BEIJING - China will extend its ban on foreign cartoons during prime time by an hour, its latest initiative to "spur the domestic cartoon industry", said a circular by the country's TV watchdog.According to the circular issued by the State Administration of Radio, Film and Television (SARFT), no foreign cartoons or programs introducing foreign cartoons can be shown from 5 pm to 9 pm, the "golden hours", on all domestic cartoon channels and children channels starting May 1.The original ban, imposed by the SARFT in August 2006, required foreign cartoons to appear on TV only before 5 pm or after 8 pm.Cartoons co-produced by domestic and foreign producers will have to get approval from the SARFT to air between 5 pm and 9 pm from May 1.Only domestic cartoons approved by SARFT can be aired during the "golden hours", it said.The ban will "enhance the SARFT's management over cartoon programs and will create a favorable environment for the domestic cartoon industry," the circular said.China's cartoon industry produced more than 101,900 minutes of animation in 2007, a 23 percent jump over 2006 when the output was 81,000 minutes, according to the circular.The first foreign cartoon introduced to China was Japan's "Astro Boy" series in 1981. Since then, a large quantity of foreign cartoons have flooded into China.In 2000, a SARFT regulation required local TV stations to get approval from the administration and set quotas for imported cartoons to air on TV. By that time, China's cartoon programs had nearly been monopolized by Japanese cartoons.In 2004, the SARFT issued another regulation, requesting at least 60 percent of cartoon programs aired in a quarter to be domestic.In September 2006, the SARFT decided to ban all foreign cartoons from 5 pm to 8 p.m.. The regulation resulted in a sharp decrease of foreign cartoons on local TV.Aside from foreign cartoons, China has issued a series of bans over "vulgar" and horror videos, audio products, illegal sex-themed adverts and medical ads that over-exaggerated their effects.It also requested in January last year the country's satellite TV broadcasters only screen "ethically inspiring TV series" during prime time, reflecting the reality of China in a positive way.

BEIJING -- China's education authority has revoked the license of a private school that took in problem teenagers and claimed to offer strict discipline after it was found abusing students.A Ministry of Education investigation confirmed that staff at Dadongfang Xingzou School, in Southwest China's Chongqing Municipality, had physically and verbally abused teenage students, said ministry spokesman Wang Xuming at a press conference.The Beijing Times reported in June that a 14-year-old Beijing boy took drugs and jumped from the second floor of a dormitory building in the school after being repeatedly beaten by teachers.The boy said he tried to commit suicide so that his parents could learn what happened to him as he was denied contact with them for the first three months in the school, according to the newspaper story.Some desperate Chinese parents send their children, who do not behave well in normal schools, to boarding schools called "xingzou" schools that offer paramilitary-style discipline."Although schools like the Dadongfang Xingzou School take in problem students, they must follow laws and regulations like other schools. But some of them have done things wrong and many have no proper government approval," Wang said.Investigators found the school had been granted a license as a juvenile training center, but was not qualified as a boarding school or to offer paramilitary education.The ministry had started a national survey of xingzou schools, focusing on illegal education methods and teacher qualifications, and those without proper licenses would be closed, Wang said.As the administration was still working on a regulation on non-school juvenile training centers, it would suspend processing any such applications, he said.According to the Beijing Times, the Dadongfang Xingzou School had hired former military personnel and prison wardens as discipline teachers.

BEIJING -- Thirty-one provinces, autonomous regions and municipalities on the Chinese mainland had reshuffled local Party committees through internal elections for Party officials within a year ending last June.Moreover, 408 cities, 2,763 counties and 34,976 townships have elected new Party committee leadership from early 2006 to April this year, the Organization Department of the CPC Central Committee said here Thursday.This has made good preparation for the upcoming 17th CPC National Congress.The positions in the new Party committees at the provincial, regional and municipal levels were reduced by 21 compared with previous ones. The positions were cut by 149 at the city level, by 859  at the county level, and by 34,368 at the township level.Meanwhile, the local Party leaders are younger and well educated, particularly at the provincial level. The age of leaders in CPC provincial committees average 52.9 years old, half a year younger than their predecessors, and 91.6 percent of them received college education, 14 percentage points higher than before.The CPC Central Committee has taken a series of measures to make the election in local Party leadership fair and clean, the department said.In 296 townships of 16 provincial-level regions across China, leaders of Party committees were directly voted by CPC members as pilot projects.The ratio between the candidates and the elected officials reached 100:89 in the election at the provincial level and 100:88 to 100:85 at the county-level.The candidates also received strict scrutiny from the Party discipline departments to ensure they are clean from corruption or scandals.A hot line was set to receive tip-off about malpractice and corrupt candidates during the local Party leadership reshuffle.Thus far, 260 officials have been punished for malpractice.

The head of the World Health Organization (WHO) Thursday warned of worsening health in the country's vast rural areas while praising the government for its commitment to improve healthcare in the countryside."The health indicators have failed to improve in pace with the economic indicators," said Margaret Chan when addressing a conference on rural primary healthcare in China."The health gap between rural and urban areas has grown even wider and health in parts of rural China is deteriorating."Medical costs are rising faster than the growth of per capita income in rural areas, she added.She said she appreciated the government's efforts and plans to build a medical system for all people, saying "when fair and accessible public health services become the clear targets of a country's public health policy, people's health will be improved".The WHO chief said she had noticed that the tasks on improving people's well-being in the report by Party chief Hu Jintao at the 17th National Congress of the Communist Party of China included a basic medical insurance system for urban dwellers and a cooperative medical care system in rural areas.She said recent WHO research has found that diseases are the source of poverty for 30 to 50 percent of the rural population of 737 million.A growing number of rural people, especially the aged, are suffering from various diseases; however, few have access to decent healthcare, she told the conference.Chan criticized the practice of allowing healthcare services to be commercialized in rural area, warning that it will cause the patients deeper suffering.The government has pledged to provide its population with basic medical care by 2020.It is expanding medical care through the Rural Cooperative Medical Scheme, a plan under which subscribers are funded to the tune of 50 yuan (.4) per person - 20 yuan (.6) from the central government, 20 yuan from the local government and 10 yuan (.3) from the individual.Vice-Minister of Health Chen Xiaohong said nearly 85 percent of the country's rural area, or 2,429 counties, are participating in the plan.

According to the report, Chinese consumers are experiencing unprecedented wealth growth which is 3 to 5 times faster than developed countries in the past 50 years. Most Chinese consumers plan to spend more in near future to fulfill their family dreams."The past decade of rapid economic growth has brought prosperity but also uncertainty, resulting in a highly complex consumer market with diverse consumer attitudes," said Hubert Hsu, senior partner and managing director of BCG, at a press conference in Beijing."Capturing the next wave of consumer growth in China will involve developing deep consumer insights and creating marketing differentiation," said Hsu.The report said there are significant generational differences in terms of spending attitude among Chinese consumers. The strong interest in trading up, which means spending more money for more expensive products, was driven up by consumers' increasing desire for better goods and services and rising concern over safety and quality of cheap products.Chinese consumers put more faith in brand names compared with the US consumers and they believe good brand represents quality, safety, effectiveness and durability, said Hsu.Despite strong trading up desires, Chinese consumers continue to "treasure hunt" - make deliberate trade-offs to maximize "value" of their budgets. They use similar strategies for treasure hunting as their counterparts in other countries except several unusual tactics such as group purchase for volume discount, said the report.The report suggested global suppliers in China should establish strong, branded relationships with China's treasure-hunting consumers, provide the kinds of products that appeal to practical concerns and emotional needs, and be willing to customize their offerings to meet the needs of a geographically diverse population.While the retailers must make sure the categories they carry are the ones that treasure-hunting consumers will seek and focus on a product's technical and emotional benefits, said the report.

WUXI: Premier Wen Jiabao has demanded a thorough investigation of the Taihu Lake crisis, which has affected the drinking water supply of about 2 million people. Efforts to protect the lake from further pollution are also to be scrutinized. "The pollution of Taihu Lake has sounded the alarm for us," Wen said in a directive to a symposium held by the State Council here yesterday. Taihu Lake, which was once a scenic attraction famous for its aquatic life, including shrimp, lily and water chestnuts, has been heavily polluted by industrial, agricultural and domestic waste. Wen said efforts had been made to reduce pollution in Taihu Lake in recent years. "But the problem has never been tackled at the root," he added. He asked participants in the symposium, including officials from central and local governments, environmental workers, scholars and researchers, to thoroughly investigate the Taihu Lake crisis so that concrete measures could be drawn up in response. Vice-Premier Zeng Peiyan, who attended the symposium, told governments at all levels to work to prevent algae blooms and ensure the safety of drinking water. Zeng asked local governments to continue collecting the blue-green algae, intensify monitoring of water quality, ensure the water supply and divert more water from the Yangtze River to flush out the pollution. He also asked environmental watchdogs to strengthen supervision and punish factories that discharge pollutants into Taihu Lake. At the meeting, all towns around Taihu were ordered to establish sewage treatment plants. Chemical factories will have to meet a new water emissions standard by the end of June next year. Towns must set up sewage treatment plants and are forbidden from discharging untreated sewage into Taihu Lake or rivers in the Taihu valley. Existing plants must install nitrogen and phosphorus removal facilities before the deadline, according to the plan announced at the meeting. As an increasing number of EU companies now invest in China, the EU wants to have a second thought on whether such measures would hurt its own interests.

A court has upheld the life imprisonment sentence handed down to the former secretary of Shanghai's sacked Party chief Chen Liangyu, Caijing magazine said on its website on Friday.The Jilin Provincial High People's Court rejected the appeal of 43-year-old Qin Yu despite his insistence he deserved a lesser sentence.Qin argued that as well as freely confessing his involvement in the 3.7 billion yuan (2 million) social security fund embezzlement scandal, he provided a lot of information to aid the investigation, which toppled his boss Chen Liangyu.The high court, however, was unconvinced, and on Thursday upheld the life sentence verdict reached by the Changchun Intermediate People' Court on September 25 this year, the report said.Before becoming Chen's secretary in 1995, Qin worked as a university professor.He was made head of the Baoshan district government shortly before the investigation into the social security fund scandal officially began in July 2006.At his first trial, Qin was found guilty of taking bribes totaling 6.8 million yuan from Zhang Rongkun, the former chairman of the Feidian Investment Company.Zhang was the first person to be arrested in the scandal, which was exposed more than a year ago.It later brought down several high-ranking officials including the former Shanghai Party chief, Chen.He is the highest-ranking Party official to be axed in more than a decade.Zhang's case is still pending.Meanwhile, in an unrelated case, on Thursday, Wang Chengming, the former chairman of Shanghai Electric Group Co and former president of Shanghai SVA (Group) Co Ltd, was given the death penalty with a reprieve for his involvement in collective embezzlement and taking bribes.While he was president of Shanghai SVA, Wang and two other senior business executives, Yan Jinbao and Lu Tianming, pocketed more than 300 million yuan from illegal land transfer deals in Shanghai, a statement by the Changchun Intermediate People's Court said.Yan was sentenced to life imprisonment and Lu was given 15 years, the Caijing website said.Xinhua contributed to the story

China has sent rescue ships to search for a cargo vessel missing in the East China Sea with 17 Russian crew on board.The China Maritime Search and Rescue Center said on Friday it launched a search and rescue emergency plan soon after a rescue center in Russia's far east informed it of the missing boat on Thursday.The Cambodia-registered ship went missing on its way from Japan to Hong Kong.The vessel failed to arrive in Hong Kong on Thursday as scheduled, and the last radio contact was made with the ship on Sunday, when it was 212 sea miles (391 km) east of Shanghai.Russian rescue officials then informed rescue centers in China, Japan and South Korea of the Captain Uskov's disappearance."Our rescue ships have started searching," Zhai Jiugang, a senior official with China's search and rescue center, said.Vessels sailing in the East China Sea have also been informed by the center's branches in Shandong and Shanghai of the disappearance of the ship, and were asked to assist in the search, he said.The center is also using maritime satellites to help search for the vessel. But by Friday afternoon, there was "no clue about the missing boat, and we will continue to search", he said.The boat, with a cargo capacity of 5,200 metric tons, was built in Japan in 1982. It flew a Soviet flag and was later sold to a private shipping company and registered in Cambodia.
