SHARM EL-SHEIKH, Egypt, Nov. 8 (Xinhua) -- The Fourth Ministerial Conference of the China-Africa Cooperation Forum (FOCAC) opened in the Egyptian Red Sea resort of Sharm el-Sheikh on Sunday.     Chinese Premier Wen Jiabao, Egyptian President Hosni Mubarak and African heads of state or government attended the opening ceremony of the two-day conference, with the theme of "deepening the new type of China-Africa strategic partnership for sustainable development." The meeting kicked off here Sunday morning"Chinese people cherish the sincere friendship towards the African people, and China's support for Africa's development is concrete and real," said the premier.     "Whatever change may take place in the world, our policy of supporting Africa's economic and social development will not change," Wen said.     According to the eight new measures, China will help Africa build up financing capacity, and will provide 10 billion U.S. dollars in concessional loans to African countries and support Chinese financial institutions in setting up a special loan of 1 billion dollars for small- and medium-sized African businesses.     For the heavily indebted countries and least developed countries in Africa having diplomatic relations with China, China would cancel their debts associated with interest-free government loans due to mature by the end of 2009, said Wen.     The measures are also committed to building clean energy projects in Africa, carrying out joint scientific and technological demonstration projects with Africa, training agricultural technology personnel for Africa and offering assistance on medical care, health, human resources development and education.     The eight new measures, which succeeded eight measures put forward by Chinese President Hu Jintao at the landmark Beijing Summit of FOCAC in 2006, stressed more on improving the African people's living standard, Wen said at a press conference after the opening ceremony.     Sudanese President Omar al-Bashir expressed his gratitude towards the Chinese government for its sincere efforts to develop its relations with African countries over the past years and to boost development in Africa.     He said China has fulfilled its commitments made at the 2006 Beijing Summit to assist Africa in the fields of energy, roads and infrastructure, as well as in the critical area of fighting against serious diseases.     Al-Bashir said great achievements have been accomplished by China and Africa under a strategic partnership within the framework of FOCAC, adding that more hard work and commitments are required to carry out the strategic plans, especially in the areas of agriculture, food security and infrastructure.     Zimbabwean President Robert Mugabe praised the "strategic cooperation" between China and Africa, saying it represented the culmination of the friendship between the two sides.     According to Mugabe, a number of countries in the Common Market for Eastern and Southern Africa region have achieved significant progress in their trade exchanges with China, mainly due to the Chinese measures to increase the number of exported items receiving duty-free entry into their markets.     Central African Republic President Francois Bozize said both China and Africa faced great challenges, including natural disasters and climate changes, so both sides should continue working together to deepen their friendship in all fields.     Chinese Foreign Minister Yang Jiechi presented to the conference a report on the implementation of the outcomes of the Beijing Summit.     The main agenda of the conference is to review the implementation of the follow-up activities of the FOCAC Beijing Summit and the third ministerial conference and explore new initiatives and measures on Sino-African cooperation in priority areas such as human resources development, agriculture, infrastructure development, investment and trade.     The FOCAC, a collective consultation and dialogue mechanism between China and African countries launched in 2000, is the first of its kind in the history of Sino-African relationship.     It is a major and future-oriented move taken by both sides in the context of South-South cooperation to seek common development in the new situation.     The previous three ministerial conferences were held in Beijing, Addis Ababa and Beijing respectively.

BEIJING, Nov. 17 (Xinhua) -- Chinese President Hu Jintao and visiting U.S. President Barack Obama started official talks in Beijing on Tuesday morning to discuss bilateral ties and global issues of mutual concern.     The official talks were held at the Great Hall of the People after a close-door meeting between the two presidents.     It is their third meeting this year following one in London in April and another in New York in September.     Obama is on his first state visit to China on Nov. 15-18 as guest of Hu. He kicked off the visit on Sunday in Shanghai.     

BEIJING, Dec. 6 (Xinhua) -- China will, without any doubt, be able to achieve the 8 percent growth in gross domestic product (GDP) this year, a senior Chinese economist said Sunday.     Yao Jingyuan, chief economist with the National Bureau of Statistics, made the remarks at a fortune forum in Beijing.     However he warned that the Chinese economy will still face two major problems next year: slumping overseas market demand and weak driving force on domestic market.     Chinese economy rose 7.7 percent in the first three quarters, driven mainly by investment and consumption, but brought down by exports, Yao said.     He stressed more efforts should be made on structural adjustment to shift dependence on the industrial growth to the comprehensive development of the agricultural, industrial and service sectors.     Yao highlighted the importance to raise people's incomes, add investment on livelihood projects and give full play to the role of consumption to boost economy.     Meanwhile, China should turn its economic growth dependence from resources-intensive consumption to technology renovation, Yao said.

BEIJING, Nov. 17 (Xinhua) -- Chinese President Hu Jintao is to meet his U.S. counterpart President Barack Obama Tuesday morning at the Great Hall of the People in Beijing.     The summit meeting is scheduled to be held at 10:40 a.m. after a grand welcoming ceremony. The two leaders will meet the press after the talks.     Wu Bangguo, chairman of the National People's Congress Standing Committee, will meet President Obama Tuesday afternoon.     President Obama will also visit the Palace Museum, or the Forbidden City, and attend a state banquet in his honor hosted by President Hu.

BEIJING, Dec. 26 (Xinhua) -- China's top legislature ended its five-day bimonthly session Saturday, approving tort liability and island protection laws and an amendment to the renewable energy law.     Wu Bangguo, chairman of the Standing Committee of the National People's Congress (NPC), told the closing meeting that the Tort Law was significant in "protecting civil rights and people's interests, preventing and punishing infringement acts, reducing conflicts and promoting social harmony and stability."     The top legislator said the amendment to the renewable energy law would "greatly promote a healthy and rapid development of the renewable energy sector and adjust energy structure to strengthen the building of an environment-friendly and resource-saving society."     The island protection law would play a key role in protecting islands' eco-system, rationally utilizing natural resources and safeguarding the country's marine rights, Wu said.     The session also examined two reports from the State Council on employment and boosting development of small and medium-sized enterprises.     It also voted to ratify a United Nations protocol to combat human trafficking -- the Protocol to Prevent, Suppress and Punish Trafficking in Persons, Especially Women and Children, supplementing the UN Convention against Transnational Organized Crime.     The session also approved a pact on criminal judicial assistance between China and Malta.     It voted to appoint Han Changfu, former governor of northeastern Jilin Province, as agricultural minister.     The meeting also decided to open the annual plenary session of the NPC on March 5 next year. BARCELONA, Nov. 3 (Xinhua) -- The top Chinese negotiator for the United Nations climate change talks being held here said Tuesday that the Kyoto Protocol must be followed.     "China's position is quite clear: the Kyoto Protocol must be adhered to, since it best illustrates the principal of 'common but differentiated' responsibilities," said Su Wei, head of the Chinese delegation to the talks.     Su told Xinhua that during earlier negotiations, some countries had proposed discarding the Kyoto Protocol and adopting a totally new document at December's Copenhagen climate change meeting.     "This demand is strongly rejected by the Group of 77 and China, and other developing countries," Su said.     Su stressed that the Kyoto Protocol must be the legal basis for further negotiations at Copenhagen, and developed countries must fulfill their obligations under the protocol, which regulates that they should clarify their reduction targets in the second phase of the protocol.     "If this basic arrangement is changed, the future of the Copenhagen meeting would be greatly shadowed," Su said.     The deal to be reached at the Copenhagen conference, Su said, should have two basic elements.     One element is to set the mid-term emission reduction targets for developed countries under the Kyoto Protocol. That is, developed countries as a whole should commit to making 25-40 percent cuts below 1990 levels by 2020.     The second element is to make substantial arrangements for the implementation of the UN Framework Convention on Climate Change in accordance with the Bali Roadmap.     "We hope we could lay a good foundation for the Copenhagen conference through negotiations at this meeting," Su said.

GUANGZHOU, Nov. 1 (Xinhua) -- China is to maintain basic stability and continuity in the economic policies and RMB exchange rate to ensure a foreseeable prospect for its businesses.     Minister of Commerce Chen Deming made the remarks Sunday at the Canton Fair, an important barometer of China's foreign trade, in Guangzhou City, capital of southern Guangdong Province.     In the following months, China would maintain stability of the macro-economic policies, stick to the proactive fiscal policy and moderately easy monetary policy, Chen said.     Meanwhile, the RMB exchange rate should also maintain relatively stable so that domestic manufacturers and exporters can better predict and adjust to the market, Chen added.     Chen said the number of participants to the fair and the trade volume showed China's foreign trade was recovering, but uncertainties remained.     Chen urged Chinese enterprises to enhance their competitiveness with better quality and lower cost by technological upgrading and restructuring. "Next year, our focus will be on the quality of export products," he said.     "Enhancing competitiveness with better product quality and brand-building is also an effective way of avoiding trade protectionism," Chen added.     In the previous three quarters this year, 19 countries and regions have launched 88 trade remedy investigations against Chinese goods, totaling 10.2 billion U.S. dollars.     "In addition to the recovering export, China's import is also on the rise, contributing significantly to the recovery of the world economy," Chen said.

BEIJING, Dec. 4 (Xinhua) -- Chinese Vice Premier Wang Qishan met here Friday with his Uzbekistan counterpart Elyar Ganiev, pledging to promote the healthy and sustainable development of economic and trade ties.     Wang conveyed congratulation on the success of the eighth session of the China-Uzbekistan Economic and Trade Cooperation Committee.     He said since the two countries forged diplomatic ties, high-level exchanges were frequent and the cooperation in such areas as economic and trade, energy and security were ever expanding. BEIJING, Jan. 7 (Xinhua) -- A Chinese Foreign Ministry spokesperson said here Thursday that Japan's move to build facilities on the Okinotori atoll will not change its legal status, as Japan is seeking vast economic interests at the nearby southern Pacific.     According to the United Nations Convention on the Law of the Sea (UNCLS), and based on the natural and geographic situation of the Okinotori atoll, neither exclusive economic zones nor continental shelves should be claimed on it, Spokesperson Jiang Yutold a regular press briefing.     Japan has asked the UN Commission on the Limits of the Continental Shelf to recognize the extended area around the so-called "Okinotori island," 1,740 km south of Tokyo, as its continental shelf, which would enable it to claim a vast surrounding area as an exclusive economic zone.     According to Article 121 of the UNCLS, rocks that cannot sustain human habitation or an economic life of their own shall have no exclusive economic zone or continental shelf.     According to Japanese media report, the Japanese government plans to build a port and conduct mineral explorations on the atoll in 2010.     "Building facilities on it would not change the atoll's legal status," Jiang said.     Such a bid did not conform to the international laws of the sea and was against the interests of the international community, she said.

URUMQI, Dec. 6 (Xinhua) -- A railway became operational Sunday in west China's Xinjiang Autonomous Region, which is expected to boost the transportation from China to central Asia and Europe, said local railway authorities.     The railway, called Second Urumqi-Jinghe Line, runs 381.5 km and links the region's capital Urumqi and Jinghe county. It has a designed transportation capacity of 67.1 million tonnes, which is expected to grow up to 91.7 million tonnes in the future. With a designed speed of 120 km per hour, the railway cost 2.77 billion yuan, according to a statement from Xinjiang Railway Bureau.     Jinghe is linked to Horgos and Alataw Pass, ports on the China-Kazakhstan border, by two other railways. One starts from Jinghe and ends at Horgos. The other runs from Urumqi through Jinghe to Alataw Pass.     The launch of the new railway would greatly enhance China's transportation capacity to Kazakhstan and further into other countries in central Asia and Europe, the statement said.
