BEIJING - China welcomed Sudan's acceptance of a joint African Union- United Nations peacekeeping force for the country's troubled Darfur region. A Sudanese diplomat in Ethiopia confirmed on Wednesday that Sudan has accepted the mission after receiving assurances that a "hybrid" AU-UN force of 17,000 to 19,000 troops will not be open-ended and Sudan will remain in control of its borders. "China welcomes the deployment of a hybrid AU-UN force in Darfur and the joint statement," Foreign Ministry spokesman Qin Gang said in a statement posted on the ministry's Web site late Wednesday. "The facts have shown that dialogue and equal negotiation is an effective approach to political solution of the Darfur issue, and the consultation between AU, UN and Sudan is an effective mechanism," Qin said. China recently appointed a special representative for Africa to focus on Darfur, and has publicly urged Khartoum to give the UN a greater role in trying to resolve the conflict. The Darfur conflict began in 2003 when local rebels took up arms against the Sudanese government, accusing it of decades of neglect. Sudanese leaders are accused of unleashing the pro-government Arab militia, the janjaweed, to fight them - a charge they deny.

CHENGDU: Thick fog continued to blanket parts of western and central China Sunday, causing traffic accidents, flight delays and highway closures.Plunging visibility from the bad weather delayed more than 150 flights and left 12,000 passengers stranded Sunday in the Shuangliu International Airport in this capital of Sichuan Province, airport officials said.The airport was closed for nearly nine hours Sunday morning before a flight to Tibet took place at 11:10 am."Full operations did not return to normal until more than an hour later when the first flight from Shenzhen in Guangdong Province landed here," airport publicity department official Liu Gang told China Daily."It was the second day visibility in the airport had been at about 10m."On Saturday morning, a heavy fog fell on Chengdu, shrouding its downtown areas and six suburban counties with a visibility of under 50m.The airport itself was closed for eight hours that day, with 121 flights delayed and 11,000 passengers stranded.Sichuan weather bureau deputy chief Zhong Xiaoping said environmental pollution was a major cause of the fog.Zhong advised citizens to take buses more often, save energy, cut car exhaust, and play a part in the recycling of waste materials.More than 10,000 vehicles were stranded from the fog on highways Sunday, about 4,000 more than the day before, the Chengdu Transportation Bureau said. It advised residents to take trains in the next few days.He Ping, a 49-year-old company employee, drove from Deyang in northern Sichuan to Chengdu through the Chengdu-Mianyang Expressway Sunday afternoon."I've driven for nearly 20 years and have never seen such heavy fog before. WASHINGTON - The Bush administration is imposing further trade sanctions against China, South Korea and Indonesia in a dispute involving glossy paper. The decision, announced Wednesday by Commerce Secretary Carlos Gutierrez, came a week after US and Chinese officials met for a second round of high-level talks aimed at lowering trade tensions between the two nations. "This administration continues to aggressively and transparently enforce our trade laws to ensure a level playing field for American manufacturers, workers and farmer," Gutierrez said in a statement announcing the decision. In the new ruling, the government determined that imports from the three countries of glossy paper - used in art books, textbooks and high-end magazines - were being sold in the United States at less than fair value, a process known as dumping. The dumping penalties will be collected immediately although they will not become final until this fall after further investigations are conducted. The preliminary dumping penalty for the paper products from China ranged from 23.19 percent to 99.65 percent. The dumping penalty imposed on imports of glossy paper from Indonesia was 10.85 percent while the penalty on South Korean imports ranged as high as 30.86 percent. These dumping penalties will be imposed on top of economic sanctions levied in March after the administration found that paper companies from those three countries were receiving improper government subsidies that allowed them to undercut the price of American producers. The March decision reversed 23 years of US trade policy by treating China, which is classified as a nonmarket economy, in the same way other US trading partners are treated in disputes involving government subsidies. The paper case was brought by NewPage Corp., a Dayton, Ohio-based paper company which contended that its coated paper was facing unfair competition because of the government subsidies and sale of imports at unfairly low prices. The government trade sanctions have received the support of the United Steel Workers union, which represents about 90 percent of the workforce in the US coated paper industry. The glossy paper is produced at 22 paper mills in 13 states. The penalties in the case involving government subsidies are known as countervailing duties. In that case, the trade sanctions ranged as high as 20.35 percent for Chinese glossy paper imports, 1.76 percent for South Korean imports and 21.24 percent for Indonesia. Chinese officials denounced the decision in the government subsidies case saying that it went against the consensus of both countries to resolve disputes through dialogue rather than imposing trade sanctions. The second round of the Strategic Economic Dialogue, which was launched by Treasury Secretary Henry Paulson in December, was held in Washington last week. Paulson and Chinese Vice Premier Wu Yi announced a series of modest agreements including the boosting of airline flights between the two nations. But they failed to make progress in one of the biggest rade irritants, the value of China's currency, which American manufacturers contended is being kept artificially low against the dollar to give Chinese companies unfair advantages against US firms.

BEIJING - China's top legislature on Sunday started to read draft amendment to the Law on Lawyer which aims to make lawyers easier to meet criminal suspects, obtain evidences, improve their moral standards and allow them to open individual law firms. The draft amendment to the Law on Lawyer was on Sunday submitted to the six-day 28th session of the Standing Committee of the National People's Congress (NPC), or China's top legislature, for the first reading.

[Reuters]Stronger-than-expected economic figures have prompted a number of international economic research institutions to revise upwards their forecasts for China's gross domestic product (GDP) growth. Almost all the major economic indexes in the first two months of this year have exceeded those for the same period last year. "The country's GDP growth in the first quarter will be faster than in the equivalent period last year and also that of the previous quarter," Chen Dongqi, deputy director of the Institute of Economic Research of the National Development and Reform Commission, said. The State Information Center has adjusted its GDP growth forecast for the first quarter from 10.2 percent to about 11 percent. Despite the government last year adopting a number of tightening measures, economic growth has shown clear signs of rebounding in the past quarter. Statistics show that urban fixed-asset investment picked up moderately to 23.4 percent year-on-year in January-February, and from about 20 percent in the fourth quarter of last year, reversing the trend of a gradual slowdown since last July. Meanwhile, the trade surplus registered a massive leap of 230 percent, and retail sales were up 14.7 percent on the first two months of last year. "Industrial growth is a key driving force behind overall economic growth, and power generation is also a useful indicator," Chen said. According to the National Bureau of Statistics, China's industrial output rose 18.5 percent year-on-year while industrial profits soared 43.8 percent in the first two months. Growth in power generation also accelerated to 16.6 percent year-on-year from less than 14 percent in the same period last year. Despite expectations the government will introduce another round of tightening measures soon, global investment bank, Lehman Brothers, still revised up its forecast for the Chinese economy. According to a recent report by the firm, the first quarter growth forecast has been raised from 9.8 percent to 10.1 percent, and the annual growth rate from 9.6 percent to 9.8 percent. "In the light of the stronger-than-expected figures in the first two months of this year and the likely policy responses, we have lifted our full-year growth projections for this year to 10 percent from 9.1 percent, based mainly on stronger growth in credit, investment and exports," Qu Hongbin, the chief China economist with HSBC, said. Domestic banks extended new loans of 982 billion yuan (7 billion) in the first two months of this year compared with 716 billion yuan ( billion) in the same period of 2006. The government forecast early last month that the country's GDP is to grow by about 8 percent this year. The country has just witnessed four consecutive years of double-digit growth, including 10.7 percent GDP growth last year, the fastest in a decade. The latest official forecast reflects the authorities' determination to shift the focus of economic growth from quantity to quality.

BEIJING -- China's education officials are joining with employment authorities to mount investigations into reports of agencies and individuals who lure minors to work, said the Ministry of Education on Thursday."We have received reports that some agencies and individuals lured minors to work on the pretense of introducing them to part-time jobs or internships," said the ministry in a circular.Education authorities across the country will join with officials who have law enforcement powers in labor departments and commerce and industry administrations to intensify supervision and management to stop illegal employment of minors by agencies and individuals, it said.The ministry asked its local branches and all schools to be aware and report illegal employment to the authorities.Chinese law bans minors under the age of 16 from working and those between 16 and 18 must be given easier and safer work than adult workers.Employers who violate the law can be fined and, if the crime is serious, their business licenses will be withdrawn.In June, private brick kilns in north China's Shanxi Province were found abusing workers, many of whom were underage, in a forced labor scandal.A total of 95 officials in the province have been punished in the wake of the forced labor scandal.The ministry also warned vocational schools not to violate regulations on internships, which ban students from interning during their first year.Most vocational schools in China take in students who finish three years in secondary school, but do not go to high school.In 2004, a private vocational school in southeast China's Jiangxi Province was caught luring first-year students to work full-time in an electronic hardware factory during their summer vacation by promising free tuition.

The profits were more than 38 times greater than the seven billion yuan earned in 2005 by all 206 funds under 46 fund management firms. The majority of profits came from the 216 stock-leaning funds, which have at least 60 percent of their investments in stocks. They reported total operating profits of 261.4 billion yuan, accounting for 96.53 percent of all fund profits. The country experienced a fund investment boom last year as investors shifted low-interest bank deposits into the bourses, which surged 130 percent last year after a four-year slump. Fifteen million people have invested in funds. The proportion of individual investors in closed-end funds rose to 74.21 percent by the end of 2006, an increase of 18.05 percentage points from the end of the first half, according to WIND. China raised 390 billion yuan in 90 new funds and registered 7.78 million new accounts in 2006. More than 300 mutual funds have sprung up in China since 1992. The funds are valued at around one trillion yuan, accounting for 19 percent of the present stock markets.
