BEIJING, Aug. 5 (Xinhua) -- China vowed to deepen its financial system reform and promote more efficient financial intermediation in support of domestic demand, according to a fact sheet released here on Wednesday. To meet the commitment, China would promote interest rate liberalization and consumer finance, said the economic track joint fact sheet of the first U.S.-China Strategic and Economic Dialogue (S&ED).     It said China would accelerate the allocation of QFII quotas to billion and continue to allow foreign-invested banks incorporated in China that meet relevant prudential requirements to enjoy the same rights as domestic banks with regard to underwriting bonds in the inter-bank market.     China would gradually increase the number of qualified joint-venture securities companies that can participate in A-share brokerage, proprietary trading and investment advisory services subject to the condition of meeting relevant laws and regulations.     The country would also support qualified overseas companies to list on Chinese stock exchanges through issuing shares or depository receipts and continuously support qualified Chinese companies to be listed abroad, including in the United States, said the fact sheet.     From the U.S. side, the country would pursue comprehensive reform of financial regulation and supervision to create a more stable financial system and to help prevent and contain potential future crises.     Regulation and supervision would be strengthened to ensure that all financial firms that pose a significant risk to the financial system will be well regulated, major financial markets will be strong enough to withstand system-wide stress and the failure of large institutions, and the government has the tools it needs to respond rapidly and effectively when problems arise, the fact sheet said.     The United States pledged to continue to have strong oversight of the Government Sponsored Enterprises (GSEs). Through Congressional action, the country remained committed to ensuring that the GSEs were able to meet their financial obligations, it said.     The country was committed to undertaking a process of exploring the future of the GSEs, including through seeking public input, and the U.S. government resolved to report to Congress and the public by S&ED II.     In the joint fact sheet, China and the United States pledged continued close communication and coordination to promote financial stability and would work together to expedite the financial sector reform, to improve financial regulation and supervision, and to promote greater financial market transparency, so as to make their financial sectors more robust.     "We recognize the importance of ensuring sound regulation in our own countries and globally," said the fact sheet.     The two countries were undertaking IMF Financial System Assessment Programs (FSAPs) and would complete them in a timely manner,it said.     Both countries would continue to promote convergence towards a single set of high quality global accounting standards and would continue discussions on financial reporting matters.     "The United States and China welcome continued dialogue between the bilateral competent authorities on the oversight of accounting firms providing audit services for public companies in the two countries based on mutual respect for sovereignty and laws," it said.     The two countries would also conduct technical exchanges on the development of private pensions, and would share experiences and strengthen cooperation with regard to improvement of insurance regulation.     The first S&ED was held in Washington, D.C from July 27 to 28. The mechanism was jointly launched by Chinese President Hu Jintao and US President Obama during their meeting in April in London as a way to show elevation of the importance of China-U.S. cooperation under the new historical circumstances.  

BEIJING, Oct. 13 (Xinhua) -- Russian Prime Minister Putin said here on Tuesday that Russia and China are working on a huge oil and gas cooperation project.     In an exclusive interview with Xinhua, Putin said the two countries have signed a 20-year oil supply agreement and laid more than 2,000 kilometers of crude oil pipelines for this. It was the name given to the illegal practice of getting items across the border without official customs approval.     The illegal practice would make the government unable to supervise domestic industries and lead to bankruptcies and unemployment, which might cause more troubles to the society against the backdrop of the financial crisis, he said.     Putin called upon the two countries to establish a set of unified rules, which would be obeyed by both sides, so as to achieve a just, sound and civilized mechanism of cooperation.

BEIJING, Aug. 1 (Xinhua) -- China's crude steel output would surely top 500 million tonnes this year, said Luo Bingsheng, vice chairman of China Iron and Steel Association (CISA) on Saturday.     In the first half, China produce 266.58 million tonnes of crude steel, up 1.23 percent over the same period last year. In June alone, the daily output was about 1.65 million tonnes on average.     Compared with an increasing production capacity, the country's steel enterprises saw declining profits and revenues in the first six months amid low steel prices resulted from weaken market demands.     According to statistics covered 71 of China's large-scale steel producers, total business revenue of them dropped 28.07 percent year on year to 955 billion yuan (139.82 billion U.S. dollars) in the first half. VANCOUVER, Aug 3 (Xinhua) -- As China advances its national strategy to reduce carbon and other emission from transportation, the collaboration between Canada's Westport Innovations Inc. and various alternative energy companies in China is expected to be even more, Nicholas Sonntag, president of Westport Asia, said recently.     Sonntag spoke highly of Westport's ongoing operations in China. "Westport has a very positive impression of our cooperation with partners and government officials in China," he told Xinhua in a written interview. "There have been challenges along the way but we have a full time office in Beijing with Chinese staff that has been critical to our strategic and tactical approach to all initiatives we have undertaken in China."     Westport Innovation Inc., a leading global supplier of engine and alternative fuel power technologies that allow large vehicle engines to operate on clean-burning fuels like natural gas or hydrogen, has set up two joint ventures in China. One is BTIC Westport Inc., which produces liquefied natural gas fuel tanks for vehicles, and another is Weichai Westport Inc., which develops advanced alternative fuel engines.     Sonntag, who is also the Westport's Executive Vice President of Corporate Development, suggested Westport's operations in China have benefited from the fact that China has attached growing importance to alternative energy solutions and sustainable development.     "The rapid growth of the Chinese economy has generated opportunities in a variety of sectors and alternative energy solutions to transport is one that has seen rapid growth due to the dramatically increased levels of air pollution resulting from urban development," he said. "This rapid development has certainly presented huge challenges to the policy makers in China."     He noted that despite some setbacks, the overall direction of China's strong growth "has been maintained in a manner that tries to aggressively address the many social, environmental and physical challenges being faced."     "The deep respect and commitment to sustainable development is seen at all levels," he added. "And progress is being made with new and creative policies which are being introduced regularly."     Sonntag has been active in international engineering and sustainable development for over 35 years, working as a senior executive for organizations -- corporate and non-profit -- in China, Canada, Sweden and Switzerland. He has spent nearly six years in China, first serving at CH2M HILL -- a global full-service engineering, procurement, construction and operations firm-- as the President of the company's operations in China and Hong Kong, and then as President of Westport Asia. He moved back from Beijing to Westport's headquarters in Vancouver only a few weeks ago.     He has witnessed the changes that China's reform and opening up have brought about. From his perspective, the most notable changes have been "in the areas of legal process in the establishment of new companies and the increased commitment to protect intellectual property."     He said the issues relating to intellectual property have long been a big concern for foreign companies hoping to develop business in China. "They have been important to our investments in China since without assurances on the legal and intellectual property elements of our business, our long term strategies would be unsustainable."     He said a high value on intellectual property has now been seen in China and Chinese partners have developed the awareness of protecting their own intellectual property, adding "their motivation is in line with our motivation."     As for the economic globalization, Sonntag described China's contribution as "immense." He said: "All aspects of our lives are directly or indirectly impacted by China's economic growth. This will undoubtedly continue for many years to come."     He said China has only recently fully understood the implications of its growth on the global economy and is now taking responsibility for the importance of that role. "This presents large opportunities for Chinese and international companies who are cooperating in specific sectors. "     For Westport, he expected the products that its joint ventures in China have manufactured would not only serve the Chinese market, but also the Asian and global markets. The answer is what observers across the world are dubbing the "China miracle".     On Wednesday, politicians and economists attending the "International Economists Forum" at the interval of the Frankfurt Book Fair gave their own interpretations on the "China miracle".     Former German Chancellor Gerhard Schroeder, who has long been supporting a smooth expansion of Sino-German and Sino-European relations, said Europe should regard China as a partner instead of a rival.     Europe should continue to push strategic relations between China and the European Union (EU), which would benefit both sides, said Schroeder, who visited China almost every year during his period in power.     Edmund Strother Phelps, an American economist and the winner of the 2006 Nobel Prize in Economic Sciences, stressed the significance of innovation and entrepreneurship in boosting the economic development in China.     Phelps also proposed that the Chinese government provide more conditions for encouraging innovation.     Justin Yifu Lin, senior vice president of development economics and chief economist of the World Bank, said China adopted a pragmatic, dual-track approach in the reform process, by providing transitory protection to non-viable firms in old priority sectors and liberalizing the entry to the sectors that are consistent with China's comparative advantages.     "Continuous innovation of technology and upgrading of industries are the driving forces of modern economic growth for China," Lin added.     Professor Athar Hussain, director of Asia Research Center at the London School of Economics and Political Science, is well acquainted with China through his work as a foreign expert there in 1960s.     In his lecture, Hussain praised China's achievements. He also pointed out the challenges ahead for China in its modernization drive.     Chen Ping, a professor from China's Fudan University, noted that orthodox economic architectures failed to explain the success and experience of China.     China's burgeoning growth and unprecedented development model had contributed to the human history at large, he added.

BEIJING, Sept. 28 (Xinhua) -- China's Ministry of Commerce (MOC) issued a statement late Monday saying it would approve U.S. automaker General Motors Co.'s (GM) plan to buy part of parts supplier Delphi Corp, but set conditions on the deal to avoid restricting competition.     The approval came after an anti-monopoly probe by the MOC into the deal last week and negotiations with the two companies over the deal conditions, aimed to avoid exclusion or restriction of competition, according to the statement.     The conditions include a ban on GM and Delphi exchanging trade secrets on Delphi's other Chinese customers, to prevent GM from getting confidential and competitive information.     Delphi should also maintain the timeliness and quality of supplies indiscriminately to the other domestic automakers, at market prices.     The ministry said it had discussed with the two companies its concerns on competition, and GM and Delphi had come up with solutions.     According to a Dow Jones report Monday night, authorities in the U.S. and E.U. had earlier given their approval for the deal, after Delphi, GM's former parts division, received approval from a U.S. court to sell assets to its lender and GM.     The report said this would clear the way for the auto-parts supplier, which operates 17 wholly-owned entities and joint ventures in China and 21 manufacturing sites, to end its four-year stay in bankruptcy.     Under China's anti-monopoly law, mergers and acquisitions that could impact the domestic market must undergo an anti-monopoly review.

BEIJING, Sept. 18 (Xinhua) -- Sirens wailed in a number of Chinese cities Friday to remind people of the Sept. 18 invasion and occupation by Japanese troops in 1931.     "We should not forget the past. The history tells us that we will be beaten if we are week," said Yang Jianhua, a 56-year-old worker who beat the bell at the 9.18 History Museum.     Dozens of cities across China including Harbin, Changchun and Xi'an also sounded the alarms at 9:18 a.m. to remind the people of the humiliating history.     On Sept. 18 in 1931, Shenyang resounded with the noise of cannons and explosions when Japanese forces attacked the barracks of Chinese troops. The move marked the beginning of a Japanese occupation that lasted 14 years.     A history museum in Changchun, capital of northeast China's Jilin Province, opened to the public for free as from Sept. 18. The Museum covers 10,600 square meters with more than 3,000 historical documents and materials.     An exhibition in Beijing displayed 220 photos and 260 items of historical relics on ordinary people's fighting against Japanese troops. The exhibition will run until April 30 in 2010.

NANJING, Aug. 15 (Xinhua) -- An antiwar cartoon exhibition displaying works by 110 Japanese artists opened in the eastern Chinese city of Nanjing Saturday to mark the 64th anniversary of Japan's surrender in World War II.     The exhibition, jointly organized by the Memorial Hall of the Victims of the Nanjing Massacre and the Japanese non-governmental association of "My Aug. 15," will last three moths.     About 160 cartoon works will be displayed, the first time the exhibition is held outside Japan, the organizers said.     Most of the authors of the cartoons were born before Aug. 15, 1945 and had deep memories about the war. In addition, many of them lived in different parts of China with their parents at that time and learned of the news of Japan's surrender in China. Many years later, they produced a group of works with the theme of "My Aug. 15," conveying their condemnation about the war atrocities and reflection on the militaristic brutality.     The exhibition was divided into four parts according to the authors' ages when Japan surrendered, "above 16," "8-15," "5-7" and "below four."     Nine prestigious Japanese cartoonists, along with about 100 people from several Japanese NGOs, attended the opening ceremony of the exhibition Saturday.     "It tells a true story," said 70-year-old artist Kenji Morita, pointing to his own work "Thanks to Adoptive Chinese Parents."     "Although Japan was an invader, many Chinese parents still helped raise Japanese children orphaned by the war," he said.     Leading Japanese manga artist Tetsuya Chiba also recalled the war past he experienced in China.     "I was in Shenyang (capital of northeast China's Liaoning Province) the day when Japan's surrender in World War II was announced by the late Emperor Hirohito over radio. I was only six then, and I couldn't really understand what happened," Chiba told Xinhua.     "I didn't manage to return to Japan immediately, so I spent a very hard year in China after Japan's surrender. But I met a very nice Chinese couple, they gave me food even when they didn't have enough to eat. When we separated, they gave me a blanket. I kept the blanket for years until I met their offspring," he said.     "Aug. 15 is a meaningful day for both China and Japan, whether to mark the victory or to introspect the war. The day reminds us to be against wars," he added.
