ASTANA, Dec. 12 (Xinhua) -- Chinese President Hu Jintao and Kazakh President Nursultan Nazarbayev on Saturday pledged to advance their countries' strategic partnership.     During a meeting with Nazarbayev, Hu put forward a five-point proposal for the development of bilateral relations between China and Kazakhstan. The Chinese president said the two sides should strengthen mutual support on major issues concerning each other's core interests so as to enhance mutual understanding and trust.     Hu said he has accepted an invitation by Nazarbayev to visit Kazakhstan next year, adding that he also invited Nazarbayev to visit China at a convenient time in the near future.     Secondly, Hu said the two countries should deepen their cooperation in the energy sector, and earnestly implement the operation and maintenance of the China-Kazakhstan natural gas pipeline.     The two countries should also strengthen cooperation in the mining sector, he said.     Thirdly, China and Kazakhstan should advance their cooperation in non-energy sectors so as to push forward practical bilateral ties in an all-round manner.     The Chinese president said the two countries should step up efforts to carry out their cooperation plans in non-energy sectors and in promoting the implementation of the first batch of their cooperation projects.     Hu also called for joint efforts from both sides in expanding the scale and improving the economic returns of their non-energy cooperation.     Fourthly, the two sides need to strengthen cooperation in the financial sector, especially in such areas as loans and financing, financial supervision, risk prevention and anti-money laundering.     He said the two sides should accelerate the implementation of agreements on the 10-billion-dollar loan China provided for Kazakhstan to create favorable conditions for their cooperation in energy, mining and non-energy sectors. Fifthly, Hu said the two sides should expand cooperation and exchanges in the fields of humanities and culture.     He said China is ready to expand cooperation with Kazakhstan insuch areas as science, technology, education, culture, sports and tourism. He also announced a decision to increase from 100 to 200 the number of Kazakh students who study in China on Chinese government scholarships every year.     Nazarbayev agreed with Hu's five-point proposal and said the Kazak side was satisfied with the development of the good-neighborly friendship and strategic partnership enjoyed by the two countries.     Hu's visit took place on the eve of the 18th anniversary of Kazakhstan's independence, which Nazarbayev said reflects the importance that China places on its relations with his country.     The two leaders watched the completion of a natural gas pipeline in Kazakhstan earlier Saturday. The pipeline is part of the China-Central Asia gas pipeline that links Turkmenistan, Uzbekistan and Kazakhstan.     Noting that bilateral relations have ushered in a new stage of energy cooperation, Nazarbayev said his country was willing to strengthen pragmatic cooperation with China in the fields of trade, finance, infrastructure, energy and non-energy.     He also agreed with China's handling of the July 5 incident in Urumuqi in northwest China's Xinjiang Uyghur Autonomous Region and reiterated his support for China's efforts to strike against the "three evil forces" of terrorism, separatism and extremism     China's efforts were necessary to maintain stability in Xinjiang, and were good for stability in Kazakhstan, he said.     The president also thanked the Chinese government for increasing the number of Kazak students studying in China and said his country was ready to work with Beijing to smoothly run the two Confucius Institutes in Kazakhstan.     China and Kazakhstan have witnessed sustained, rapid and healthy progress of bilateral ties since establishing diplomatic relations in 1992.     Kazakhstan has become China's largest trading partner in Central Asia. Despite the global financial crisis, two-way trade reached 17.55 billion U.S. dollars in 2008, exceeding the 15-billion-dollar target set by the two countries' governments.     China and Kazakhstan have also made concerted efforts in fighting against the "three evil forces", cracking down on drug trafficking and other cross-border crimes.     Hu arrived in Astana earlier Saturday for a two-day visit to Kazakhstan at the invitation of Nazarbayev.     Kazakhstan is the first leg of Hu's two-nation Central Asia trip. He is expected to leave Kazakhstan on Sunday for Turkmenistan.

FUZHOU, Dec. 10 (Xinhua) -- Leaders of the Chinese mainland's Association for Relations Across the Taiwan Straits (ARATS) and Taiwan's Straits Exchange Foundation (SEF) will hold talks in Taiwan's Taichung on Dec. 22, according to Thursday's preparatory meeting.     The two organizations are authorized by authorities in the mainland and Taiwan to handle cross-Strait issues.     According to a preliminary agreement, ARATS President Chen Yunlin and SEF Chairman Chiang Pin-kung will meet for the fourth round of talks since they resumed negotiations in June last year following a 10-year suspension.     Zheng Lizhong, standing vice president of the ARATS, and Kao Kung-lian, vice chairman and secretary general of the SEF, decided the ARATS delegation would visit the island between Dec. 21 and 25.     The agenda was agreed on during the preparatory meeting in Fuzhou, capital of southeastern Fujian Province, which faces Taiwan across the Taiwan Strait.     The agenda includes discussion of labor cooperation in the fishing industry, cooperation in the fields of inspection and quarantine of agricultural products and standard measurement authentication, avoidance of double taxation and boosting taxation cooperation.     The two organizations are scheduled to hold a symposium on Dec.23 to introduce the mainland investment to the island.     The ARATS delegation will also tour the Taichung City, the surrounding area and the Sun Moon Lake, and leave the island at noon of Dec. 25.     Zheng said talks between the ARATS and the SEF, which negotiate issues deeply concerned by people of both sides, were "remarkable symbolization of the peaceful development of cross-Strait relations."     He said it shows the two organizations respect each other and "treat each other as equals" in promoting cross-Strait economic cooperation and improving people's livelihood.     The talks were supported and welcomed by people from both sides, Zheng said, adding the upcoming fourth round of talks would take into consideration the desire of people on both sides and the development of cross-Strait relations.     The two sides also discussed the use of relief funds donated by the mainland to Taiwan to combat Typhoon Morakot in August.     The ARATS received 450 million yuan of relief funds and has already delivered one third of it to the SEF. The rest would be sent to the SEF next week, it said.     Both sides agreed that the funds would be used in rebuilding the island's damaged bridges, schools and public facilities.

BEIJING, Dec. 8 (Xinhua) -- China's exchange rate regulator said Tuesday it would work to promote balance of payment next year by stabilizing exports while expanding imports.     The promotion of balance of payment should be the fundamental of the work in 2010 in order to safeguard the nation's economic and financial security, said Yi Gang, head of the State Administration of Foreign Exchange (SAFE).     He said SAFE would continue to diversify the investment of foreign reserves, and ensure the safety, liquidity and the value of the mounting assets, which have ballooned to more than 2 trillion U.S. dollars.     The authority would also step up supervision of the cross-border money flow to protect national financial safety, he said.     Yi also noted SAFE would seek chances to push forward reforms in key areas and links of the foreign exchange management but didn't elaborate.

BEIJING, Oct. 28 (Xinhua) -- China's discipline watchdog Wednesday opened a national informant website, to deal with the public's reports on discipline violation problems of the Party organizations and its members, and to collect suggestions for the Party's anti-corruption work.     The informant website, www. 12388. gov. cn, was launched by the Central Commission for Discipline Inspection of the Communist Party of China (CPC), and the Ministry of Supervision.     Citizens in China's 31 provinces and autonomous regions can all send their complains through the website, which has 31 portals for citizens from different places sending their appeals.     Each computer is required to send three letters each day in order to prevent repeated appeals.     The discipline watchdogs are also planning to establish informant website in city and county levels, in order to build a nationwide reporting system.     Since 2005, local supervision and discipline departments began to set up informant website one after another, which had accepted a large number of public complaints, helped relevant departments uncover valuable clues and also played an important role in combating corruption.     However, these websites did not work well because of its non-standard domain name and inadequate working system.     On June 26 last year, Supervision Ministry opened an informant hotline "12388" for people to report discipline offences of civil servants and officials.

BEIJING, Nov. 26 (Xinhua) -- China has tightened settlement and sale of foreign exchange by individuals to curb non-normal cross-border capital inflow, according to a statement of the State Administration of Foreign Exchange (SAFE).     Banks should deny, review or report to foreign exchange regulators, individual purchases or settlements of foreign exchange suspicious of splitting up one deal into several smaller ones to dodge limits on the size of exchange transfer by one person, which is understood to be one of the channels for hot money inflow, said the statement on Wednesday.     Practices including one overseas individual or institution remitting foreign exchange to five or more individuals within China who settle them respectively, or five or more individuals buying foreign exchange and remitting them to one and the same overseas individual or institution, on a single day, every other day or consecutive days, are considered exchange splitting behavior, said the SAFE.     China in 2007 set the limit of up to 50,000 U.S. dollars per year for an individual to exchange between yuan and foreign exchange.
