ALGIERS, Nov. 5 (Xinhua) -- China and Algeria voiced commitment here Wednesday to step up bilateral strategic and cooperative relations and called for intensified cooperation in fields such as infrastructure, energy and resource exploration.     In his meeting with Algerian Prime Minister Ahmed Ouyahia, visiting Chinese top legislator Wu Bangguo called Algeria as "an important cooperation partner," noting that China highly values its strategic and cooperative relations with Algeria.     China and Algeria are both developing countries and share common aspiration to develop their economies to improve the welfare of their peoples, said Wu, Chairman of the Standing Committee of China's National People's Congress (NPC).     He noted that China will join hands with the Algerian side to cement the bilateral cooperation in long-term and strategic perspectives.     He proposed the two nations should work closer in fields such as infrastructure construction, energy, resource exploration and establish an economic and trade cooperation zone.     "We should encourage our enterprises to work together on some big and important projects to improve the quality and level of the China-Algeria cooperation," Wu added.     "The Chinese government will encourage Chinese enterprises to establish business and invest in Algeria, adopt open policy on technology transfer to Algeria and launch various training programs for Algerian personnel in an effort to contribute to Algeria's economic structure adjustment and employment enlargement," the Chinese top legislator said.     Agreeing with Wu's proposal, Ouyahia said that the Algerian government has a sincere will to learn from China and boost bilateral cooperation and mutual investment to help the country's economic transformation and realize sustainable development. BEIJING, Oct. 23 (Xinhua) -- China's top legislature on Thursday started to review a draft law on food safety, which sets stricter food quality standards and demands greater government responsibility.     The draft, which was revised after the recent contaminated dairy products scandal, would ban all chemicals and materials other than authorized additives in food production.     Health authorities are responsible for assessing and approving food additives and setting their usage. "Only those proved to be safe and necessary in food production are allowed to be listed as food additives," the draft says.     Food producers must strictly stick to the food additives and their usage approved by authorities, according to the draft     In the tainted dairy products scandal, melamine, often used in the manufacturing of plastics, was added to sub-standard or diluted milk to make protein levels appear higher. At least three infants died and more than 50,000 were sickened after drinking the contaminated milk.     The draft also prohibits food safety supervision authorities from issuing inspection exemptions to food producers.     China began exempting companies producing globally-competitive products from quality inspections in 2000 to help them avoid repeated examinations and reduce their burden.     The practice encountered severe criticism when it was discovered that many of the companies producing and selling melamine-tainted dairy products had national inspection exemption qualifications.     The draft was tabled to lawmakers at a bimonthly session of the Standing Committee of China's National People's Congress (NPC).

WASHINGTON, Nov. 14 (Xinhua) -- Chinese President Hu Jintao arrived in Washington Friday for a summit to discuss issues concerning financial markets and the global economy.     President Hu, and other leaders from the Group of Twenty (G20) members, have been invited by U.S. President George W. Bush to Saturday's meeting, the first in a series of summits to mitigate what economists predict could be a long and deep downturn.     Later in the evening, the Chinese president is expected to attend a dinner hosted by Bush for all the leaders.     "The leaders will review progress being made to address the current financial crisis, advance a common understanding of its causes, and, in order to avoid a repetition, agree on a common set of principles for reform of the regulatory and institutional regimes for the world's financial sectors," said White House spokeswoman Dana Perino last month in making the announcement of the summit.     At a press briefing last week, Chinese Vice Foreign Minister He Yafei said that China expects to build a fair, inclusive and efficient international financial system.     "We hope to consult with other participants to reform the international financial system and finally try to establish a fair, inclusive and efficient system," He said.     He said that China would take an active part in the summit-related activities in a constructive attitude, work together with all the parties for the achievement of pragmatic outcome, and impel the international community to tackle the financial crisis in a timely, comprehensive and effective manner.     The members of the G20 include Argentina, Australia, Brazil, Britain, Canada, China, France, Germany, India, Indonesia, Italy, Japan, Mexico, Russia, Saudi Arabia, South Africa, South Korea, Turkey, the United States, and the European Union.     The managing director of the International Monetary Fund (IMF),the president of the World Bank, the secretary-general of the United Nations and the chairman of the Financial Stability Forum have also been invited to the Washington summit.     Washington is the first leg of President Hu's five-nation trip. He will later pay state visits to Costa Rica, Cuba, Peru and Greece. HARARE, Dec. 23 (Xinhua) -- China donated 500,000 U.S. dollars to Zimbabwe on Tuesday to boost the country's efforts to arrest cholera epidemic which has killed more than 1,000 people since the first outbreak in August.     Speaking at the donation ceremony at the Health Ministry office building in Harare, He Meng, Charge d'Affair of the Chinese Embassy in Harare, said as a long-term friend of Zimbabwe, China shares the concerns of international community over the current cholera situation, and sympathies with Zimbabwean people in their sufferings.     "At the moment, Zimbabwean people are eagerly waiting for assistance fighting against cholera, we sincerely hope and believe that the money would be made best use of under the coordination of the Zimbabwean government and UN agencies, so as to alleviate the epidemic situation and help Zimbabwean people to overcome challenges at an earlier date, " He said.     Zimbabwe's Health and Child Welfare Minister David Parirenyatwa said with the help of international organizations and countries friendly like China, the situation is now much better. He spoke highly of good relations between the two countries.     At least 1,000 people have died of cholera while nearly 24,000 cases have been reported in Zimbabwe since August this year. However, reports on Tuesday say the disease has been contained and cases are on the decline.     Zimbabwe's health sector got a major boost at the weekend when the country received 140 tons of medical supplies from the United Nations Children's Fund.     Since Zimbabwe declared cholera and the health system a national emergency, a number of donors and diplomats have come in with sizeable donations.     Over the weekend, Tanzania donated 40 tons of medical supplies to fight the cholera epidemic while SADC has launched an emergency request for medical aid.     Last week, the United Nations Population Fund donated five tonsof surgical sundries towards central hospitals' maternity services for a period of at least three months.     A fortnight ago, Namibia responded to Zimbabwean government's request for assistance with a donation of 200,000 dollars worth of drugs.     Two weeks earlier, South Africa had partnered the Zimbabweans government to contain the cholera outbreak in Beitbridge.     Other non-governmental organisations and UN agencies have also assisted through the provision of incentives for staff working in cholera treatment centres, logistics and experienced staff.     The assistance from the donor community is earmarked either for cholera or revival of the health sector.

BEIJING, Dec. 27 (Xinhua) -- The Standing Committee of the National People's Congress (NPC), China's top legislature, concluded its week-long meeting on Saturday, with approval of the amendments of the Earthquake Prevention Law and the Patent Law.     President Hu Jintao has signed on the two amendments for them to take effect.     The session was presided by Wu Bangguo, chairman of the NPC Standing Committee and member of the Standing Committee of the Communist Party of China (CPC) Central Committee Political Bureau.     A resolution was adopted at the meeting, deciding that the Second Session of the Eleventh NPC will be inaugurated in Beijing on March 5, 2009. BEIJING, Nov. 9 (Xinhua) -- China will take 10 major steps to stimulate domestic consumption and growth as it turns to an "active" fiscal policy and "moderately easy" monetary policy, an executive meeting of the State Council said on Sunday.     Here are the 10 major steps:     -- Housing: Building more affordable and low-rent housing and speeding the clearing of slums. A pilot program to rebuild rural housing will expand. Nomads will be encouraged to settle down.     -- Rural infrastructure: Speeding up rural infrastructure construction. Roads and power grids in the countryside will be improved, and efforts will be stepped up to spread the use of methane and to ensure drinking water safety. This part of the plan also involves expediting the North-South water diversion project. Risky reservoirs will be reinforced. Water conservation in large-scale irrigation areas will be strengthened. BEIJING, Oct. 29 (Xinhua) -- China's central bank, the People's Bank of China (PBOC), announced on Wednesday it would cut benchmark interest rates by 0.27 percent to spur economic growth as of Oct. 30.     The benchmark one-year deposit rate would drop to 3.60 percent from 3.87 percent, while the benchmark one-year lending rate would fall from 6.93 percent to 6.66 percent.     This is the second such move in less than one month, highlighted the government's rising concern over the slowing economy and slumping capital market.     The previous was on Oct. 8, when the PBOC announced to cut deposit and lending rates was lowered by 0.27 percentage points and decided to cut the reserve-requirement ratio by 0.5 percentage points from Oct. 15.     "It reflects that the government is worried about a cooling down economy and other domestic problems, amid a deepening U.S.-originated world credit crisis, " said Tang Min, China Development Research Foundation deputy secretary.     China's gross domestic product (GDP) grew to 20.16 trillion yuan (2.96 trillion U.S. dollars) in the first three quarters of this year, up 9.9 percent from the same period of last year.     The growth rate was 2.3 percentage points lower than the same period of last year, and half a percentage point lower than the first half.     "This was also a timely response to the rate cuts by other central banks worldwide and part of a coordinated effort to stem the global financial crisis, " said Tang.     The recent intensification of the financial crisis has augmented the downside risks to growth and thus has diminished further the upside risks to price stability, experts say.     Tang added, the easing in inflation has given room for the authorities to loosen monetary policy. Inflation is no longer a threat with the declining commodities prices.     China's consumer price index (CPI), the main gauge of inflation, rose 4.6 percent in September over the same period last year, off from the 12-year high of 8.7 percent in February.     "A lower interest rate will help domestic enterprises to cut business costs, and boost economic development. This is in line with the country's expectation," Tang noted.     Zhuang Jian, senior economist with Asia Development Bank echoed with Tang, saying a relaxed credit and financing environment is a key factor to enlarging domestic demand and boost consumption.     "Maintaining a fast and sound economic development is the government's top priority currently," Zhuang added.     However, Zhuang noted, monetary policy alone was not enough to boost domestic economy in the long term. Other fiscal policies were also very important.     Guo Tianyong, director of banking research center with Central University of Finance and Economics said, this move was also contribute to rebuilding people's confidence over the poorly-performing domestic stock market and real estate market.     China's stock market dropped more than 66 percent from its peak last October, while real estate prices continue to fall in recent months.     Last week, China announced an array of policies, including tax exemption and mortgage deposits reduction, to boost the falling real estate sector amid the global economic slowdown.     The interest rates on a mortgage for first time home buyers was cut by 0.27 percentage points as of Oct. 27. The floor for interest rates would be lowered to 70 percent of the central bank's benchmark rate, the central bank said.
