NAIROBI, May 4 (Xinhua) -- Kenya and China vowed to strengthen bilateral cooperation on Monday during a meeting between senior officials of the two friendly countries.     Wang Jiarui, visiting minister of the International Department of the Communist Party of China (CPC)'s Central Committee, said the Chinese ruling party would engage Kenya's political parties --the Orange Democratic Party-Kenya, the Party of National Unity and the Orange Democratic Party in support of the stability of the Kenyan Grand Coalition Government.     Wang said his country valued the eastern African nation as an important partner in the continent.     "Our bilateral relation is very cordial as this has been demonstrated by sincere trust and mutual cooperation between the two countries. We also expect to explore inter-party cooperation to enable the two countries exchange views and address issues of mutual interest," Wang said in talks with Kenyan Vice President Kalonzo Musyoka.     He said the Sino-Kenyan friendship dates back to ancient times and that the past four decades of bilateral diplomatic ties have witnessed great development of friendship and successful cooperation in such fields as politics, infrastructure and trade, as well as mutual support in international affairs.     "We will work with the three parties that form the ruling coalition government. We know that these three parties are key to the stability of this country. Without stability there can be no development," he said.     Musyoka expressed thanks for China's assistance for Kenya in the past years and introduced Kenya's efforts to push forward regional peace, stability and integration.     Musyoka said Kenyan political parties have a lot to learn from CPC in spurning economic growth.     "I am aware that China's booming economy is largely inspired by the effective management of the CPC of the country's economic affairs," he noted.     The vice president said Kenya and China will work together to find ways of resolving the challenges facing their citizens.     He also thanked China for refurbishing the road linking the Jomo Kenyatta International Airport to the UN headquarters in Nairobi and the construction of stadia in Kenya.     "Today China is constructing various roads across the country including the one from the Jomo Kenyatta International Airport to the United Nations headquarters. China has also oil exploration companies and with all these, we hope to expand other areas of cooperation and reach mutual understanding to enable both sides to benefit," he said.     Musyoka told Wang the east African nation appreciates the huge investment China has put into Kenya's infrastructure.     He expressed hope that more Chinese tourists will visit Kenya as part of efforts to balance trade, while urging China to launch direct flights to Nairobi to help spur economic growth and boost the country's tourism.     Musyoka pledged that the Kenyan coalition government attaches much importance to bilateral relations with China and will further strengthen bilateral cooperation in various fields.

ROME, May 20 (Xinhua) -- China's top legislator Wu Bangguo met here Wednesday evening with Italian Premier Silvio Berlusconi.     Wu is the first chairman of the Standing Committee of the National People's Congress (NPC) who has visited Italy since 1997.     Before meeting with Berlusconi, Wu also met with Italian Senate President Renato Schifani Wednesday morning and signed an agreement on establishing a mechanism of regular exchanges between the Chinese NPC and the Italian Senate.     During his meetings with Italian leaders in Rome, Wu expressed the willingness of strengthening economic cooperation with Italy as a way to counter the impact of international financial crisis.     In an earlier meeting with Chinese entrepreneurs who are doing business in Italy, Wu said the financial crisis has brought about new opportunities for cooperation between Chinese and Italian companies.     The Italian leaders expressed the willingness to expand cooperation with China in various fields, saying China's economic growth will hopefully provide new energy for the recovery and rally of world economy.     Both sides agreed that the two countries should coordinate their stance on reform of the international financial system and work for an early recovery of global economy from the financial crisis.     China saw an economic growth of 6.1 percent in the first quarter of this year, the lowest quarterly figure in years. Meanwhile, the European Union economy dropped 4.6 percent in the same period.     China and Italy have maintained a sound momentum in bilateral links. The two sides have consolidated political trust and maintained close communication and coordination on major international issues.     Leaders of the two countries have maintained contact on a regular basis. Italian Premier Silvio Berlusconi visited China last October and met with Chinese President Hu Jintao. During the meeting, he said Italy places importance on China's role in international affairs and wish to cooperation with China to counter the impact of international financial crisis.     In recent years, the two countries have kept optimizing structure of trade and expanded investment. Bilateral cooperation in science, technology and environment protection have achieved good results.     China held a Year of Italian Culture last year. In a gesture of embracing China as a huge market and potential source of investment, Italy is to hold a "Year of China" in 2010.     Italy has decided to participate in the 2010 Shanghai World Expo, while it has won the host of the 2015 World Expo. HONG KONG, May 18 (Xinhua) -- China will definitely be able to meet the target of achieving eight percent economic growth in 2009, a senior official of the country's top economic planning body said here Monday.     "Judging from the indicators of the first four months, I do believe it is highly possible to achieve an eight percent growth for the full year. In fact, I believe the target will definitely be met," said Xulin, head of the Department of Fiscal and Financial Affairs of the National Development and Reform Commission.     Speaking at a briefing in Hong Kong, Xu said the basic assessment was that there has been consolidation in the recovery momentum and that the minor slowdown in April, normal as it has been when considering the past experiences, did not necessarily signal a second bottom in the ongoing economic downturn.     Economic planners have been monitoring the economy closely and are prepared to put in place additional measures in the coming months if it is necessary, Xu said.     Post-earthquake reconstruction in Sichuan province was being carried out quicker than previously planned. Small and medium enterprises were receiving financing aid from guarantee programs, Xu told local as well as foreign reporters.     The National Development and Reform Commission will approve 600 billion yuan (88 billion U.S. dollars) of corporate bonds this year as the IPO market remained cool, compared with 236 billion (35 billion U.S. dollars) for 2008, Xu said.     The debt of the Chinese government was about 20 percent of gross domestic product, compared with over 190 percent for Japan, close to 100 percent for the United States and 60 percent on average for the European economies.     The Chinese government has planned a budget deficit of 950 billion yuan (139 billion U.S. dollars) for 2009, which represented about 2.8 percent of gross domestic product.     Xu said the ample resources could sustain heavy government investment to stimulate the economy for several years although "it was not necessary. "The Chinese government will spend more resources to develop public housing programs and a pension system and to push forward the health reform, so as to increase the contribution of domestic consumption to economic growth," Xu said.     "I don't think export can still play the roles as they did in past few years in driving the Chinese economy," Xu said, adding that China, as a responsible player, would like to see a moderately stable yuan.

He said the two sides should carry out dialogues and communication on major issues on the basis of mutual respect of sovereignty and non-interference in each other's internal affairs.     Napolitano said as an important member of the EU, Italy is ready to play a constructive role in the regional bloc and help push for a healthy, stable development of EU-China relations.     Napolitano said China's development will not only benefit the Chinese people, but also contribute to peace and development of the world.     Wu said that China is still a developing country, with its per capita GDP ranking below 100th place in the world. He said China will continue to focus on development by working on economic restructuring and industry upgrading. JOHANNESBURG, April 22 (Xinhua) -- South Africa's progress of the fourth democratic elections proceeded smoothly and orderly despite the cold weather.     Cheerful voters braved a cold snap in South Africa's most fluid and unpredictable post-apartheid elections on Wednesday, with KwaZulu-Natal province the only to report major problems.     It had received reports that 19,121 of the 19,726 voting stations opened on time, the South African Independent Electoral Commission (IEC) said.     IEC Chief Electoral Officer Pansy Tlakula said most of those which did not open were temporary stations affected by problems like the weather. She said the elections were characterized by a "peaceful, tranquil and harmonious" atmosphere. "A carnival mood is prevailing across the country."     "It's been calm and peaceful at the polling stations we have visited so far. it seems the youth have turned up in large numbers, which is very encouraging for democracy," said Balefi Tsie, head of the South African Development Community (SADC)'s Electoral Commission Forum (ECF).     "We wanted to be there when the stations opened to make sure the ballot boxes were empty and all was in order," he said.     The observers were at polling stations 20 minutes before South Africans began casting their ballots and inking their fingers at 7:00 a.m. local time (0500 GMT).     South African political party representatives at the IEC's center in Pretoria were mostly happy with the progress of voting.     "We are very happy so far, there have been no incident reports and there are very few stations still unopened," said Beattie Hofmeyr, the ruling party African National Congress (ANC) representative.     The Democratic Alliance councillor Mike Moriarty said: "The vast majority of stations are working properly."     The Congress of the People representative Juli Killian said there was an "absolute commitment to impartiality" in the IEC's top structures.     However she said that at times this commitment did not filter down to the staff on the ground.     "The challenge for them is to get the district voting officials to support that commitment," she said, adding that the party had received reports of ANC branding at some polling stations.     The United Democratic Movement secretary general Humphrey Nobongoza said his party had received reports that "ballot papers were flying all around" in Cala, Eastern Cape.     "The matter is of serious concern. It means there is a lack of control. It sends a bad signal," he said.     The IEC said about 23 million registered voters, including more than 16,000 overseas voters, would vote to elect a new National Assembly and nine Provincial Legislatures in April 22 elections.

CHONGQING, June 6 (Xinhua) -- Rescuers set off a blast in the debris of a landslide Saturday in an effort to open up a shaft to reach the 27 trapped miners in southwest China's Chongqing Municipality.     Rescuers ignited explosives at 8:07 p.m. at a location calculated by experts to reach the shaft where the miners were believed to be buried.     More blasts are needed as about 1.5 million cubic meters of rock and dirt slumped 600 meters from a nearby mountain Friday afternoon, covering up the entrance to the mining pit.     Experts said ventilation, food and water could not be sent into the shaft and the air underground could only support the miners for about seven days.     Experts are still busy surveying and revising plans of future blasts.     So far, 72 people, including 21 local residents, the 27 trapped miners and 18 miners who worked on the ground, two telecom company workers and four passers-by, remained missing.     The accident happened at about 3 p.m. Friday at an iron ore mining area of Jiwei Mountain in Tiekuang Township, Wulong County, about 170 kilometers southeast of Chongqing's downtown.     Chinese vice-premier Zhang Dejiang inspected the site early Saturday morning, asking rescuers to try their best to save life while avoiding secondary disasters. Experts are called on to find out the causes of the landslide.

SHANGHAI, July 12 (Xinhua) -- China Eastern Airlines on late Sunday announced that it will merge Shanghai Airlines through a shares swap and the two will resume stock trading in Shanghai Monday.     Shanghai Airlines will exchange one of its A shares for 1.3 shares of China Eastern after the former's shareholders are given a 25 percent risk premium, the latter said in a statement filed to the Shanghai Stock Exchange.     Shanghai Airlines Chairman Zhou Chi said on June 30 that the transfer of shares will take about four to five months.     Liu Jiangbo, spokesman of the working team overseeing tie-up affairs, said Shanghai Airlines will become a wholly-owned subsidiary of China Eastern and retain its brand and independent operation.     Liu told Xinhua that the merger has entered a concrete stage after the announcement of the detailed merger plan.     This is a major step to promote the consolidation of regional airlines and to facilitate building Shanghai into an international air and shipping hub, he said.     The merger will give China Eastern, one of China's three state-owned airlines, about 50 percent market share in Shanghai.     China Eastern reported a net loss of 13.9 billion yuan in 2008 because of weak travel demand in the economic downturn and wrong-way bets on fuel prices.     China Eastern and Shanghai Airlines shares have been suspended from trading since June 8 while waiting for the merger talks. China Eastern last closed at 5.33 yuan and Shanghai Airlines closed at 5.92 yuan.     China Eastern is listed in Hong Kong and Shanghai and Shanghai Airlines is listed in Shanghai.
