LANGFANG, Hebei Province, Jan. 1 (Xinhua) -- President Hu Jintao on Friday urged Party committees and governments at all levels to make issues related to agriculture, rural areas and farmers top priority of their agenda and called for increased investment in these areas.     During a visit to villages in China's northern Hebei Province Friday, Hu called for efforts to develop modern agriculture by relying on the progress of science and technology and make sure that farmers have increasing incomes.     The president said this year's No. 1 document of the CPC Central Committee will include a batch of new policies to support agricultural development.     Hu spent time inquiring about the livelihood of local farmers and conveyed New Year greetings to them. Hu Jintao made the inspection tour in Sanhe City on Friday.    At a vegetable greenhouse of Liqizhuang Township of Sanhe City, which is close to Beijing, Hu inquired about sales and market price of vegetables and incomes of local farmers.     Hu urged local farmers to give full play to the area's geographic advantage and contribute to the development of local economy by raising the quantity and quality of vegetables.     At a grain and oil enterprise, Hu called for intensified efforts to improve product quality and lower production cost so asto provide consumers with more quality edible oil with a low price.     In another village of Liqizhuang Township, Hu encouraged village authorities to improve villagers' life quality by improving infrastructure and providing local people with more services.     After being told that 74-year-old villager Zhang Futai and his wife had moved into a two-storey building from a house made of mud and stone, Hu said he was happy to see the farmers' living conditions being improved.

BEIJING, Nov. 17 (Xinhua) -- Chinese President Hu Jintao made five proposals on promoting Sino-U.S. relations and tackling delicate issues of common concern while meeting with visiting U.S. President Barack Obama in Beijing Tuesday.     Obama, who is in Beijing for a four-day state visit to China, agreed with Hu on the proposals, reiterating that the United States does not seek to contain China's rise and that he welcomes China as a "strong, prosperous and successful member of the community of nations."     FURTHER STRATEGIC MUTUAL TRUST     Hu called on the two countries to continue to increase strategic mutual trust with prerequisite of respect for each other's core interests and major concerns.     He hailed Obama's statement that the United States sticks to the one-China policy and hoped that the United States would "properly handle" the Taiwan issue and forbid "Tibet independence" and "East Turkistan" forces from using U.S. territory to cover their anti-China separatist activities.     In Hu's words, China and the United States should not be opponents, but partners that trust each other and cooperate sincerely.     "The development of China is an opportunity for all nations, including the United States," Hu said. "It is not a challenge, let alone a threat."     MAINTAIN EXCHANGES AT ALL LEVELS     Hu said China and the United States should maintain different levels of communication and consultation on major issues in a timely manner through different channels, including exchange of visits, talks and meetings on multilateral occasions.     The two countries should further substantiate the results of the first round of Sino-U.S. Strategic Economic Dialogue and start soon to prepare for the second round of talks in Beijing next summer, Hu said, calling the dialogue an important platform to enhance exchanges and cooperation between the two countries.     STEP UP MACRO CONTROL     It is "necessary" for China and the United States to step up cooperation on coordinating macro economic and financial policies, pushing forward reforms in the international financial system and improving global economic governance structure, Hu said.     He also raised the issue of trade frictions, voicing hope that the United States would loosen restrictions on its export of hi-tech products to China as soon as possible, while recognizing China's market economy status and facilitating expansion of trade and investment cooperation.     "Under the current circumstances," Hu said, "the two countries should more resolutely oppose and resist trade protectionism in any form."     ADVANCE EXCHANGES, COOPERATION IN VARIOUS AREAS     The other areas proposed by Hu for further cooperation between China and the United States include infrastructure, climate change and clean energy, and exchange of students.     He said China is willing to work with the United States on space exploration and construction of high-speed railways.     The two sides should take the launch of the joint clean energy research center as a turning point and deepen cooperation on energy saving, emissions reduction, renewable energy and treatment of environmental pollution, Hu said.     China is also willing to increase counter-terrorism cooperation with the United Stats on a basis of mutual benefit and hold dialogues with the United States on issues of human rights and religions based on the principle of equality, mutual respect and non-interference with each other's internal affairs, said Hu.     WORK TOGETHER TO MEET GLOBAL, REGIONAL CHALLENGES     Hu proposed that the two countries should continue to work together on global and regional hot issues in light of the benefit gained in recent years by cooperating on climate change, nuclear non-proliferation, crackdown on transnational crimes, disaster relief and prevention and treatment of contagious diseases.

BARCELONA, Nov. 3 (Xinhua) -- The top Chinese negotiator for the United Nations climate change talks being held here said Tuesday that the Kyoto Protocol must be followed.     "China's position is quite clear: the Kyoto Protocol must be adhered to, since it best illustrates the principal of 'common but differentiated' responsibilities," said Su Wei, head of the Chinese delegation to the talks.     Su told Xinhua that during earlier negotiations, some countries had proposed discarding the Kyoto Protocol and adopting a totally new document at December's Copenhagen climate change meeting.     "This demand is strongly rejected by the Group of 77 and China, and other developing countries," Su said.     Su stressed that the Kyoto Protocol must be the legal basis for further negotiations at Copenhagen, and developed countries must fulfill their obligations under the protocol, which regulates that they should clarify their reduction targets in the second phase of the protocol.     "If this basic arrangement is changed, the future of the Copenhagen meeting would be greatly shadowed," Su said.     The deal to be reached at the Copenhagen conference, Su said, should have two basic elements.     One element is to set the mid-term emission reduction targets for developed countries under the Kyoto Protocol. That is, developed countries as a whole should commit to making 25-40 percent cuts below 1990 levels by 2020.     The second element is to make substantial arrangements for the implementation of the UN Framework Convention on Climate Change in accordance with the Bali Roadmap.     "We hope we could lay a good foundation for the Copenhagen conference through negotiations at this meeting," Su said.

BEIJING, Dec. 7 (Xinhua) -- Vice Premier Wang Qishan on Monday hoped China and Germany would increase mutually-beneficial cooperation in various fields to promote bilateral relations.     "China and Germany are highly complementary in economy and share great potential for cooperation," Wang told visiting German Federal Minister of Economics and Technology Rainer Bruederle.     Hailing the China-Germany 37-year diplomatic relations, Wang said the two nations had witnessed frequent high-level exchanges and increased cooperation in economy, trade, investment, science, technology, culture and other fields.     China was in a period which witnessed accelerated industrialization and urbanization, Wang said. TAIPEI, Dec. 5 (Xinhua) -- The Kuomintang (KMT) Party won 12 county and city chief seats in Taiwan's local elections Saturday, while the opposition Democratic Progressive Party (DPP) landed four seats, voting results showed.     The KMT won 289 county and city lawmaker seats whereas the DPP won 128. Candidates with no party affiliations and those who did not run in the election through political parties won 170 seats.     The KMT also won a majority of 121 seats in the election of township chiefs, as opposed to the DPP's 34 seats.     The voting, also known as "three-in-one elections," lasted from8 a.m. to 5 p.m. Saturday.

BEIJING, Nov. 16 (Xinhua) -- Xiao Wu, now a student at Oxford University, recalls her life in Britain started off with "depression" six years ago in a renowned board school.     Fresh from China, the reality of the new country failed to meet her expectations.     "I was disappointed to find many of my British classmates just spent plenty of time on parties, instead of study," Xiao Wu says, a straight-A student in China, who struck her teachers and peers as "extraordinarily diligent."     It has taken her long to come to terms with the fact that British students just could be academically excellent as well without "excess hardworking" that was often held dear by their Chinese peers, she says.     "It seems that they could better balance school work and entertainment than most of us," she says.     But for younger Chinese, such culture shock is much less likely as they increasingly share a common international culture and make friends abroad.     Ding Kaiyan, 15, recalls making friends with Ayumi Saito during the latter's school excursion in China in August, 2008.     "We are both veteran players of Popcart (a popular racing game designed in South Korea), fans of NEWS (a Japanese boy band), and lovers of literature," she says. "Although I had not fully mastered Japanese, we hit it off at our first meeting."     One year later, Ding called on Ayumi Saito in Japan's Toyama Prefecture. Before her trip, Ding had glimpsed Japanese pop culture and customs through her Japanese teacher, Matsushita Hiroshi, and on the Internet.     Ding is one of dozens of students at the Northeast Yucai School, in the northeastern Liaoning Province, who have traveled to Japan to meet children their own age over the past six years.     "Globalization is a buzzword for scholars, but for children it just means how they live their lives," said Professor Shi Jinghuan, executive dean of the Institute of Education of the Tsinghua University.     Their favorite foods, clothes and pop stars and cartoon characters can come from any corner of the world, and many of them start to speak English at kindergarten, she says. "That may explain how they develop familiarity.     "The media, especially the Internet, have presented children all over the world with a colorful global village, and brought them closer," she says. "As long as you want to know, the information is at your fingertips."     Shi Junhao, 10, a fifth-grader at Beijing Fangcaodi International School, has just finished a six-week school trip to the U.K. with eight other students.     He made friends with Oliver after establishing that they shared a lot in common. "We were partners on the basketball court, and we both like U.S. President Obama," he says.     In the past four years, about 400 students from Fangcaodi International School have traveled abroad and more than 3,000 others had contact with foreign peers, says Yang Yuan, a teacher at the school. "Our children have shown strong interest in knowing more about the rest of the world."     "For toddlers, smiles and eye contact are enough to initiate friendship," says Cindy Li, a teacher at the SMIC School and Kindergarten in Shanghai, which has 1,800 students from 22 countries and regions, and about 100 foreign teachers.     Respect for other cultures and smashing stereotypes are crucial steps for nurturing open minds in children, says Professor Shi Jinghuan.     Understanding, respect and tolerance can cement friendships between children from all ethnic groups, says Shi.     "Children should know that being different isn't bad."

MANILA, Nov. 19 (Xinhua) -- China's top political adviser, Jia Qinglin, and Philippines Senate President Juan Ponce Enrile pledged to boost cooperation between the Chinese People's Political Consultative Conference (CPPCC) and the Philippine Senate when they met here Thursday.     Jia, chairman of the CPPCC National Committee, said China-Philipines ties had witnessed healthy development since the two countries established diplomatic ties in 1975.     "China and the Philippines share broad common interests," Jia said, highlighting the enhanced mutual political trust, booming economic and trade ties, frequent humanitarian and cultural exchanges and close coordination on international and regional issues. BEIJING, Nov. 14 (Xinhua) -- China's industrial output is expected to grow by about 16 percent year on year this month and in December and the full year industrial output growth could reach around 10.5 percent, Minister of Industry and Information Technology Li Yizhong said here Saturday.     At the 3-day International CEO Roundtable conference, Li said the industrial output growth would guarantee the manufacturing-based Chinese economy should achieve its full-year growth target of 8 percent.     China set the about 8-percent growth target in March this year. The government believes 8-percent GDP growth is essential to generate enough jobs.     According to the minister, China's industrial economy stopped falling and began to stabilize and recover in March this year. In October, China's industrial output rose 16.1 percent from a year earlier, the fastest pace since March 2008 and the sixth consecutive month with an acceleration of year-on-year growth.     Li said the industrial output in October had climbed to the level in June last year, which indicated a V-shaped curve of the recovery of the industrial production activities.     Other figures, such as rising company profit, surging power consumption, and increasing export orders, also pointed to the notable recovery of China's industrial production, he said.     Li also cautioned that the recovery base of China's industrial production was not solid and some industries and companies were still faced with production and operation difficulties.     He said China should continue its efforts to restructure its economy and change growth pattern by promoting innovation and technological upgrading, conserving energy and cutting emissions, and integrating information technologies with industrial development.     According to the minister, the industrial production accounted for 43 percent of China's total GDP in 2008 and contributed 42.8 percent to the GDP growth last year.     Thanks to the global financial crisis, China's economy cooled to its slowest pace in seven years in 2008 and expanded 9 percent from a year earlier to reach 30.07 trillion yuan (4.4 trillion U.S. dollars).
