Your spirit has touched all Chinese people. I hope you will soon go back to your normal lives and build a better home."     At Dujiangyan Radio and Television Station, Li urged the technicians to repair the network as soon as possible to ensure that the people in the quake zone could enjoy radio and TV programs. Li hoped they could go deep into the front line of the quake and represent the feelings of the victims, soldiers and other relief workers.     "I believe you can create many artworks that will inspire the people affected by the earthquake," Li said.     He was accompanied by Liu Yunshan, a member of the Political Bureau of the CPC Central Committee and director of the Publicity Department of the CPC Central Committee.     The death toll in the earthquake that jolted Sichuan Province and some other areas on May 12 rose to 69,107 as of Tuesday noon.

SHIJIAZHUANG, Sept. 20 (Xinhua) -- Chinese Vice Premier Li Keqiang had a full schedule on Saturday afternoon as he spent time in north Hebei Province visiting infant patients stricken by tainted milk powder, talking to doctors, dairy farmers and salesman in a local supermarket.     In Dingxing County Hospital of Hebei Province, he went to the infants ward where he talked to parents and inquired about the symptoms and progress of the patients' illness. Li made the remarks while talking to a salesman in Womei Supermarket in the county seat of Dingxing.     He then went to Shiqiao Village of Dingxing Township where he asked about the milk supply.     He asked local officials to take measures to ensure the farmers' interests would not be hurt by the scandal.     More than 6,200 infants developed kidney stones after drinking a baby formula tainted with melamine. The chemical, which was added illegally, makes the protein content of milk appear higher than it actually is. The formula has so far killed four infants.     Dairy giant Sanlu based in the Hebei provincial capital of Shijiazhuang was the first company exposed in the scandal.

A 75-billion-yuan (about 10.7 billion U.S. dollars) post-quake reconstruction fund had been set up and more money would be added to it in the next two years, he added.     Before the reporters, Wen expressed sincere thanks to the Chinese worldwide, including compatriots from Hong Kong, Macao and Taiwan, as well as the leaders, governments and people of other countries for their concern, sympathy, aid and help.     "Facing such a powerful quake, we welcome international reporters to the quake zone," Wen said. "And we believe you can report the quake, its damage and the work we have done in a fair, objective and truthful way with your conscience and humanitarian spirit."     "In handling emergency incidents and other issues, we will unswervingly stick to the principles of putting people first and opening up to the outside," he said.     The 8.0-magnitude quake, which was centered in Wenchuan County, had left 60,560 dead nationwide as of Saturday noon, according to the Information Office of the State Council.

BEIJING, Sept. 3 (Xinhua) -- Premier Wen Jiabao inspected repair work and raised morale among residents over the past three days, during a visit to southwestern Sichuan Province nearly four months after the devastating May 12 earthquake.     "The relief work [so far] is successful," said Wen, on his fourth visit to Sichuan since the quake. "Now we are entering a critical stage to boost rehabilitation." With a combination of temporary housing and repaired buildings, about 4.45 million homeless families in the province have found accommodation.     Wen visited Zaoshu Village, Qingchuan County, one of the worst-hit areas, as the villagers were busy building or repairing houses. Wen returned to the school, which is in makeshift buildings, during this visit.     More than 240 students in the school were killed in the quake.     Standing in a classroom before the blackboard, he said to the students: "You are our country's future. I believe beautiful flowers will blossom over the debris of the earthquake."     Children presented handmade cards to Wen and invited him to take photos with them. The Premier presented flowers and bowed three times under the national flag on the campus to mark the victims.     Agriculture and industry were gradually recovering in the quake area.     At Yongquan Village in Deyang City, people were harvesting rice and planting potatoes. Wen went into the field, asking farmers about their crop yield. Told there was a bumper rice harvest despite the quake, he urged local officials to resume production as soon as possible where conditions allow.     At quake-devastated Dongfang Steam Turbine Co., Ltd. of Deyang, which Wen had visited twice previously, he was visibly happy to see production back at the pre-quake level.     He urged employees to continue working to build the company into a more advanced, secure and sustainable organization.     The premier also visited a road repair site near the epicenter,Yingxiu, praising the soldiers and workers who braved aftershocks and landslides to keep the road clear after the quake.     The worst-hit Beichuan County must be relocated as it was severely damaged in the quake and the original site might be vulnerable. Wen again visited the debris where the county seat was once located. He trudged on foot for an hour through the debris with a heavy heart.     He laid a wreath at a mass burial site of quake victims and observed a one-minute silent mourning period together with his entourage.     He told survivor Wang Dan, a 26-year-old woman of Qiang ethnic group, that the pain was overwhelming but the Beichuan people were strong.     "Although half of the population perished, the other half -- the survivors -- will build a new Beichuan with hope," he said.     When invited by Wang to come again when the new Beichuan is built, Wen promised he would come to the place, which he would remember for life.     He told local officials that the county should be rebuilt not only materially but also spiritually, as its unique Qiang culture should be preserved and promoted.     Presiding over a meeting attended by Sichuan provincial-level officials on Tuesday night, Wen said the quake rescue and relief work had entered an important phase of reconstruction. He urged local governments to seriously implement the reconstruction plan approved by the State Council, the country's Cabinet, and lead local people to accomplish the major tasks of rehabilitation and reconstruction in three years.

KUNMING, April 8 (Xinhua) -- China Eastern Airlines (CEA) will offer compensation of up to 400 yuan (57 U.S. dollars) to passengers affected in flights where pilots deliberately turned their aircraft around.     Passengers whose flights were canceled will get 400 yuan compensation. Those delayed within two hours of departure and without accommodation would get 100 yuan. Those delayed within eight hours of departure would get 200 yuan, said an official with the Yunnan branch of the carrier on Tuesday.     The compensation was set according to a guideline notice released by the general Administration of Civil Aviation, the official said.     From March 31 to April 1, 21 flights returned to their departure points in Yunnan Province, in southwestern China, leaving more than 1,000 passengers stranded at Kunming Airport, the capital of Yunnan.     "The time and energy we have wasted could never be compensated by 400 yuan," said Yu Xiaoyan, a tourist from the northern Inner Mongolia Autonomous Region.     Yu planned to take the MU5793 flight at 9:50 a.m. on March 31 from Kunming to Xishuangbanna. The plane never came after waiting for seven hours at the airport.     She was offered a ticket change at 4 p.m. on April 1 and received 400 yuan compensation.     CEA finally admitted on Monday that some pilots on the 21 flights deliberately turned their aircraft around while in flight.     It originally said the incidents were due to poor weather. However flights with other airlines flying the same routes landed on schedule during the same period.     The airline has suspended the pilots. Further probing is underway, said an announcement on the company's website.

BEIJING, Oct. 12 (Xinhua) -- China's ruling Communist Party said on Sunday that it would strive to double the per-capita disposable income of rural residents by 2020 from the 2008 level.     The goal was part of the decision made at the close of the third Plenary Session of the 17th Communist Party of China (CPC) Central Committee, which focused on issues concerning rural reform and development. Hu Jintao, general secretary of the CPC Central Committee, delivered a work report at the four-day plenum, held from Oct. 9 to 12 in Beijing.     The government would also boost consumption of rural residents by a big margin and basically eliminate absolute poverty in rural areas by 2020, according to a communique issued on the plenum's conclusion. A rise of at least 6 percent was expected for 2008, according to a government report in March.     The rural population mired in absolute poverty was reduced to 15 million last year, down from 250 million in 1978.     Targets set at the plenum for rural reform and development till 2020 also included "improving the system of economic growth in the countryside and establishing a mechanism to integrate urban and rural areas in terms of economic growth and social development".     "The modernization of agriculture will advance with major progress, and agricultural productivity will be elevated to a higher level, with national grain security and product supplies guaranteed," said the communique.     The Central Committee also agreed a goal to improve grassroots democracy in the countryside, and vowed to guarantee equal public services in rural areas, such as education opportunities for all rural residents and better medical services and subsistence support.     The communique said there were several "musts" which should be followed:     -- strengthening the position of agriculture as the foundation of the national economy and putting the food security of 1.3 billion people as the top priority.     -- protecting farmers' rights and ensuring the aim and outcome of all the work of the Party and the state is to realize, safeguard and expand the fundamental interests of the majority of the farmers.     -- unremittingly liberating and developing the productive forces in rural areas and make reform and innovation as the fundamental driving force for the development of the rural regions.     -- taking into overall consideration the development of both urban and rural regions.     -- upholding the Party's role as the leadership in the development of the rural areas.     The communique outlined the plan for advancing rural reform and development in the next few years, giving priority to reform and innovation, developing modern agriculture, boosting the capacity of agricultural production, and developing public utilities in rural regions.     About the land policy, the communique said it was necessary to maintain and improve the basic system for rural operations and improve the strict management system of land in rural regions.     It was also necessary to set up a modern financial system in rural areas and establish a system which would help integrate economic and social development in urban and rural areas.     In addition, the communique said it was imperative to enhance standardization of agricultural products and strengthen work on improving quality of agricultural products.     "We should strictly conduct supervision in the entire production process and carry out supervisory duty to ensure quality of the products. We should never allow unqualified products to enter the market," it said.     A total of 202 full members and 166 alternate members of the Committee attended the plenum, according to the communique.     Members of standing committee of the CPC central committee for discipline inspection and top officials of the relevant departments were also present at the session, the communique said.     The plenum had also gathered delegates to the 17th CPC National Congress who had been working on agriculture and rural development at grassroots levels, and experts and scholars on agriculture, rural areas and farmers.     This meeting was significant because it was the third Plenary Session of the 11th CPC Central Committee 30 years ago that pushed the country on to the road of its historic reform and opening-up drive.

Some traders said people had asked about buying stocks of Sichuan-based companies to show support.     PRAYERS FOR SALVATION     Across the country, people honored the quake dead in various ways; some flew black kites and some held chrysanthemums. Children stood holding lit white candles, and villagers in China's remote northwest burnt incense sticks and paper money to see off the dead.     In front of the Potala Palace in Lhasa, capital of Tibet, residents mourned in the rain, and Lamaists prostrated themselves while saying prayers for the deceased.     "I saw the calamity of the earthquake in TV, and I pray for the people who died and hope those living are strong and hold on," said Ama Cering, a ethnic Tibetan woman.     Senior Chinese leaders including Hu Jintao, Wu Bangguo, Wen Jiabao, Jia Qinglin, Li Changchun, Xi Jinping, He Guoqiang and Zhou Yongkang mourn during a silent tribute to the dead in the earthquake hitting southwest China's Sichuan Province, in Beijing, capital of China, May 19, 2008. Former President Jiang Zemin also stood in silence, separately, while Li Keqiang, another senior Chinese leader, observed the period of silence in Beichuan County of Sichuan on May 19.    MOMENT OF SILENCE IN BATTERED SICHUAN     In battered Sichuan, green-uniformed soldiers and rescuers in orange suits paused briefly for the mourning, joined by rescue forces from Japan, Russia, the Republic of Korea and Singapore.     "When the siren sounded, I felt a sudden shudder. I feel deeply sorry for those dead brothers," said Pu Taihua, a rescuer in Beichuan, tears mixing with sweat on his face.     Although rescuers are being challenged by the rugged terrain and aftershocks in Sichuan, more than 100,000 soldiers and rescuers are still battling to search for buried survivors.     The quake victims, who are clinging to hope that their relatives have somehow survived, also took time to join the mourning.     In Beichuan County, one of the worst-hit areas in Sichuan, surviving students, wearing white T-shirts, stood with their heads deeply bowed. Some of them had been orphaned by the earthquake.     In Anxian County, also hit hard, more than 1,800 homeless residents gathered on open ground for the remembrance. Peng Hao, a boy who lost his father, wrapped himself in his dad's blanket and wailed plaintively with his mother.     In the Tianpeng Middle School in Pengzhou City, Sichuan, thousands of people gathered on the playground. An eerie silence was broken by cries from the crowd after a baby, Dong Chengyuan, began to wail in the arms of his grandmother.     The baby, whose grandfather died in the quake, wore a black armband that read "mourning" in Chinese.     Baby Dong's mother, Chen Jiao, said the family had cried all their tears. "When I found my dad, he was crushed by two beams, one on his neck and another on his feet. His body was almost disfigured," said Chen.     After the memorial, residents wandered around the playground, reluctant to leave.     WOUNDS WILL HEAL     From herdsmen and hearing-impaired children to elderly survivors of the deadly 1976 Tangshan earthquake, from bus drivers in Beijing to barter traders along the China-Russia border in Manzhouli, grieving Chinese are rallying against the disaster.     "My best friend died in the earthquake, but wounds will heal, homes will be rebuilt and everything will be all right," said Zhang Xiaomei, a student in the Yinghua Middle School in Deyang City.     On Monday, a downtown square in Chengdu was crammed with thousands of people who shouted "Go, Sichuan!" "Go China!" amid tears.     "The people in Sichuan are not alone. The whole China of is supporting them," said Ma Guoxi, a student in Ningxia University.     Mark Hancock, an Australian teacher in Qinghai, joined hundreds of Chinese mourners in a downtown square in Xining, capital of Qinghai Province.     "It's been a terrible catastrophe for China, for the Chinese people," he said, struggling to hold back tears. "It's a time for China to demonstrate its enormous strength to overcome the tragedy, and people all over the world are with them and supporting them," he added.     "The earthquake took away people's lives, but it will not frighten the brave Chinese people into retreat. We will get over the hardships and a stronger China will have a better future," said He Bin, a police officer of the Anhui Provincial Public Security Department. President Hu Jintao, standing atop the rubble amid aftershocks on Sunday, said through loudspeakers to the soldiers in the quake-hit Shifang City: "I truly believe that the heroic Chinese people will not yield to any difficulty!"
