NEW YORK, Sept. 22 (Xinhua) -- Chinese President Hu Jintao met his U.S. counterpart Barack Obama here on Tuesday to exchange views on bilateral ties and other important issues of common concern. GUANGZHOU, Oct. 18 (Xinhua) -- Continuous severe drought over the past months has stunted rice crop, threatened reserviors and left hundreds of thousands of people short of drinking water in southern Chinese provinces. In the southern Guangdong Province, where the precipitation in the first 10 months this year has reported a 14 percent drop compared with the average level of the past years, more than 55,000 hectares of cropland are affected and 50,000 people are facing difficulties in getting drinking water because of the drought. Water level in Guangdong's reservoirs continued to drop. According to Guangdong Provincial Flooding and Drought Relief Headquarters, the water conservancy in Guangdong's 32 key reservoirs has reported a year-on-year decrease of 2.34 billion cubic meters. The drought is continuing to take a toll on agricultural production in the province. "I have never seen such a severe drought in my life," said a 73-year-old farmer in Zhoutian Township, Shaoguan City. "A great deal of crops have been damaged." There have also been concerns of further crop damage as drought harms crop's ability to weather the winter. In Nan'ao Island in Shantou City, home to more than 70,000 people, drought has brought inconveniences to local residents' daily bath and laundry. The drought has left more than 70,000 people in Zhangzhou City in the southeastern Fujian Province short of drinking water. Local hydraulic experts attribute the water shortage to the lingering drought as well as the water conservancy facilities' construction which lagged far behind the industrialization and urbanization. In the central Hunan Province, low water level in Dongting Lake, China's second largest fresh water lake, has forced local fishermen into idle. "October used to be a 'golden season' for fishing in the lake," said Gong Jianmin, a local fisherman. "But now we cannot go out to fish since the low water period has come early this year because of the drought." In the eastern Jiangxi Province, the average precipitation since Sep.1 has seen a year-on-year 66-percent drop. Most cities and counties in Jiangxi have reported drought.
URUMQI, Sept. 5 (Xinhua) -- The party chief of Urumqi and police chief of northwest China's Xinjiang Uygur Autonomous Region were removed from their posts Saturday. The removal came after the July 5 riot in Urumqi which left 197people dead and following syringe attacks in the city that caused panic among the public. Li Zhi, 59, secretary of the Urumqi Municipal Committee of the Communist Party of China (CPC), was replaced by Zhu Hailun, 51, secretary of the CPC Xinjiang Autonomous Regional Political and Legislative Affairs Committee, according to a decision by the CPC Xinjiang Autonomous Regional Committee and approved by the CPC Central Committee. Li was appointed the Urumqi party chief in November, 2006. Also on Saturday, Xinjiang's police chief Liu Yaohua was replaced by Zhu Changjie, party chief of Xinjiang's Aksu Prefecture. SYRINGE ATTACKS Fresh protests broke out this week after hundreds of Urumqi residents reported that they were stabbed by syringes. Five people were dead and at least 14 people hospitalized over injuries in the protests. Tens of thousands of people took to the streets to protest against the syringe attacks and demand security guarantees. By Thursday, local hospitals had dealt with 531 victims of hypodermic syringe stabbings, 106 of whom showed obvious signs of needle attacks. Chinese military medical experts on Saturday ruled out the possibility that radioactive substance, anthrax and toxic chemical were used in recent syringe attacks in Urumqi City. "According to the preliminary test results, such possibilities can be ruled out," said Qian Jun, director of Disease Control and Biological Security Office with China's Academy of Military Medical Sciences. Qian said he, along with other five medical experts from the military, had examined medical records of more than 200 victims since Friday. Samples had been sent to Beijing for further test, Qian added. Xinjiang police has captured 25 suspects amid the syringe scare, of whom seven are in police custody, four were arrested and four others were referred for criminal prosecution. Four suspects, three men and one woman, have been prosecuted for endangering public security, said Wutkur Abdurahman, procurator general of the city's procuratorate Saturday. The four, all from the Uygur ethnic group, were involved in three cases. Two suspects threatened a taxi driver with a syringe and robbed him, one suspect allegedly inserted a pin into a woman's buttock at a roadside fruit stall, and the other injured police when resisting arrest with a syringe that contained drug. SOCIAL ORDER BACK TO NORMAL Xinhua reporters witnessed Saturday that most of the buses in Urumqi had resumed operation. People could be seen on buses, some of which were even a bit crowded. Many were waiting at bus stops. A large number of customers could be seen at the Carrefour Supermarket at Nanhunanlu Road. Long queues were seen in front of the cashiers at noon. In Hepingnanlu Road and Xinhuananlu Road, areas mainly inhabited by people of Uygur ethnic group, shops on both sides of the roads have resumed operation. Situation in Urumqi came under control Friday, as there were no major protests in the city. Small crowds, which gathered "in a fewlocations," were soon dispersed, said Executive Deputy Mayor ZhangHong. NANNING, Sept. 2 (Xinhua) -- Authorities in south China's Guangxi Zhuang Autonomous Region announced Wednesday the addition of 20 million yuan (2.94 million U.S. dollars) to a fund financing efforts to fight drought as hot, dry weather maintains its grip on the region. The Flood Control and Drought Relief Headquarters in Guangxi simultaneously launched a drought control response mechanism which requires local departments such as weather, water resources and power supply to cooperate closely to guarantee success of the efforts to fight drought. According to the local weather department, Guangxi suffered its hottest weather in 58 years from Aug.1-30, with the temperature averaging 28.9 degrees Celsius. The south Chinese region has had 1,152 mm of rainfall in the past eight months, a drop of 12.7 percent from the average level for the same period in normal years. It had rainfall of only 91 mm last month, down 57 percent from the average level for the same month in normal years. The Flood Control and Drought Relief Headquarters in Guangxi said 638,500 people, plus 299,200 livestock had been suffering from water shortages. And 280,850 hectares of cropland affected because of hot weather and less rain, included 598 hectares of crops that died in the arid conditions. The regional weather service's forecast Monday said Guangxi's drought would continue during the coming week. Guangxi has already made great efforts in drought control. More than 53.41 million yuan (about 7.86 million U.S. dollars) has been set aside so far. The region's department of water resources has dispatched five working groups to areas such as Laibin, Chongzuo, Wuzhou, Hezhou, Hechi, all in Guangxi, to supervise or guide drought control efforts. Zhong Xiangting, the department's chief, said the region had since late August mobilized more than 1.71 million people to fight drought, which has helped irrigate 148,470 hectares of crops and temporarily solve water shortages faced by 390,280 people and 193,110 livestock.
BEIJING, Aug. 20 (Xinhua) -- Chinese mainland authorities have promised ethnic minority groups in Taiwan preferential assistance in trade, tourism and other sectors to promote the island's economic and social development after the devastating Typhoon Morakot. Minister of Commerce Chen Deming said in meeting a Taiwan delegation led by politician Kao Chin Su-mei on Thursday that the ministry would lead mainland entrepreneurs to visit the island's areas inhabited by ethnic minorities to purchase local products. The ministry would also encourage mainland commercial distributors to buy more agricultural products from Taiwan and help the Taiwan minorities participate in trade fairs on the mainland, Chen said. Shao Qiwei, director of China's National Tourism Administration, told the Taiwan delegation that his administration would extend existing travel routes to areas where Taiwan's ethnic minorities live. Shao suggested that the reconstruction work in the typhoon-hit minority area should also be combined with tourism development. BEIJING, Oct. 17 (Xinhua) -- The Communist Party of China (CPC)Central Committee Saturday congratulated the Kuomintang (KMT) plenary congress, expecting deepening trust, more exchanges and common understanding across the Taiwan Strait. The KMT held its 18th plenary congress Saturday morning, at which Taiwan leader Ma Ying-jeou officially assumed the position of KMT chairman. In a statement to the KMT Central Committee and Ma Ying-jeou, the CPC Central Committee expected the two parties to stick to the"common wish for peaceful cross-Strait development". BEIJING, Aug. 5 (Xinhua) -- Tropical storm Goni has brought huge rainfall to south China after it landed early Wednesday morning in Taishan of south China's Guangdong Province. Downpours drenched most parts of Guangdong and neighboring Fujian province, with a hydrological station in Guangdong reporting precipitation of about 400 mm. The weakening Goni is moving westward slowing and is expected to bring downpours to west Guangdong from Thursday to Friday. Maritime affairs department in the southern island province of Hainan said Tuesday that it had issued an emergency warning to 20,000 fishing vessels in the South China Sea, calling them to harbor. Another tropical storm, Morakot, has strengthened into typhoon and is expected to make a landfall from late Friday to Saturday in central and northern Fujian, weather forecasters said. Local authorities have put in place emergency plans to evacuate residents amid other efforts to reduce losses from Morakot, the 8th typhoon this year. Severe rainstorms also wreak havoc in other parts of the country Wednesday. In Suichuan, eastern Jiangxi province, flash flood washed down five houses and killed at least three people. Rain-related disasters also killed two in the southwestern Guizhou province and another two in neighboring Chongqing municipality.
