GUANGZHOU: The Guangdong People's Procuratorate on Thursday called on the public to continue to help it identify and prosecute government officials found to be guilty of dereliction of duty. Figures show that of the 2,200 such cases reported by the public since 2005, 738 people in 678 cases were subsequently prosecuted. Of those, 65 were county-level officials, with five holding more senior positions. Since the beginning of 2006, the procuratorate has rewarded 23 people for providing information on such cases, Huang Liming, director of the anti-dereliction of duty division of the provincial procuratorate, said. Also on Thursday, the provincial disciplinary watchdog disclosed details of four its most serious cases. In one, two police officials in Huazhou, Guangdong, were charged with torturing to death Huang Weiqing in November 2002, who had earlier been arrested for being a grifter. A court heard how police officer Huang Weiguang, who had been drinking alcohol prior to interrogating the suspect, repeatedly beat the man about the head, chest, back and legs until he lost consciousness, in a bid to extract a confession. Huang Weiqing later died of his injuries on November 14. A second police officer, Li Hanyu, was found guilty of failing to intervene; he instead simply left the room. Almost 40 police officers from the station unanimously testified that the suspect had killed himself by hitting his head on a table while being questioned. However, the dead man's family continued to appeal to government departments for justice. The provincial procuratorate eventually set up a special team and after a two-month investigation reached its decision on the police officers involved. Huang was sentenced to life imprisonment, while Li got two years for dereliction of duty. A number of other police officers were also punished. In another case, Fu Zuoqing, the former president of the Qingyuan Intermediate People's Court, received 11 years' imprisonment for misuse of power, bribery and embezzlement.

Japanese Prime Minister Shinzo Abe has said he will face up to history to help improve Sino-Japanese relations. He made the remarks in an interview with China Central Television (CCTV) which was broadcast yesterday ahead of Premier Wen Jiabao's visit to Japan on Wednesday. Starting with a Chinese greeting Ni Men Hao (How are you), Abe said the China-Japan relationship is one of the most important of bilateral ties for his country; and hoped they could develop into a strategic relationship for mutual benefit. He said he is looking forward to Wen's visit in spring, a season "when the ice is melting and flowers are starting to blossom", and hopes to visit China this year. Abe paid an "ice-breaking" trip to China last October soon after taking office. He met President Hu Jintao and reached agreements that thawed relations chilled by former Japanese prime minister Junichiro Koizumi's repeated visits to the Yasukuni Shrine that honors top Japanese World War II war criminals. Abe said he firmly believes that the "ice" in relations will finally melt when more Chinese people get to know Japan's post-war road of development. He said he hopes Wen's trip, including the summit meeting, would produce substantive results in various fields such as energy, environmental protection and regional security. As Wen's visit also coincides with the 35th anniversary of the normalization of China-Japan relations and the Year of Cultural and Sports Exchanges, Abe said he would like to use the opportunity to invite more Chinese people, especially the younger generation, to visit his country and enhance mutual understanding. Abe said China's development provides a big opportunity to not only Japan, but also Asia and the world at large, citing bilateral trade had hit a record eight years in succession. The volume of trade between the two countries has increased nearly 200 times from .1 billion in 1972, when Sino-Japanese ties were normalized, to 7.4 billion in 2006. "Such an achievement was unimaginable even 10 years ago," Abe said. In another development, a survey published yesterday said that most undergraduates in China and Japan regard the other country as an important nation and 37 percent of them are positive about future China-Japan relations. The survey, jointly conducted by the China's Outlook Weekly and mainstream Japanese newspaper The Daily Yomiuri, polled 1,020 Japanese and 987 Chinese college students in March. Though a majority of respondents are not satisfied with the current state of relations, 37 percent believe relations will "improve" or "greatly improve" in the future. More than 40 percent think the relations will "remain unchanged". More than two-thirds of the Japanese undergraduates chose China as Japan's most important partner for economic growth; whereas Chinese students ranked Japan in second place, following the United States. A majority of both Chinese and Japanese students believe China will become the most influential country in the world. More than half of the Japanese students deemed China would overtake Japan in the next 10 years in terms of GDP.

KUNMING -- A gas blast in a private coal mine has killed at least seven miners and injured five in southwest China's Yunnan Province, sources with the local government said Saturday.The blast occurred around 6:00 a.m. Saturday in the Shunxing Coal Mine in Fuyuan Township of Qujing City, in eastern Yunnan. Twenty-seven miners were working underground, and fourteen people managed to escape.More than 400 rescuers struggled to pull out seven bodies and five miners alive. One miner remains missing.The injured workers are being treated in a local hospital.The coal mine, which was built in 1984 with a designed production capacity of 90,000 tons, had been ordered to suspend operation and go through renovation after county coal mine administration staffs inspected the mine on Friday, but coal mine managers secretly organized the miners to work in the night.Local officials are investigating into the cause of the accident.

CAPE TOWN, South Africa - Central bank chiefs from the U.S., Europe and Japan warned Tuesday of the risks of the Chinese economy overheating, potentially adding to inflationary pressures in other countries. China is one of the world's fastest-growing economies, and its expansion has had a ripple effect on prosperity in other countries and offset more modest growth rates in North America, Europe and Japan. Trichet said the current boom was "absolutely exceptional in the global economy," but warned that this could not last indefinitely. "Complacency would be the worst possible advice for all of us," he said. Japan, where growth is a sluggish 2 percent, is keeping a watchful eye on the new Asian giant. The website of the National Bureau of Corruption Prevention (NBCP) crashed on Tuesday, just hours after its launch, as droves of people logged on to complain about corruption among officials.The website (yfj.mos.gov.cn) was closed for most of the afternoon, Beijing Youth Daily reported.An NBCP official, who did not want to be named, confirmed the breakdown had occurred."Repairs were carried out soon after the website broke down and normal service has now been resumed, he told the Xinhua News Agency."The number of visitors was very large and beyond our expectations," he said.As of 4 pm yesterday, visitors had left 22 pages of messages in the website's guest book.While many of them referred to report specific cases of official corruption, these were redirected by the webmaster to other sites, such as that of the Ministry of Supervision.Other visitors made calls for the strengthening of the government's anti-corruption efforts, and comments about the need for special attention to be given to cases involving institutes of higher education and grassroots governments."The corruption problem in China is a fatal illness. Executives of China's major edible oil manufacturers and guild leaders were summoned to Beijing on Monday for a closed door meeting at which the government required them to step up production to rein in the soaring market prices.An official with the National Development and Reform Commission (NDRC) who asked not to be identified said it was understandable for the edible oil processing firms to raise prices as the continuous rise in the cost of raw materials had increased their production costs.However, the public had responded strongly to the price hikes of edible oils, coming as they did with rapid rises in the prices of other goods, the official said.Edible oil makers were told to "deepen their sense of social responsibility" and "bear the overall interests of the country in mind".Incomplete statistics from various regions show prices of domestic edible oils rose by 20 percent from November last year to June as the prices of peanuts and other oil-bearing products had risen.In eastern Shandong Province, first grade peanut oil has risen by 28.6 percent from 14,000 yuan per ton in April to a record 18,000 yuan per ton. While supermarkets marked down cooking oils to boost sales, people were reportedly standing in long queues. On Oct. 26 in Shanghai, 15 shoppers were injured after people swarmed in a local supermarket to snap up edible oils on sale only five minutes after the store opened.But the latest weekly market monitoring report by the Ministry of Commerce showed the prices of cooking oils fluctuated only slightly from Oct. 22 to 28, with the prices of peanut oil edging up 0.1 percent from a week earlier, while rapeseed oil was down 0.1 percent, and soybean and blended oils were basically the same.Wang Hanzhong, director of the Oil Crop Institution of the Chinese Academy of Agricultural Sciences, attributed the price hikes to a shortfall of oil crop output as the acreage under oil crops had dwindled drastically. Major oil crop producer Hubei Province, for example, had found the acreage under rapeseed shrank from 18 million mu to 15 million mu last year. The situations in Sichuan, Anhui and Jiangsu were even worse.Soaring domestic demand that registered an annual average growth of 8.95 percent from 14.54 million tons in 2001 to 22.35 million tons in 2006, had aggravated the problem, turning China into the world's largest edible oil consumer. Domestic edible oil supply met just 40 percent of domestic demand.In a statement after the meeting, the NDRC spelled out five requests including the supply of more small-package oil to meet market demand.Oil processors were not allowed to disturb market order or stoke up fears for price hikes by hoarding raw materials, rigging raw material supply, cutting production or restricting supply.Price hikes must be kept within reasonable margins and be made when absolutely necessary, it said, adding that oil processors must enhance cost controls, improve management and absorb the costs from raw materials as much as possible.The NDRC also warned large cooking oil makers not to collude in setting prices or provide short measures or shoddy products.Under current price conditions, enterprises should transfer part of their interests to the people and cherish their public reputation, it said.Industrial associations were required to provide guidance to firms, make sure they abide by laws and regulations, admonish enterprises in cases of unfair competition, and keep market supervisors informed of the malpractice.If the price hikes exceeded the extra production costs, market supervisors would step in, it warned.Without identifying the participating cooking oil makers, the statement said that representatives from business communities had promised to maintain market order with their actions and contribute to the stabilization of market prices.China's consumer price index, a key measure of inflation, rose by 6.2 percent in September after hitting an 11-year high of 6.5 percent in August, while food prices jumped by 16.9 percent from January to September over the same period of last year, figures from the National Bureau of Statistics showed.The Ministry of Agriculture released 11 measures in late September, including rewards to major oil crop planting counties as well as total subsidies of 300 million yuan for soybean cultivation and assistance of one billion yuan for rapeseed cultivation.The import duty on soy beans was also cut from three percent to one percent. The four-day Beijing air quality exercise held earlier in the month was met with mixed reaction.Diverse opinions were expressed by private car owners and public transport users.During the four days, cars bearing odd and even license plates were allowed on the roads on alternate days to see what effect this would have on the reduction of air pollution.According to a survey by Beijing Youth Daily, 61.9 percent of car owners opposed the practice in a long run while 78.2 percent of public transport users lauded it. The survey covered 3,000 residents.On the positive side, the exercise between August 17 and 20, showed a reduction in haze and smoother traffic flow.On the negative side, it has sparked further debate on the number of vehicles in the capital. About 1,000 new cars are registered every day in the city.Car owners argued that smoother traffic comes at the expense of individuals' convenience."Does being a car owner mean you have limited rights? That would be cruel and inhuman," Wang Hongsheng, head of the Volkswagen Polo club in Beijing, said.Fifty-seven percent of car owners shared his opinion.Among non-drivers, 21.9 percent did not think the even-odd plate exercise was a reasonable, scientific way to gauge air quality."It is an arbitrary way of stripping car owners of their rights.
