BEIJING, July 13 (Xinhua) -- China's Ministry of Finance announced Monday that the country's fiscal revenue in June rose 19.6 percent year on year to 686.75 billion yuan (100.5 billion U.S. dollars).     However, in the first half of this year, fiscal revenue fell 2.4 percent to 3.398 trillion yuan, said the ministry in a statement on its website.     The growth rate last month was 14.8 percentage points higher than the growth rate in May. Fiscal revenue fell 9.9 percent in the first four months this year from a year earlier to 2.05 trillion yuan due to shrinking business profits hit by the global economic slowdown and active fiscal policies including tax cuts to buoy domestic economic growth.     The ministry attributed the revenue rise in June to the stabilization of overall economic performance, growing business profits and the increase in the cigarette tax.     The government announced on June 20 the tax on cigarette cartons costing 70 yuan or more would rise to 56 percent from 45 percent, and the tax on cigarette cartons costing less than 70 yuan would rise from 30 to 36 percent.     Sales tax revenues rose 63.1 percent year on year in June, with business tax revenues edging up 6.4 percent, but the ministry did not specify the figures.     In June, China's fiscal expenditure increased 21.5 percent to 640.56 billion yuan from a year earlier. From January to June, the figure stood at 2.89 trillion yuan, up 26.3 percent from the same period last year.     The government unveiled a 4-trillion-yuan stimulus package in November last year to be spent over the next two years to shore up the world's third largest economy, with 1.18 trillion yuan from the central government.     Fiscal revenue includes taxes as well as administrative fees and other government income, such as fines and income from state-owned assets.

URUMQI, July 12 (Xinhua) -- The violence-torn Xinjiang Uygur Autonomous Region is plodding on the road to recovery amid vigilance one week after the violence in its capital city of Urumqi that left 184 people dead and 1,680 injured.     Police with riot gears were inspecting checkpoints, combing coaches for runaway suspects involved in the deadly violence.     Zhou Yongkang, member of the Standing Committee of the Communist Party of China (CPC) Central Committee Political Bureau, said in his tour to the autonomous region on Sunday that to maintain social stability is the top concern of the livelihood of the people of all ethnic groups in Xinjiang for the time being.     The regional government chairman Nur Berkri said in a televised speech Sunday afternoon that the number of people injured in violence on July 5 had risen to 1,680.     Altogether 216 of the 939 hospitalized are seriously injured and 74 injured fatally, he said.     An oil tank explosion occurred at a chemical plant in Urumqi Sunday morning. Police ruled out the possibility of intentional sabotage after on-the-spot investigation but said the reason of the explosion needs further investigation.     At the suburb of Aksu City, people who flocked into the Uygur bazaar, Toksun, as the local residents called it, said they had felt something different.     "There are much fewer people compared with what it was before the violence," said Tunxunjiang Tuohuniyazi, a local Uygur who were visiting the bazaar with his wife.     "On my way here, I saw a lot of policemen," he said. "But I understand it. The heavy security helps ensure our safety."     The bazaar, which boasts 3,000 stands, only saw a little more than 500 of them in business on Sunday.     Tuniyazi Yiming, a vender busy baking dumplings, said his turnover halved with number of the bazaar visitors on such a sharp decline.     The same bleak business picture could be seen in the border city of Kashgar in southern Xinjiang, where markets and bazaars reported only a few visitors.     Also hurt is the the region's tourism. Sources with the Urumqi Municipal government told Xinhua that because of the riot, 1,184 tour groups had cancelled their plans to visit the city as of Sunday.     They involved 74,218 travelers, including 10,731 tourists from overseas.     Railway authorities said Sunday that situation in the Urumqi's train terminal is normal.     The passenger volume was reported at 21,000 persons at the station on Sunday, 4,000 fewer than Saturday.     "There are no so-called 'waves of refugees' and ticket scalpers reported by some overseas journalists in the train terminal," said Chen Kai, vice chief of the South Train Station of Urumqi.     In Urumqi, thousands of youngsters have expressed their willingness to serve the city by signing up to be volunteers.     "Two days after the hotline was launched, we have received more than 1,600 calls," said Yu Yinglong, head of the Volunteer Association in Urumqi. "They volunteered to serve in hospitals and to give psychological help to those who were traumatized in the violence."     "The Koran teaches us that Muslims should be united. It teaches us to live in harmony with non-Muslims as well. BEIJING, July 2 (Xinhua) -- More than 900 scholars, experts and representatives from business circle from around the world have gathered in Beijing to discuss remedies for the global financial crisis and the future development of the world economy.     They are attending the Global Think Tank Summit, which opened here Thursday evening.     Attendees to the summit included former President of the European Commission Romano Prodi, former Secretary of State of the United States Henry Kissinger, and Muhammad Yunus, laureate of the Nobel Peace Prize. HELSINKI, June 25 (Xinhua) -- China and Finland on Thursday agreed to push for closer economic cooperation to tackle the ongoing global financial crisis.     Visiting Chinese Vice Premier Li Keqiang unveiled broad measures to work together with Finland to fight the global financial crisis after meeting with Finnish Prime Minister Matti Vanhanen. Li and Vanhanen joined a signing ceremony of several government and business agreements between the two sides, under which Li said China would purchase Finland's advanced environment-friendly technologies.     China would also send a large group of entrepreneurs to Finland within two weeks to make major purchases of Finnish goods, according to Li. BEIJING, July 13 (Xinhua) -- Chinese Vice President Xi Jinping on Monday urged Communist Party members and government officials to put more efforts in finding and correcting problems that may hinder scientific development and taint the image of the Party.     Xi, also member of the Standing Committee of the Communist Party of China (CPC) Central Committee Political Bureau, made the remarks during a meeting on the implementation of the Scientific Outlook on Development.     In September 2008, the CPC launched a one and a half year campaign to study and apply the Scientific Outlook on Development, a doctrine adopted by the Party at the 17th CPC National Congress in October 2007.     A total of 11 inspection teams were organized recently to check the results of the campaign in 16 provinces and autonomous regions as well as six central government departments including the Ministry of Environmental Protection, Ministry of Culture and Ministry of Agriculture.     Xi said the campaign had achieved obvious effects as many Party members had deeper understanding of the Scientific Outlook on Development.     However, Xi stressed Party members and officials still needed to do much more work to fully realize the problems in their work and learn to solve them.     "Coping with the financial crisis, ensuring steady and rapid economic development and the stability of society should be an important part of the campaign," he said.

ROME, July 6 (Xinhua) -- Chinese President Hu Jintao held talks with Italian President Giorgio Napolitano on Monday, calling for a boost to ties between the two countries.     During the talks, Hu said Chinese-Italian relations have witnessed healthy and stable expansion over the past 39 years since the two countries established diplomatic relations. In 2004, the two countries agreed to establish an all-around strategic partnership, unveiling a new page for Chinese-Italian friendly cooperation, Hu said.     As next year will mark the 40th anniversary of the forging of bilateral diplomatic relations, China is willing to join hands with Italy to lift bilateral ties to a higher level, Hu said. Chinese President Hu Jintao (L) shakes hands with Italian President Giorgio Napolitano prior to their talks in Rome, capital of Italy, July 6, 2009.     According to a press release issued by the Chinese delegation, Napolitano agreed with Hu, saying cooperation between Italy and China has seen smooth expansion in a wide range of fields.     Napolitano said Italy is willing to further increase its economic cooperation and trade with China, exert every effort to host the "Chinese Culture Year" in Italy and push forward the development of bilateral ties at large.     In order to boost the ties, the Chinese president offered a five-point proposal, according to the press release.     Firstly, Hu said the two countries should increase communications, exchanges and mutual visits between high-level leaders.     Hu proposed that both sides host various events to mark the 40th anniversary of the establishment of diplomatic relations, adding that much attention should be attached to the "Chinese Culture Year" next year in Italy.     Secondly, Hu said the two sides should enhance political mutual trust and understand each other's major concerns.     The Taiwan and Tibet issues are the key concerns of the Chinese side, Hu said, urging Italy to understand China's concerns and offer support.     Hu also said he believed Italy would continue to exert its influence within the European Union to boost the EU-China ties at large.     Thirdly, Hu urged both sides to expand substantial cooperation on various fields such as trade, investment, science and technology, environment protection, medicine and tourism.     Fourthly, the Chinese president said both sides should increase people-to-people communications and cultural exchanges in order to boost their bilateral friendship.     Finally, Hu urged both sides to conduct more cooperation and communications in international organizations and on multi-national occasions.     Hu said both countries could enhance dialogue and coordination on various major international issues such as the global financial crisis, reform of the UN Security Council, climate change, environment protection and sustainable development.     Napolitano, on his part, praised China for its important role in the international arena as well as in addressing major global challenges.     He said he appreciates China's role in the G20 summit, the G8 + 5 summit and active participation in UN peacekeeping actions.     He also said the Italian side spoke highly of the measures China has taken to tackle the global financial crisis and economic downturn. He noted that China's participation is a must for the international community in its move to tackle the crisis, reform the international financial system and realize sustainable development.     On the EU-China relations, Napolitano said Italy would continue to play an active role in boosting the ties.     The president also reiterated Italy's adherence to the one-China policy.     According to the press release, Hu also briefed his Italian counterpart on the latest social and economic developments in China.     The two leaders held the talks at the Quirinal Palace, and Napolitano hosted a grand welcoming ceremony in honor of Hu prior to the talks.     Hu arrived in Rome earlier on Sunday for a state visit at the invitation of Napolitano.     Hu was also to attend the summit of the Group of Eight and major developing countries later this week in the central Italian city of L'Aquila.     This is the sixth time that the Chinese president has attended the G8 outreach session. The previous one took place in the northern Japanese resort of Toyako last July.     The G8, an informal forum of leading industrialized nations, includes Germany, France, Britain, Italy, Japan, the United States, Canada and Russia.

BEIJING, May 26 (Xinhua) -- The State Council, China's Cabinet, has approved a decision to impose harsh criminal and disciplinary penalties on 169 people held responsible for five major work-related accidents over the past two years, the State Administration of Work Safety (SAWS) announced Tuesday.     SAWS said cases involving 131 people had been handed over to judicial departments for criminal prosecution.     The five accidents included a mine blast in Linfen in north China's Shanxi Province that killed 105 on Dec. 5, 2007, a train collision in east China on April 28 last year that claimed 72 lives, and a landslide at an unlicensed iron ore tailings facility, also in Linfen, that killed 277 people. These five accidents are profiled below.     COAL MINE BLAST, HONGTONG COUNTY, SHANXI PROVINCE, 2007     The blast occurred at 11:15 p.m. on Dec. 5 at the Xinyao Coal Mine, killing 105 miners and injuring 18 others. Losses were estimated at 42.75 million yuan (about 6 million U.S. dollars).     Authorities said 78 people bore some responsibility for the accident, and 39 were referred to judicial bodies for criminal prosecution. Wang Donghai, the ultimate owner of the mine, and Wang Hongliang, legal representative, were sentenced to life in prison. Miao Yuanli, former vice mayor of Linfen, received a 14-year sentence.     The other 39 received internal disciplinary penalties. Wang Guozheng, director of Shanxi Provincial Construction Department, and Jin Shanzhong, then vice governor of Shanxi Province, were given severe inner party warnings. Li Tiantai, deputy party chief and mayor of Linfen, was given a severe inner party warning and demoted.     Ruizhiyuan Coal Mining Co. Ltd., which owned the coal mine, was fined 185.2 million yuan and closed.     TRAIN COLLISION, SHANDONG PROVINCE, 2008     A high-speed train from Beijing to the coastal city of Qingdao in Shandong Province derailed and struck another train in Zibo's Zhoucun District on April 28, 2008, leaving 72 dead and another 416 injured. It was the worst train accident in a decade. Losses were estimated at 41.92 million yuan.     An investigation showed the train was running at 131 kilometers per hour at the time of the accident, while the speed limit of that section was 80 km/hr.     Authorities determined that 37 people bore responsibility for the accident. Six people, including Guo Jiguang, vice executive director of the Jinan Railway Bureau, were referred to judicial departments for criminal prosecution.     Thirty-one people received inner party disciplinary punishment or administrative punishment. Chen Gong, head of the Jinan Railway Bureau, was dismissed. Chai Tiemin, then the Party chief of the bureau, was dismissed. Hu Yadong, vice minister of the Railway Ministry, had a serious demerit entered on his record. Liu Zhijun, railway minister, had a demerit entered on his record.     COAL MINE BLAST, SHANXI PROVINCE, 2008     On June 13, 2008, an explosion occurred in a colliery of the Anxin Coal Mining Co. Ltd. in Xiaoyi City, Shanxin Province, which killed 35 people and injured 12 others. One person has never been found. Losses totaled 12.91 million yuan.     Illegal homemade explosives concealed in the colliery tunnel ignited on their own and triggered the blast, according to investigators.     Fifty people were held responsible for the accident, and 26, including Tian Yun, head of the mine and legal representative of Anxin company, were referred to judicial departments for criminal prosecution.     Twenty-four people, including Zhang Zhongsheng, vice mayor of Luliang City, and Zhang Xuguang, mayor of Xiaoyi City, received inner party disciplinary or administrative punishment.     The company was fined 38.46 million yuan and all its illegal gains were confiscated. The company's business license was revoked and it was ordered to close.     LANDSLIDE, SHANXI PROVINCE, 2008     The collapse of an unlicensed iron ore tailing pond triggered a massive landslide on Sept. 8, 2008 in Xiangfen county of the coal-rich Shanxi Province. The landslide buried an outdoor market near a village of more than 1,000 residents, killing 277 people and injuring 33. Four people were never found. Losses were put at 96.19 million yuan.     Authorities said 113 people had responsibility for the accident. Among those, 51 faced criminal charges and 62 received inner party disciplinary or administrative punishments.     Among those facing charges were Zhang Peiliang, board chairman of the Xinta Mining Ltd. Co., or the owner of the mine; Kang Haiyin, Communist Party chief of Xiangfen County; Li Xuejun, head of Xiangfen County; Liu Shuyong, chief engineer of Shanxi Provincial Land and Resources Bureau, and Su Baosheng, deputy head of Shanxi Provincial Work Safety Supervision Administration.     Xia Zhengui, secretary of Linfen city's Party committee, was given an inner-party penalty. Liu Zhijie, Linfen's then mayor, and Zhou Jie, then vice mayor of Linfen, were dismissed. Zhang Genhu, head of Shanxi Provincial Work Safety Supervision Administration, had an internal demerit entered in his record.     MINE FIRE IN HEILONGJIANG PROVINCE, 2008     The fire on Sept. 20, 2008 at Fuhua Coal Mine in Hegang City killed 31 people and caused losses of 15.65 million yuan.     The accident was determined to have been caused by the spontaneous combustion of coal, but 22 people were held responsible for bad management.     Nine people, including Wang Qingyun, an investor in Fuhua Mining Co., Ltd., faced criminal charges.     Thirteen people received disciplinary penalties. Wang Rui, then vice mayor of Hegang, was included, among others.     The company's business license was suspended and it was forced to close.

HONG KONG, June 30 (Xinhua) -- The renminbi deposits with authorized institutions in Hong Kong rose 0.8 percent in May to 53. 4 billion yuan (7.8 billion U.S. dollars), representing about 2 percent of the foreign currency deposits, the Hong Kong Monetary Authority said Tuesday.     The total deposits rose 2 percent in the same month, with the HK dollar deposits rising 2.7 percent as the expansion in demand and savings deposits exceeded the contraction in time deposits.     Foreign currency deposits climbed 1.4 percent.     Seasonally-adjusted HK dollar M1, the narrowest measure of money supply in an economy, rose 9.6 percent in May and 26.8 percent from a year earlier. Unadjusted HK dollar M3, the broader measure, grew 2.5 percent in May and 8.1 percent year on year.     Hong Kong, a southern Chinese special administrative region and free trade hub, has been trying to foster the development of RMB financial market recently with a pilot scheme using yuan for cross- border trade settlement and the issuing of yuan-denominatedbonds in Hong Kong by local and foreign banks operating in the mainland.

VENICE, May 25 (Xinhua) -- China's top lawmaker Wu Bangguo left here for home on Sunday afternoon after concluding his three-nation Europe tour, which helped push his country's relations and cooperation with Europe.     Wu is the first chairman of the Standing Committee of the National People's Congress (NPC), top legislature of China, who has paid an official goodwill visit to Austria in 15 years and to Italy in 12 years. The Europe tour also took Wu to Russia. During the 11-day trip, Wu met with the heads of state and governments of the three European nations and held talks with their parliament leaders. Under the current environment of international financial crisis, coordination between the parliament of the two countries will be conducive to advancing bilateral cooperation.     In Austria, Wu met with Austrian President Heinz Fischer and Vice Chancellor and Federal Minister of Finance Josef Proll. Wu Bangguo arrived in Vienna on May 15 for a four-day official goodwill visit to Austria. During the meetings, Wu emphasized that China places great importance on developing relations with Austria. He said China is ready to expand friendly contact between the governments, parliaments and political parties of the two countries on a basis of mutual respect, equality and mutual benefits.     Wu said the two countries should enhance mutual understanding and trust so as to deepen cooperation in various fields and carry out closer coordination and communication on international affairs.     Fischer appreciates the responsible stance and measure that China has taken in addressing international financial crisis. He said the financial crisis has caused great impact on every country in the world and required joint effort of all countries in addressing it.     On his tour to Italy, Wu met with Italian President Giorgio Napolitano and Premier Silvio Berlusconi. During the meetings, Wu said the economy of China and Italy are highly complementary to each other. He said the two sides enjoy a sound foundation of cooperation and great potential of expanding trade.     Wu put forward three suggestions on expanding trade and economic cooperation between the two countries. Firstly, he said the two countries should strengthen cooperation between small- and medium-sized companies as a way to expand trade and mutual investment. He said the governments of the two countries should give a full play to their joint committees in a bid to support and facilitate cooperation between the companies. Noting that China is working on economic restructuring and upgrading industries, Wu said the two sides share broad prospect in the development and utilization of new energy.     Thirdly, Wu said the two sides should cooperate closely on staging the World Expo. Shanghai and Milan will respectively host the World Expo in 2010 and 2015. Wu expressed the belief that cooperation on this issue will become a new bright spot of China-Italy cooperation.     PUSHING FORWARD PRACTICAL COOPERATION     Wu's visit also helped strengthen practical cooperation in all fields between China and the three nations.     During his visit to Italy, Wu met with Chinese entrepreneurs doing business in Europe. Wu said overseas Chinese companies should explore new ways to help China restructure its economy and upgrade its industries.     Wu, as China's top legislator, made the remarks as he met here with Chinese entrepreneurs who invest and do business in Italy and Europe.     Wu encourages the Chinese companies to expand their overseas market and explore new areas and channels of cooperation in other countries so as to make new contributions to China's cooperation with Italy and Europe.     Against the background of international financial crisis, Chinese companies should enhance research and development capabilities and establish overseas marketing network through cooperation with foreign companies, Wu said.     He hopes that Chinese companies should seized the opportunity of reshuffle of global industry to upgrade management and technology. He said Chinese companies should attach importance to fostering management talents with international experience.     During the visit, Wu demonstrated great interest in upgrading high-tech cooperation between China and the European countries. He visited Vienna High-tech Zone on Saturday, inspecting an energy saving office building and a wind tunnel, which is believed to be the world's largest for testing locomotives and automobiles. The wind tunnel has undertaken tests and data gathering for locomotives used in city subway system in Shanghai.     Wu also visited in Rome a research and development center under the Italian National Agency for New Technology, Energy and the Environment (ENEA) He inspected the high-temperature sole heat system for generating electricity at the R&D center.     Wu said it is a global trend in the energy sector to develop new energy and renewable energy in a broad prospect of growth. He said the Chinese government places great importance on and actively promotes development and application of all kinds of renewable energy, including solar energy. He expressed the wish that research institutes and companies of the two countries should increase cooperation and investment in this respect so as to jointly exploit the renewable energy market.     During the visit, both Wu and leaders of the three nations agreed that under the circumstances of international financial crisis, strengthening practical cooperation will not only help the countries to overcome current difficulties, but also help promote the recovery of world economy.
