BEIJING, Dec. 18 (Xinhua) -- China's State Council Thursday approved a plan to deepen reform and opening up in the southern Pearl River Delta area, where the country's reform and opening up drive was initiated 30 years ago.     The plan was unveiled on the day when the nation was commemorating the 30th anniversary of the 3rd plenary session of the 11th Central Committee of the Communist Party of China (CPC), which decided to open up the country and reform its struggling economy.     The pioneer area of the country's reform and opening up scheme was urged to accelerate economic restructuring and take the lead in building a resource-conserving and environment-friendly society, according to the plan approved by an executive meeting of the State Council, or the Cabinet.     The plan also pressed the area to promote technologies so as to excel in innovation, and coordinated development in both urban and rural areas was also stressed.     The meeting, presided over by Premier Wen Jiabao, said the area was also to take the lead in deepening reforms and opening up, so that an improved socialist market economy system could be established and a more open economic system could be set up as the region enhances its cooperation with neighbors Hong Kong and Macau.     The meeting said the Pearl River Delta is still maintaining stable and relatively fast development at present, but it also admitted that the area received powerful shocks from the current financial crisis, as there are many smaller and export-oriented enterprises in the region.     To keep the pace of development would be the top priority of the region at the present stage, the meeting said.

LANZHOU, Jan. 18 (Xinhua) -- Chinese Vice Premier Li Keqiang urged the restoration of people's livelihood in the quake-hit regions during his visit in northwestern Gansu Province between Jan. 15 and Jan. 17.     Some areas of Gansu were shattered by the devastating May 12 earthquake centered in Wenchuan of neighboring Sichuan Province last year. SHUIFU, Yunnan, Dec. 28 (Xinhua) -- The Jinsha River in south China was blocked on Sunday to make way for construction of a new hydropower project on the upper reaches of the Yangtze River.     At a cost of 43.4 billion yuan (about 6.3 billion U.S. dollars), the Xiangjiaba Hydropower Project is expected to be completed by 2015. It will be able to generate 30.7 billion kw hours of electricity a year.     "Electricity generated by hydropower stations will mainly be sold to China's eastern, southern and central regions," said Li Yong'an, general manager of the China Yangtze River Three Gorges Project Development Corporation. "Sichuan and Yunnan provinces will also benefit from it." Workers cheer for the damming of the Jinsha River in the construction of the Xiangjiaba Hydropower Station which is the third largest of its kind in China.     In addition to providing power, the project will play a role in flood control and farmland irrigation.     About 125,100 people from three counties of Yunnan Province and three counties of Sichuan Province have been resettled to make way for the project.     The Xiangjiaba project is one of a series of hydropower plants China plans to build on the Jinsha River to supply electricity to its economically more developed coastal regions.     The 2,290-kilometer-long Jinsha River, a tributary of Yangtze River, originates in Tanggula Range and flows through Qinghai, Tibet, Yunnan, and Sichuan.     Water is mostly stored in the river's middle and lower reaches where China plans to build 12 hydropower stations to share a 59.08- million-kilowatts installed capacity. BEIJING, Jan. 17 (Xinhua) -- China and the United States had signed a memorandum of understanding restricting the U.S. import of archeological items originating in China, a Chinese official said Saturday.     The memorandum was signed in Washington on Thursday by Chinese Ambassador Zhou Wenzhong and U.S. Assistant Secretary of State for Education and Cultural Affairs Goli Ameri, said Dong Baohua, deputy director of the State Administration of Cultural Heritage (SACH), at a press conference.     The agreement's full name is Memorandum of Understanding Concerning the Imposition of Import Restrictions on Categories of Archeological Material from the Paleolithic Period through the Tang Dynasty and Monumental Sculpture and Wall Art At Least 250 Years Old.     Under the memorandum and U.S. legislation entitled the Convention on Cultural Property Implementation Act, the U.S. government shall restrict the importation into the United States of archeological material originating in China and representing China's cultural heritage from the Paleolithic Period through the end of the Tang Dynasty, the year 907, and monumental sculpture and wall art at least 250 years old.     The U.S. government will promulgate a list of archeological material categories of metals, ceramic, stone, textile, other organic material, glass and paintings, which will be restricted to import from China, unless the Chinese government issues a license or other documentation which certifies that such exportation is not in violation of its laws, the memorandum says.     For the purpose of this memorandum, the restricted Paleolithic objects date from approximately 75,000 B.C., according to the memorandum.     China and the United States are both States Party of the Convention on the Means of Prohibiting and Preventing the Illicit Import, Export and Transfer of Ownership of Cultural Property. The convention was adopted by the UNESCO in 1970.     For years, the Chinese government has attached importance to cracking down on the stealing, illegal digging, and smuggling of cultural relics and tried to cooperate with the international community in the crackdown, by participating in internationals conventions and signing bilateral and multilateral agreements on the issue.     In addition to the newly-signed Sino-U.S. memorandum, China has signed similar agreements with Peru, India, Italy, the Philippines, Greece, Chile, Cyprus, and Venezuela, according to the official.

BEIJING, Jan. 21 (Xinhua) -- Taiwan's chief negotiator Ching Pin-kung hailed Wednesday significant progress on cross-Straits relations over the past year.     The cross-Straits relations in 2008 have made several breakthroughs, said Chiang, chairman of the island's Straits Exchange Foundation (SEF), at Wednesday's press conference.     SEF and mainland's Association for Relations Across the Taiwan Straits (ARATS), the two main negotiation bodies, held their first meeting in Beijing last June after the talks were suspended for almost 10 years. The second meeting was held in Taiwan in November.     The two sides reached six agreements after the two rounds of talks, including the historical direct links of transport, trade and post services which started on December 15.     "With all these breakthroughs, the cross-Straits ties have turned to be normal and practical with mutual trust and understanding," Chiang said.     Chiang said SEF would persist with building "positive" and "interactive" cross-Straits relations in the coming new year.     The main topics in the next round of the talks between the mainland and Taiwan, scheduled for later this year, would include joint efforts on cracking down on crimes, financial cooperation and regular cross-Straits flights, Chiang said.     Board members, supervisors and consultants in SEF planned to visit the mainland in 2009, according to Chiang.

BEIJING, Oct. 17 -- The government is ready to introduce a series of measures to cushion the impact of slower growth in foreign trade and industrial output caused by the global credit crisis, the vice-minister of the National Development and Reform Commission, said Thursday.     Speaking at a press conference held by the State Council Information Office in Beijing, Du Ying said that as the global economy has slowed, foreign trade volume, value-added output and the profit growth of industrial firms based in China's coastal areas have shown a downward trend in the second half of the year.     "The State Council is greatly concerned by the trend and is ready to introduce a series of measures," he said.     But the full impact of the global financial crisis has yet to be seen, he said.    "We must have a full picture of the difficulties and challenges," he said. The government has already taken several measures to combat the impact, including lowering the deposit reserve ratio, helping small- and medium-sized factories to upgrade their technologies, and introducing more favorable credit policies, Du said.     He said he is confident China can weather the storm.     "As in the past, China can overcome the challenges and difficulties and enter a new stage of development. I'm fully confident of that," Du said.     With the global financial crisis continuing to escalate, China - the world's fourth largest economy - has seen its major economic indexes slide.     The National Bureau of Statistics is due to release figures on Monday for the economic situation over the past three quarters.     Some analysts have forecast that GDP growth might drop further in the third quarter, from 10.1 percent in the second quarter and 11.9 percent for the whole of last year.     Yang Xiong, vice-mayor of Shanghai, said the city's industrial output growth fell to 6 percent last month from an average of 11.5 percent per month in the first three quarters.     The financial hub remains in good shape, however, partly due to investments in preparation for the 2010 World Expo, he said.     Zhao Kezhi, deputy governor of Jiangsu, said the province's trade figures were down 4 percent year-on-year in the first nine months.     Chen Min'er, vice-governor of Zhejiang, said the province had witnessed "individual" cases of company failures, but denied media reports of widespread factory closures.     Authorities will respond by trying to cut the tax burden on local firms, make more credit available and ensure a sufficient supply of land and power for manufacturers, Chen said, adding that now was a good time to weed out obsolete, polluting plants.     On Wednesday, Zhou Xiaochuan, governor of the central bank, called for increased domestic consumption to counter the economic slowdown.     "Due to the impact of various factors, we may need to increase domestic demand," he told Hong Kong-based Phoenix TV.
