The report shows less than 4 percent of migrants have secured a local hukou, or permanent residency permit, in cities where they live. Besides the difficulty in getting a hukou, the migrant population also faces barriers such as high housing prices, low employment rates, and poor job security.
The report also said the figures indicate small and medium-sized banks have attached great importance to digitalization, but the performance of their e-platforms has not been that satisfactory.
The regional government of Xinjiang also refuted the report on Monday night.
The remarks came against the backdrop of the annual meeting of the centrally-administered SOEs being held by the State-owned Assets Supervision and Administration Commission on Tuesday and Wednesday in Beijing.
The region invested over 33.4 billion yuan in poverty reduction last year, 85.5 percent of which went to the four prefectures in southern Xinjiang -- Hotan, Kashgar, Aksu and Kizilsu Kirgiz.
The report stated that the area, which includes the city's well-known Nanjing Road pedestrian street, has 310 restaurants offering late night dining, 50 bars that are open till midnight, 65 convenience stores that operate around the clock and 35 places of interest that are open in the evening.

The report said an average of 12.4 digital publications were read per person in 2018, with each person spending an average of 71.3 minutes on each read. About 66.4 percent of the readers said they were willing to pay for online publications, and nearly 70 percent confirmed that the content quality has improved.
The report states that over half of those surveyed set their air conditioners at a temperature of 26 degrees Celsius in summer so as to save energy, thanks to guidelines by the government, nongovernment organizations and the media.

The report shows that 77.6 percent of minor netizens have their own internet access devices, and 69.7 percent have mobile phones. Data shows 52.2 percent connected to the internet less than one hour a day, and 24.2 percent between 1 and 2 hours.
