WASHINGTON, April 22 (Xinhua) -- A senior official of the U.S. mortgage giant company was found dead as a result of an apparent suicide incident, said police on Wednesday. BEIJING, May 31 (Xinhua) -- China will raise gasoline and diesel benchmark retail prices by 400 yuan (58.6 U.S. dollars) per tonne as of Monday, the National Development and Reform Commission(NDRC) announced Sunday.     The benchmark retail price for gasoline would increase by 7 percent and the price of diesel by 8 percent, said a statement on the NDRC website. It is the third oil price adjustment this year. On March 25, the NDRC, the country's top economic planner, lifted benchmark retail price of gasoline by 290 yuan per tonne and diesel by 180 yuan per tonne.     The increase was in response to the rising international crude prices under the country's the new fuel pricing mechanism, which took effect Jan. 1, according to the NDRC. China will raise gasoline and diesel benchmark retail prices by 400 yuan (58.6 U.S. dollars) per tonne as of Monday, the National Development and Reform Commission(NDRC) announced Sunday.    According to the new mechanism, China's domestic prices are to be "indirectly linked" to global crude prices "in a controlled manner." China would adjust domestic fuel prices when global crude prices reported a daily fluctuation band of more than 4 percent for 22 working days in a row.     NDRC pricing department official Xu Kuning has explained the "indirect link" as "based upon average global crude prices, while taking into account domestic production costs, taxation, and 'appropriate profits' of oil producers."     Crude prices have jumped 30 percent in May, the largest monthly rise since March 1999, boosted by expectations of a global economic recovery later this year.     Light, sweet crude for July delivery rose 1.23 dollars, or 1.9 percent, to settle at 66.31 dollars a barrel Friday on the New York Mercantile Exchange.     In Sunday's notice, the NDRC urged the two state-owned oil producers, PetroChina and Sinopec, to increase oil production to meet demand.     It also urged local pricing regulators to strengthen supervision over oil prices and crack down on any price violations.

SHENYANG, May 5 (Xinhua) -- A member of the Japanese parliament(Diet) Tuesday handed over an apology letter signed by 24 Japanese MPs to survivors of Pingdingshan Massacre, in which more than 3,000 Chinese civilians were slaughtered by Japanese soldiers in 1932.     Aihara Kumiko, member of the House of Councillors, or the upper house, repeatedly said "sorry" to massacre survivor Wang Zhimei while holding Wang's hands.     "My mother had lived in Jinan (a city in east China) for five years and got help from local people. She often told me that war changes people, war is a sin," Aihara told the 88-year-old Wang.     "We should take history as a mirror and building a friendly relationship between Japan and China," Aihara said.     She came all the way from Tokyo to Fushun, a city in northwest China's Liaoning Province, to present the apology letter signed by10 members of the lower house and 14 of the upper house of the Japanese parliament to the survivors of the tragedy.     Part of the letter reads "As a human being, as a Diet member elected by Japanese citizens, we are sorry from the depth of our hearts."     The Pingdingshan massacre saw more than 3,000 women, children and elderly of Pingdingshan Village near Fushun killed by invading Japanese soldiers on September 16, 1932.     "The Japanese soldiers told us they were going to take our picture and gathered us in a group. But under the black cloth they didn't have cameras, they had machine guns. The soldiers even bayoneted bodies to ensure the villagers were dead," recalled a survivor named Yang Yufen in 2006, after the survivors' 10-year-long lawsuit for an apology and compensation was rejected by the Japanese Supreme Court.     Aihara also visited the memorial of the massacre. Silent tears ran along her cheeks, her hands joined and eyebrows wrinkled during the visit.     Her face was covered by tears when she saw gasoline cans used in burning the corpses after the massacre.     "We will push the Japanese government to offer an apology and compensation for the massacre," she said.     Aihara said some Diet members have collect donations and are going to send some money to foster a patch of woods near the massacre memorial. "We hope the trees witness friendship between the two countries," she said.     Aihara and the Chinese side planted two pines in front of the memorial.     Along with Aihara, four Japanese lawyers who have been trying to help massacre survivors were also present at the hand-over of the apology letter.     Shiroh Kawakami, one of the lawyers, told Xinhua that they would continue to demand the Japanese government building an apology monument and cemetery for victims of the massacre.     "What we do is not only for the history, for also for the future, the future of both countries," Shiroh said.     It's estimated that 20 to 30 villagers survived the massacre, but now only five of them are still alive, all in late 80s. Wang Zhimei came to Fushun from Changchun City in Jilin Province just to meet the Japanese lawmaker and lawyers.     "I want to thank you for what you have done. The days of us survivors are numbered, we are counting on you (on the government apology and compensation)," Wang said.

SHENYANG, June 27 (Xinhua) -- China's steel giant, Ansteel, had got government approval to increase its stake in Australian iron ore explorer Gindalbie Metals, a spokesman with Ansteel said Saturday.     The approval came Tuesday, allowing the Anshan Iron and Steel Group (Ansteel) in northeast China's Liaoning Province to increase its interest in Gindalbie from 12.6 percent to 36.28 percent to become its biggest shareholder, according to the spokesman of Ansteel.     The purchase will be finished within a week. Then the two sides will invest a 534-million-Australian dollar in Karara iron ore project in western Australia, with a 50-50 ownership.     Gindalbie proposed Ansteel buy more of its shares in August last year. VENICE, May 25 (Xinhua) -- China's top lawmaker Wu Bangguo left here for home on Sunday afternoon after concluding his three-nation Europe tour, which helped push his country's relations and cooperation with Europe.     Wu is the first chairman of the Standing Committee of the National People's Congress (NPC), top legislature of China, who has paid an official goodwill visit to Austria in 15 years and to Italy in 12 years. The Europe tour also took Wu to Russia. During the 11-day trip, Wu met with the heads of state and governments of the three European nations and held talks with their parliament leaders. BEIJING, May 26 (Xinhua) -- China's central government has allocated 270 billion yuan (about 39.7 billion U.S. dollars) for infrastructure investment so far this year, a National Development and Reform Commission (NDRC) official told legislators Tuesday.     That amount is part of a planned total of 367.6 billion yuan in the 2009 central budget.     Adding another 30 billion yuan from last year's budget meant that the country had already allocated 300 billion yuan to infrastructure investment since the fourth quarter of last year, NDRC vice director Mu Hong told legislators.     The NDRC is China's top economic planning body.     Mu made his comments during a session on major public investment projects held by the Standing Committee of the National People's Congress, the top legislature.     The money is also part of the 4-trillion-yuan, two-year stimulus plan announced late last year as the economic downturn deepened.

BEIJING, July 7 (Xinhua) -- Chinese banks have been active in transacting yuan cross-border settlement after the first deal was made Monday.     The Industrial and Commercial Bank of China (ICBC) said Tuesday it had dealt with yuan cross-border settlement totaling 17 million yuan (2.49 million U.S. dollars) in two days.     Many banks in Guangdong Province were active in dealing with yuan cross-border settlement. The Bank of China Guangdong branch transacted yuan cross-border settlement totaling 7.96 million yuan (1.17 million U.S. dollars) Tuesday.     "Guangdong Province has a large economic scale and is highly dependent on foreign trade. Yuan cross-border settlement could help enterprises avert exchange rate risks and reduce costs," said Cao Licong, deputy governor of the BOC Guangdong branch.     "The service is favored by enterprises and will be promising in the future," said Hu Ye, deputy governor of the ICBC Guangdong branch.     China launched its first yuan cross-border settlement Monday.     China's State Council, or Cabinet, announced in April a pilot program to allow exporters and importers in Shanghai, and southern Guangzhou, Shenzhen, Zhuhai and Dongguan cities to settle cross-border trade deals in Renminbi (RMB), or yuan.     China last week issued detailed regulations for the pilot program for cross-border trade settled in yuan. The rules specified how to make transactions using yuan to settle trade with Hong Kong and Macao and regional trade partners.
