BEIJING, Oct. 19 (Xinhua) -- The Communist Party of China (CPC) issued a policy document on Sunday urging the improved social welfare enjoyed by the country's 900 million rural population.     The Decision on Major Issues Concerning the Advancement of Rural Reform and Development was approved by the CPC Central Committee on Oct. 12 in a plenary session.     RURAL CULTURE AND EDUCATION     The document urged for further cultural development in the country's rural areas, quoting that "rural cultural development is of great importance to building a new socialist countryside."     It demanded TV, radio and movies be more accessible in the rural areas, and more community cultural centers to be set up in the villages along with countryside libraries.     Cultural products based on rural lives and activities, which the farmers are willing to participate and have easy access to should be encouraged, the document said.     It urged urban organizations to go to the countryside to spread scientific and literacy knowledge and offer medical services to farmers, and help them break away from superstitions and build a harmonious society that advocated gender equality and honesty. Local farmers work in the fields in Wenxian County of Longnan City, northwest China's Gansu Province, on Oct. 19, 2008. Reconstruction on agriculture is accelerated in Longnan, the province's most suffered area in the May 12 earthquake that devastated China's southwest and northwest regions    The document also said efforts must be made to improve the education level in rural areas, especially for the left-behind children, those whose parents are both working in the cities, and children from economically-challenged families.     Professional trainings should be provided in townships to train farmers, while college students were encouraged to go the countryside to work.     Quality of teachers in the rural areas would be improved, along with their salaries and working conditions, the document said.     SOCIAL WELFARE AND RURAL INFRASTRUCTURE     In addition, efforts must be made to ensure all farmers can enjoy basic medicare service by sticking to the rural cooperative medical system, the document said.     It demanded every county and township should have its own medical institution, while villages in the rural areas were also encouraged to set up medical stations to provide "safe and inexpensive medical service" to farmers.     Endemic diseases, infectious diseases and disease that affects both human beings and livestock must be closely guarded against, with the focus on prevention of such illness.     The one-child policy must be adhered to in the countryside to retain a low birth rate in the rural areas, and to deal with a disproportional sex ratio, the document said.     It also demanded to accelerate the construction of a comprehensive social welfare system in the countryside.     A new old age insurance system in the rural areas should be established in the countryside with the premiums paid by the beneficiaries and the collective and government subsidies. Authorities should find ways to incorporate the system with the urban old-age insurance system, it said.     In addition, the livelihood of farmers whose land had been requisitioned must be guaranteed before the requisition procedure, the document said.     The rural minimum living allowance system must be perfected with larger subsidies from the central and provincial budget, to cover all applicable with improved benefits.     Living standards of those who receive five guarantees, namely food, clothing, medical care, housing and burial expenses provided by local governments for their lack of relatives and working abilities, should be in accordance with the average living standards of the neighborhood, the document demanded.     It also urged to improve the relief system to help farmers affected by natural disasters and boost social welfare for the old, the handicapped, the poor and orphans.     Prevention of disability and rehabilitation for the disabled must also be strengthened in the countryside, the document said.     The document highlighted the importance of infrastructure construction in the rural areas.     The committee vowed to ensure villagers to have safe drinking water within five years and townships be connected by cement roads by the end of 2010.     Efforts should be made to develop renewable energy resources, including methane, wind and solar energy, it said, adding Internet service would be accessible for more farmers.     POVERTY REDUCTION AND DISASTER RELIEF     The committee pledged to provide more low-income farmers with financial aid and give more assistance to people in remote areas, revolutionary bases, ethnic minority regions and poverty-stricken places.     International cooperation should be enhanced to fight poverty in the countryside, it read.     To install an upgraded natural disaster forecasting system and raise farmers' awareness of emergency response and relief was also one of the document's high points.     The capacity of forecasting disastrous weather, ecological disasters and monitoring earthquakes should be strengthened and more needs to be done to promote farmers' disaster prevention and relief awareness, it said.     The paper also set the direction for public facility safety standards, saying schools and hospital buildings should all be safe and up to construction standards.     All-out efforts should be made to restore the agriculture work in the area struck by the May 12 Sichuan earthquake and more measures need to be adopted to heal and improve the ecological conditions in the quake-hit region, it noted.     HARMONIOUS SOCIETY IN THE COUNTRYSIDE     It also emphasized the importance of maintaining a "harmonious" and "stable" environment in the countryside.     More channels should be opened to solicit farmers' opinions and address their complaints and problems, said the paper, adding leaders should pay frequent visits to farmers and solve villagers' problems at the grassroot level.     The committee further underscored ethnic relations. The equal, united, mutually-aided and harmonious ethnic relations should be consolidated and developed, it said.     Interference with village affairs by any religious groups or clans would be objected; evil cults in villages were prohibited and any mafia-style force would incur severe crackdown, it said. BEIJING, Nov. 2 (Xinhua) -- Chinese President Hu Jintao and Tongan King Taufa'ahau Tupou V exchanged congratulatory messages on Sunday to celebrate the 10th anniversary of the establishment of bilateral diplomatic relations.     Hu said in the message that the establishment of diplomatic ties between the two countries on Nov. 2, 1998 opened a new chapter in bilateral relations.     Over the past 10 years, the bilateral ties have been continuously solidified and strengthened, he added.     Hu said the establishment and development of bilateral ties have brought real benefits to the two peoples and promoted the stability and development of the Pacific Islands Region.     China is willing to make joint efforts with Tonga, on the basis of the Five Principles of Peaceful Coexistence, to further strengthen bilateral exchanges and cooperation, boost the two peoples' friendship and understanding and lift China-Tonga friendly and cooperative ties to a higher level, thus making new contribution to the stability, development and progress of the two countries and the region as a whole, he said.     Tupou V said it was farsighted for former King Taufa'ahau TupouIV to make the decision to build diplomatic ties with China 10 years ago.     The development of the ties has benefited the two peoples greatly, he said, adding the Tongan government will continue to abide by the one-China policy.

BEIJING, Dec. 8 (Xinhua) -- China's annual Central Economic Work Conference opened here Monday to set tone for the economic development next year.     Observers believed the three-day event would give priority to efforts to maintain stable economic growth.     They reckoned in 2009, China would see more risks for worse economic slowdown, more struggling smaller businesses, grim export situation and arduous task of transformation of economic growth pattern.     "It is imperative for China to maintain an economic growth of at least 8 percent," said Zhuang Jian, senior economist with Asian Development Bank's China Resident Mission.     It was hard for China to bear the consequences of a too slow GDP growth, Zhuang added, citing bankruptcy of numerous enterprises, more migrant workers being laid off and difficulties for college graduates to find jobs.     China's macro-economic policies experienced a dramatic adjustment-- from "preventing economic overheating and curbing inflation" at the beginning of this year to "maintaining growth through expanding domestic demand" at present. In the first three quarters, the nation saw its GDP growth slowed to a single-digit rate for the first time over the past five years, thanks partly to macro-economic control efforts and the ongoing financial woes worldwide.     "The Chinese economy has suspended continuous heating and proceeded into a period of slow down," Zhang Liqun, a researcher with the macro economy department under the Development Research Center of the State Council, commented.     "The slowdown was worse than expected," said Ma Jiantang, head of the National Bureau of Statistics.     Data from the bureau showed that the country's GDP growth was 10.6 percent in the first quarter, 10.1 percent in the second, and9 percent in the third.     President Hu Jintao said at the end of November that the Chinese economy was pressurized by global economic downturn, obvious ebbing of demand from abroad and weakening of the country's traditional competitive edge.     "Impact from the international financial tsunami on the Chinese economy has begun to show up, and to deepen into various sectors of the real economy," said Wang Yiming, deputy head of the macro economic research institute of the National Development and Reform Commission.     Since mid October, the Central Government has promulgated a string of policies and measures to prevent the national economy from sliding drastically. They included end of a tight monetary policy and commencement of a moderately easy one, shifting the fiscal policy from "prudent" to "active", starting projects to improve infrastructure and promote people's livelihood, and, expanding domestic demand.     The People's Bank of China announced tax exemptions and downpayment cuts as of Oct. 27 to boost the falling real estate sector. The minimum downpayment for a first-time buyer of a residence smaller than 90 square meters was reduced to 20 percent from 30 percent.     Interest rates on mortgages for first-time buyers were cut 0.27percentage point. The floor for interest rates was lowered to 70 percent of the central bank's benchmark rate.     The central bank cut benchmark interest rates by 0.27 percentage point as of Oct. 30, the third such move in six weeks.     The benchmark one-year deposit rate dropped to 3.60 percent from 3.87 percent, while the benchmark one-year lending rate fell from 6.93 percent to 6.66 percent.     Tax rebates were raised for 3,486 export items as of Nov. 1. The adjustment covered such labor-intensive industries as textiles, toys, garments, and high-tech products, accounting for 25.8 percent of products covered by customs tariffs. Rebate rates run roughly from 9 percent to 14 percent.     On Nov. 9, state councilors announced a four-trillion-yuan (583.9 billion U.S. dollars) economic-stimulus package, which was seen as the most exciting stimuli in 10 years.     To boost consumption, particularly in the rural areas where 900 million people inhabited, was important part of efforts to expand domestic demand, observers believed.     China has launched a scheme to subsidize rural residents for buying home appliances since the end of 2007. It is estimated that in a period of four years, nearly 480 million units of refrigerators, washing machines, color TV sets and cell phones, which were in huge demand among farmers, will be sold in rural areas nationwide. That means 920 billion yuan to be spent by rural consumers.     "There is still a large room for the government to mull more policies to boost consumption, such as raising the threshold for taxable income and increasing income for lower-income earners," said Cai Zhizhou, an economist with the prestigious Peking University.     Export has since long been a major driving force for the Chinese economy. Economists believed the stable development of smaller enterprises, particularly the exporters, which provided jobs for 75 percent of urban employees and rural migrant workers, was related to the stability of the enormous Chinese labor market.     How to prevent export from sliding down too fast is one of the top concerns of the Chinese government.     "It is no doubt that China's export situation will become more grim next year. However, if the country manages to maintain a moderately fast growth in foreign sales of machines and electronics, it will likely achieve a growth of more than 15 percent in export at large," said Mei Xinyu, a trade expert with the Ministry of Commerce.     China has taken a string of measures to boost development of smaller enterprises.     "It is necessary for the government to work out more detailed, effective methods to mitigate tax burdens and enhance credit support for smaller businesses, and to help them with their efforts to promote technical upgrading and explore more markets," said Zhao Yumin, another economist with the Ministry of Commerce.     The service sector, which was able to provide numerous jobs, was yet to be expanded substantially, Zhao added.     Zhang Xiaojing, a senior economist with the Chinese Academy of Social Sciences, said that it was definitely wrong for China to waive long-term goals for short-term interests. He believed that to promote the shift of economic growth pattern and maintain the sustainable economic growth would be one of the important topics for the ongoing Central Economic Work Conference.

BEIJING, Nov. 27 (Xinhua) -- China's Party discipline watchdog Thursday vowed to put government-funded projects under scrutiny when the country is investing 4 trillion yuan to stimulate the economy.     "We would try to prevent corruption, when a project is tabled for review and approval, when the land is allocated to it, when a public bidding is held for contractors," said He Yong, deputy secretary of the Communist Party of China Central Commission for Discipline Inspection (CCDI), at a meeting here Thursday.     Besides government-funded ones, other projects with state investment would also be the top priority, he said.     The CCDI would issue a set of rules to regulate business activities and officials' work as soon as possible, he said. For instance, it would push local governments to publicize urban planning documents, which listed infrastructure projects to be implemented, and issue detailed rules to protect fair play in public bidding.     To curb graft in this field, discipline officers would also target commercial bribery, which has implicated officials.     They will establish a database specially for commercial bribery cases. A company involved in such cases would be excluded from any business, He said.     On Monday, the CCDI also issued a statement jointly with the National Development and Reform Commission (NDRC), the Ministry of Supervision, the Ministry of Finance and the National Audit Office to ensure close supervision on the stimulus package.     The statement said two dozen inspection teams will be sent to follow projects funded by the package.

BEIJING, Dec. 7 (Xinhua) -- A Tibetan postwoman walking over 200,000 kilometers in ten years to send mails for mountain villagers, a Beijing Olympic champion and a rocket engineer have been selected as Chinese youth's role models in 2008, it was announced on Sunday.      Others honored as the top ten Outstanding Chinese Youth of the Year included two journalists, a worker at a joint venture auto company and a soldier soprano, the All-China Youth Federation, organizer of the annual activity, said in a brief statement.     Although the federation published little information of the ten winners on Sunday, their inspiring stories had been intensively reported through the media.     All of their stories are about selfless devotion to career, remarkable contribution to the well-being of fellow country people, and great inspiration.     Nyima Lamo, a 32-year-old Tibetan woman, has been working as a mailwoman for almost ten years for mountain-locked villages in Deqin County, southwest China's Yunnan Province, according to a report on the website of the China Central Television (CCTV).     Because poor road conditions made transportation impossible, Nyima Lamo has to walk on foot across deep valleys and snow-capped mountains, often risking her life, in order to send mails to villagers.     She would not take pregnancy leave even when she was nine months pregnant because she did not want to delay letters, the report said, adding that the total length of roads Nyima Lamo had walked was more than 200,000 km.     Zhao Haiqing's story touched millions of Chinese after his hometown in Beichuan County of Sichuan Province was deadly struck by an 8.0-magnitude earthquake on May 12.     The 36-year-old village official, also injured in the quake, led fellow villagers to rescue 67 people trapped under debris and transport over 2,100 injured people to hospitals. However, he lost six family members including his son and parents in the earthquake, said a CCTV report.     Defending champion Liu Chunhong broke all the world records in the women's 69 kilogram weightlifting category of the Beijing Olympic Games on Aug. 13, making herself a household name overnight.     Song Zhengyu, a 38-year-old rocket expert, also won nationwide respect for his great contribution to the development of the Long March family of rockets, which successfully sent the manned Shenzhou-7 spacecraft on September 25.     The ten people were selected out of 30 candidates throughout the nation. The awarding ceremony will be held in January 2009.
