WASHINGTON, Dec. 8 (Xinhua) -- The Pentagon said Monday that five detainees at U.S. Naval base in Guantanamo Bay, Cuba, want to confess to conspiracy charges for planning the 9/11 attacks.     Khalid Sheikh Mohammed, the "architect" of the attacks, and four co-conspirators asked a military judge if they could withdraw all pending motions and plead guilty, Pentagon spokesman Gail Crawford told reporters.     The judge accepted the request but ruled that "competency hearings" are first needed for two of the five, Mustafa al Hawsawi and Ramzi bin al Shibh, because "questions exist as to their competency to stand trial," he said.     Meanwhile, Denis McDonough, a senior adviser to President-elect Barack Obama, told media that no decisions have been made by Obama about what to do with the 255 inmates presently held at Guantanamo.     "There is no process in place to make that decision until Obama's national security and legal teams are assembled," he said.     Sources close to Obama team said the incoming administration is considering putting some of the inmates on trial in existing federal courts, setting up a special national security court to deal with cases involving sensitive intelligence, and releasing other inmates.

JINGGANGSHAN, Jiangxi Province, Jan. 25 (Xinhua) -- Chinese President Hu Jintao visited the eastern province of Jiangxi on Saturday and Sunday, calling on revolutionary veterans and model workers ahead of the Lunar New Year, China's most important holiday for family gatherings. It was the sixth year in a row that the president spent the holiday outside Beijing with ordinary citizens.     Hu, also general secretary of the Communist Party of China (CPC) Central Committee, visited veterans who had served in the Red Army and people in the city of Jinggangshan. BEIJING, Oct. 17 (Xinhua) -- Vice President Xi Jinping expressed the hope to further boost exchanges between the Communist Party of China (CPC) and the French Union for a Popular Movement (UMP) here Friday.     "As ruling parties of respective countries, the CPC and UMP both face the challenges from domestic reform and economic globalization," Xi told Patrick Devedjian, UMP general secretary, during their meeting here. BEIJING, Jan. 5 (Xinhua) -- Chinese exporters face an increased risk of not being paid for their goods as foreign banks run out of cash and some overseas importers evade paying debts, China's Ministry of Commerce (MOC) warned Monday.     "The cases of malicious debt evasion and breach of contracts by importers in certain countries or regions are on the rise," said the ministry in a notice. It attributed the phenomenon to the impact of the deepening global financial crisis.     The MOC urged local governments, guilds and overseas Chinese businesses to more closely monitor the credit of foreign importers.     Priority should be placed on tracking the credit ratings of foreign lenders, it said.     The ministry also called on local governments to support the development of export credit insurance and encourage exporters to carry such insurance by reducing premiums.     From January to November last year, China Export & Credit Insurance Corporation (SINOSURE) provided 56.5 billion U.S. dollars of guarantee for exporters against credit risks such as payment default. That is 63.6 percent higher than the same period a year earlier. The reason for the increase is that more exporters sought insurance, company figures show.     SINOSURE is China's only policy insurance company undertaking export credit insurance.     In that period, SINOSURE paid 210 million U.S. dollars of indemnities, up 174.5 percent from the same period of 2007.     In December, the insurer reduced credit ratings for a record 48countries, including the United States. A total of 191 countries were reappraised in December.

It was initiated by the CPC in 2003 and written into the CPC's constitution during the 17th National Congress of the Party in 2007.     The principles emphasize a people-first approach, while requiring comprehensive and sustainable development with a dual emphasis on speed and quality.     In September, the CPC launched an 18-month educational campaign, asking all Party cadres and officials to study the principles while applying them in their own work.     Xi Jinping said the annual Central Economic Work Conference, which concluded on Wednesday, had made a full plan on maintaining stable and healthy growth next year through domestic demand expansion and economic restructuring.     He said central government organs, often as key policy makers, should check whether shortcomings in their own work had hindered the implementation of the key policies.     "At present the top task for us is to identify and solve those shortcomings that could have negative impacts on economic growth, vital interest of the people and social stability," he said.

LONDON, Feb. 2 (Xinhua) -- Airbus and Xi'an Aircraft Industry Company (XAC) signed a cooperation agreement here on Monday to have the A320 Family wing "fully completed and tested" in China.     The agreement signed by Brian Fleet, Airbus senior vice president, and Meng Xiangkai, president of XAC, in London, in the presence of the visiting Chinese Premier Wen Jiabao and his British counterpart Gordon Brown.     According to this fourth phase of the agreement, the wing equipping and testing will be done in Tianjin in a facility to be newly built close to the A320 FALC by XAC, a wholly owned subsidiary of China Aviation Industry Corporation (AVIC).     The fully equipped and tested wings will be directly delivered to the nearby Final Assembly Line.     The wing box structures assembled by XAC in China are now completed at Airbus' Broughton site, before being transported to the Final Assembly Line in China.     The wing equipping operations are expected to start at the end of 2009, followed by the first delivery of a fully equipped set of wings in the first quarter of 2010.     "With this project, Airbus is fulfilling its support to the cooperation agreement regarding A320 China wing manufacture," said Fleet.     He said that having this facility close to the FALC is the most efficient industrial solution which will save transportation costs, reduce lead-time and risks in handling, and ensures quicker response time to our customers.     Meng said that "I am confident that we will also be successful with this fourth phase, after successes in the first three phases."
