BEIJING, Dec. 9 (Xinhua) -- China's top legislator Wu Bangguo said Wednesday the country regards Egypt as one of the most important strategic cooperative partners among Arabian and African nations.     "We attach great importance to the relations with Egypt," Wu, chairman of the Standing Committee of the National People's Congress (NPC), China's top legislature, told visiting Deputy Speaker of Egyptian People's Assembly Zeinab Radwan. To promote relations between China and Egypt, both influential countries in the world, conformed to the fundamental interests of the two nations and the two peoples, and was also conducive to regional and world peace and prosperity, Wu said. Wu Bangguo (R), chairman of the Standing Committee of the National People's Congress (NPC), shakes hands with visiting Deputy Speaker of Egyptian People's Assembly Zeinab Radwan in Beijing, Dec. 9, 2009.    "We are ready to work with Egypt to maintain high-level exchanges, increase friendly cooperation and strengthen coordination in international affairs," Wu said, noting that this would help achieve common development and benefit the two peoples.     Wu also applauded Egypt's long-term and firm support to China on issues concerning Taiwan, Tibet and Xinjiang.     Radwan was here to attend the third meeting under a regular exchange mechanism between the parliaments of China and Egypt.     Hailing the role of the regular exchange mechanism, Wu said it provided the two parliaments with direct, in-depth and effective channels to communicate with each other, and had become an important platform for parliamentary exchanges.     Under the active promotion of the leaders from both nations, the two parliaments set up the regular exchange mechanism in 2007.     Wu hoped the two parliaments would further improve the mechanism.     Echoing Wu, Radwan said the Egyptian People's Assembly would make use of the mechanism construction to advance the level of parliamentary cooperation between the two sides.     As to Egypt-China ties, Radwan said the two countries in recent years had witnessed frequent high-level visits and fruitful cooperation in investment, tourism, economy and trade.     Egypt valued the relations with China, and would work with the country to enhance exchanges and cooperation in various sectors.     Radwan is visiting China from Dec. 4 to 10 at the invitation of the NPC Standing Committee.

LANGFANG, Hebei Province, Jan. 1 (Xinhua) -- President Hu Jintao on Friday urged Party committees and governments at all levels to make issues related to agriculture, rural areas and farmers top priority of their agenda and called for increased investment in these areas.     During a visit to villages in China's northern Hebei Province Friday, Hu called for efforts to develop modern agriculture by relying on the progress of science and technology and make sure that farmers have increasing incomes.     The president said this year's No. 1 document of the CPC Central Committee will include a batch of new policies to support agricultural development.     Hu spent time inquiring about the livelihood of local farmers and conveyed New Year greetings to them. BEIJING, Dec. 7 (Xinhua) -- The closing of China's Central Economic Work Conference on Monday, which coincided with the opening of the 15th United Nations Climate Change Conference in Copenhagen, left a message that China was determined to pursue a path of low-carbon development.     The three-day conference, responsible for setting the tone for economic development in 2010, agreed that China would step up efforts to boost low-carbon sectors, as part of the strategy of promoting the transformation of economic development pattern.     "This demonstrates a remarkable change in China's concept of development, and would greatly help upgrade economic growth pattern and adjust economic structure," said Jiang Xinmin, a researcher with the National Development and Reform Commission (NDRC).     The conference agreed to strictly control the issuing of loans to sectors featuring high energy consumption and high carbon emissions, increase credit support to low-carbon industries, strictly reduce exports of high energy-consuming products and rollout low-carbon economic development pilot plans.     Jiang said the government's policies would surely produce more breakthroughs in low-carbon technologies, thus providing new vigor for growth. "We can simply say that China has set foot on a low-carbon development road."     The Chinese government's major task this year had been to maintain growth through its stimulus programs amid the global economic downturn, said Wang Xiaoguang, a researcher with the China National School of Administration.     "As the economic recovery is gaining momentum, the country should shift its focus to the long-term development plan," Wang said.     The conference has put much emphasis on "green" development as 2010 will be the last year of the country's 11th five year plan (2006-2010), a guideline for economic and social development, which set hard targets for reducing energy intensity and emissions.     Under the plan, China would reduce energy consumption per unit of GDP by 20 percent and major pollutant emissions by 10 percent from the 2005 levels by 2010, and the country is still working for that goal.     China announced ambitious plans in late November to cut its energy intensity per unit of GDP by as much as 45 percent by 2020 compared to the levels in 2005.     "The country would be pressured to make more efforts to achieve these targets. It is a tough task we must fulfill. We need to change our growth pattern and find a way to sustainable development," Wang said.     The great importance the government attached to emissions cutting suggested the low-carbon concept has gradually merged into the country's development plans, said Wang.     However, it took more than government policies and enforcement to reach the goal, said Zhou Dadi, a researcher with the NDRC     "A low-carbon development pattern also needs concerted efforts by the public to change their life styles," Zhou said.

BEIJING, Dec. 2 (Xinhua) -- Heavy fog faded in most Chinese provinces after a cold front from Siberia moving south cleared up the sky on Wednesday. As a result, road, river and air traffic was finally restored after days of disruption in many parts of China.     Traffic on the Beijing-Hangzhou Grand Canal resumed at noon after 11 hours of closure, said an official from Yangzhou City of east China's Jiangsu Province Wednesday.     Nearly 100 vessels stranded in Yangzhou have entered the Yangtze River. Highrise buildings are seen shrouded by heavy fog at the financial district of Shanghai, east China, Dec. 2, 2009    But sea areas off Shanghai were still shrouded by heavy fog. In the first three quarters of this year, Shanghai Maritime Safety Administration reported 32 accidents in its administrative area, in which 13 vessels were wrecked and 20 people went missing. Direct economic loss was estimated at 39 million yuan (about five million U.S. dollars).     The administration reminded passing vessels to be ready for emergencies because of the bad weather.     Visibility in east China's Shandong Province rose to more than 1,000 meters. Delayed flights and closed highways had been resumed, said the provincial meteorological bureau.     However, the heavy fog staggered in east China's Anhui Province, north China's Shanxi Province and northwest China's Shaanxi Province on Wednesday.     Visibility was 200 to 50 meters in most parts of Anhui, where police had to reinforce traffic control on highways.     Two of the three flights canceled on Tuesday in Hefei City tookoff Wednesday, though some other flights were delayed.     Visibility in Shanxi was 100 to 20 meters on Wednesday. Flights at the Airport of Yuncheng in Shanxi were postponed.

BEIJING, Oct. 28 (Xinhua) -- China's discipline watchdog Wednesday opened a national informant website, to deal with the public's reports on discipline violation problems of the Party organizations and its members, and to collect suggestions for the Party's anti-corruption work.     The informant website, www. 12388. gov. cn, was launched by the Central Commission for Discipline Inspection of the Communist Party of China (CPC), and the Ministry of Supervision.     Citizens in China's 31 provinces and autonomous regions can all send their complains through the website, which has 31 portals for citizens from different places sending their appeals.     Each computer is required to send three letters each day in order to prevent repeated appeals.     The discipline watchdogs are also planning to establish informant website in city and county levels, in order to build a nationwide reporting system.     Since 2005, local supervision and discipline departments began to set up informant website one after another, which had accepted a large number of public complaints, helped relevant departments uncover valuable clues and also played an important role in combating corruption.     However, these websites did not work well because of its non-standard domain name and inadequate working system.     On June 26 last year, Supervision Ministry opened an informant hotline "12388" for people to report discipline offences of civil servants and officials.

TAIPEI, Dec. 5 (Xinhua) -- The Kuomintang (KMT) Party won 12 county and city chief seats in Taiwan's local elections Saturday, while the opposition Democratic Progressive Party (DPP) landed four seats, voting results showed.     The KMT won 289 county and city lawmaker seats whereas the DPP won 128. Candidates with no party affiliations and those who did not run in the election through political parties won 170 seats.     The KMT also won a majority of 121 seats in the election of township chiefs, as opposed to the DPP's 34 seats.     The voting, also known as "three-in-one elections," lasted from8 a.m. to 5 p.m. Saturday.

BEIJING, Nov. 17 (Xinhua) -- China and the United States on Tuesday voiced support for the peace and stability in South Asia.     "The two sides welcomed all efforts conducive to peace, stability and development in South Asia," said a joint statement issued after a meeting here between Chinese President Hu Jintao and visiting U.S. President Barack Obama.     They support the efforts of Afghanistan and Pakistan to fight terrorism, maintain domestic stability and achieve sustainable economic and social development, said the statement.     They also pledged support for the improvement and growth of relations between India and Pakistan.     The two sides are ready to strengthen communication, dialogue and cooperation on issues related to South Asia and work together to promote peace, stability and development in that region, according to the statement. 

BEIJING, Dec. 9 (Xinhua) -- Chinese Vice President Xi Jinping Wednesday called for strengthening Party building in the non-public economic sector and social organizations.     Xi, also a Standing Committee member of the Political Bureau of the Communist Party of China (CPC) Central Committee, told a symposium that efforts should be made to expand Party organizations in the non-public sector and social organizations, and select right persons to head the Party committees.     Xi also urged to absorb more people from the non-public sector to join the CPC and to explore ways for the CPC organizations to play a more effective role.     He said measures should be constantly improved to ensure the scientific development of the non-public sector and social organizations.
