BEIJING, Nov. 18 (Xinhua) -- Nov. 15 to 18 are three usually unremarkable days on the calendar but this year they attracted worldwide attention as U.S. President Barack Obama paid his first state visit to China. Obama arrived in China at the invitation of Chinese President Hu Jintao with the international focus on how the two countries would address a raft of global issues. When he left, analysts saw a new direction for developing the China-U.S. relationship, which had major significance, and believed the summit had rendered bilateral relations stronger.     Hu and Obama reiterated in the China-U.S. Joint Statement that both sides were committed to building a "positive, cooperative and comprehensive relationship in the 21st century" and promised to take concrete action to build a partnership to jointly cope with common challenges. Challenges like climate change, nuclear proliferation, or economic recovery could never be met with a single hand.     "That's why the United States welcomes China's efforts in playing a greater role on the world stage, a role in which a growing economy is joined by growing responsibilities."     Jin Canrong, deputy dean of the International Studies School at China's Renmin University, told Xinhua the new goal for the China-U.S. relationship was to build a partnership to jointly cope with common challenges that was quite positive and significant.     Fu Mengzi, director of the Institute of American Studies under the China Institute of Contemporary International Relations, told Xinhua the partnership to combat common challenges had positive and new meanings.     David Shambaugh, a George Washington University professor and senior fellow at the Brookings Institution, said the outcome of the summit "reflects the 30 years of hard work in building the relationship, as well as the growing strategic trust between the two sides."     He said both sides were actively committed to develop a "positive, cooperative and comprehensive relationship in the 21st century," and a joint statement issued after the meeting between the two presidents may help take China-U.S. relations into a "totally new and positive era."     FACING GLOBAL CHALLENGES TOGETHER     As one of the topics of the meeting between Hu and Obama, facing global challenges together has obtained great attention.     Fu said the challenges not only included those related to both parties, but also those concerned with global interests.     The China-U.S. Joint Statement stressed that, with global challenges increasing, the interdependence of all countries in the world had deepened and their need for peace, development and cooperation had increased.     On numerous critical issues concerned with global stability and prosperity, China and the United States have a broader basis for cooperation and shoulder more important common responsibilities.     The two countries should further enhance coordination and cooperation, jointly cope with common challenges and make efforts to promote peace, security and prosperity in the world.     Jin said focusing on global issues during the meeting demonstrated the global characteristic of China-U.S. relationship that had gone far beyond bilateral ties. Both parties were seeking more areas for cooperation, he said.     Shambaugh told Xinhua the joint statement released on Nov. 17 was an extremely positive document -- filled with countless examples of tangible Sino-American cooperation on a large range of bilateral, regional, and global issues.     Mainichi Shimbun, a major daily in Japan, reported that both parties agreed on deepening China-U.S. relations in a new era, which symbolized the bilateral ties had entered a new phase of development.     Obama said at the press conference that the United States welcomed China as a "strong, prosperous and successful member of the community of nations." This gave the impression that both countries had entered a new era of cooperation on global issues, the newspaper said.     Japan's Kyodo News reported that the Chinese and U.S. presidents agreed to cooperate on a plethora of critical issues, including climate change and nuclear non-proliferation.     Differences on issues such as human rights and trade imbalances were not obvious, which demonstrated that both sides had put intensifying bilateral ties as a priority, the news agency said. 　　CONSOLIDATING FOUNDATION FOR FUTURE DEVELOPMENT     During his talks with Obama, President Hu made five proposals on further advancing China-U.S. relations, of which the top priority was that the two countries should continue to increase strategic mutual trust.     Trust and cooperation is the only way to deal with country-to-country relations in the new era, Hu said, proposing that both sides view the world and each other and their relations from a new perspective.     The two leaders also believed that to nurture and deepen bilateral strategic trust was essential to China-U.S. relations in the new era. As Chinese Vice Foreign Minister He Yafei said, the respect for each other's core interests is the "key" to their relations.     Fu told Xinhua China-U.S. relations had been closely connected with a solid foundation based on common interests.     "There's no reason for the two countries to stray away from the status quo," Fu said, adding that a new China-U.S. joint statement issued following the summit stressed the will to enhance strategic mutual trust.     French newspaper Le Figaro said China's Hu welcomed a long-term strategic relationship and Obama highlighted the great importance of the bilateral relations for the future development of both countries.     Observers said Obama's visit to China could demonstrate an upgraded foundation for bilateral relations.     This was echoed by Shambaugh, who said the meeting between the two leaders was warm and sincere, showing an increasing strategic trust between China and the United States.     Agreements between the two countries would bring more peace and stability to the Asia Pacific region as well as the rest of the world, he added.

BEIJING, Jan. 3 (Xinhua) -- China's Central Meteorological Station (CMS) on Sunday evening issued the third orange alert since the first one on Saturday, extending the warning against a strong cold wave and strong wind.     Temperature was expected to fall by 14 to 18 degrees Celsius from Sunday night to Tuesday in central Inner Mongolia Autonomous Region, Shaanxi Province and the western parts in regions along the Yellow and Huaile rivers, or 16 to 18 degrees Celsius in some of these regions, according to the CMS. GUANGZHOU, Nov. 1 (Xinhua) -- China is to maintain basic stability and continuity in the economic policies and RMB exchange rate to ensure a foreseeable prospect for its businesses.     Minister of Commerce Chen Deming made the remarks Sunday at the Canton Fair, an important barometer of China's foreign trade, in Guangzhou City, capital of southern Guangdong Province.     In the following months, China would maintain stability of the macro-economic policies, stick to the proactive fiscal policy and moderately easy monetary policy, Chen said.     Meanwhile, the RMB exchange rate should also maintain relatively stable so that domestic manufacturers and exporters can better predict and adjust to the market, Chen added.     Chen said the number of participants to the fair and the trade volume showed China's foreign trade was recovering, but uncertainties remained.     Chen urged Chinese enterprises to enhance their competitiveness with better quality and lower cost by technological upgrading and restructuring. BEIJING, Jan. 5 (Xinhua) -- The Chinese government will continue encouraging outbound investment while attracting foreign investment in 2010 for "stable and relatively fast" growth of the country's economy, a government official has said.     Outbound investment, or "go-global" strategy, should aim at making use of overseas resources, market and advanced technologies, so as to help facilitate development of China's domestic economy, Zhang Xiaoqiang, vice minister in charge of the National Development and Reform Commission, said in the speech posted on the commission's website Tuesday.     The remarks were made at a conference held in Beijing on foreign investment on Dec. 11, but was not released until Tuesday.     In the first three quarters of 2009, China saw its investment overseas at 32.87 billion U.S. dollars, up 0.5 percent year-on-year, according to the Ministry of Commerce (MOC).     The country would also continue to attract foreign investment, he said. "Social stability, huge potential market and low cost of productive resources are still advantages for foreign investment," he said.     The country would see more advanced technologies and talents from foreign countries and foreign investment would better serve the structural reform of the country's economy.     Zhang said the government would stress national economic security while seeking to increase foreign investment. "We have to properly handle new challenges and situations when further opening sectors, including finance and telecommunications."     China's foreign direct investment shrank 14.26 percent from the same period last year to 63.77 billion U.S. dollars in the first nine months as foreign companies cut spending amid the global economic downturn, according to the MOC.     In the speech, Zhang also said China's currency was facing renewed pressure to appreciate because of the quantitative easing monetary policy in developed countries, a weakening dollar and recovery of China's economy.     The pressure would likely spur massive inflow of speculative money, making liquidity management more difficult.     Premier Wen Jiabao also said in December in an interview with Xinhua that the yuan faced appreciation pressure. "China will not yield to foreign pressure for the appreciation of its currency yuan in any form," Wen said.     "A stable Chinese currency is good for the international community," Wen said.

BEIJING, Nov. 26 (Xinhua) -- China will never swerve from its carbon emission cut target despite all pressure and difficulties, said a senior official Thursday evening. Xie Zhenhua, vice minister in charge of the National Development and Reform Commission (NDRC), China's top economic planner, made the remarks at a press conference.     China's State Council, the Cabinet, announced Thursday that the country is going to reduce the intensity of carbon dioxide emissions per unit of GDP in 2020 by 40 to 45 percent compared with the level of 2005.     This is a "voluntary action" taken by the Chinese government "based on our own national conditions" and "is a major contribution to the global effort in tackling climate change," the State Council said.     Vice Foreign Minister He Yafei also attended the press conference. "China made the emission cut target without financial and technological support from developed countries. This is not only for the country's own sustainable development, but also for the benefit of all the mankind," said He.     However, China is still hoping developed countries would take actions as soon as possible, He said, adding that the Bali Road Map has set binding targets and actions on emission cut, investment and technology for developed countries.     China faces huge pressure and special difficulties in controlling greenhouse gas emission, as the country has a large population and relatively low economic development level and is at a critical period to accelerate industrialization and urbanization, Xie said.     "It demands great courage for the government to announce such a target," said Yu Jie, an official in charge of Climate Group's policy and research. The Climate Group is a British-based non-governmental environmental organization.     As a developing country, China still faces various problems in both economic and social development, and it is not easy to make such a commitment, Yu said.     The announcement of China's carbon emission target has broken one of the deadlocks challenging the upcoming Copenhagen summit, she said. It is also an answer to President Hu Jintao's promise at the September United Nations climate summit in New York that China would cut emission intensity by "a notable margin" by 2020 from the 2005 level.     China's target is made after scientific research and calculations, combining the efforts to both tackle climate change and promote social and economic development, said Yao Yufang, professor at the Institute of Quantitative and Technical Economics under the Chinese Academy of Social Sciences (CASS). "Any party that asks China for higher cut is acting unreasonably."     China can and will achieve the target if the country endeavors to improve energy efficiency, promote the development of renewable energy and optimize industrial structure, Yao said.     "The country has set a specific quantitative target far beyond the Bali Road Map demands for developing countries, which reflects China's sincerity to make the Copenhagen summit successful and its commitment to tackle the climate change," said Pan Jiahua, director of the CASS Research Center for Urban Development and Environment.     Li Gao, an NDRC official and a key climate change negotiator representing the Chinese government, said Tuesday: "We will try to make the summit successful and we will not accept that it ends with an empty and so-called political declaration."

"The government's economic stimulus package has proved effective."     China's economy grew 8.9 percent in the third quarter, the fastest rate in a year, after expanding by 7.9 percent in the second quarter and 6.1 percent in the first three months, boosted by the massive government investment and record bank lending.     The People's Bank of China, the central bank, scrapped lending limits of commercial banks in November last year.     In the first 11 months of this year, new bank loans hit 9.21 trillion yuan, an increase of 5.06 trillion yuan over the same period last year, far exceeding the full year target of 5 trillion yuan the government set in March.     The government pledged at the Central Economic Work Conference earlier this month that it would stick to the pro-active fiscal policy and moderately loose monetary policy in 2010 to sustain a recovery backed by the stimulus package.     The government would adjust macro-economic policies in line with the changing economic situation and study issues arising during implementation of such policies, Wen said.     China would gear more investment to social welfare, technical innovation and energy conservation and emission cuts next year, Wen said.

BEIJING, Oct. 23 (Xinhua) -- China hopes the United States can take active steps to eliminate discriminatory measures towards Chinese poultry products, said Yao Jian, spokesman of China's Ministry of Commerce, on Friday.     Yao made the remarks in a comment on the ministry's official website on the 2010 Agriculture Appropriations Bill, which has modified the stance towards Chinese poultry imports, compared to that in the Omnibus Appropriations Act 2009.     "We welcome the changes," Yao said.     He pointed out, however, there are still restrictions against Chinese poultry products in the new bill.     "China is evaluating whether the restrictions are totally in line with the non-discrimination principle of the World Trade Organization and other relevant regulations," Yao said.     "China's poultry products are safe and reliable... We hope the United States can stand on the footing of maintaining mutual benefit in China-U.S. trade and take active steps to eliminate discriminatory measures and normalize bilateral poultry trade at an early date," Yao said.     Yao hoped that the U.S. could modify relevant regulations to resume poultry imports from China.     The U.S. House of Representatives passed the 410-billion-U.S.-dollar Omnibus Appropriations Act 2009 in February, which said "none of the funds made available in this Actmay be used to establish or implement a rule allowing poultry products to be imported into the United States from the People's Republic of China."
