Asahi Breweries Ltd., Japan's largest beer producer, is targeting the Chinese milk products market with an all-around manner with its new milk factory being under construction in China's Shandong Province, company officials told Xinhua Saturday.     A milk company, which has been building the factory, was established in Laiyang city, Shandong Province, in April. It's the first time for a large-scale Japanese corporation to enter the Chinese integrated milk business in the fields of both production and sales.     The company is owned 90 percent by Asahi. Business of the new company will involve the entire process from raising cows to marketing, while products will be sold to major cities such as Beijing, Shanghai and Qingdao under Asahi's proprietary label, according to Asahi Breweries officials.     Price of the Asahi milk products will be about 50 percent to 100 percent higher than average local milk, and sales in the first year will be targeted at 1 ton per day, they said. BEIJING, April 13 (Xinhua) -- Chinese companies will no longer need the central bank's approval when issuing short-term bonds on the inter-bank market amidst government efforts to boost direct financing and reduce bank loan risks.     The People's Bank of China (PBOC) announced non-financial companies could issue bonds with maturities of less than one year on the inter-bank market without its approval from April 15.     Instead, they would only need to register at the National Association of Financial Market Institutional Investors set up in September, the PBOC said in a statement issued late on Saturday.     It said other negotiable notes "with a certain maturity" issued by non-financial companies on the inter-bank bond market wouldn't need administrative examination and approval, either. Nor would future innovative financing tools on the market.     China has vowed to develop its capital market and broaden direct financing channels to curb enterprises' heavy reliance on bank credit.     "China's financial structure has long been unbalanced, with its direct financing underdeveloped," said the statement. "Enterprises rely on bank loans too much, bringing them fairly large hidden risks."     To boost innovation in debt offering and raise the share of direct financing could mobilize the transfer of deposits to investment and decrease credit risks of the banking system, it said.     China allowed companies to offer short-term bonds to qualified institutional investors on the inter-bank market in May 2005.     From then to the end of 2007, 316 companies issued 769.3 billion yuan (about 109.9 billion U.S. dollars) of short-term bonds, with 320.3 billion yuan of outstanding debts, statistics showed.     In comparison, short-term loans to non-financial companies and other institutions surged 1.25 trillion yuan in 2007, while middle- and long-term loans jumped 1.65 trillion yuan.

LANZHOU, Sept. 14 (Xinhua) -- Inspectors had found poisonous chemical in the Sanlu infant formula produced by one of its partner producers in northwest China's Gansu Province, an official said on Sunday.     Two out of the 12 samples randomly selected from the Sanlu milk powder produced by the Haoniu Dairy Co., Ltd. in Jiuquan City had tested positive for melamine, said Xian Hui, vice-governor of Gansu.     "The products of Haoniu have been sealed up," he said.     The test was conducted after the Sanlu Group, a leading Chinese dairy producer based in northern Hebei Province, admitted that it had found some of its baby milk powder products were contaminated with melamine, a chemical raw material strictly forbidden by the country to be used in food processing.     As of Saturday, a total of 432 babies throughout the nation have been sickened with kidney stones after drinking the contaminated milk powder.     Haoniu was founded in 2002 with the registered capital of 51 million yuan (7.45 million U.S. dollars). Its production was in line with the Sanlu standard and its products use the Sanlu trademark.     As of Saturday night, Gansu has reported 102 cases of infant kidney stone caused by the Sanlu milk powder. Two babies have died, Xian said.     The province has so far seized altogether 164,000 packs of Sanlu milk powder.

CHENGDU, Sept. 2 (Xinhua) -- Chinese Premier Wen Jiabao called the past 110 days since the May 12 quake "shocking and touching" when speaking to journalists in southwest China's quake-hit Sichuan Province on Tuesday.     "The past 110 days were days that shocked our minds, and also days that touched our hearts," said Wen. "It's not a long time, but what we did, as witnessed by people all over the world, will go down in history." XIANGFEN, Shanxi, Sept. 15 (Xinhua) -- Rescuers continued to search for the missing in last Monday's fatal mud-rock flow in north China's Shanxi Province that killed 254 people and injured 34 to date.     No new bodies were found from 6 p.m. on Sunday to 6 p.m. on Monday. Rescuers were continuing to search in areas designated by the family members of the missing, according to Lian Zhendong, the rescue operation's chief.     "We will not stop the rescue work in a short time," he said. "We will do our best to make the family members of the missing see their relatives." Rescue workers work on the ruins at the key spot of the mud-rock flow in Xiangfen County, Linfen City, north China's Shanxi Province, Sept. 15, 2008A rain-triggered mud-rock flow happened around 7:50 a.m. on Sept. 8 when the bank of a pond holding waste ore dregs burst at the Tashan Mine in Xiangfen County, Linfen City, destroying buildings, trade markets and residences lying about 500 meters downstream.     The death toll has risen to 254, 151 of whom have been identified. The 34 injured, four seriously, were being treated in hospital.     An initial investigation showed that factors leading to the accident included the production and building of the pond was in violation of regulations. The mine also lacked a security checkup, failed to implement the orders for straightening up operations, in addition to the loose supervision of concerned safety departments.     The State Council, China's Cabinet, has ordered a nationwide safety check at similar production sites to root out hidden risks following the deadly accident.

BEIJING, Oct. 10 (Xinhua) -- China's central bank on Friday said it will continue international cooperation to tackle the global financial crisis and maintain market stability.     The pledge came two days after the People's Bank of China (PBOC) announced an interest rate cut in a co-ordinated global move to revive solvency in the international financial system.     The PBOC on Wednesday cut the benchmark lending and deposit rates by 0.27 percentage points and the reserve requirement ratio by 0.5 percentage points amid growing fears of a slowing economy and falling equities market.     "The PBOC will continue close contacts and cooperation with counterparts and international financial organizations to jointly maintain stability of global financial market," PBOC spokesman Li Chao told Xinhua.     The PBOC would closely watch the developments and effects of the crisis and take timely and flexibly measures according to changes in the domestic and international situations to guard against financial risks, Li said.     The global economic slowdown reduced demand for Chinese exports and inevitably affected China's economy, he said.     The central bank was fully confident and capable of dealing with the crisis and maintaining stable and relatively fast economic growth.     "China has a huge domestic market and the liquidity is abundant," he said. "As long as we take strong measures to boost domestic demand, the economy has big potential for sustainable growth."     A PBOC statement on the third-quarter meeting of its monetary policy committee said it would take flexible and prudent macro-economic control measures to boost economic growth.     The PBOC was not optimistic in its global economic outlook as intensifying fluctuations in the financial markets had affected the real economy.     It said it would boost coordination between monetary policies and fiscal, industry, export and financial regulation policies to help transform economic growth mode and boost domestic demand to balance international payments.

NANNING, April 1 (Xinhua) -- South China's Guangxi Zhuang Autonomous Region became the 10th Chinese locality to have replaced gasoline and diesel oil with bio-ethanol fuel on Tuesday out of environmental and energy efficiency concerns.     Petrol stations in all the 14 cities of Guangxi began to sell bio-ethanol fuel on Tuesday and in two weeks, traditional petrol and diesel oil will be phased out, said Fu Jian, an official in charge of transport with the regional government.     Fu said about 350,000 motor vehicles and more than 3 million motorbikes will have their tanks cleaned up for the fuel change.     Presently nine other Chinese provinces are using ethanol fuel including Jilin, Liaoning and Heilongjiang provinces in the northeast, Henan and Hebei provinces in the north, Anhui, Shandongand Jiangsu provinces in the east and the central Hubei Province.     Guangxi is the first Chinese locality to commercially produce ethanol fuel with cassava instead of grain. The region produces 7.8 million tonnes of cassava a year, more than 60 percent of China's total.     It is home to China's first bio-ethanol fuel production base that went into operation in December in the coastal city of Beihai. The base is designed to produce 200,000 tonnes of biofuel annually out of about 1.5 million tonnes of cassava.     China banned the use of grain for ethanol production last year to ensure sufficient food supplies, and biofuel manufacturers havesince turned to sweet potatoes, sorghum and straw stalks instead.     Ethanol fuel is believed to help ease China's energy supply bottleneck. Customs statistics say China's net crude oil import climbed at least 12 percent year on year to reach 160 million tonnes in 2007, and the country's reliance on crude oil import is at least 46 percent.     It is also believed to help cut carbon monoxide and carbon dioxide emissions, by around 30 percent and 10 percent respectively.     Chinese officials said the country's ethanol fuel sales will reach 30 million tonnes in 2010 to make up half of the total gasoline supplies.
