VANCOUVER, Aug 3 (Xinhua) -- As China advances its national strategy to reduce carbon and other emission from transportation, the collaboration between Canada's Westport Innovations Inc. and various alternative energy companies in China is expected to be even more, Nicholas Sonntag, president of Westport Asia, said recently.     Sonntag spoke highly of Westport's ongoing operations in China. "Westport has a very positive impression of our cooperation with partners and government officials in China," he told Xinhua in a written interview. "There have been challenges along the way but we have a full time office in Beijing with Chinese staff that has been critical to our strategic and tactical approach to all initiatives we have undertaken in China."     Westport Innovation Inc., a leading global supplier of engine and alternative fuel power technologies that allow large vehicle engines to operate on clean-burning fuels like natural gas or hydrogen, has set up two joint ventures in China. One is BTIC Westport Inc., which produces liquefied natural gas fuel tanks for vehicles, and another is Weichai Westport Inc., which develops advanced alternative fuel engines.     Sonntag, who is also the Westport's Executive Vice President of Corporate Development, suggested Westport's operations in China have benefited from the fact that China has attached growing importance to alternative energy solutions and sustainable development.     "The rapid growth of the Chinese economy has generated opportunities in a variety of sectors and alternative energy solutions to transport is one that has seen rapid growth due to the dramatically increased levels of air pollution resulting from urban development," he said. "This rapid development has certainly presented huge challenges to the policy makers in China."     He noted that despite some setbacks, the overall direction of China's strong growth "has been maintained in a manner that tries to aggressively address the many social, environmental and physical challenges being faced."     "The deep respect and commitment to sustainable development is seen at all levels," he added. "And progress is being made with new and creative policies which are being introduced regularly."     Sonntag has been active in international engineering and sustainable development for over 35 years, working as a senior executive for organizations -- corporate and non-profit -- in China, Canada, Sweden and Switzerland. He has spent nearly six years in China, first serving at CH2M HILL -- a global full-service engineering, procurement, construction and operations firm-- as the President of the company's operations in China and Hong Kong, and then as President of Westport Asia. He moved back from Beijing to Westport's headquarters in Vancouver only a few weeks ago.     He has witnessed the changes that China's reform and opening up have brought about. From his perspective, the most notable changes have been "in the areas of legal process in the establishment of new companies and the increased commitment to protect intellectual property."     He said the issues relating to intellectual property have long been a big concern for foreign companies hoping to develop business in China. "They have been important to our investments in China since without assurances on the legal and intellectual property elements of our business, our long term strategies would be unsustainable."     He said a high value on intellectual property has now been seen in China and Chinese partners have developed the awareness of protecting their own intellectual property, adding "their motivation is in line with our motivation."     As for the economic globalization, Sonntag described China's contribution as "immense." He said: "All aspects of our lives are directly or indirectly impacted by China's economic growth. This will undoubtedly continue for many years to come."     He said China has only recently fully understood the implications of its growth on the global economy and is now taking responsibility for the importance of that role. "This presents large opportunities for Chinese and international companies who are cooperating in specific sectors. "     For Westport, he expected the products that its joint ventures in China have manufactured would not only serve the Chinese market, but also the Asian and global markets. "As such many of the companies we currently think of as Chinese will become global players in the many industries and sectors in which they operate."

BEIJING, Aug. 29 (Xinhua) -- Drink or drive? This is a dilemma for many Chinese in a society soaked in a centuries-old drinking culture which is now travelling in private motor cars.     For Liu Kun, a 25-year-old media worker in Beijing, the choice is simple and there is only one answer - she won't even have a sip of beer before she drives.     "I didn't treat it (drink driving) seriously before," said Liu, who has been driving for three years. "But now I obey the rules strictly."     Liu is one of many Chinese motorists sobering up and thinking twice about their onetime drinking and driving. This situation has been brought about by a spate of serious drink driving accidents in China, including fatalities. The situation has sparked a public outcry.     Chinese police launched a two-month nationwide crackdown against driving under the influence (DUI) two weeks ago, following a series of shocking cases in which drunk drivers killed pedestrians. By Friday, 28,880 drivers had been caught and punished for DUI, the Ministry of Public Security said.     Kong Linnan, a 25-year-old Beijing resident, said: "Drink drivers should be severely penalized. They are irresponsible about their own lives, let alone others."     Besides changing attitudes, the crackdown has brought about an unexpected boom to once sluggish businesses, such as drive-home services that help carry home drinkers by contracting relief drivers.     He Jin, chief executive of the Beijing Benaoanda Drive-back Company, said his company had carried home more than 110 customers every day in the past week, 20 times more than five years ago when his service was established. The company charges 80 yuan (12 U.S. dollars) for each journey.     Now about seven or eight companies in Beijing are providing similar services, He said.     "Taking a cab is a cheaper way to carry a drinker back home. But many taxi drivers are rather reluctant to do it," said He.     Zhang Changyun, a Beijing taxi driver, said, "They always throw up in my cab. It's nasty. I can't use my cab for the whole day." Zhang always refuses to carry those who have been drinking heavily.     "That's our advantage. Car owners don't have to come back to the restaurants to retrieve cars in next day," He said.     China's population, a large alcohol consumer, is now rapidly becoming mobile, putting more strain on controlling drink driving. He often did not handle drinking well, but often had his arm twisted to drink alcohol at business banquets.     Yi Rong, Gao's wife, said that tighter DUI law enforcement helped lessen the worries of drivers' families.     "I'm so happy that China's alcohol culture is starting to change," said Yi.          BOOMS AND WORRIES     Alcohol-free beer is also doing well because of the crackdown. Many restaurants now sell this beer which contains less ethyl alcohol.     Yu Li, manager of Veganhut, a health restaurant in Beijing's Central Business District, said, "We sell only alcohol-free beer and it's selling well. It's a new trend in dining."     Ding Guangxue, deputy chief executive of the Yanjing Beer Group, said the brewerery's output of alcohol-free beer was more than 4 million bottles this month, registering a 10 percent year-on-year increase.     But alcohol-free beer is not totally free from ethanol. "Two bottles may raise your blood alcohol to the limit," said Ding.     The crackdown is also worrying China's catering industry which makes large profits out of liquor, since beer sold at a restaurant can be priced four times higher than in a supermarket.     Zhang Zhenjiang, general secretary of Beijing Association for Liquor and Spirits Circulation, said, "We're worried that tighter control could dent profits and raise costs."     "Alcohol-free has only a small share of sales. It cannot replace ordinary liquor," said Zhang.     On the Internet, some netizens are suggesting restaurants be obliged to dissuade their driving customers from drinking.     But Fu Guiping, a corporate lawyer with Beijing Huatian Catering Group, said liquor outlets had no power or obligation to manage affairs that should be carried by the law enforcement sector.     "It's unfair to put responsibility on the shoulders of businesses," said Fu. "It calls for efforts from all walks of life."

KAMPALA, Aug. 5 (Xinhua) -- Chinese Special Envoy on African Affairs Liu Guijin on Wednesday called for concerted efforts to be made especially by western countries toward an early ending of Darfur crisis in western Sudan through negotiations between warring parties.     "There is no military solution on the ground. The only possible solution to Darfur problem is the political process," Liu told reporters in a press briefing held here at the Chinese Embassy.     "We need a comprehensive approach to address the problem. To have embargoes or sanctions will not solve the problem," he said during a two-day visit here.     Liu said that China has been extensively involved in facilitating the peace process in Darfur by persuading the Sudanese government to show more flexibility, which has led to Sudan's acceptance of a hybrid peacekeeping mission in the region led by the African Union (AU) and the United Nations (UN).     He further urged his western colleagues, who seem to have more access to and influence on rebels, to spare no effort to bring them to the negotiation table.     "We appeal to our western partners to exert more influence to convince the rebels to agree and come to the negotiating table with the government of Sudan," he said.     The smooth implementation of the Darfur Peace Agreement (DPA) and the Comprehensive Peace Agreement (CPA) reached between northern and southern Sudan is the only means to achieve total and sustainable peace in the country, he noted.     The envoy said he fully supports the position taken by the AU and the Arab League on the arrest warrant for Sudanese President Omar al Bashir issued by the International Criminal Court (ICC) in March this year.     The warrant details charges of crimes against humanity and war crimes committed during the conflict in Darfur.     The AU has decided not to cooperate with ICC before an independent investigation is done by former South African President Thabo Mbeki.     "We criticize such move and refuse to cooperate with it. The position of the Chinese government is in compliance with the AU and the Arab League position," Liu said, noting President Bashir has a significant role to play in the implementation of CPA and DPA.     "President Bahir has played a very key role in DPA and CPA. How can you implement them without the involvement of the Sudanese government? If you want peace to be realized in Sudan, the government is a must in this process," he said.     On the concern that the deteriorating relationship between Sudan and neighboring Chad could further impede the peace process in Darfur, Liu said China has been mediating between the two countries to normalize their bilateral relations.     In his recent visits to the two countries, he had tried to persuade the two sides that normalizing the bilateral relationship is for their mutual and shared interests, Liu said. 

RIGA, Sept. 1 (Xinhua) -- Chinese Vice Premier Hui Liangyu met with Latvian President Valdis Zatlers and Parliament Speaker Gundars Daudze here on Tuesday.     In his meeting with Zatlers, Hui said the China-Latvia relations have been developing smoothly in recent years. The two sides have maintained high-level contacts and strengthened mutual political trust. BEIJING, Aug. 8 (Xinhua) -- East China is bracing for typhoon Morakot's approach after it slammed into Taiwan Friday night.     Weather forecasters said late Saturday Morakot was likely to land on the coast from Cangnan, Zhejiang province, to Xiapu, neighboring Fujian province, between 8 a.m. and 10 a.m. Sunday. Although the typhoon this year is expected to weaken to a tropical storm before it arrives in the Chinese mainland, it was packing winds of 137 kilometers an hour at 7 a.m. Saturday and churning northwestwards at a speed of 15 to 20 kilometers an hour. The urban area of Linbian Township in Pingtung County of southeast China's Taiwan, is flooded Aug. 8, 2009, because of heavy rainfall brought by typhoon "Morakot".     It has already unleashed torrential rain in Fujian where, at five sites, water levels have been recorded at 0.02 to 0.66 meters above warning levels. Fewer sellers appeared in the county's vegetable market. Fishing boats moor at a port to avoid the approaching Typhoon Morakot in Jinjiang, southeast China's Fujian Province, Aug. 8, 2009."The fields were flooded," said Li Sailian, a vegetable seller.     "Strong winds broke the ropes tying down the horsebeans, and the crown daisies (chrysanthemum greens) were destroyed," she said.     Li brought all her available stock to the market, fearing the storm would destroy it completely.     In downtown Fuzhou, where several big trees have already been toppled by gale-force winds, people were rushing to supermarkets for necessities before the typhoon arrived.     All flights from Saturday noon onwards at the airport in Fuzhou were cancelled, leaving more than 120 passengers stranded. Airport staff were helping with refunds.     Seventeen of the 312 flights to and from the airport in coastal Xiamen city were cancelled, most of which were heading to Anhui, Guangdong and Taiwan.     In Putian City, also in Fujian, all scenic sites and ports have been closed and school classes suspended. A team of 26,222 people has been formed and equipped with flood-control materials, said Huang Dongzhou, director of the city's flood control office.     All of the city's 7,168 fishing ships have returned to harbor, Huang said.     The province's Ningde city is strengthening its defences to bear the brunt of Morakot, local meteorological authorities said.     People there are also reinforcing reservoirs with bricks and stones. Water in the city's 20 major reservoirs is only at 54 percent of their combined capacity, so officials with the flood control office said they think the rainfall will help with drought relief, as long as proper measures are taken to ensure safety.     Residents are also busy reinforcing their own houses.     Chen Kongsheng, a 61-year-old man, has attached four large rocks to the girders of his house, so that the typhoon "won't tear off his roof".     About 118,000 people in the city have been evacuated, said Chen Rongkai, Communist Party chief of the city.     Ningde has readied 103 rescue boats, 15 rafts and 8,300 life jackets to help people affected by the typhoon.     EFFORTS AND TROUBLES ELSEWHERE     In adjacent Zhejiang Province, rainfall exceeded 50 millimetres on 6.8 percent of the province's land on Friday night. The highest reading was 110 millimetres in Cangnan county bordering Fujian.     An expressway from Wenzhou of Zhejiang to Fujian was closed for 12 kilometers, while another from Hangzhou to Anhui Province was cut by landslides. Morakot also overturned cars and cut power supplies.     WAVE ALERT LEVEL RAISED     On Saturday afternoon, the National Marine Environmental Forecasting Center upgraded its alert level for both stormy tide and sea wave from "orange" to "red", the highest level.     The center said as a result of Typhoon Morakot, the stormy tide along the coast of Zhejiang Province and northern part of Fujian Province would be 0.5 meters to 1.8 meters high until Sunday afternoon.     The sea in southern part of the East China Sea and Taiwan Strait will be very rough, with monster waves as high as eight meters, the center warned.     Other coastal areas from Shanghai to Guangdong Province will all experience abnormally high waves, from 2.5 meters to six meters high, it said.     China adopts a four-grade warning system for stormy tide, tsunami, sea ice and sea wave, which uses four colors (red, orange, yellow and blue) to indicate different levels of emergency.

BEIJING, Aug. 10 (Xinhua) -- China's home prices continued to rise in July as bank loans surged and the country's economy improved.     Home prices in 70 large and medium-sized Chinese cities rose 1 percent in July from a year earlier, according to a joint statement issued Monday by the National Development and Reform Commission and the National Bureau of Statistics. The prices climbed 0.9 percent from June, which saw a 0.8 percent gain over May.     Prices of new homes in the listed cities rose 0.3 percent year on year in July, and 1.1 percent from June. New home prices increased in 43 cities, including eastern Ningbo City and northwestern Yinchuan City, which saw growth rates of 6.4 percent and 5.4 percent respectively. The rise was1.7 percentage points higher than the first six months.     Over the same period, the floor area of property sold stood at 417.55 million square meters, up 37.1 percent year on year. China would cement friendship and cooperation with the Islamic countries based on the Five Principles of Peaceful Co-existence, President Hu Jintao told visiting Abu Dhabi's Crown Prince Mohammed bin Zayedal-Nahayanon, Aug. 14, 2009    Abu Dhabi is the capital of the United Arab Emirates (UAE), which is now China's second largest trading partner and important supplier of energy resources in the Arab world.     China and the UAE have enjoyed political trust, mutual support and reciprocal trade cooperation since they forged diplomatic ties25 years ago, said Hu, adding they have also maintained consultations on international and regional issues.     "We appreciate the UAE government for its adherence to the one-China policy, as well as its support on the Taiwan issue and the issues concerning Tibet and Xinjiang," Hu said.     The president said the two countries were facing new opportunities for furthering relations, and China would work with the UAE to enhance cooperation to benefit the two countries and peoples. Chinese Premier Wen Jiabao meets with Abu Dhabi's Crown Prince Mohammed bin Zayedal-Nahayan, Aug. 14, 2009.Chinese Premier Wen Jiabao also met with the crown prince on Friday.     Wen said common ground has increased between China and the UAE in coping with the global financial crisis, and both sides should take effective measures to expand cooperation in energy, trade, investment and financial fields.     He said China would like to actively consult with the Gulf Cooperation Council (GCC) for early consensus on signing a free trade pact.     The guest, who is making his first China tour since he became crown prince, said the UAE hoped to establish strategic cooperation with China in trade, oil and petrochemical fields.     He said the July 5 riot in Xinjiang was China's internal affairs, and his country supported the Chinese government's efforts to safeguard national unity, security and stability.     Friday evening, Chinese Vice President Xi Jinping and Bin Zayedal-Nahayan witnessed the signing of several cooperative agreements including one on setting up a bilateral political consultation mechanism.     During their hour-long talks, Xi proposed to establish China-UAE strategic partnership in the energy field, and expand cooperation in trade, investment and infrastructure construction.     "China is willing to cooperate with the UAE in gas and petrol exploration and the utilization of recycling energy," Xi said.     He urged the two countries to further consolidate political trust, boost cultural and educational cooperation and facilitate the China-GCC free trade area negotiation.     In response, Bin Zayed al-Nahayan told Xi his country firmly backed every measure China took to safeguard national stability and unity, and was ready to cement trade and energy cooperation with the country.     Xi also thanked the UAE for its firm support on issues concerning China's core interests, and for its aid to China after the 8.0-magnitude quake last year.
