -- The Commercial Aircraft Corporation of China displayed a scale model of its jetliner C919,the country's first home-grown large commercial airliner, for the first time at the Asian Aerospace '09 on Tuesday. It was intended as a single-aisle airliner to target the short and medium haul markets in eight to ten years from now, Wang said.     If successful, COMAC plans to produce 50 C919 aircraft each year at the early stage and annual production could reach 100 or even more at a later stage, depending on how it is received by the market, Guo said. BEIJING, Oct. 15 (Xinhua) -- China's power consumption in September continued to rise with a faster increasing rate, according to China's National Energy Administration (NEA) on Thursday.     Power consumption in September rose 10.24 percent from the same month last year to 322.41 billion kilowatt hours last month. The increasing rate was 2 percentage points up from that of August.     Accumulative power consumption in the first nine months topped 2.66 trillion kilowatt hours, an increase of 1.4 percent over the same period last year.     In the first three quarters, power consumption of the primary industry which covers agriculture, animal husbandry and fishery, added 6.35 percent from a year earlier to 72.5 billion kilowatt hours.     The second industry, including mining, manufactural, building and construction sectors, consumed 1.95 trillion kilowatt hours, representing a decrease of 1.67 percent over the same period last year.     Power consumption in the service sector climbed 11.26 percent year on year to 293.5 billion kilowatt hours in the first three quarters.

XI'AN, Aug. 23 (Xinhua) -- Chinese Vice Premier Zhang Dejiang has said efforts should be made to promote steady and fast industrial growth while improving the quality of economic development.     Zhang made the remarks during a recent inspection tour in northwestern Shaanxi Province, underscoring the importance of adjusting industrial structure, promoting innovation and enhancing enterprise management.     He pointed out that the country's economy has shown a momentum of recovery from the global economic downturn, with more positive signs emerging, but the reviving foundation was not solid enough.     The government should stick to the proactive fiscal policy and moderately easy monetary policy, and give priority to ensuring economic growth, he said.     More efforts should be exerted to expand domestic demand, carryout the massive economic stimulus plan, and promote stable and fast industrial development.     Zhang also urged cutivating new industries, eliminating backward production capacities, and supporting backbone enterprises as well as small and medium-sized firms.
