BEIJING, June 12 (Xinhua) -- Chinese President Hu Jintao and Premier Wen Jiabao have ordered that supplies for the summer harvest be guaranteed amid reports of shortages in some areas.     Following their order, the State Council has asked local governments and related enterprises to prioritize supplies such as diesel, the fuel for farm vehicles, to take advantage of the best time for the ongoing wheat harvest.     Tight supplies of diesel were reported in some areas since the country began to reap the wheat crop in May as refiners experienced losses resulting from domestic prices that were kept below the spiraling international prices. FUZHOU, July 28 (Xinhua) -- Typhoon Fung Wong, the eighth tropical storm to hit China's coast this year, made landfall in the southeastern Fujian Province on Monday, according to the provincial observatory.     The eye of the powerful typhoon landed at Donghan Town of Fuqing City at 10 p.m. with winds of up to 119 km per hour. Typhoon Fung Wong, which was lashing Taiwan on Monday morning, continued to strengthen as it headed toward the southeastern coast of mainland China, according to the observatory of Fujian Province. "Heavy rains and winds are expected after the eye leaves the town," an official with the flood control office of Fuqing City said.     Before the typhoon landed, Fuqing had seen torrential rain with 205 millimeters falling from midnight to 8 p.m. on Monday.     In Puxia County, the power was cut off as 15 electricity transmission lines and 498 transformer stations were damaged. But no casualties were reported.     The typhoon is also likely to bring more heavy rains and strong winds in coastal areas of the province early on Tuesday. The rainfall could exceed 200 millimeters, the meteorologists forecast.     Offshore, winds could increase to force 12, while in the coastal cities, force 7 to 9 winds were expected, according to the latest forecast of the provincial meteorological station.     Torrential rains were forecast to hit the cities of Ningde, Putian and Quanzhou as well as the provincial capital Fuzhou. GENEVA, July 19 (Xinhua) -- Related parties should enhance diplomatic efforts and show flexibility in order to find a negotiated solution to the Iranian nuclear issue, a senior Chinese diplomat said here on Saturday.     "Currently there is a rare opportunity for promoting the resumption of negotiations on the Iranian nuclear issue," said Chinese Assistant Foreign Minister Liu Jieyi, who represented China at a meeting here with Iran's top nuclear negotiator Saeed Jalili.     "Enhanced diplomatic efforts and flexibility are needed for an early resumption of negotiations so that a long-term, comprehensive and appropriate solution could be found for the nuclear issue," he said.     Saturday's meeting was led by EU foreign policy chief Javier Solana and attended by senior diplomats from the United States, Russia, China, Britain, France and Germany.     The United States was represented by Undersecretary of State William Burns at the meeting. His participation was seen as a shift of long-standing U.S. policy toward Iran, as Washington had always insisted that it would not talk with Tehran unless it halts its uranium enrichment activities.     "It's highly significant that for the first time the political directors of all six countries with Solana were talking with our Iranian colleagues," Liu told reporters.     "It was the shared hope of all parties participating in the meeting that we find a negotiated solution to the nuclear issue," he said.     Both Solana and Jalili said Saturday's meeting was positive and constructive and promoted understanding of each other's positions.     They also agreed to talk again by phone or in person in about two weeks.     At the meeting, Iran failed to give a clear answer to a package of incentives presented by the six countries last month over the resumption of nuclear negotiations.     "We hope very much we get the answer and we hope it will be done in a couple of weeks," Solana told a press conference following the meeting.     The package of incentives suggests that Iran get a temporary reprieve from economic and financial sanctions in exchange for freezing its enrichment activities. Preliminary negotiations over a permanent halt could then begin.     "The package is supported by all six powers ... we think if negotiations could be resumed on this basis and finally a negotiated solution could be found, it will be a very good way out," Liu said.

BEIJING, May 28 (Xinhua) -- General Secretary of the Communist Party of China Central Committee Hu Jintao met with Kuomintang (KMT) Chairman Wu Poh-hsiung at the Great Hall of the People in Beijing on Wednesday afternoon.     Hu said that with the joint efforts of the CPC and KMT, and of compatriots on both sides of the Taiwan Strait, the political situation in Taiwan has gone through positive changes, and the cross-Strait relationship faces a precious opportunity.     "We should cherish this hard-earned situation," said Hu.     It is the first meeting between chiefs of the two parties since positive changes took place in Taiwan.     Hu invited Wu to attend the opening ceremony of the 2008 Beijing Olympics. Wu thanked him and accepted the invitation with pleasure. Leaders of the two organizations should exchange visits when it is convenient for both sides, he said.     Hu pledged support to sending "Tuantuan" and "Yuanyuan," a pair of pandas the mainland has promised to send to Taiwan people as gifts, to Taiwan as soon as possible.     Hu expressed hope that the two parties and both sides across the strait could make joint efforts to build mutual trust, lay aside disputes, seek consensus and shelve differences, and jointly create a win-win situation.     He also called for continuing to follow and effectively implement the "common aspiration and prospects for cross-strait peace and development" to concretely push forward the actual development of cross-strait relations, and strengthen the confidence of Taiwan compatriots in the peaceful development of cross-strait relations.     On behalf of the CPC Central Committee, Hu welcomed Wu and all the members of the visiting KMT group.     Hu said Wu's first visit to the mainland as the KMT chairman is a major event for relations between the CPC and the KMT and relations between the mainland and Taiwan.     He expressed hope that on the basis of previous exchanges and dialogues, the two parties would further exchange views on promoting the improvement and development of relations between the mainland and Taiwan and looking to the future, jointly work for peaceful development of relations across the Taiwan Strait.     On behalf of the KMT and Taiwan compatriots, Wu extended sympathy to compatriots in the areas affected by the Wenchuan earthquake in southwest China. It was not only the spiritual power of the Chinese nation to unite and help each other to jointly conquer the hardships, but would also become a strong driving force for compatriots on both sides of the Taiwan Strait to join efforts in building a better future.     Hu expressed condolences to the families of two Taiwan tourists who died during the quake, noting more than 2,890 Taiwan tourists were evacuated out of the affected areas and returned home smoothly.     Wu said the "sky has cleared after the rain" for the cross-strait relationship, and an opportunity for building up mutual benefits and renovating the cooperation has come. The mainstream public opinion in Taiwan expects the relationship to become more good-willed and interactive.     He said the KMT has listed the "common aspiration and prospects for cross-strait peace and development" into its guiding political principle, and has made it a promise for compatriots across the Strait.     "We hope that both sides across the strait will lay aside disputes, and work for a win-win situation on the basis of the '1992 consensus,'" he said.     He hoped the cross-strait negotiation, which had been severed for years, would be resumed as soon as possible.     The KMT hopes that cross-strait chartered flights on weekends and mainland tourists' visit to Taiwan could be realized in July, he said.     He expressed hope that the giant pandas, which people in Taiwan, especially children, are very fond of, can come to live in Taiwan soon.     He said he would invite the chairman of the mainland-based Association for Relations Across the Taiwan Straits (ARATS) to visit Taiwan at an appropriate time.     Wu said some Taiwan people had doubts over the development of the cross-strait relations, and that KMT itself shares Taiwan people's wish for the island to take part in international activities.     However, the KMT was against some people's distortion of "Taiwan consciousness" into "Taiwan independence consciousness," he said.     Wu expressed hope that through expanded exchanges, reciprocal and win-win cooperation across the strait, the suspicion of some Taiwan people would be dissolved.     Hu said with regard to the question of Taiwan compatriots participating in international activities, the mainland side understood their feelings. According to the "common aspiration and prospects for cross-strait peace and development," Taiwan compatriots' participation in international activities would be discussed with priority given to participation of the World Health Organization's (WHO) activities after the cross-strait consultations were resumed.     "I believe that if two sides can work together and create conditions, solutions will be found to these issues through consultation," Hu said.     He stressed that on developing cross-strait relations, the CPC has always adhered to the principal of safeguarding the fundamental interests of the Chinese nation and safeguarding the common interests of all Chinese people, including Taiwan compatriots.     "We care for, respect and believe in the Taiwan compatriots. As to the misunderstanding and suspicion harbored by some Taiwan compatriots concerning the cross-strait relations, we will not only give our understandings but also take active measures to dissolve them," he said.     To realize the peaceful development of cross-strait relations, the more people unite with us, the better, he said.     Wu said the two parties needed to continue strengthening exchanges and dialogues in the future, hold economic, trade and cultural forums or peace forums at appropriate time, and continue to have inter-party exchanges at the grassroot level, so as to make the two parties' exchange platform more solid and impact more far-reaching.     After the cross-strait consultations resume, Wu said, the regularized consultations between the two sides and the two parties' exchange platform should play roles at the same time.     Wu expressed hope that the two parties would make joint efforts and together with the compatriots from across the strait, create peace, promote stability and development and share prosperity.     Hu stressed that under the new circumstances, the two parties should expand exchanges and bring the role of exchange platform between the two parties into full play.     He expressed hope that the two parties can bear in mind the welfare of compatriots across the strait and the fundamental interests of the Chinese nation, unswervingly promote the peaceful development of the cross-strait relations, and make joint efforts to realize the great rejuvenation of the Chinese nation.     Also present at the meeting were senior mainland officials including Wang Qishan, Ling Jihua, Wang Huning, Dai Bingguo and Chen Yunlin.     Hu hosted a banquet for Wu and his delegation after the meeting.

Todd Bachman died from knife wounds while his wife suffered multiple stab wounds and was in critical but stable condition after an eight-hour surgery.    Police said that the assailant, 47-year-old Tang Yongming from Hangzhou of east China's Zhejiang Province, later killed himself by jumping off a 130-foot high balcony on the Drum Tower.    During the Sunday meeting, the two presidents also exchanged views on other issues, including the Korean Peninsula nuclear issue and the Iran nuclear issue.    They agreed that the two sides should maintain communication and coordination, and make joint efforts to facilitate the proper settlement of these issues.    Both leaders also made a positive evaluation of the progress achieved through the strategic and economic dialogue between the two countries, and agreed to work together to help the dialogue achieve more positive results.

BEIJING, Aug. 12 (Xinhua) -- Prices of real estate in 70 major Chinese cities rose 7.0 percent in July on the same month of last year, 1.2 percentage points lower than the June level, according to the National Development and Reform Commission (NDRC) and the National Bureau of Statistics on Tuesday.     The NDRC, the country's top economic planning organ, said the growth rate had slowed down for six consecutive months.     The price rise was 11.3 percent in January, 10.9 percent in February, 10.7 percent in March, 10.1 percent in April, 9.2 percent in May and 8.2 in June. Haikou, Urumqi, Ningbo and Beijing took the lead in price rises.     Seventeen cities experienced prices fall compared with the month earlier, including Haikou, Dali, Shenzhen and Chengdu among others.     Prices of second-hand houses gained 6.0 percent year on year, 1.5 percentage points lower than June.     New housing for non-residential use was priced 4.9 percent higher than last July, with prices of office buildings up 6.7 percent and those of commercial real estate up 4.1 percent.

The relation is growing so fast, so quickly, probably unique in history. And we manage this," said Gutierrez.    He mentioned that the two-way trade volume between the two countries had grown to 380 billion dollars last year from only 4 billion dollars when the JCCT mechanism was initially established in 1983.    During Tuesday's talks, the two sides reached consensus on a wide range of issues, including intellectual property protection, medical equipment acquisition and information security, officials said.    Ahead of this, five bilateral agreements were signed by senior officials from the two sides in areas like agricultural cooperation, food safety, trade statistics and rural information and communications technology development.    The Chinese side also announced to lift bird flu-related ban on poultry products from seven U.S. states including New York, and conditionally resume imports of American beef, while the U.S. side expressed its stance against trade protectionism and promised to push for the lifting of trade barriers against some Chinese products like see food, fruit and woodcraft.    Tuesday's meeting marked the 25th anniversary of the China-U.S. JCCT commission, a high-level government-to-government dialogue seeking to open market opportunities and resolve trade disputes between the two countries.    Wang was leading a big delegation of senior officials from the Ministry of Commerce, the Foreign Ministry, the Ministry of Finance, the Ministry of Agriculture and other ministries for the event.

Chinese Premier Wen Jiabao (C) presides over a meeting of the members of the State Council's leading group on energy saving and emission reduction in Beijing, July 1, 2008    With performances in conserving energy and reducing pollutant emissions introduced into administrative evaluation, those who fail to meet the goals are to be put under public scrutiny.     Industries with high energy consumption and pollution should be resolutely curbed, and the land use, energy consumption and environment impact assessment should be considered in approving new projects, the State Council warned.     This year should see the closure of small thermal power plants with a generation capacity of 13 million kilowatts. Outdated production capacity in cement, aluminum electrolysis, paper-making, iron and steel industries should be eliminated.     The government will fund key environment protection projects, including the construction of the sewage treatment facility network.     Environment-friendly construction materials should make up more than 80 percent of projects by the end of 2008.     China reported a drop in both sulfur dioxide emissions and carbon oxygen demand, a measure of water pollution, in 2007.     Last year, China saw a 3.27 percent year-on-year drop in energy consumption for each 10,000 yuan of GDP, Premier Wen Jiabao said in his government work report to the First Session of the 11th National People's Congress.     However, the government has admitted the difficulty of hitting the targets to cut China's total energy consumption by about 20 percent and emissions of major pollutants by 10 percent by the year 2010, a goal the government set in 2006.

BEIJING, Oct. 12 (Xinhua) -- China's ruling Communist Party said on Sunday that it would strive to double the per-capita disposable income of rural residents by 2020 from the 2008 level.     The goal was part of the decision made at the close of the third Plenary Session of the 17th Communist Party of China (CPC) Central Committee, which focused on issues concerning rural reform and development. Hu Jintao, general secretary of the CPC Central Committee, delivered a work report at the four-day plenum, held from Oct. 9 to 12 in Beijing.     The government would also boost consumption of rural residents by a big margin and basically eliminate absolute poverty in rural areas by 2020, according to a communique issued on the plenum's conclusion. The third Plenary Session of the 17th CPC Central Committee was held from Oct. 9 to 12 in Beijing.     Per-capita disposable income was recorded at 4,140 yuan (605.6 U.S. dollars) in rural areas in 2007, a year-on-year gain of 9.5 percent in real terms. A rise of at least 6 percent was expected for 2008, according to a government report in March.     The rural population mired in absolute poverty was reduced to 15 million last year, down from 250 million in 1978.     Targets set at the plenum for rural reform and development till 2020 also included "improving the system of economic growth in the countryside and establishing a mechanism to integrate urban and rural areas in terms of economic growth and social development".     "The modernization of agriculture will advance with major progress, and agricultural productivity will be elevated to a higher level, with national grain security and product supplies guaranteed," said the communique.     The Central Committee also agreed a goal to improve grassroots democracy in the countryside, and vowed to guarantee equal public services in rural areas, such as education opportunities for all rural residents and better medical services and subsistence support.     The communique said there were several "musts" which should be followed:     -- strengthening the position of agriculture as the foundation of the national economy and putting the food security of 1.3 billion people as the top priority.     -- protecting farmers' rights and ensuring the aim and outcome of all the work of the Party and the state is to realize, safeguard and expand the fundamental interests of the majority of the farmers.     -- unremittingly liberating and developing the productive forces in rural areas and make reform and innovation as the fundamental driving force for the development of the rural regions.     -- taking into overall consideration the development of both urban and rural regions.     -- upholding the Party's role as the leadership in the development of the rural areas.     The communique outlined the plan for advancing rural reform and development in the next few years, giving priority to reform and innovation, developing modern agriculture, boosting the capacity of agricultural production, and developing public utilities in rural regions.     About the land policy, the communique said it was necessary to maintain and improve the basic system for rural operations and improve the strict management system of land in rural regions.     It was also necessary to set up a modern financial system in rural areas and establish a system which would help integrate economic and social development in urban and rural areas.     In addition, the communique said it was imperative to enhance standardization of agricultural products and strengthen work on improving quality of agricultural products.     "We should strictly conduct supervision in the entire production process and carry out supervisory duty to ensure quality of the products. We should never allow unqualified products to enter the market," it said.     A total of 202 full members and 166 alternate members of the Committee attended the plenum, according to the communique.     Members of standing committee of the CPC central committee for discipline inspection and top officials of the relevant departments were also present at the session, the communique said.     The plenum had also gathered delegates to the 17th CPC National Congress who had been working on agriculture and rural development at grassroots levels, and experts and scholars on agriculture, rural areas and farmers.     This meeting was significant because it was the third Plenary Session of the 11th CPC Central Committee 30 years ago that pushed the country on to the road of its historic reform and opening-up drive.
