BEIJING, May 11 -- China's monetary authorities are struggling to address conflicting policy goals, but inflation will remain the top policy concern, the country's central bank governor said on Saturday.     While the United States and other countries are more focused on fending off a recession, China's monetary policy must target inflation over growth and employment, Zhou Xiaochuan, the People's Bank of China governor, told a forum in Lujiazui, Shanghai's financial center.     "There is no cure-all medicine, and we have to make the final decisions -- everyone hopes there would be a cure-all solution, but there is not," said Zhou.     China's consumer price inflation would likely to rise to 8.5 percent in April from 8.3 percent in March, two sources familiar with the data said late on Thursday. The data, which is subject to last-minute revisions, will be officially released on Monday. Lujiazui is the name of Shanghai's financial district.    Meanwhile, the government said on Friday that China's producer price index, or factory-gate inflation, hit a three-year high of 8.1 percent in April, showing a sustained build-up in pressures on consumer price inflation.     Zhou listed development of financial institutions and the imbalance in global money transfers as other issues that China's monetary policy may have to target.     He said China needs to reduce the savings ratio as the fundamental way to address its over-reliance on trade, which now accounts for more than 60 percent of its annual GDP, but he did not elaborate on possible specific measures.     On other issues, Zhou said Beijing has yet to reach a consensus over how to develop a properly functioning domestic bond market.     Disputes remain about market infrastructure, the regulatory framework as well as laws and regulations, Zhou said.

DUSHANBE, Aug. 28 (Xinhua) -- Leaders attending the Shanghai Cooperation Organization (SCO) summit in the Tajik capital issued a joint declaration Thursday on security, energy and several other issues.     The declaration was signed by Chinese President Hu Jintao, his Russian counterpart Dmitry Medvedev, Kazakh President Nursultan Nazarbayev, Kyrgyz President Kurmanbek Bakiyev, Tajik President Emomali Rakhmon and his Uzbek counterpart Islam Karimov.     ON USE OF FORCE     The leaders agreed that any attempt to solve problems by merely resorting to force could not work and would only hinder a comprehensive settlement of local conflicts, the declaration said.     A comprehensive solution to existing problems can be found only by taking into account the interests of all parties involved and including them all in the negotiation process rather than isolating any of them, said the declaration.     Any attempt to strengthen a country's own security at the expense of that of others is detrimental to maintaining global security and stability, it said.     On the issue of South Ossetia, the SCO members expressed their deep concerns over the tension triggered by the South Ossetia conflict, and called on relevant parties to solve existing problems peacefully through dialogue, strive for reconciliation and push for negotiations. Many countries have offered help including making donations and sending rescue teams.     QUAKE RELIEF ATOP GOVERNMENT WORK AGENDA     In the meeting, Hu urged local governments at all levels and relevant central government departments to take quake relief as the most important and pressing issue in their work.     He called for unremitting efforts to search for and rescue the trapped people though more than five days had passed after the disaster.     "We should put people first and saving people's lives is still the top priority of the relief work," he said.     Troops, armed police, and public security personnel should reach villages and search every collapsed buildings to save the people, he said.     Hu also called for all-out efforts to save and cure injured survivors, urging to transfer them to hospitals with better conditions.     Hygiene measures in the quake-hit areas should be beefed up to prevent the spread of diseases, and more medical experts should be sent to these areas to help prevent and control possible epidemics, Hu said.     During the meeting, Hu expressed his concern for the people in the quake-devastated areas, calling for arrangements of supplies of daily necessities to meet people's demands.     Food, clothes, drinking water and temporary shelters must be ensured, he emphasized.     Hu also underscored social stability in quake hit areas, ordering officials to give considerate comfort and condolence to people to ensure a peaceful social environment.     "We must keep highly alert" against aftershocks and avoid further losses, he warned.     Hu also called for tightened monitoring and prevention measures on geological disasters such as landslides and mud-rock flows.     He said early planning is important for reconstruction as the country now faces a challenging task in this regard.     He also ordered early preparations and arrangements to deal with the issues of orphans, seniors and disabled.     The meeting was presided over by Vice Premier Hui Liangyu, who urged implementation of the overall quake-relief strategies of the central government.

BEIJING, July 27 (Xinhua) -- The China National Petroleum Corp. (CNPC), the country's largest oil producer, planned to cut its workforce by 5 percent in upcoming three years as its profits had been squeezed by heavy refining losses.     The oil giant had 1.67 million staff last year, which meant more than 80,000 of them would be laid-off within three years, Beijing News reported.     The move followed CNPC's earlier announcement to cut non-production spending by 10 percent from a year earlier, the paper said. The China National Petroleum Corp. (CNPC), the country's largest oil producer, planned to cut its workforce by 5 percent in upcoming three years as its profits had been squeezed by heavy refining losses.    CNPC's profit before tax dropped by 39 percent year-on-year to 56.4 billion yuan (8.3 billion U.S. dollars) in the first half year as a result of refining loss and windfall taxes on crude oil sales.     To reduce costs, CNPC halted or cut investment in 49 projects in June, saving the company up to 20.72 billion yuan.     PetroChina, CNPC's listed arm, announced last month to issue no more than 60 billion yuan to "satisfy the operational needs of the company, further improve its debt structure, reduce financing costs and supplement working capital."

BEIJING, July 2 (Xinhua) -- China on Wednesday pledged its support for United Nations role of safeguarding world peace and coordinating on international issues.     Chinese President Hu Jintao said in a meeting with visiting UN Secretary-General Ban Ki-moon that the UN shoulders increasingly important responsibilities for promoting world peace and development. China was a firm supporter and important partner of the UN, Hu told Ban, pledging that the country would fully participate in UN work, carry out its due responsibilities and maintain close communication and coordination with the UN.     Hu said China agreed with necessary and rational reform of the UN based on democratic consultation and would continue its cooperation with the UN as well as support for Ban's work in a responsible and constructive manner. We must be united and help each other, to prosper and make progress together," Wen told a group of Jingpo nationality farmers during a visit to the Dehong Dai and Jingpo Autonomous Prefecture in Southwest China's Yunnan Province.
