Leaders are expected to discuss measures on tackling the economic downturn as well as expanding economic cooperation.

BEIJING, April 30 --  The nation's stimulus package has benefited energy conservation and emission controls with energy used to generate growth dropping further in the first quarter, the National Bureau of Statistics (NBS) has said.     Energy intensity, or the amount of energy needed to generate per unit of GDP, dropped 2.89 percent year on year from January to March. That compares with a drop of 2.62 percent in the first quarter of 2008.     Overall energy consumption grew only 3.04 percent in the first quarter from a year earlier while the economy expanded 6.1 percent, the bureau said in a statement.     The NBS said the ratio of the services sector in the overall economy rose 1.6 percentage points, while the industrial sector dropped 1.9 percentage points. Also, the output of six energy-intensive industries fell 12.5 percent from the previous year.     The figures show the stimulus measures have aided efforts to increase energy efficiency, cut emissions and promote economic restructuring, it said.     The government announced a 586 billion U.S. dollars stimulus package last November to prop up domestic demand and maintain growth. But the huge spending plan sparked concerns that officials might compromise on environmental protection and energy saving targets, given the emphasis on growth.     Yet, analysts said little of the government's spending has been allocated to high energy-consuming or highly-polluting projects, while spending on environmental issues has been increased.     Capital requirements for projects such as railways, airports and housing will be lowered to raise investment, said a State Council meeting presided by Premier Wen Jiabao Wednesday.     However, capital requirement for investments in high energy-consuming or heavily-polluting sectors, such as aluminum smelting, will be raised to prevent a rebound of production capacity in such industries.     Of the 230 billion yuan the central government has approved on stimulus spending over the past two quarters, 10 percent went toward energy conservation, emission control and environmental protection projects, the National Development and Reform Commission said in a statement Wednesday.     The figures show the central government wants to strike a balance between growth and economic restructuring, said Chi Fuling, president of the China (Hainan) Reform and Development Research Institute.     The government may even increase spending on energy saving and environment protection as it tries to facilitate industrial transformation, Chi said.     According to the NDRC, the government has earmarked 13 billion yuan in the next three years to expand sewage and garbage disposal facilities to most townships. It has also allocated 4 billion yuan for tackling water pollution in major rivers such as the Huaihe and the Songhuajiang. Forest conservation and energy saving projects get a combined 6 billion yuan.     The government has pledged to reduce energy intensity by 20 percent by 2020 from 2005 levels; and chemical oxygen demand (COD), a key index of water pollution, and emissions of sulfur dioxide (SO2), a main air pollutant, by 10 percent between 2006 to 2010.

XI'AN, June 13 (Xinhua) -- Chinese archaeologists started a new excavation of the famous terracotta army site Saturday, hoping to find more clay figures and unravel some of the mysteries left behind by the "First Emperor."     It was the third excavation in the pit -- the first and largest of three pits at the site near Xi'an, capital of northwestern Shaanxi Province -- since 1974 when the terracotta army was discovered by peasants digging a well. Archaeologists soon used plastic sheets to cover them for protection.     Richly colored clay figures were unearthed from the mausoleum of Qinshihuang in the Qin Dynasty (221 B.C.- 207 B.C.), the first emperor of a united China, in previous excavations, but once they were exposed to the air they began to lose their luster and turn an oxidized grey.     "From what we have excavated today, the preservation of the cultural relics is better than thought," said Xu Weihong, head of the excavation team. I believe the future excavation will go smoothly," Xu said.     The 230 by 62-meter pit was believed to contain about 6,000 life-sized terracotta figures, more than 1,000 of which were found in previous excavations, said Wu Yongqi, museum curator.     The State Administration of Cultural Heritage has approved the museum's dig of 200 square meters of the site this year, Wu said. Archaeologists work at the excavation site of No. 1 pit of the Terra-cotta Warriors and Horses of Emperor Qin Shihuang, in Xi'an, capital of northwest China's Shaanxi Province, June 13, 2009.Also Saturday, deputy curator Cao told reporters that the state ministration has approved a five-year excavation plan submitted by the museum.     "We plan to dig about 2,000 square meters in the coming five years," Cao said.     NEW DISCOVERIES EXPECTED     Archaeologists hoped they might find a clay figure that appeared to be "in command" of the huge underground army, said Liu Zhancheng, head of the archeological team under the terracotta museum.     "We're hoping to find a clay figure that represented a high-ranking army officer, for example," he told Xinhua earlier.     Liu and his colleagues are also hoping to ascertain the success of decades of preservation efforts to keep the undiscovered terracotta figures intact and retain their original colors.     Most experts believe the pit houses a rectangular army of archers, infantrymen and charioteers that the emperor hoped would help him rule in the afterlife.     But Liu Jiusheng, a Chinese historian in Xi'an, claims it was an army of servants and bodyguards rather than warriors. His argument is still not widely accepted by other terracotta experts.     The army is still known to most Chinese people as the "terracotta warriors and horses."     The army was one of the greatest archeological finds of modern times. It was discovered in Lintong county, 35 km east of Xi'an, in 1974 by peasants who were digging a well.     The first formal excavation of the site lasted for six years from 1978 to 1984 and produced 1,087 clay figures. A second excavation, in 1985, lasted a year and was cut short for technical reasons.     The discovery, listed as a world heritage site by UNESCO in December 1987, has turned Xi'an into one of China's major tourist attractions.

SHANGHAI, May 23 (Xinhua) -- Kaohsiung mayor Chen Chu met with her Shanghai counterpart Han Zheng Saturday afternoon during her visit to the mainland.     Chen was to promote the World Games, to be held in Taiwan's port city Kaohsiung from July 16 to 26. Shanghai is the last leg of her promotion tour.     Han expressed his confidence in deepening cooperation between the two port cities.     "With development of cross-straits ties, exchanges between Shanghai and Kaohsiung are more frequent than before," he said. BEIJING, June 16 (Xinhua) -- China would like to join with Myanmar to promote comprehensive, stable and lasting relations, Vice President Xi Jinping said Tuesday.     During talks with Myanmar State Peace and Development Council Vice-Chairman Maung Aye, Xi said China valued good-neighborly relations with Myanmar.     He said Myanmar was among the first group of countries that forged diplomatic ties with the People's Republic of China, and Sino-Myanmar relations had maintained good momentum. BEIJING, July 17 (Xinhua) -- Chinese Premier Wen Jiabao attended Friday the cremation ceremony of renowned philosopher, religion scholar and historian Ren Jiyu, who died on July 11 at the age of 93.     Ren was born in 1916 in Pingyuan County in east China's Shandong province. He joined the Communist Party of China (CPC) in1956.     "Ren conducted research and education in the fields of Chinese philosophy and religion for a long time. He has made significant contributions to the country's cultural industry by compiling historical materials," said a statement issued by the Publicity Department of the CPC Central Committee. With a population of over 6.1 million and an area of some 71,740 square kilometers, the country is the lowest ranked country on the Human Development Index and seventh lowest on the Human Poverty Index, following years of civil wars.     China forged diplomatic ties with Sierra Leone on July 29, 1971. Between that date and this March, China had invested 33.9 million U.S. dollars in the country and helped build more than 30 projects including hydropower stations, a national stadium, hospitals and government buildings.     Sierra Leone rolled out its first CDMA network in the country last month with help from Chinese equipment vendor Huawei Technologies. Sierratel, the country's government-owned telecommunication company, received a delivery of 16.6 million U.S. dollars worth of wireless telecommunication equipment from Huawei, funded by the Chinese government's preferential loan.     Chinese ambassador to Sierra Leone Qiu Shaofang said China would build two hydropower dams in Sierra Leone in the next three years.     "China has offered long-term economic aid to Sierra Leone and has promised not to reduce assistance in spite of the global slump," said Qiu.     Bilateral trade topped 83.71 million U.S. dollars last year, up 30.4 percent year on year. With the global downturn, total bilateral trade in the first four months of the year was down 40 percent to 12 million U.S. dollars.     China mainly exports machinery and electrical products, textiles and chemical products to Sierra Leone, while imports logs, natural rubber and coco beans.     Koroma's ongoing China trip will also take him to central China's Hunan Province and the country's financial hub Shanghai.

BEIJING, July 17 (Xinhua) -- Many countries around the world said the July 5 riot in northwest China is an internal affair of the country, and the Chinese government is handling the incident properly.     A spokesman for the Belarusian Foreign Ministry, Andrei Popov, said Xinjiang is an inalienable part of China, and the unrest is a purely internal matter of China.     The riot in Urumqi, the capital of China's Xinjiang Uygur Autonomous Region, left 197 people dead and more than 1,680 injured.     Popov also expressed hope that China could soon restore stability in the region by adopting effective measures in accordance with the law.     He said Belarus expresses its deep sympathy to the people who suffered personal injuries or loss of property during the violence.     A spokesman for Pakistan's Foreign Ministry, Abdul Basit, said his country deplores any attempt to hinder China's progress.     "We deplore any such attempt" which tries to impede the progress which has been achieved by China in the context of social harmony, he said in a recent interview with Xinhua.     "We are committed not to allow any element in Pakistan to work against the interests of China because China's interests are Pakistan's interests. We cannot allow any activity that will damage China's interests," Basit said.     Pakistan's Foreign Ministry, in a statement issued shortly after the Urumqi riot, applauded the efforts of the Chinese leadership to promote the concept of harmony both at home, in Asia and the rest of the world.     Turkish Parliament Speaker Koksal Toptan said his country supports the principle of resolving the issue within the framework of the territorial integrity of China.     The Turkish Foreign Ministry said the country highly values its relations with China and does not intend to interfere in China's internal affairs.     Thailand's Foreign Ministry said on Thursday the July 5 riot is a domestic issue of China and it believs China is capable of stabilizing the situation and restoring peace and harmony in Xinjiang.     Combodia's Ministry of Foreign Affairs and International Cooperation said: "The Chinese government is taking appropriate measures to handle the issue."     The Foreign Ministry of Laos also issued a statement on the July 5 riot. It said Laos believes the measures the Chinese government has adopted to safeguard social stability are necessary and legitimate, and expressed hope the government could bring peace back to the region at an early date.
