BEIJING, April 9 (Xinhua) -- Top political advisor Jia Qinglin met visiting Taiwan journalists here Thursday, expecting media to bridge the two sides of the Taiwan Strait.     Jia, chairman of the National Committee of the Chinese People's Political Consultative Conference (CPPCC), urged media on both sides to improve cooperation and exchanges as a bridge between people across the Strait.     Their cooperation will help create a favorable environment for cross-Straits exchanges and encourage people on both sides to work for peaceful development, he said, when meeting with journalists from the Taiwan-based United Daily News (UDN) headed by Duncan Wang, chief executive officer (CEO) of UDN Group.     Jia appreciated the efforts UDN has made to improve relations and promote cooperation across the Strait.     The two sides of the Strait have seen favorable interaction since last year, while the relations headed for a peaceful development, he said. BEIJING, March 23 (Xinhua) -- Chinese Vice President Xi Jinping met with visiting Bulgarian Deputy Prime Minister and the Minister of Foreign Affairs Ivailo Kalfin here Monday. The two sides vowed to step up bilateral relations.     Xi highlighted growth of bilateral relations in recent years, saying the two nations have witnessed a boom of cooperation in such fields as politics, economy, culture, science and technology.     China values the traditional friendship with Bulgaria, Xi said, citing the fact that Bulgaria was the second country to recognize the People's Republic of China in 1949. BEIJING, April 10 (Xinhua) -- China unveiled Friday an investment guide book to help domestic firms make foreign investments.     The first batch of the guide book released Friday by the Ministry of Commerce covers 20 countries, such as Pakistan, Thailand, Malaysia and Japan.     The guide book includes investment laws and regulations of the 20 countries and statistics about individual countries among other useful information such as advice on problems that firms may encounter.     The ministry said it would unveil more of the guide book to cover as many as 160 countries and regions by the end of June, and it would update the guideline.     "It can be a good time now for Chinese firms to invest overseas," said Li Ruogu, president of the Export-Import Bank of China (China Exim), "as banks have been instructed to support overseas mergers and acquisitions of Chinese firms."     He said Chinese firms should increase their investment in developing countries such as Mongolia and those in Africa, Southeast Asia and Latin America.     Li said such investment could be mutually beneficial for China and investment-receiving countries.     He said investment-receiving countries could expect a boost to the economy with the combination of China's capital and local resources.     Large overseas investment and aid programs of Chinese firms may also boost imports from China and create more employment for Chinese labor, therefore contribute to China's economic growth as well, he added.     He argued that such investment of domestic firms could be supplementary to the country's other plans to stimulate the economy.     China announced a four-trillion-yuan stimulus package aimed at expanding domestic consumption after the financial crisis slashed overseas demand, in a bid to shift its heavy reliance on exports.     Keen to contain the falling exports, the government had also taken various measures, including raising export rebates six times since August last year, to save the failing sector. Figures released Friday showed China's exports continued to fall in March, for the fifth month in a row, but at a slower pace.     Li said encouraging domestic firms to invest overseas could be another option, when the financial crisis is yet to bottom out and it will take some time before domestic demand could take off.     "It's definitely the right choice to rely more on domestic consumption for growth in a country with a 1.3 billion population, which has great market potential," he said, adding that heavy reliance would be unsustainable.     The World Trade Organization has predicted a 9-percent decline in global trade this year, the sharpest drop since World War II.     "But there is a long way to go before domestic consumption will be able to fuel economic growth."     "The country's overall purchasing capacity is not powerful enough yet," he said. China's per capita income of urban residents stood at 15,781 yuan (2,321 U.S. dollars) in 2008, with that of the rural population at 4,761 yuan.

He died of myocarditis on Jan. 5 because of long-time hard work at his position.     On Dec. 29 last year, in order to save a person having fallen into a trench in a car accident, Tan jumped into the cold water and got a serious cold. The audience were deeply moved by the report and gave applauses to show their respect for the hero.     More than 800 police and citizen representatives listened to the report.     Zhou Yongkang, a member of the Standing Committee of the Political Bureau of the Communist Party of China (CPC) Central Committee, met with Tan's families and colleagues before the report.     "He is an ordinary, but great person. He is the model for the police, and also a good example for China's grassroots officials," Zhou said.     In Tan Dong's diary, he wrote: one cannot be a public servant if he has no intention of dedication.     "He did what he said," Zhou said.

JINAN, March 17 (Xinhua) -- The Premier of the Democratic People's Republic of Korea (DPRK), Kim Yong Il, has vowed closer cooperation with east China's Shandong Province.     Kim arrived in Beijing Tuesday before traveling to Jinan, capital of Shandong, on his first China trip as premier. The visit, made at the invitation of Chinese Premier Wen Jiabao, is scheduled to end March 21.     In a meeting with Shandong officials, Kim said the traditional bilateral friendship nurtured by leaders of the elder generations had witnessed sound development over the years.     Calling his China tour an important part of the China-DPRK Friendship Year, an annual bilateral exchange program, Kim said the DPRK is willing to further strengthen cooperation with Shandong in various areas including politics, economics and culture.     Shandong's Communist Party chief, Jiang Yikang, told Kim the province hopes to use the opportunity of the China-DPRK Friendship Year to carry out substantial cooperation with the DPRK.     Kim will conclude his visit to Shandong on Wednesday and return to Beijing for activities marking the 60th anniversary of the China-DPRK diplomatic ties.

SEOUL, April 6 (Xinhua) -- Li Changchun, a senior official of the Communist Party of China (CPC), said here Monday that the strategic and cooperative partnership between China and the Republic of Korea (ROK) has witnessed rapid growth thanks to concerted efforts made by both.     Li, a member of the Standing Committee of the Political Bureau of the CPC Central Committee, made the remarks when meeting ROK President Lee Myung Bak.     Li first congratulated the successful meeting between Lee and Chinese President Hu Jintao amidst the G20 financial summit in London. He encouraged the young students to work hard as the envoys for boosting bilateral exchanges.     In the afternoon, Li visited the Seoul Chinese Cultural Center, the first government-sponsored Chinese cultural facility in Asia.     ROK is the last leg of Li's four-nation tour which has already taken him to Australia, Myanmar and Japan.

The border negotiations started in the 1970s and were suspended later that decade. In the early 1990s, China and Vietnam resumed negotiations, and agreed to discuss a new treaty based on that signed in the 19th Century. BEIJING, Feb 7 (Xinhua) -- After some parts of the drought-stricken north China embraced the long-awaited rain on Saturday, more rainfall was expected to come on Sunday, said National Meteorological Center (NMC) on Saturday.     Rain or snow is forecast for Sunday and next Monday in parts of the northwest and southwest China. They will also spread to the country's north and central regions, according to the NMC. BEIJING, April 5 (Xinhua) -- China's cement production expanded 10.3 percent year on year to 159 million tonnes in the first two months, amid the booming fixed-asset investment, data released by the Ministry of Industry and Information Technology (MIIT) have shown.     The growth rate was 6.8 percentage points higher than that for December, as the fixed-asset investment accelerated due to the government's 4 trillion yuan (584.8 billion U.S. dollars) stimulus package, according to the MIIT data released on Friday.     The wholesale price was 284 yuan per ton, 5 yuan cheaper than the price peak in November, but 27.8 yuan higher than that for January.     China's urban fixed asset investment rose 26.5 percent year on year to 1.027 trillion yuan (150.35 billion U.S. dollars) in the first two months, as the government's stimulus plan propped up construction of housing and railways.     MIIT figures showed that the output value of the building material sector rose 14 percent year on year in the January-February period, two percentage points higher than that for December.     The figures were calculated based on the comparable working days in the first two months, since China's Lunar New Year holiday fell in February last year, but in January this year.     Zhu Hongren, official with the MIIT said the building material sector was back on track after the stimulus plan showed effect. However, the excess production was still prominent, and efforts must be made to eliminate outdated capacity.

BEIJING, April 2 (Xinhua) -- Chinese Vice Premier Zhang Dejiang Thursday warned the need to find jobs for college graduates was "crucial".     "The employment situation of college graduates remains grave," he told a video conference held by the State Council, the Cabinet.     More than 6 million college students were leaving school in just three months and the employment rate was generally lower than previous years, Zhang said without elaborating.     China has 6.11 million college students due to graduate this year, and 1 million from last year are still looking for jobs, according to the Ministry of Human Resources and Social Security.     Graduates are having a hard time finding jobs this year as posts are being axed due to the economic slowdown.     Zhang urged government organs, government-sponsored institutions, and state-owned enterprises to hire as many people as last year, and small and medium-sized and private companies to employ college graduates.     The State Council unveiled in February a series of measures to boost employment of college graduates, calling on them to be more flexible.     The measures included encouraging graduates to work in rural areas, in grassroots urban communities, and in smaller enterprises, asking research institutions to recruit graduates, and stepping up support for graduates starting up their own businesses.     Zhang asked local government departments to work out detailed and feasible measures and make efforts to publicize the measures this month.     Government departments and higher learning institutions should provide comprehensive services to graduates by offering advice, giving aid to the poor, and maintaining a sound employment market, he said.
