BEIJING, Oct. 20 (Xinhua) -- Chinese President Hu Jintao has urged to implement the responsibility system which was designed 10 years ago for the building of a clean government and improvement of the Communist Party of China's (CPC) work style.     In his instructions for a teleconference held here on Monday to mark the tenth anniversary of the issuance of the responsibility system by the CPC Central Committee and the State Council, Hu, also the General Secretary of the CPC Central Committee, said the responsibility system is fundamental for further pushing forward the building of a clean government, improvement of the Party's work style and the anti-corruption drive.     Hu said that the Party committees and governments at all levels had made remarkable achievements in improving the Party's work style, building a clean government and the anti-corruption drive in the past 10 years, but must be aware of the problems still existing.     He urged Party committees and governments of all levels to study and implement the essence of the 17th Party Congress and make strenuous efforts to gear up the improvement of the Party's work style, the building of a clean government and the anti-corruption drive.     Hu called for seriously carrying out the responsibility system, making substantial efforts to push forward the building of a mechanism for punishing and preventing corruption, further enhancing the ability of resolving the outstanding problems in improving the Party's work style and building a clean government so as to provide a favorable political guarantee for promoting scientific development and social harmony.     In addition to studying Hu's instructions, the participants in the teleconference also shared their experiences on the anti-corruption drive over the past 10 years.     Addressing the teleconference, He Guoqiang, member of the Standing Committee of the CPC Central Committee Political Bureau and Secretary of the CPC Central Commission for Discipline Inspection, talked about how to implement the responsibility system by strengthening supervision and check on the implementation of the Party lines and policies so as to ensure the smooth implementation of Party's orders.

BEIJING, Oct. 20 (Xinhua) -- Vice-Premier Li Keqiang visited the 2008 China Beijing International Energy-Saving and Environmental Protection Exhibition on Monday.     Li, who is a member of the Standing Committee of the Communist Party of China (CPC) Central Committee Political Bureau, spoke highly of the achievements made by the country and the national capital in terms of energy efficiency and pollution reduction.     LI said China has large potential in the resources and environmental sector and it should focus on energy efficiency and environmental protection.  BEIJING, Dec. 12 (Xinhua) -- A Chinese mainland official said on Friday that the mainland is ready to launch a direct postal service across the Taiwan Straits slated for next Monday.     The direct postal service would end a situation that has prevailed since 1949, under which air, sea and postal movements between the Chinese mainland and Taiwan have gone through a third place.     Wang Yuci, deputy head of the State Post Bureau of China, said Beijing, Shanghai, Guangzhou, Fuzhou, Xiamen, Xi'an, Nanjing and Chengdu in the Chinese mainland, and Taipei, Kaohsiung, Keelung, Kinmen and Matsu of Taiwan were selected as regional distribution centers for the service.     Distribution centers would be adjusted or added based on future needs, he noted.     New services between post bureaux across the Taiwan Straits including express mail, parcel post, and postal remittances would start from next Monday to meet the needs of people on both sides, he said.     Before, only registered mails were allowed to be sent across the Taiwan Straits following an agreement signed by the mainland's Association for Relations Across the Taiwan Straits (ARATS) and the Taiwan-based Straits Exchange Foundation (SEF) in 1993.     Parcels, remittances and express mails could only be sent via Hong Kong and Macao.     However, the official said the new postal remittance service would be carried out by phases because of technical problems.     Residents on the mainland could cash their remittance from Taiwan next Monday, while Taiwan residents had to wait until January or February, he said.     In early November, the ARATS and the SEF, authorized by the Chinese mainland and Taiwan respectively to handle cross-Straits issues, signed the agreements on direct postal services during their first summit in Taipei.     The two sides also signed agreements on direct shipping and flights, and food safety.

CHENGDU, Jan. 26 (Xinhua) -- Premier Wen Jiabao extended Lunar New Year greetings on behalf of the government and joined holiday festivities in quake-hit Sichuan Province in southwest China over the weekend.     Wen visited villagers, students, medical workers and police in Beichuan, Deyang and Wenchuan, which were among the worst-hit areas in the 8.0-magnitude quake that struck on May 12.     It was Wen's seventh visit to the province since the quake, which was centered in Wenchuan County. The earthquake left more than 69,000 people dead, 374,000 injured, 18,000 missing and millions homeless.     Wen started with a visit to Wang Chengyi's home on Saturday afternoon. Wang, a middle-aged villager of Qiang nationality, lives in a newly-built Qiang village in Beichuan County. GUANGZHOU, Nov. 22 (Xinhua) -- What China can do for the world is not to sell out its massive dollar reserve, but slightly increase its hold of the currency to give reasonable support to the U.S. effort to save its economy, said a senior economist here on Saturday.     It is indeed difficult for China to handle its huge forex reserve, as the U.S. currency has already depreciated 20 percent against the Chinese yuan, said Cheng Siwei, well-known economist at a financial forum held in Guangdong.     "China would suffer from losses if it sells off the dollar, so our strategy should be not to sell, but to slightly increase dollar reserve," said Cheng, also former vice-chairman of the Standing Committee of the National People's Congress (NPC).     Cheng made the remarks amid increasing concern that China might use its forex reserve to finance its 4-trillion-yuan stimulus plan. China held 1.9 trillion dollars worth of forex reserve by September this year.     China "can only afford to do what is corresponding to its level of development and national power amid a global crisis," said Cheng.     "We should be prudent as to how to deal with our forex reserve," said Cheng, noting that China, despite its large size of economy, has its gross domestic product (GDP) accounting for only 6 percent of the world's total, and its per capita GDP ranking falling out of the top one hundred list.

YICHANG, Hubei, Nov. 7 (Xinhua) -- The Three Gorges Project has completed trial water storage operations for the year, with the water level in the reservoir exceeding 172 meters.     As of Tuesday, the water level had risen 27.3 m since Sept. 28,when this year's storage plan began, said the developer of the massive water conservancy project, the China Three Gorges Project Corp. (CTGPC) on Friday.     The water-raising measures ended on Tuesday when the water behind the dam reached 172.3 m and the reservoir held more than 19.3 billion cubic meters of water. The reservoir then began to discharge water.     Generally speaking, the trial operation, which is a test of quality, went well. The structure, generators and shipping locks were all in normal condition and the water quality was not affected, said a CTGPC statement.     The water level is expected to reach 175 m in 2009 when the Three Gorges project is completed.     At 156 m, the target level for the second phase, the reservoir could be fully functional in terms of flood control, power generation and navigation control.     Launched in 1993, construction of the gigantic concrete structure of the dam was completed and began to store water in May2006.     Previously, the reservoir's temporary cofferdams held water at a depth of 135 to 139 m.     The Three Gorges Project, with a budget equivalent to 22.5 billion U.S. dollars, is a multi-functional water control system built at the upper and middle reaches of the Yangtze River.     Its main works are a dam, a five-tier ship lock and 26 hydropower turbo-generators.     The dam will have 14 turbo-generators on the left bank and 12 on the right. Combined, they will produce 84.7 billion kw of electricity annually.     There are plans to add six more turbines by 2012.     As of June, 1.24 million residents had been relocated to make way for the dam construction.

BEIJING, Dec. 23 (Xinhua) -- A senior Chinese official has urged the country's political advisors to make more practical proposals to the government to resolve environmental pollution and other social problems.     Jia Qinglin, Chairman of the National Committee of the Chinese People's Political Consultation Conference (CPPCC), made the remark in a letter to the CPPCC's first seminar on China's population, resources and environment development concluded in Beijing on Tuesday.     China would have many challenges in achieving steady economic growth and social development next year, which included environmental protection, employment and resources issues, Jia said in the letter.     Political advisors should work together and make proposals and suggestions that could serve the people and country effectively, he said.     The seminar was attended by members of the CPPCC, China's top political advisory body, and experts from companies and research institutes.
