TAIPEI, Aug.15 (Xinhua) -- Typhoon Morakot has killed at least 124 people and left 56 missing in Taiwan as of 10 p.m. Saturday, according to local disaster response authorities. Another 45 people were injured after the typhoon, the worst on the island in nearly five decades, wreaked havoc across central and southern regions.     Sixty-six people died in Kaohsiung, 25 in Tainan, 16 in Pingdong, six in Chiayi, seven in Nantou, three in Changhua and one in Yunlin.     Nearly 23,700 people have been evacuated, and almost 5,000 are taking refuge in 170 sheltering camps.     Morakot has caused more than 12 billion New Taiwan Dollars (365million U.S. dollars) in damages to agriculture and forestry. Among the worst-hit regions are Pingdong, Kaohsiung and Tainan.     People from a wide range of social sectors in Taiwan have donated cash and materials worth millions of New Taiwan Dollars to support the disaster-relief work. URUMQI, Sept. 13 (Xinhua) -- Tests of victims' samples found no dangerous viruses or chemicals involved in a string of bizarre hypodermic syringe stabbings in Urumqi, capital of China's far western Xinjiang region, a military medical expert said Sunday.     Qian Jun, head of the disease control and biological security office with China's Academy of Military Medical Sciences, said the academy's Beijing lab found no needle injury samples were tainted with radioactive substances, toxic chemicals or HIV virus.     The samples were not contaminated with other dangerous viruses or substances either, such as anthrax bacillus, yersinia pestis, francisella tularensis, brucella and botulinum toxin, Qian told a press briefing.     Local and military medical experts have rechecked about 250 victims and found no clearly worsening wounds or serious illnesses, he noted.     By Sept. 4, local authorities had confirmed 531 victims of hypodermic syringe stabbings in Urumqi, 171 of whom showed obvious syringe marks. The majority of the victims were of the Han ethnic group.     Tens of thousands of angry and panic residents in Urumqi took to the streets last week, protesting against needle attacks and demanding security guarantees.     Qian suggested offering more psychological counselling to ease anxiety and depression of the victims as many are haunted with lingering fears of hidden infections.     The Urumqi General Hospital affiliated to the Lanzhou Military Area Command has arranged three psychological experts and opened four counselling hotlines to help ease victims' fears and panic.     Wang Wenxian, deputy director of the Urumqi municipal public security bureau, said the needle stabbings did not cause serious damages to the victims' health, but they caused public panic and disturbed social order.     The acts violated China's Criminal Law and should be harshly punished accordingly, Wang told reporters.     A court in Urumqi said three Uygurs were given jail terms ranging from seven to 15 years Saturday over syringe stabbings or threatening to use needle attacks for robbery.     Wang added that more police and armed police forces would patrol on the city's streets and those who offer tip-offs for needle attackers would receive rewards.     He also urged the attackers to surrender to the police, saying those who surrender or report others' crimes could receive lighter punishment.

LONDON, Sept. 5 (Xinhua) -- Britain hopes to further expand cooperation with China in economic, financial and trade sectors, Business Secretary Lord Mandelson said Saturday.     In a written interview with Xinhua on the eve of his visit to China, Mandelson, also the First Secretary of State, said economic and political relations between Britain and China are very strong.     The High-Level Economic & Financial Dialogue would lead to collaboration in areas such as the development of financial services, the protection of intellectual property rights, and the establishment of a comprehensive social security system in China, Mandelson said.     During Mandelson's visit, which begins Monday, he will give a speech at a low carbon business solution event in Beijing attended by about 250 British and Chinese companies. He pointed out that China currently aims to reduce consumption of energy per unit of GDP by 20 percent between 2005 and 2010.     "Tackling climate change is a win-win business opportunity for both the UK and China," he said.     Mandelson also called for international cooperation to deal with the world's other thorny issues.     The global downturn has powerfully illustrated how important it is to have constructive engagement at the international level, he said.     "We need international solutions to financial regulation, to tackling pollution and in fighting proliferation and terrorism. China will continue introducing advanced foreign technology, management experience and personnel with special capabilities as well as promoting self-reliance on technological innovation, Xi said.     The two countries have the potential to enlarge technology cooperation and personnel exchanges in various sectors, including manufacturing, finance, nuclear energy, tourism, port and corporation management, Xi said.     Belgian companies could also strengthen their cooperation with their Chinese counterparts to participate in development projects in western, northeastern and central China and in the process of upgrading China's industrial structure, Xi said.     Third, the two countries should also continue improving services and management in a bid to form a better environment for trade and investment.     China and Belgium should make a good use of their cooperation mechanisms, including a joint committee for economy and trade and the Chinese-Belgian investment fund, he said.     They also should try to eliminate trade and investment barriers, provide conveniences for each other's companies in terms of visas and working licenses, improve the efficiency of the investment fund between the two countries and encourage companies to establish long-term and stable cooperation, Xi said.     The two governments also should enhance administrative surveillance and management by protecting intellectual property rights and improving market order to provide a good environment for each other's companies, Xi said.     During the speech, Xi also reviewed the rapid development of bilateral ties between China and the European Union (EU).     Further development of China-EU relations is faced with new challenges as well as opportunities in the face of a number of international issues, Xi said. Those issues, he said, include the global financial crisis, world economic development, climate change, food and energy security, the Doha round of trade talks, and international financial structure reforms.     "I believe that the perspective of the mutual benefit cooperation between China and the EU has a better future with the joint efforts of the two sides," Xi said.     Xi also reviewed the great achievements China has made in the 60 years since the founding of the People's Republic of China in 1949.     Xi stressed that there still is a long way to go for China to achieve a more prosperous society.     As a peace-loving country, Xi said, China will always continue efforts to cooperate with world countries based on the five principles of peaceful coexistence. He said China also would actively help solve regional and international hot issues and work together with the international community for a peaceful and harmonious world.     Under the current situation, China will continue to cooperate with Belgium and other EU members to promote reforms of the international financial system, to enhance international financial surveillance, to prevent further spread of the financial crisis and to stem the torrent of all kinds of trade and investment protectionism.     Xi arrived here Wednesday for an official visit to Belgium, the first leg of his five-nation European tour. He will also visit Germany, Bulgaria, Hungary and Romania.
