BRUSSELS, Oct. 7 (Xinhua) -- China will work with Belgium to improve political trust and substantial cooperation to make new progress in bilateral ties, Chinese Vice President Xi Jinping said here Wednesday.     During talks with Belgian Prime Minister Herman Van Rompuy, Xi put forward a four-point proposal to cement bilateral ties:     -- To maintain high-level contacts and political dialogues. China welcomes King Albert II to participate in the 2010 Shanghai Expo and hopes the governments, parliaments and political parties of the two countries to increase exchanges for more understanding and trust;     -- To consider the core interests and concerns of each other. PYONGYANG, Oct. 5 (Xinhua) -- Chinese Premier Wen Jiabao and Kim Jong Il, top leader of the Democratic People's Republic of Korea (DPRK), held talks here on Monday and reached important consensus on China-DPRK relations and the promotion of a nuclear-free Korean Peninsula.     Premier Wen extended sincere greetings and best wishes to Kim on behalf of Chinese President Hu Jintao.     The hard-earned friendship and friendly cooperative relations achieved by the joint efforts of several generations of the two countries conform to the aspiration of the two peoples, Wen said, adding that the two nations should pass on the friendship from generation to generation.     China is willing to work with the DPRK to maintain high-level exchanges, deepen pragmatic cooperation, strengthen coordination on major issues, and push forward the good-neighborly and friendly cooperative relations, he added.     Kim asked Wen to relay his greetings to Chinese President Hu. BEIJING, Aug.3-- China's steel industry association said on Friday that it plans this year to unify the spot and long-contract prices for the country's iron ore imports.    It will also set a ceiling for charges levied by import trading firms, as part of an effort to regulate the market.     The proposal was the top item of discussion at the steel industry body's two-day semiannual meeting, said Luo Bingsheng, deputy chairman of the China Iron and Steel Association (CISA), at a press conference.     The term prices negotiated with global miners should become a benchmark unified price, and the import agencies could charge 3-5 percent in commission on top of the term prices, Luo said.     The move aims to regulate excess iron ore import by steel makers and trading firms, which distorted the supply and demand balance and disrupted the annual contract talks, Luo said.     The price talks, which are continuing, appeared to be snagged on China's insistence upon bigger reductions than the 33 percent cut agreed to earlier with Japanese and Korean steel mills. News reports and industry analysts say China wants a 40 percent price cut.     Luo said foreign iron ore suppliers promoted massive sales on the spot market, leading to huge stockpiles.     Spot iron ore accounted for 82.7 percent of imports this year, leading to excessive imports that far exceed actual needs, the CISA said.     Luo made the remark as the spot price of iron ore in China surged above the contract prices offered by three large miners - Rio, BHP and Vale.     Benchmark spot prices of iron ore in China rose above 0 a ton on Thursday, as compared with a ton in April, according to industry consultant Mysteel.     Iron ore imports rose 29.3 percent year on year, to 297 million tons, in the first half of this year, while traders imported 131 million tons, up 90.4 percent from last year.     There are 152 iron ore importers in China this year, exceeding the 112 licenses that CISA issued, the association said.     Luo said the annual talks were ongoing and CISA would keep working to push them forward.     "We are working for a reasonable result and hope to reach a win-win situation," Luo said.     "For small steel companies, a unified price system is definitely good news," said Fan Haibo, a steel analyst from Xinda Securities. "Large steel mills and trading companies have made huge profits by selling iron ore to small steel factories who do not hold import license."     "But how to define which firms have 'agent license' seems essential. Giving them the privilege is akin to guaranteeing a business always makes a profit," he said.

GUANGZHOU, Oct. 18 (Xinhua) -- Continuous severe drought over the past months has stunted rice crop, threatened reserviors and left hundreds of thousands of people short of drinking water in southern Chinese provinces.     In the southern Guangdong Province, where the precipitation in the first 10 months this year has reported a 14 percent drop compared with the average level of the past years, more than 55,000 hectares of cropland are affected and 50,000 people are facing difficulties in getting drinking water because of the drought.     Water level in Guangdong's reservoirs continued to drop. According to Guangdong Provincial Flooding and Drought Relief Headquarters, the water conservancy in Guangdong's 32 key reservoirs has reported a year-on-year decrease of 2.34 billion cubic meters.     The drought is continuing to take a toll on agricultural production in the province.     "I have never seen such a severe drought in my life," said a 73-year-old farmer in Zhoutian Township, Shaoguan City. "A great deal of crops have been damaged."     There have also been concerns of further crop damage as drought harms crop's ability to weather the winter.     In Nan'ao Island in Shantou City, home to more than 70,000 people, drought has brought inconveniences to local residents' daily bath and laundry.     The drought has left more than 70,000 people in Zhangzhou City in the southeastern Fujian Province short of drinking water.     Local hydraulic experts attribute the water shortage to the lingering drought as well as the water conservancy facilities' construction which lagged far behind the industrialization and urbanization.     In the central Hunan Province, low water level in Dongting Lake, China's second largest fresh water lake, has forced local fishermen into idle.     "October used to be a 'golden season' for fishing in the lake," said Gong Jianmin, a local fisherman. "But now we cannot go out to fish since the low water period has come early this year because of the drought."     In the eastern Jiangxi Province, the average precipitation since Sep.1 has seen a year-on-year 66-percent drop. Most cities and counties in Jiangxi have reported drought.

BEIJING, Aug. 13 (Xinhua) -- Chinese food and drug regulators are required to report food accidents to their superiors and local health authorities within six hours, according to a government draft regulation Thursday.     The draft, issued by the State Food and Drug Administration (SFDA), demands that once accidents occur involving 30 or more people, food and drug regulators at or above the county level should report them to their superiors and local health authorities within six hours.     With regard to food safety accidents that occur on campuses, during important nationwide festivities, involve 100 people or more, or kill one or more people, food and drug regulators should not only abide by the "six hour regulation," but also report them to the SFDA "in a timely manner," according to the draft.     Catering service runners, should they find food accidents, are asked to immediately stop using all suspicious food and cooking facilities and protect the site. They are also required to report to medical authorities and food regulators at or above the county level within two hours.     The draft regulation also stipulates that heads at schools, companies or government organs will be held accountable if food accidents occur twice in one year in their cafeterias.     The SFDA also asked food and drug regulators at all levels to formulate emergency plans to deal with food accidents based on local conditions.

NANJING, Aug. 15 (Xinhua) -- An antiwar cartoon exhibition displaying works by 110 Japanese artists opened in the eastern Chinese city of Nanjing Saturday to mark the 64th anniversary of Japan's surrender in World War II.     The exhibition, jointly organized by the Memorial Hall of the Victims of the Nanjing Massacre and the Japanese non-governmental association of "My Aug. 15," will last three moths.     About 160 cartoon works will be displayed, the first time the exhibition is held outside Japan, the organizers said.     Most of the authors of the cartoons were born before Aug. 15, 1945 and had deep memories about the war. In addition, many of them lived in different parts of China with their parents at that time and learned of the news of Japan's surrender in China. Many years later, they produced a group of works with the theme of "My Aug. 15," conveying their condemnation about the war atrocities and reflection on the militaristic brutality.     The exhibition was divided into four parts according to the authors' ages when Japan surrendered, "above 16," "8-15," "5-7" and "below four."     Nine prestigious Japanese cartoonists, along with about 100 people from several Japanese NGOs, attended the opening ceremony of the exhibition Saturday.     "It tells a true story," said 70-year-old artist Kenji Morita, pointing to his own work "Thanks to Adoptive Chinese Parents."     "Although Japan was an invader, many Chinese parents still helped raise Japanese children orphaned by the war," he said.     Leading Japanese manga artist Tetsuya Chiba also recalled the war past he experienced in China.     "I was in Shenyang (capital of northeast China's Liaoning Province) the day when Japan's surrender in World War II was announced by the late Emperor Hirohito over radio. I was only six then, and I couldn't really understand what happened," Chiba told Xinhua.     "I didn't manage to return to Japan immediately, so I spent a very hard year in China after Japan's surrender. But I met a very nice Chinese couple, they gave me food even when they didn't have enough to eat. When we separated, they gave me a blanket. I kept the blanket for years until I met their offspring," he said.     "Aug. 15 is a meaningful day for both China and Japan, whether to mark the victory or to introspect the war. The day reminds us to be against wars," he added.
